Objective. In this paper, the main approaches to modeling the management processes of organizational and technical systems for special purposes are reviewed and analyzed, and their detailed comparative analysis is carried out. This circumstance will allow us to further develop methodological recommendations to improve the efficiency and validity of management decisions.Method. This work uses: formal models, structural models of objects, models under conditions of complete certainty, models under conditions of risk using a decision tree, models under conditions of uncertainty, mathematical programming models, quality models, efficiency models.Result. In the course of reviewing and analyzing the main approaches to modeling management processes for special-purpose organizational and technical systems, the following tasks were solved: a preliminary systematization of the available data on the features of the development of management decision-making models was carried out; a comparative analysis of these models was carried out, during which it was established that most of the developed models can only be applicable in certain subject areas, which significantly limits their universality; have a labor-intensive procedure for processing source data; turn out to be insufficiently adaptive to rapidly changing conditions.Conclusion. The considered approaches to modeling management processes for specialpurpose organizational and technical systems are a powerful tool for making informed and effective management decisions; they allow you to take into account many factors, conduct scenario analysis and optimize solutions, as well as use computers for more accurate and complex calculations.

This article considers modern chemical terrorism to be one of the specific and new methods for resolving political contradictions. The acts of chemical terrorism or its threat can be used deliberately as a coercive instrument of foreign policy in the Middle East. Chemical terrorism can be used as an excuse for the open aggression against other nations and for sending regular military forces into the territory of other sovereign states. The article shows that the destabilization of the situation in the Syrian Arab Republic is caused by the financial support of the so­called «moderate opposition», by the imposition of economic sanctions against the state institutions and also by the false accusations of chemical attacks. The article presents certain facts and evidence from different reliable sources, that allow to suggest the possibility of cooperation of foreign intelligence agencies with the armed groups that were committing chemical terrorist acts. The special expert group from the Troops of Radiological, Chemical and Biological Defence of the Russian Federation has been formed for the confirmation of the alleged acts of chemical terrorism. The article presents the results of the work of this expert group that have been accepted by the Organization for the Prohibition of Chemical Weapons (OPCW).

The effectiveness of scientific development and research (NDR) in the agricultural sector depends on many factors, among which those that determine the safety of the process itself play a special role. The work examines the requirements for ensuring safe and harmless working conditions during scientific research and development, indicating the main legislative and other normative legal acts in the relevant areas. Depending on the features of the NDR (fundamental, applied, experimental) and the stages of their implementation, the venue, conditions, duration of work, equipment and engineering networks, personnel, etc. are determined, which necessitates the use of certain methods, methods and means of ensuring labor safety based current regulatory legal acts on labor protection, sanitation and occupational hygiene, fire safety, man-made safety and civil protection. In this work, we examine the conditions for conducting the NDR and analyze the current regulatory documents and scientific works on ensuring the safety of research, with the aim of preventing the number of accidents in the agricultural sector. An important role in ensuring healthy and safe working conditions, preservation of life and health of employees in scientific institutions is played by the labor protection service. The main tasks of the labor protection service include: implementation of scientific developments and rational proposals that increase labor safety; organize all types of briefings and preventive measures aimed at eliminating harmful and dangerous production factors and other cases of threat to the life or health of employees; carry out inspections of employees' compliance with regulatory legal acts on labor protection; draw up, with the participation of the direct supervisor, lists of professions, positions and types of work, for which instructions on labor protection (safety) should be developed, provide assistance during their development; to inform employees about the basic requirements of laws, other regulatory and legal acts and acts on labor protection that are in effect within the scope of scientific research.

Article 43 of the Constitution of Ukraine guarantees proper, safe and healthy working conditions for every employee, according to Article 13 of the Law “On Labor Protection” the employer must ensure the functioning of the labor protection management system. Accordingly, the Concept approved by the Order of the Ministry of Labor dated 22.10. No. 432 of 2001, every enterprise, institution or organization (hereinafter – the enterprise) of any form of ownership, which uses the labor of employees in its activities, is obliged to comply with the necessary requirements established by the legislation of Ukraine, in order to guarantee the safety of work and the preservation of life, health and working capacity of employees in the process of work. In order to ensure healthy, safe and highly productive working conditions, improve working life, prevent injuries and occupational diseases, the company operates a health and safety management system, which is an integral part of the management system of the business entity. The occupational health and safety management system (OH&S) is a set of enterprise management bodies that, on the basis of a set of regulatory documentation, carry out purposeful, planned activities regarding the implementation of management tasks and functions in order to ensure healthy, safe and highly productive working conditions.To build an effective occupational safety management system, it is necessary to choose its optimal model. A scientific and applied problem is the choice of the most suitable system in the conditions of a particular enterprise. An analysis of the approaches available in international practice regarding the formation of health and safety management system models, taking into account quality management systems, environmental protection and social responsibility, was carried out. Recommendations aregiven for choosing a basic methodological approach that will contribute to the creation of an effective labor safety management system with the aim of ensuring safe and highly productive working conditions and creating a positive image of the enterprise.

The main sources of noise pollution in modern cities, that generate significant levels of sound pressure, which significantly, sometimes at times exceed permissible noise levels have been identified. The consequences of the negative impact of noise of the urban environment on the human body, fauna and flora are described. The sanitary-hygienic, engineering-technical, architectural-planning, construction-acoustic and economic-social aspects of scientific researches concerning protection of the environment from noise pollution are singled out. The main methods and ways to reduce urban noise are described, among which are: reducing the sound power level of existing equipment and vehicles, or replacing them with less noisy ones, and during design-taking measures to minimize noise emissions from machines; carrying out timely cleaning, adjustment, repair of machines, mechanisms and equipment, restriction or complete prohibition of noisy works and operation of the most intensive noise sources at night; rational orientation of the noise source or place of noise radiation, taking into account the direction indicator; placement of noise sources and objects of protection – at the maximum possible distance from each other; the use of building structures with improved sound insulation, the use of sound-absorbing materials for lining the enclosing structures of buildings and structures; zoning of sources and objects of protection, application of territorial gaps, noise protection buildings, acoustic screens and strips of greenery. It was found that the maximum possible impact on noise pollution of modern cities and surrounding areas can be achieved in the case of integrated application of methods, means of protection against acoustic blocking of the duration, direction and use of noise emissions in its sources and through noise level on the way to its spread, as well as through the implementation of appropriate organizational and technical measures.

Aim. To study the morpho-functional parameters of the heart in convalescents of hemorrhagic fever with renal syndrome (HFRS) using echocardiography.Material and methods. The study included 27 patients without any chronic diseases who had severe or moderate HFRS (the main group) within 3 weeks after their discharge from the infection diseases hospital. The reference group consisted of 19 patients comparable by age and gender, without any chronic diseases. Transthoracic echocardiography was the basic method of heart and hemodynamics investigation. The test was performed using tissue Doppler and non-Doppler assessment of left ventricle systolic deformation method (speckle-tracking method).Results. Violation of longitudinal systolic deformation of the left ventricle was observed in 15 (55.6%) patients, which was combined with diastolic left ventricle filling by the type of relaxation violation in 8 (29.6%) cases. Mitral valve insufficiency of 1 degree was identified in 11 (40.7%) HFRS patients, insufficiency of the tricuspid valve of 1 degree was identified in 4 (14.8%) patients. Pericardial effusion was detected in 2 (7.4%) patients. In 7 (25.9%) patients in the first 3 weeks after discharge from the hospital, additional floating echoes were detected on the leaves and fibrous ring of the aortic valve, which were considered as a manifestation of thromboendocarditis.Conclusion. Further investigation is necessary to assess the prognostic value (including the risk of thromboembolic complication developing) of the changes revealed in HFRS convalescents and to support the inclusion of echocardiography in the examination program during dispensary observation of HFRS-convalescents.

The management system of labor protection (MSLP) is an effective tool, which allows the business entity to provide the proper level of labor protection on the enterprises, that corresponds to the requirements of safe and healthy conditions of work for employees. The approaches of construction and functioning of MSLP are improving based on international experience. In 2018 the Cabinet of Ministers of Ukraine has approved “The concept of reforming the management system of labor protection in Ukraine”, which basing on a risk-oriented approach determines the principles, directions and tasks of building a system of labor safety and health in Ukraine and aims to create the national system of production risks prevention and to ensure safe and healthy working conditions for employees. This article deals with the use of the method of multicriteria choice of alternatives based on fuzzy advantage ratio in the process of evaluating the effectiveness of the labor protection management system of enterprises, that allows more objectively identify threats to efficiency of MSLP of the specific business entity. There are some examples of usages of this method to solve issues related to ensuring the economic security of economic entities. Based on those scientific works authors tried to evaluate the effectiveness of functioning of MSLP. The solution of this problem was carried out on the example of a specific chemical enterprise. The department of Life Safety of the National Forestry University of Ukraine has carried out significant work to identify threats to efficiency of MSLP, related to the activities of the labor protection service, which in this article are considered as a set of acceptable alternatives and could be the threat for MSLP efficiency. Also, there were identified some criteria for selecting among the identified threats (acceptable alternatives): the threat occurs infrequently and irregularly; the appearance of threats from time to time; threat occurs frequently and regularly (recurrence of the threat) over a period of time. In the course of the work, the most significant threats were found. That is, the problem of rational choice of alternatives from a certain set X was solved, for which some fuzzy advantage ratio is given g1, g2, g3 with the function μgj : X × X → (0, 1). To solve the problem of multicriteria selection described above, was select an effective method of convolution of the vector criterion into a scalar. The results show that the most significant threats to efficiency of MSLP of the enterprise that was analyzed is an excess of the frequency of injuries at the enterprise over the frequency in the industry and a gross violation of occupational safety rules, accidents. The results obtained indicate that an accident has occurred or may occur at the assessed enterprise. The use of the method of multi-criteria selection of alternatives on the basis of a fuzzy ratio of advantages in the process of evaluating the effectiveness of the management system of labor protection of the enterprise allows more objectively identify shortcomings of MSLP, that potentially lead to undesirable consequences and, accordingly, take the necessary measures in time to normalize the situation.

The paper deals with improving the performance of the RF path and the digital path of microwave multi-function measuring devices into range up to 8 GHz. Development of the two-loop PLL system was performed using a VCO and DDS and allowed us to realize the required parameters of measuring devices. Additionally, the development and research of IQ imbalance correction method of quadrature components of the signal in a digital IF path was carried out, which enabled to reduce the signal distortions and incorporate the requirements for multi-function measuring devices

Objectives The aim of the study is to increase the effectiveness of unmanned aerial vehicles (UAVs) in the context of destabilising meteorological factors on the basis of an identification of links and patterns of unmanned aerial vehicles operating in difficult weather conditions.Methods In this work, in order to account for the effect of meteorological factors on the effectiveness of unmanned aerial vehicles, the methods of system analysis, mathematical modelling of atmospheric phenomena and processes, as well as probability theory and statistical assessment, were applied.Result An analysis of open literature sources devoted to the issues of operation and practical application of unmanned aerial vehicles (UAVs) under the influence of environmental factors was carried out. A classification of destabilising influences (DI) affecting the performance of a UAV flight mission is developed and presented. The dynamic probabilistic indicator, which, in characterising the dynamics of UAV functions as a complex technical system is referred to as “time efficiency of the UAV flight mission”, is substantiated. A methodology for estimating the dynamic efficiency indicator of the UAV’s functionality during the performance of a flight mission (FM) underDI conditions is developed on the basisof a probabilistic model of the conflicting interaction between UAV and DI. Strategies for selecting the trajectories of flights around local zones in which UAVs can be influenced by DI are given. To estimate the DI intensity and determine the size of the local disturbance zone, a mathematical model is proposed, whose application makes it possible to improve the UAV functioning under complex meteorological conditions (CMC) by taking into account the information on the space-time variability of dangerous for UAV weather-related phenomena (DWP). In the process of constructing the UAV functioning model, the use of conflict theory methods permitted adequate models for the analysis and evaluation of the dynamic efficiency indicator of the UAV functioning during the performance of FM in DI conditions to be developed, as well as the patterns of meteorological factors influencing the effectiveness of the UAV application to be revealed.Conclusion The methodology proposed in the article makes it possible to increase the effectiveness of unmanned aerial vehicles (UAVs) under complex meteorological conditions by a time index of 20-30% as compared with traditional approaches.

It has been established that the North Bureya metallogenic zone is one of the most productive for the mining and alluvial gold in the Priamurskaya province. The total production of ore gold (97 ton) and alluvial gold (160 ton) within the zone was 26,5% of the total gold production in the province. Within North-Bureya metallogenic zone the six ore-placer nodes are allocated - Burindinsky, Umlekansky, Yasnensky, Oktyabrsky, Adamihinsky and Sohatiny. Besides that, the four nodes (Ulunginsky, Tygdinsky, Magdagachinsky and Igaksky) constitute Gonzhinsky ore-placer district. For their productivity ore-placer nodes are divided into the high (more than 50 ton of gold produced), medium (10-50 t) and low (less than 10 t) productive. The estimation of the nodes prospects for the ore and placer gold is given.

It was found that within the Priamurskaya prov-nce of Late Me-ozoic age the depos-ts and occurrences of gold-quartz are wide-pread, and goldsulphide-quartz, goldsilver and goldpolymetallic formations are less popular. They all are the main producers of gold ore and determine the metahogenic specialization of the province. Deposits and oc-urrences of goldsulfide and goldcopper-mo-bdenum porphyry formations are less common, as well as goldskarn ore, goldmercury, gold and raremetal and goldantimony formations. It is shown that in the central part of the province deposits and occurrences of goldquartz are predominant, and on the periphery - the goldsulfide-quartz and goldsilver formations. Prospects for growth of the resource base of gold ore depostts are associated mainly with goldsulphide-quartz, goldquartz and goldsilver, to a lesser extent - with goldpolymetallic formation.

Dzhagdy-Selemdzinskaya metallogemc zone is shown to be the one of the most productive gold-bearing zones in Priamurskaya province. The placer and ore deposits mined in the area are estimated to be about 350 t of gold, including 293,811 of placer and 57,191 of ore deposits. Thirteen placer ore nodes are allocated within the area (west to east): Dolbyrsky, Unya-Bomsky, Tuksinsky, Dugdinsky, Norsky, Egorsky, Malomyrsky, Verhnestoybinsky, Tokursky, Haiginsky, East-Selemdzinsky, Sophiysky and Kerbinsky. The potential of the mctallogcnic zone is in additional exploration of known gold deposits, search for new deposits and placer deposits, as well as the revaluation of waste dumps of large placers to identify the technological clusters of gold.
