The article is devoted to the analysis (consideration) of peculiarities of management in the sphere of transport at the present stage of social and technological development. The role of transport and infrastructure projects as a key element of the country’s economic development is described. Being linked into a single comprehensive plan, infrastructure solutions become the basis for the development of a country or territory. It was concluded that with the current form of organisation of transport activities, a two-circuit management system is believed to be optimal, when the role of the state is reduced to planning of long cycles and to the role of economic administrator. The private sector, individual carriers, small companies regulate the quality of service by individualising the supply. One of the most important points of contact between these systems is the sphere of education. The authors describe the concept of engineering and management approach to education. This approach will make it possible to systematically train specialists with both technological and managerial competencies which will become an impetus for the development of economic sectors and strengthening the technological sovereignty of the state. The purpose of the article is to determine the patterns of functioning of the transport and logistics sphere in the framework of supply-side economics, and to consider the engineering and management approach to the training of specialists (for the industry).

The conclusion describes the cybersecurity factor as the main risk of digitalization.

Recently, the issue of the development of automation systems in transport is again becoming topical. Note that the first developments in the field of automated control systems (ACS) date back to the mid-20th century, when cybernetics was developing in the USSR. Over time, automation elements have developed in aviation, road and rail transport. However, the level of development of scientific and technological progress allowed only after many years to return to this issue at a qualitatively new level. The next stage in the development of technologies involves the development of elements of artificial intelligence (digitalization) in many branches of the real sector of the economy. The evolution of information technologies allowed companies to put into practice the concept of a marketing (customer-oriented approach). At present, taking into account the opinion of consumers, providing a service of a qualitatively different level, the first factor of ensuring the competitiveness of the company, advantageously emphasizing its position in the market. The purpose of the study is to study the conditions for the formation of the system «digital» transport and logistics. The tasks that determined the course of scientific developments were: to determine the basic principles that are characteristic of the «digital economy» in freight forwarding and logistic services, to identify the main tasks and conditions for the formation of a system of «digital» transport and logistics. “ As the research results, the following provisions should be singled out: the authors specify the basic conditions for the digitization of transport and logistics, identify the necessary conditions, and determine the sufficient conditions for the functioning of this system, taking into account the territorial features of Russia. The authors revealed the main advantages of digital transport development for the participants of the transportation process. The article highlights the role of modern technologies in the process of implementing the principles of a client-oriented approach to transport, which contributes to the improvement of the quality of work of companies in the sphere of freight forwarding and logistics services.

Innovations are becoming more widespread in transport, determining the level of quality of passenger service. This thesis predetermined the urgency of the article, as well as the vector of research. In the article the author considers the digitalization of the transport complex through the industry paradigm 4.0, which affects various spheres of business and society. The paper presents the main characteristics of the sphere of freight forwarding services in the digital age. The article highlights the main centers of information development in transport among foreign countries, in the series of which the experience of Germany is highlighted. This state is considered to be the leaders of the European continent both in the sphere of innovations in industrial production and in the sphere of transport. For the Russian Federation, the experience of Germany in the field of introducing intelligent transport technologies is of interest. The author of the research reveals their main directions and principles, gives examples of automation in transport and logistics, reflected in the activities of companies in the real sector of the German economy. The main directions of digitalization are identified: infrastructure, autopilotation, robotization, automation of control systems. Particular attention is paid to the development of intelligent transport systems, the elements of which are autopilot. In the conclusion of the work the author formulated the conclusions that can form the basis for applying the experience of Germany in Russia.

This article describes the intellectual transport systems (ITS) as a core to move to the «digital» economics of the 21st century. The research touched the approaches to understand of the ITS covered by both Russian and western scientists. The author defined basic parameters applicable for «digital» transport and logistics used by leading countries of the world. The article provides the author`s method estimate the level of forming the ITS projects having features to consider the customer requirements in quality of informational service. The special attention is also paid to parameters of organizational and economic nature. The research allowed to not only asses current developments of ITS projects in Russia but also to provide recommendations of ITS improvements. Studying the organizational parameters of ITS projects the author analyzed Japanese and the US experience in the area of building «digital» transport and logistics. The final part of article covers issues of training professionals in the ITS sphere for transportation complex of the 21st century. The study not only tells about scientific institutions in Russia, but points out the need to cooperate internationally in this filed
