This article discusses how geographic information technologies (GIS) can be used to monitor and administer urban environments. In modern conditions, when cities face the challenges of rapid population growth, urbanization, climate change and environmental degradation, traditional methods of urban management become insufficiently effective. GIS technologies offer innovative solutions to collect, analyze and visualize spatial data to enable more informed decision making. The article includes a review of previous research in this area, including the work of Michael Goodchild, Rodrigo Garcia and Yang Li, who have made significant contributions to the theory and practice of GIS applications in urban management. The focus is on methods and algorithms used for data monitoring and analysis, such as data collection, data processing, analysis using clustering and spatial regression techniques, and data visualization using cartographic techniques and 3D models. The paper details the flowcharts of urban environment monitoring processes and algorithms used for data analysis. Examples of mathematical models and thematic maps used to present the results of the analysis are given. The conclusion offers perspectives on the further development of GIS and its integration with other advanced technologies, such as the Internet of Things and artificial intelligence, to solve complex urban management problems. The purpose of this article is to substantiate the importance and effectiveness of using geoinformation technologies for monitoring and administration of urban environment, as well as to provide practical recommendations and examples of using GIS technologies in various aspects of urban management. The growing digitalization of administrative processes is presented as an irreversible trend in the management of data processed at all times by public administration and private companies; In this context of rapid technological changes, the objective of the research was to determine current trends in the use of informatics applied to administration processes; objective that is justified by the reason that computing is the science of methods, techniques and processes to store, process and transmit information in digital format. Methodologically, the research was developed as an essay developed through the critical examination of documentary sources published in high-impact scientific journals and authoritative academic sources on the subject. The results obtained allow us to conclude that current trends in the use of computing in management processes are constantly evolving, focusing on artificial intelligence, cloud computing, automation and new generation computing. The digital transformation of the modern economy consists of the introduction of end-to-end digital technologies in all spheres of life in modern society and in the public administration sector. The implementation of digitalization projects for the provision of public services implies the need to develop measurable and verifiable indicators, the analysis of which allows us to evaluate the results obtained and make adjustments to the composition of the measures being implemented. Currently, there are various approaches to assessing the effectiveness of e-government and public services in digital form. However, constant changes in the nature of administrative processes require improvement of the used methods, which determines the relevance of the research topic. The purpose of the study is to conduct a comparative analysis of the results of digitalization processes in the public administration sector in the Russian Federation and in foreign countries using the Electronic Government Development Index. During the study, the following tasks were set and solved: the content of e-government was determined and four directions of its development were identified (electronic services, e-government, e-democracy, e-commerce); the features of the methodology for calculating the Electronic Government Development Index were identified, an analysis of changes in the position of the Russian Federation and a number of foreign countries in the world ranking was carried out; the reasons for changes in the positions of individual states in the world rankings in the period from 2002 to 2022 were identified; limitations in the application of the approaches used to assess the effectiveness of e-government are identified. The components of the Electronic Government Development Index have been determined, which is the integral value of the weighted average of three normalized aggregates, including: an aggregated indicator of telecommunications infrastructure; aggregate indicator of human capital; aggregated indicator of online services. A comparative analysis of these aggregators in the Russian Federation and in a number of foreign countries was carried out, the results of which can be used in the development of projects for the digitalization of administrative processes. The results obtained can become a starting point for the development of tools for assessing the results of digitalization of public services, adapted to the characteristics of the public administration sector in the Russian Federation and Russian regions.

Currently, administrative management is essential in companies of any type and size, becoming an essential pillar for organizational development, by optimizing internal processes and eliminating redundancies, this leads to greater operational efficiency, which is essential to remain competitive in the current market and in the field of construction even more so. This research aimed to analyze administrative management and its impact on organizational development in the Cat Construction company of the San Vicente canton, which is located within the San Vicente Canton-Province of Manabí. The methodology that was used in the development of this research has a mixed approach, it was also descriptive because the variables under study were analyzed, likewise, the research methods used were analysis and synthesis to understand and analyze the identified problem, the bibliographic one with the purpose of investigating theoretical and scientific sources to provide the theoretical support for the research, the deductive and the inductive to analyze the phenomenon investigated and obtain the respective conclusions. Likewise, the survey and interview were applied as research techniques in order to obtain information from primary and reliable sources. The development of the research variables and the methodology made it possible to show that administrative management affects organizational development, because administrative management is not simply an operational function, but is the engine that drives organizational development. Universities, like any organization, must attend to the needs of the environment to provide quality services. Among the various aspects related to educational quality, administrative efficiency management has gained interest in recent times. This is due to the need to optimize resources and streamline the daily operations of an educational institution. This scoping review examines how efficiency is being measured in Higher Education Institutions (HEIs). Taking as a reference the proposed methodology by Arksey and O'Malley and the PRISMA Scr (Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for Scoping Reviews) guide, we performed a search of the literature in the Scopus database from 2017 to 2022. As a result, different ways to measure administrative process efficiency were found, such as formulated models, methods, and indicators that show quantitative benefits. A significant finding was Lean or Six Sigma practices to improve administrative efficiency, in addition to the consideration of the interest group opinion through the application of measurement instruments to measure the impact on the user satisfaction level. This research explores the perceptions of managers of national parasport organisations in Brazil regarding administrative legacies created through the Rio 2016 Paralympic Games. It contributes to furthering knowledge about how the Paralympic Games influenced enduring changes in administrative processes related to the implementation of elite parasport programs in national parasport organisations, which were conceptualised in this article as administrative legacies. The effect of such changes on the professionalisation of parasport organisations was also explored in this research. This qualitative study drew on semi-structured interviews with twenty-six managers from five national parasport organisations in Brazil. A thematic analysis was used to identify what managers of parasport organisations considered to be administrative legacies attributed to the Paralympic Games cycle in Brazil. The perceived legacies included changes in the administrative processes of parasport organisations such as new or modified process designs and controlling and monitoring tasks. Further, increased professionalisation was perceived as enhancing the organisational capacity of investigated organisations. However, managers described problematic administrative changes, for instance, that increased internal bureaucracy has negatively affected the efficiency of certain administrative process. Despite some problematic effects, parasport managers perceived the Paralympic Games in Brazil as improving the capacity of their organisations to better implement elite parasport programs. This research advances knowledge about how administrative legacies were produced through the Rio 2016 Paralympic Games. The research also extends the limited evidence base concerning how the Games catalyse the professionalisation of administrative practices in parasport organisations, thereby improving their organisational capacity. In Business Process Management, the decentralized execution of business processes is one of the main research topics. Several models for processes’ modelling in order to facilitate their execution, have been proposed. LSAWfP is among the most recent in this area: it helps to specify administrative processes with grammatical models indicating, in addition to their fundamental elements, the permissions (reading, writing and execution) of each actor in relation to tasks. In this paper, we present a model for a completely decentralized execution of processes specified using LSAWfP. The presented model puts emphasis on actors’ views: it then allows the confidential execution of certain tasks by ensuring that, each actor potentially has a partial perception of the processes’ states. The model thus solves an often sidelined problem in business process execution. To accomplish this, it relies on three projection algorithms allowing to partially replicate the processes’ global execution states (artifact projection algorithm), to consistently update the obtained partial states (model projection algorithm) and to deduce new coherent global states (expansion-pruning algorithm). The proposal of these algorithms, the proof of underlying mathematical tools’ stability and a proposal of their implementation, are this paper’s contributions.

13. Digital transformation in healthcare: Assessing the role of digital technologies for managerial support processes.

This study used Porter's value chain model within healthcare organizations and the technology–organization–environment framework to explore the impact of digital technologies on managerial and administrative support processes and identify the determinants of their adoption. We used the Delphi methodology to examine six categories of digital technologies (Internet of Things, artificial intelligence & machine learning, big data & business analytics, cloud storage & computing, social media, and blockchain). The study used an inductive qualitative approach involving 11 experts to gather opinions on the most impactful digital technologies and the factors that hinder or limit digital transformation. We found that the Internet of Things and artificial intelligence & machine learning have the most significant impact on administrative support processes in healthcare organizations. Blockchain was least relevant. The experts identified the skills and competencies of employees as the most crucial determinants for ensuring successful digital transformation. These results contribute to the literature on digital transformation in healthcare, which has previously mainly focused on the impact of technologies on clinical processes. The findings may also be useful to both policymakers and practitioners in determining priorities for investment in digital technologies and delivering successful implementation. • Technologies deeply impact on Porter's value chain managerial processes in healthcare. • Internet of Things and Artificial Intelligence have the most significant impact. • Blockchain is found to be less relevant in healthcare. • Employees' skills and competencies are crucial determinants for digital transformation. These technologies and tools have the potential to greatly improve decision making and empower companies' employees., La creciente digitalización de los procesos administrativos se presenta como una tendencia irreversible en el manejo de los datos que procesa en todo momento la administración pública y la empresa privada; en este contexto de cambios tecnológicos vertiginosos, el objetivo de la investigación fue determinar las tendencias actuales en el uso de la informática aplicada a los procesos de la administración; objetivo que se justifica en razón de ser de la informática la ciencia de los métodos, técnicas y procesos para almacenar, procesar y transmitir información en formato digital. Metodológicamente la investigación se desarrolló como un ensayo desarrollado mediante el examen critico de fuentes documentales publicadas en revistas científicas de alto impacto y fuentes académicas autorizadas en el tema. Los resultados obtenidos permiten concluir que las tendencias actuales en el uso de la informática en los procesos de gestión evolucionan constantemente, centrándose en la inteligencia artificial, la computación en nube, la automatización y la informática de nueva generación. Estas tecnologías y herramientas tienen el potencial de mejorar enormemente la toma de decisiones y capacitar a los empleados de las empresas.

The paper analyses the effectiveness of the environmental impact assessment (EIA) in sensitive alpine environments by studying processes and selected case studies in Austria and Germany. The framework used to evaluate the respective effectiveness is based on four dimensions of effectiveness: procedural, substantive, transactive and normative. The study is based on semi-structured interviews, workshops with key stakeholders and textual analysis of EIA documents, as well as the analysis of legal documents. The findings reveal significant differences between the two countries leading to lower transactive and lower normative effectiveness in Austria. The framework demonstrates its high suitability for analysing EIA effectiveness and for developing recommendations. The outcomes also underline the significant influence of the project type. The study aims to measure the level of correlation and impact between administrative engineering re-engineering in enhancing the competitive advantage of human resources in the Social Protection Authority, one of the Iraqi Ministry of Labor and Social Affairs formations. To achieve the goals of the study, the researcher presented hypotheses to measure the nature of the correlation and impact between study variables, using a questionnaire containing (40) questions in addition to using the descriptive analytical approach in conducting the study. (65) questionnaires were distributed to the study sample, of which (59) were subjected to a ready questionnaire for statistical treatments by the SPSS program and the Excel statistical program. After completing the statistical analysis processes and examining the study hypotheses, the results of the study proved that there is a correlation relationship and a significant significant statistical effect between re-engineering the administrative processes in enhancing the competitive advantage of human resources in the research body. The researcher recommended the importance of adopting the results and recommendations of the study by the research body, companies and other similar bodies in order to create a competitive advantage for human resources by re-engineering their administrative operations.

The analysis of the data obtained as a result of evaluation of the official websites of the united territorial communities of Dnipropetrovsk region on the content of regulatory documents, feedback services, administrative services, access to public information and ease of use of the website. The author presents a chart with summary integrated estimates of community websites and the values of the income of the general fund of each united community per capita. It is emphasized that at the time of the study, some of the communities were recently formed, so the scores obtained by the results are not a constant trend, but are a characteristic of the stage of their formation. To identify the correlation of integrated assessments with the financial capacity of each community, compare their graphical representations in the diagram. The evaluation results show that the quality of the website reflects the extent to which the activities of the united territorial community ensure the transparency of administrative processes by stages.

The tendencies of introduction of e-government in public administration bodies of the world are analyzed on the basis of the analysis of publications in the international scientific journals “International Journal of Electronic Government Research” and “International Journal of Public Administration in the Digital Age”. The author gives an overview of the topics of the first magazine, which includes theoretical and philosophical discussions of e-government issues, technological and software technologies, e-government implementation policy and dissemination of positive experience, e-government planning and management. And also - the topics of the second magazine, which include the introduction of information technology for the efficiency of urban and regional governance in the examples of developed and developing countries, as well as comparing the success of these implementations in private organizations with public authorities. During the analysis the author noted that when analyzing the experience of different countries of the world, it is necessary to pay attention to the specifics of these countries, their development priorities and resources. The author emphasized that for Ukraine in the current economic conditions, the implementation of e-government instruments in state bodies of public administration is especially important, because it strengthens the direction of irreversibility in the way of declared reforms by our state. The trends of implementation of e-government in the forthcoming years concerning open data, e-procurement, e-services, electronic interaction, electronic identification have been proved. It also recommends that they be taken into account in conjunction with existing priorities for the development of public administration in Ukraine when considering modernization issues. The author describes the actuality of using the following e-governance technologies: cloud computing technologies, blockchain in government information networks, and the Internet of Things architecture. Emphasis is placed on the need for mandatory cyber security training for public servants, as well as involving citizens in engaging with the state through social networks in the provision of administrative services. On the basis of the analysis the author identifies critical technologies of e-government for modernization of administrative processes in public administration bodies of Dnipropetrovsk region.

In this article is considered the possibility and expediency of methods application of Business Process Re-engineering for increase of activity efficiency of public authorities. The activities of public authorities are based on a process approach, according to which there is a variety of functions of public administration and the provision of public services to organizations and citizens. A significant number of administrative regulations contain a large number of processes that generate a number of additional procedures and actions of employees to perform them. To improve the efficiency of administrative processes in the public authorities it is proposed to use the methodology of Business Process Re-engineering (BPR), which has proved its effectiveness in the implementation of projects of restructuring of management systems of a significant number of commercial organizations. The article deals with the method of development and subsequent implementation of the administrative processes reengineering project in the executive bodies of public authorities.

The aim of the study is to reveal the path followed by school principals during the administration processes, to determine the problems encountered and solutions related to them. The research was conducted in qualitative method. 18 school principals participated in the study. The data were collected through focus group interviews. Content analysis and descriptive analysis were used in the analysis of the data. School principals at all levels state that they make joint decisions by consulting with school stakeholders in the decision-making process in administration. School principals believe in the benefit of planning and effective communication in the administrative processes. According to the principals, influencing is a difficult job in terms of motivating individuals and reaching the goal. School principals attach importance to task distribution and teamwork. Talent, skill and willingness are considered in the distribution of tasks. They provide their evaluations by following the report with the evaluation criteria they have determined together with the stakeholders. It is thought that this study will help to understand the perceptions of school principals about administrative processes. The purpose of the work is to identify the problems and directions of digital society’s development in Ukraine. The current stage of the information society has been investigated by the author. Under the influence of development of new technologies, it has clear signs of a transition to a digital society. It has been proven in the article that the widespread use of mobile devices in the life of social individuals alters the interaction between public authorities and stakeholders dramatically. The methodological basis of the research consist of the studying the state of transition of the information society to the digital one using logical analysis, synthesis and comparison, as well as conducting an expert survey by the Delphi method. Results of the research showed important problems and directions for further work on the development of digital economy and digital society in the region, such as: the level of access to the high-speed Internet in rural areas is far behind urban indices; along with the great desire of population to develop the e-democracy, there is a problem of improper work of relevant digital resources; e-Government is developing actively in terms of technology and software, but its efficiency is still very low. It has been argued in the article that not all administrative processes and procedures can be automized during the digital transformation. It has been shown by the authors that the positive example of the development of digital society’s foundations at the regional and local level is becoming a factor for the digitalization of all public administration bodies of Ukraine. The results of an expert survey on assessing the digital development of Dnipropetrovsk region has been presented in the article. In Ukraine’s realities, the introduction of digital technologies, including the artificial intelligence, is a benchmark for the Government's strategic goals in the long-term future. Positive experience of digital society’s development at the regional and local levels can be a driving force for the advancement of digital deployments at the national level. To that end, the evaluation of the electronic readiness of districts, cities and united territorial communities has been made in Dnipropetrovsk region of Ukraine.

Facing the pandemic period of the Covid-19 outbreak, SMP Baitussalam Ketintang Surabaya is required to continue to carry out educational and administrative services for students. Various strategic steps are required. Hopefully, these strategic steps can overcome the situation in the even semester 2020, completion of student final assignments, and other administrative processes. The learning process during the Covid-19 pandemic will continue to be carried out through an online process until the second week of May 2020. The learning process has so far used online applications such as Zoom, Whatsapp, Webwx Cisco, and others. The assessment process and student attendance are still monitored by the subject teaching teacher during this period. If for some reason, the WHO has to do tasks at school, WHO protocols must be observed, namely wearing a mask and a distance of more than 1 meter. Registration for new students of SMP Baiutussalam Ketintang Surabaya is still ongoing until a selection test will be held, waiting for safe conditions. Currently according to the request for registration to be carried out online. SMP Baiutussalam Ketintang Surabaya has tried its best in serving the education and administration process. Strategic steps have been made to guide the outline of education services during the Covid-19 pandemic. With the steps mentioned above, it is hoped that the learning process at students' homes and other administrative processes can be completed as well as possible.

33. Administrative Processes as an Anti-Corruption Tool? A View from Public Employees in the Baltic States

Many studies have documented the negative effect of corruption on development, economic growth, and democracy. Independent anti-corruption agencies are often recommended as the tool to curb corruption. However, their efficiency depends on the political will to allocate authority, powers, and resources. Moreover, setting up new institutions is always costly and accordingly problematic to low and middle income countries. The present study suggests that public administration processes in their own right are a tool to combat corruption. The article uses a survey with responses from 1706 public employees in Estonia, Latvia, and Lithuania. Using OLS regression, the study confirms others findings that strengthening meritocracy is an important factor in curbing corruption. It adds to this that enhancing monitoring is a factor just as effective against corruption as meritocracy. It adds attention to the reverse effect associated with hierarchical organizations, norms accepting rule bending, and network decisions. Finally, addressing salaries’ and performance payment’s impact on corruption the study finds no relation.

The objective of this research study was to explore the processes of adjudication of social interest housing (SIH) in two projects in Tunja city (Colombia). The methodology had a descriptive exploratory approach. This study assessed 90 families involved in the SIH program. A survey was used to collect information related to the execution of the projects and the degree of user satisfaction. The data collected was processed using R. The results showed that the degree of user satisfaction is relatively low regarding: 1) the time elapsed for the adjudication of the SIH, 2) the physical-spatial characteristics of some houses, and 3) the administrative processes managed by contractor companies. It is concluded that the SIH program improves life quality by a high percentage, but there are aspects that require optimization. [ABSTRACT FROM AUTHOR]

During the last years, the management audit has been consolidated as an effective tool that allows to measure the administrative processes and the efficient management of financial and human resources. However, it is possible that, due to the incorrect handling of management indicators, erroneous results could be obtained at the end of the production process, having a direct impact on administrative decision-making by entities. For this reason, the objective was to analyze the impact of the management audit on administrative decision making in companies in the commercial sector. The type of research is documentary, and the methods used were bibliographic documentary review with a non-experimental-transversal design, using regional indexed journals as the main database. Among the most outstanding results, the importance of the management audit is visualized as a primary source of information for administrative decision-making, by virtue of the varied and in-depth examinations that an entity performs. In this study, the visualized findings are pointed out, as well as the conclusions and recommendations that clarify the need to carry out this type of audit in order to have relevant information before making administrative decisions., Durante los últimos años la auditoría de gestión se ha consolidado como una herramienta eficaz que permite medir los procesos administrativos y el eficiente manejo de recursos financieros y humanos. Sin embargo, es posible que, debido a la incorrecta manipulación de los indicadores de gestión, se pudieran obtener resultados erróneos al final del proceso productivo, teniendo incidencia directa en la toma de decisiones administrativas por parte de las entidades. Por tal razón, el objetivo fue analizar el impacto de la auditoría de gestión en la toma de decisiones administrativas en empresas del sector comercial. El tipo de investigación es documental, y los métodos utilizados fueron la revisión documental bibliográfica con un diseño no experimental-transversal, utilizando como principal base de datos revistas indexadas regionales. Dentro de los resultados más destacados se visualiza la importancia de la auditoría de gestión como fuente de información primordial para la toma de decisiones administrativas, en virtud de los variados y profundos exámenes que realiza a una entidad. En este estudio se puntualiza los hallazgos visualizados, además de las conclusiones y recomendaciones que aclaren la necesidad de ejecutar este tipo de auditorías para disponer de información pertinente antes de la toma de decisiones administrativas.

With the advent of globalization, provided in part by the advancement of information and communication technologies (ICT), has allowed companies in different segments and on different continents to have a significant increase in their visibility on the world market, thus requiring them to be more competitive with other companies. The specific objectives are the following phases: to carry out a survey of the current conditions of the administrative procedures related to the sector of the Directorate of Administrative Services, as well as their demands and results; to verify at which stages of the processes there is a waste of time in the execution of these administrative procedures, that is, to identify opportunities in the procedures practiced by the IES; to propose improvements based on LO thinking for each of the opportunities found; and finally to identify to what extent the results, or the deliveries made, have had a significant improvement from the proposition of applying LO concepts. As a research method, it will use the following tools: bibliographic research, documentary research, statistical treatments, Quality Management, Value Flow Map, using the 5S tools, Standardized Work, SIPOC, Visual Management and Business Process Model and Notation (BPMN). To this end, LO concepts will be used for the organization, the survey, analysis and proposals for improvements in the identified processes. As a result, there is an alignment among its employees and compliance with all mapped activities, without rework and with significant results.

In spring 2022, a broad survey was conducted among all 423 German universities on the status and the future of the digitalisation of administrative business processes. This paper summarises the state of knowledge gathered before the survey, motivates the open questions that arose from it, and describes the questionnaire that was subsequently developed. The process of data collection is documented across all distribution channels and target groups. Quality measures and validity of the dataset are described in detail. Demographic evaluations were carried out on the data records of 172 persons on the CxO level of 123 institutions, allowing a neutral assessment of the representativeness of the study in different areas. The documentation allows further evaluations and comparative studies in a scientifically sound manner.

The Danube River Basin is shared by 19 countries, which makes it the world's most international river basin. More than 81 million people of different cultures and languages live in the Danube Basin and they all are interconnected through the widely ramified water system of the Danube. The cultural variety is not only a valuable attribute of this region, but it also causes barriers related to the transport of goods and passengers on the Danube waterway and its navigable tributaries. The abundant existence of administrative barriers in Europe limits the economic and environmental potentials of inland waterway transport (IWT) as a sustainable mode of transport. These administrative barriers consist for example in reporting requirements that vary considerably among fairway authorities and Danube countries. Most often, reports or data provided cannot be re-used across countries or is not available requiring additional input or additional reporting activities by the barge operator. The objective of this paper is to identify administrative barriers for IWT on the Danube and develop solutions for improved procedures and processes. Data is collected from a dense network of stakeholders operating along the Danube. National focus groups were held to analyse the procedures and administrative processes in inland waterway transport and identify barriers. Further, an online-survey has been set up to collect data. Potential solutions are developed in a cooperative way together with involved operators and authorities.The philosophy of lean administration suggests that non-value added activities ("waste") must be identified in a first step to make processes more efficient. A diverse number of nonvalue added administrative barriers were therefore identified in the countries along the Danube. Many studies have documented the negative effect of corruption on development, economic growth, and democracy. Independent anti-corruption agencies are often recommended as the tool to curb corruption. However, their efficiency depends on the political will to allocate authority, powers, and resources. Moreover, setting up new institutions is always costly and accordingly problematic to low and middle income countries. The present study suggests that public administration processes in their own right are a tool to combat corruption. The article uses a survey with responses from 1706 public employees in Estonia, Latvia, and Lithuania. Using OLS regression, the study confirms others findings that strengthening meritocracy is an important factor in curbing corruption. It adds to this that enhancing monitoring is a factor just as effective against corruption as meritocracy. It adds attention to the reverse effect associated with hierarchical organizations, norms accepting rule bending, and network decisions. Finally, addressing salaries' and performance payment's impact on corruption the study finds no relation. [ABSTRACT FROM AUTHOR]

The paper analyses the effectiveness of the environmental impact assessment (EIA) in sensitive alpine environments by studying processes and selected case studies in Austria and Germany. The framework used to evaluate the respective effectiveness is based on four dimensions of effectiveness: procedural, substantive, transactive and normative. The study is based on semi-structured interviews, workshops with key stakeholders and textual analysis of EIA documents, as well as the analysis of legal documents. The findings reveal significant differences between the two countries leading to lower transactive and lower normative effectiveness in Austria. The framework demonstrates its high suitability for analysing EIA effectiveness and for developing recommendations. The outcomes also underline the significant influence of the project type.
