The paper deals with diverse theoretical understanding of ensuring the criminological security of minors on the international level, and analyzes the regulation of the protection of children's rights. The paper focuses on formulating the conceptual framework of international legal protection of minors. It is proposed to introduce the author's concept of international legal protection of minors. The international legal protection of minors should be understood as a system of normative acts that entrench the rights and freedoms of children, the obligations of the states to exercise these rights and freedoms; as well as international mechanisms for monitoring the fulfillment by the states of their international obligations and protection of the violated rights of each particular minor. The study explores the history of the international legal protection of the rights of minors. It is noted that the international community has adopted a number of normative acts to ensure children’s rights, to prevent juvenile delinquency, the treatment of juvenile offenders, exercising justice. In particular, when it comes to juvenile offenders, the norms of international law are actually the policy of treating such children. At the same time, the key idea of all international legal acts in combating juvenile delinquency is recognizing the priority of preventive measures over punitive ones. Attention is drawn to the fact that due to globalization, no country will be able to fight crime effectively on its own, coordinated efforts of the entire international community are needed. At the same time, the useful law enforcement practices of foreign countries with regard to child protection should be of no less interest. It seems that the Russian Federation should attempt to decrease the level of punishment and incarceration.

An important component of the military-professional training of cadets-military pilots in military aviation universities is the formation of readiness for practical activities in the troops. At the same time, the quality of training of aviation specialists does not fully meet the requirements of customers for military personnel. It is possible that the reason for this discrepancy lies in the insufficiently expressed methodological strategy of military professional training. Modern military-political conditions and trends in the development of naval aviation require that helicopter pilots have personality neoplasms that contribute to the high-quality performance of professional tasks in all types of activities. The conducted genesis of the military professional training of helicopter pilots of naval aviation revealed a number of significant problems, the solution of which is facilitated by methodological approaches of professional pedagogy. In the course of the study, based on the activity approach and the principle of identification, the leading role of interaction in all types of professional activity was established, which determines its specificity. Content- analysis of professional tasks based on a functional approach revealed a feature of professional activity, which consists in a set of professional tasks corresponding to indicators in the structure of readiness for interaction. On the basis of a system-structural approach, taking into account the specifics and features of activity, the structure of readiness for interaction (motivational-value, activity and cognitive components) and the criteria for the formation of its components (crew flight, military cohesion and tactical flight thinking) are proposed. Arguments are given regarding the need to develop readiness for interaction among helicopter pilots of naval aviation during their training at a military aviation university, as an integrative personality trait, which includes not only a set of abilities to solve professional problems, but also a number of professionally important qualities

The military professional training of cadets-military pilots in a military aviation university is conditioned by the trends in the development of military education, its prompt response to the personnel needs of the troops. Aviation units need military pilots who are ready to fulfill the official duties of crew commanders, to solve the urgent task of ensuring flight safety. Training of flight personnel for military aviation does not fully take into account the need to form cadets' competencies as an aviation commander and teacher, which will contribute to ensuring flight safety and increasing the combat potential of aviation units and subunits. The article deals with the problem of flight safety as a factor affecting the national security of Russia, paying attention to the causes of accidents and pilot errors. In the course of the study, it was proved that the military-professional activity of cadets-military pilots is the process of solving professional tasks that ensure the combat readiness of aviation units while observing flight safety conditions. Based on the content analysis of the command and methodological professional tasks based on the activity approach, the leading role of the command-methodological activity has been established. The functional approach and the principle of identification made it possible to identify the functions of the leading command-methodological activity (military flight training and educational, organizational and managerial). Arguments are given regarding the development of cadets not only a set of abilities for command-methodological activity, but also professionally important qualities that integrate command-methodological competence. The structure of competence (motivational-value, cognitive, activity components) is determined taking into account the specifics (leading type of activity) and features (a set of command and methodological professional tasks) of military professional activity. The criteria for the formation of the components of the command-methodical competence (professional purposefulness, intellectual potential, professional responsibility) have been identified. The methodological basis of the pedagogical system for the formation of the command-methodical competence of cadets-military pilots was formed by the system-structural, personality-activity, functional, modular, adaptive, technological and competence-based approaches. The results of the experimental work carried out in the branch of Military Educational-Research Centre of Air Force Air Force Academy in Syzran confirmed the dependence of the cadets' readiness for flight safety activities on the formation of command-methodological competence.

The article deals with issues related to the diversity of theoretical understanding of the concept of strategy, as well as the analysis of existing strategies for ensuring the criminological safety of minors. Special attention is paid to planning and forecasting the future, in particular, innovative forms of forecasting are being investigated, one of which is Foresight. The foresight ideology is based on modern developments in the field of forecasting, futurology, and strategic analysis. Unlike traditional forecasting, Foresight always implies the participation of many experts from all spheres of activity, to one degree or another related to the topic of a particular foresight project, and sometimes also conducting surveys of certain groups of the population (residents of the region, youth, etc.) who are directly interested in solving the problems considered in the framework of the project. The result of a foresight session, unlike other methods of forecasting and planning, is a “map of the future” – a visually rich space that allows you to see as a whole the entire subject area, the image of its future, as well as various ways and ways of achieving certain desirable and undesirable states and factors affecting the likelihood of the embodiment of a particular scenario. The article analyzes the activities of the state authorities of the Russian Federation at the legislative level, related to strategic planning. The historical aspect of the concept of “strategy” is investigated. An introduction to the scientific circulation of the Author's concept of this term is offered. Under the strategy it is necessary to understand the art of managing public relations, based on careful organization and use of available means and forces in order to achieve an appropriate result. Special attention is paid to the analysis of the regulatory legal framework of criminological planning, designed to streamline the complex and multifaceted process of preventive impact on offensive behavior. Attention is drawn to the need to develop a strategic document aimed directly at ensuring the criminological safety of minors. It seems that this should be a Concept that addresses both general and specific problems in this area, as well as determining effective control by state bodies.

The relevance of the problem is exposed to criminological analysis, the concept of the threat to criminological safety of minors is given, the sources of threats faced by children are determined, various scientific points of view are analyzed regarding the concept of sources of threats to criminological security. The authors believe that under the sources of threats to criminological safety of minors may be phenomena that in one way or another are related to crime and create the danger of criminalization and (or) victimization of minors. Data of the author's research concerning the influence of certain sources of threats on minors are given. The authors believe that it is expedient to implement criminological safety of minors on an integrated basis with the coordinated efforts of all prevention subjects.

The article deals with issues related to the problem of criminological security. Scientific analysis is the relevance of the problem, the evaluation of the concept of “criminological security”, proposed by various scientists. The Author believes that it is advisable to present criminological security as a subsystem of any type of security that requires a separate analysis and appropriate support. Criminological security is an element of any kind of security, for example, international, military, foreign policy, state, public, etc., it includes various kinds of criminal threats and other phenomena related to crime. The data of the author's research concerning the influence of certain criminal threats faced by citizens are presented. The author believes that the presence of criminal threats in all spheres of life of the individual, society and the state requires the creation of the corresponding threats to the system of criminal security. In order to create such a system, it is necessary to identify the actual state of crime and its manifestations in order to identify real and potential internal and external threats at all levels of government, in all spheres of public relations and for each individual.

The article discusses issues concerning the problems of drug addiction, which is distributed mainly among the youth. The Author analyzes the normative legal basis and main directions of activity of subjects on the prevention and suppression of illicit traffic in narcotic drugs. Are also analyzed official statistics of drug abusers and drug addicts and the results of the study on the relevance of the drug problem and the reasons for its spread among minors. Along with the intensification of the activities of all entities engaged in prevention and fight against crime, to strengthen the role of social policies aimed at promoting healthy lifestyles and engaging parents to confrontation anesthesia children. The author proposes that the effective prevention of drug addiction among minors will not only reduce the overall level.
