The relation between superconductivity and time-reversal symmetry (TRS) is one of the most fascinating problems in condensed matter physics. Although most superconductors inherently possess TRS, nonmagnetic disorder can induce states that demonstrate the breaking of this symmetry. Yet, the identification of experimental signatures of superconductivity with broken TRS remains a challenge. Here, we fabricate vertical Josephson junctions using metallic superconductor (Al) and ion bombarded Sr2RuO4 to study disorder-driven TRS breaking effects. We observe persistent magnetoresistive hysteresis behavior dependent on the disorder deposition time that provides evidence of TRS breaking below the superconducting transition temperature. Field and temperature dependent measurements suggest that the observed effects arise from disorder-induced anomalous flux in Sr2RuO4 which can be sensitively detected by superconducting Al. In July 2023, New York City became the first jurisdiction globally to mandate bias audits for commercial algorithmic systems, specifically for automated employment decisions systems (AEDTs) used in hiring and promotion. Local Law 144 (LL 144) requires AEDTs to be independently audited annually for race and gender bias, and the audit report must be publicly posted. Additionally, employers are obligated to post a transparency notice with the job listing. In this study, 155 student investigators recorded 391 employers' compliance with LL 144 and the user experience for prospective job applicants. Among these employers, 18 posted audit reports and 13 posted transparency notices. These rates could potentially be explained by a significant limitation in the accountability mechanisms enacted by LL 144. Since the law grants employers substantial discretion over whether their system is in scope of the law, a null result cannot be said to indicate non-compliance, a condition we call ``null compliance." Employer discretion may also explain our finding that nearly all audits reported an impact factor over 0.8, a rule of thumb often used in employment discrimination cases. We also find that the benefit of LL 144 to ordinary job seekers is limited due to shortcomings in accessibility and usability. Our findings offer important lessons for policy-makers as they consider regulating algorithmic systems, particularly the degree of discretion to grant to regulated parties and the limitations of relying on transparency and end-user accountability.

Audits are critical mechanisms for identifying the risks and limitations of deployed artificial intelligence (AI) systems. However, the effective execution of AI audits remains incredibly difficult. As a result, practitioners make use of various tools to support their efforts. Drawing on interviews with 35 AI audit practitioners and a landscape analysis of 390 tools, we map the current ecosystem of available AI audit tools. While there are many tools designed to assist practitioners with setting standards and evaluating AI systems, these tools often fell short of supporting the accountability goals of AI auditing in practice. We thus highlight areas for future tool development beyond evaluation -- from harms discovery to advocacy -- and outline challenges practitioners faced in their efforts to use AI audit tools. We conclude that resources are lacking to adequately support the full scope of needs for many AI audit practitioners and recommend that the field move beyond tools for just evaluation, towards more comprehensive infrastructure for AI accountability.

The relation between crystal symmetries, electron correlations, and electronic structure steers the formation of a large array of unconventional phases of matter, including magneto-electric loop currents and chiral magnetism. Detection of such hidden orders is a major goal in condensed matter physics. However, to date, nonstandard forms of magnetism with chiral electronic ordering have been experimentally elusive. Here, we develop a theory for symmetry-broken chiral ground states and propose a methodology based on circularly polarized spin-selective angular-resolved photoelectron spectroscopy to probe them. We exploit the archetypal quantum material Sr2RuO4 and reveal spectroscopic signatures which, even though subtle, may be reconciled with the formation of spin-orbital chiral currents at the material surface. As we shed light on these chiral regimes, our findings pave the way for a deeper understanding of ordering phenomena and unconventional magnetism.

In July 2023, New York City (NYC) initiated the first algorithm auditing system for commercial machine-learning systems. Local Law 144 (LL 144) mandates NYC-based employers using automated employment decision-making tools (AEDTs) in hiring to undergo annual bias audits conducted by an independent auditor. This paper examines lessons from LL 144 for other national algorithm auditing attempts. Through qualitative interviews with 16 experts and practitioners within the regime, we find that LL 144 has not effectively established an auditing regime. The law fails to clearly define key aspects, such as AEDTs and independent auditors, leading auditors, AEDT vendors, and companies using AEDTs to define the law's practical implementation in ways that failed to protect job applicants. Contributing factors include the law's flawed transparency-driven theory of change, industry lobbying narrowing the definition of AEDTs, practical and cultural challenges faced by auditors in accessing data, and wide disagreement over what constitutes a legitimate auditor, resulting in four distinct 'auditor roles.' We conclude with four recommendations for policymakers seeking to create similar bias auditing regimes, emphasizing clearer definitions, metrics, and increased accountability. One of the most concrete measures to take towards meaningful AI accountability is to consequentially assess and report the systems' performance and impact. However, the practical nature of the "AI audit" ecosystem is muddled and imprecise, making it difficult to work through various concepts and map out the stakeholders involved in the practice. First, we taxonomize current AI audit practices as completed by regulators, law firms, civil society, journalism, academia, consulting agencies. Next, we assess the impact of audits done by stakeholders within each domain. We find that only a subset of AI audit studies translate to desired accountability outcomes. Multi-band Mott insulators with moderate spin-orbit and Hund's coupling are key reference points for theoretical concept developments of correlated electron systems. The ruthenate Mott insulator Ca$_{2}$RuO$_{4}$ has therefore been intensively studied by spectroscopic probes. However, it has been challenging to resolve the fundamental excitations emerging from the hierarchy of electronic energy scales. Here we apply state-of-the-art resonant inelastic x-ray scattering to probe deeper into the electronic excitations found in Ca$_{2}$RuO$_{4}$. In this fashion, we probe a series of spin-orbital excitations at low energies and resolve the level splitting of the intra-$t_{2g}$ structure due to spin-orbit coupling and crystal field splitting. Most importantly, the low-energy excitations exhibit strong orbital character. Such direct determination of relevant electronic energy scales is important, as it sharpens the target for theory developments of Mott insulators' orbital degree of freedom.

Doped Mott insulators are the starting point for interesting physics such as high temperature superconductivity and quantum spin liquids. For multi-band Mott insulators, orbital selective ground states have been envisioned. However, orbital selective metals and Mott insulators have been difficult to realize experimentally. Here we demonstrate by photoemission spectroscopy how Ca$_2$RuO$_4$, upon alkali-metal surface doping, develops a single-band metal skin. Our dynamical mean field theory calculations reveal that homogeneous electron doping of Ca$_2$RuO$_4$ results in a multi-band metal. All together, our results provide compelling evidence for an orbital-selective Mott insulator breakdown, which is unachievable via simple electron doping. Supported by a cluster model and cluster perturbation theory calculations, we demonstrate a novel type of skin metal-insulator transition induced by surface dopants that orbital-selectively hybridize with the bulk Mott state and in turn produce coherent in-gap states., Comment: A revised version of this manuscript will appear in Communications Physics

This paper presents a comprehensive technical overview of the Linac Coherent Light Source II (LCLS-II) photoinjector laser system, its first and foremost component. The LCLS-II photoinjector laser system serves as an upgrade to the original LCLS at SLAC National Accelerator Laboratory. This advanced laser system generates high-quality laser beams for LCLS-II, contributing to the instrument's unprecedented brightness, precision, and flexibility. Our discussion extends to the various subsystems that comprise the photoinjector, including the photocathode laser, laser heater, and beam transport systems. The control of Mott phase is intertwined with the spatial reorganization of the electronic states. Out-of-equilibrium driving forces typically lead to electronic patterns that are absent at equilibrium, whose nature is however often elusive. Here, we unveil a nanoscale pattern formation in the Ca$_2$RuO$_4$ Mott insulator. We demonstrate how an applied electric field spatially reconstructs the insulating phase that, uniquely after switching off the electric field, exhibits nanoscale stripe domains. The stripe pattern has regions with inequivalent octahedral distortions that we directly observe through high-resolution scanning transmission electron microscopy. The nanotexture depends on the orientation of the electric field, it is non-volatile and rewritable. We theoretically simulate the charge and orbital reconstruction induced by a quench dynamics of the applied electric field providing clear-cut mechanisms for the stripe phase formation. The electrical control of a material's conductivity is at the heart of modern electronics. Conventionally, this control is achieved by tuning the density of mobile charge carriers. A completely different approach is possible in Mott insulators such as Ca$_2$RuO$_4$, where an insulator-to-metal transition (IMT) can be induced by a weak electric field or current. This phenomenon has numerous potential applications in, e.g., neuromorphic computing. While the driving force of the IMT is poorly understood, it has been thought to be a breakdown of the Mott state. Using in operando angle-resolved photoemission spectroscopy, we show that this is not the case: The current-driven conductive phase arises with only a minor reorganisation of the Mott state. This can be explained by the co-existence of structurally different domains that emerge during the IMT. Electronic structure calculations show that the boundaries between domains of slightly different structure lead to a drastic reduction of the overall gap. This permits an increased conductivity, despite the persistent presence of the Mott state. This mechanism represents a paradigm shift in the understanding of IMTs, because it does not rely on the simultaneous presence of a metallic and an insulating phase, but rather on the combined effect of structurally inhomogeneous Mott phases., Comment: 12 pages, 14 figures

A stellar occultation by Neptune's main satellite, Triton, was observed on 5 October 2017 from Europe, North Africa, and the USA. We derived 90 light curves from this event, 42 of which yielded a central flash detection. We aimed at constraining Triton's atmospheric structure and the seasonal variations of its atmospheric pressure since the Voyager 2 epoch (1989). We also derived the shape of the lower atmosphere from central flash analysis. We used Abel inversions and direct ray-tracing code to provide the density, pressure, and temperature profiles in the altitude range $\sim$8 km to $\sim$190 km, corresponding to pressure levels from 9 {\mu}bar down to a few nanobars. Results. (i) A pressure of 1.18$\pm$0.03 {\mu}bar is found at a reference radius of 1400 km (47 km altitude). (ii) A new analysis of the Voyager 2 radio science occultation shows that this is consistent with an extrapolation of pressure down to the surface pressure obtained in 1989. (iii) A survey of occultations obtained between 1989 and 2017 suggests that an enhancement in surface pressure as reported during the 1990s might be real, but debatable, due to very few high S/N light curves and data accessible for reanalysis. The volatile transport model analysed supports a moderate increase in surface pressure, with a maximum value around 2005-2015 no higher than 23 {\mu}bar. The pressures observed in 1995-1997 and 2017 appear mutually inconsistent with the volatile transport model presented here. (iv) The central flash structure does not show evidence of an atmospheric distortion.
