International audience; Nowadays, some smart cities are criticised for their very techno-centric vision that favours digital giants over local citizens. In Barcelona, a completely different strategy has been deployed, turning the city into an experimental city model. Based on the theoretical foundation of the commons (Ostrom, 1990), the municipality has launched a digital strategy that involves citizens in addressing the challenges of digital sovereignty and asserting their digital rights. Thus, this article questions how decentralised digital tools, based on blockchain technology, can promote data sharing while respecting the privacy and rights of citizens. The theory of the commons is used to support the governance of the data commons at the city scale.; Certaines smart cities sont aujourd’hui critiquées pour leur vision très techno-centrée qui favorise les géants du numérique face aux citoyens locaux. À Barcelone, une tout autre stratégie a été déployée, faisant basculer la ville dans un modèle de ville expérimentale. Prenant ancrage dans le socle théorique des communs (Ostrom, 1990), la municipalité a en effet mis en place une stratégie digitale qui implique les citoyens pour répondre aux enjeux de souveraineté numérique et faire valoir leurs droits digitaux. Ainsi, cet article scientifique, qui vient en soutien d’une étude de cas du projet DECODE, interroge comment des outils numériques décentralisés, qui reposent sur la technologie blockchain, peuvent favoriser le partage des données tout en respectant la vie privée et les droits des citoyens. International audience; The 15M citizens’ movement in Barcelona has brought a political shift in the city. Now, the municipality intends to include the citizens in the democratic process and to engage an economic policy based on the commons. This case study presents the city’s digital strategy that seeks to give back digital sovereignty to Barcelona’s citizens. More specifically, it presents the European DECODE project launched to deploy data commons. This project has developed and experimented blockchain technologies with local citizens to let them control the sharing of their personal data. This case, therefore, aims at better understand how decentralized digital tools, based on blockchain technology, can foster the management of the data commons at the city scale. To answer this question, three pilot projects tested in Barcelona are selected : Digital Democracy and Data Commons, Citizens Internet of Things Data Governance and BarcelonaNow.; Le mouvement citoyen des indignés du 15M de Barcelone a entrainé un basculement politique dans la ville. Dorénavant, la volonté de la municipalité est d’inclure les citoyens dans le processus démocratique et d’engager une politique économique centrée sur les communs. Dans ce contexte, cette étude de cas présente la stratégie digitale de la ville qui vise à redonner de la souveraineté numérique aux Barcelonais. Plus spécifiquement, elle présente le projet européen DECODE lancé pour déployer des communs de la donnée. Ce projet a permis de développer et d’expérimenter des technologies blockchains avec les citoyens afin qu’ils contrôlent le partage de leurs données personnelles. Ce cas vise donc à mieux comprendre comment des outils numériques décentralisés, qui reposent sur la technologie blockchain, peuvent favoriser la gestion des communs de la donnée à l’échelle d’une ville. Pour y répondre, trois projets pilotes expérimentés à Barcelone sont retenus : Digital Democracy and Data Commons, Citizens Internet of Things Data Governance et BarcelonaNow.

The relationship between corporations and human rights has long been in the eye of international law. As the nature and reach of corporate actors make them impervious targets for domestic regulation, international law has become increasingly concerned with the adverse impact of business activities on human rights and the environment. This article critically examines the major existing international regulatory initiatives on business and human rights from the lens of public international law. First, we will explore the major challenges faced by international law in addressing corporate activities. Second, the core non-binding instruments adopted in the past decades will be examined, highlighting the progressive incorporation of some of their key standards in domestic legislation. Third, the increasingly relevant role of some of the business and human rights standards in domestic and international litigation will be examined. Fourth, we will look at the path towards a treaty on business and human rights. The argument will be made that although binding regulation is not a panacea for the multifaceted problem of corporate human rights liability it can provide a useful tool to harmonize domestic legislation and to give teeth to the existing non-binding instruments.

Il releve d’une sommation de causes aux premiers rangs desquelles nous retrouvons les atteintes oculomotrices et les anomalies de la charniere lombosacree. Enfin, nous aborderons les asymetries de tonus musculaire postural qui generent des rotations deleteres pour le rachis.
