The paper is dedicated to the issue of evaluating the effectiveness of intercultural communication. On the basis of empirical study that included qualitative content analysis, modeling and an expert survey, the main criteria for evaluating effectiveness were formulated based on the theory of social systems by Niklas Luhmann: (a) formation of a space of active intersubjectivity; (b) production and reproduction of new forms of communication. Based on these criteria, the authors propose a system of indicators. Criteria and indicators for evaluating and self-evaluating the effectiveness in intercultural communication were highly appreciated by experts and can be recognized as the main ones for assessing the effectiveness of intercultural communication within the framework of the activity-phenomenological model.

The article is devoted to the scientific heritage of Andrei Yakovlevich Bolshunov, a thinker, scientist, and mentor who made an outstanding contribution to science and didactics. The article examines the role of intercultural communication in the sociocultural sphere as a basic one for other spheres of society’s life, including politics, education, science, and economics. In this paper, we presented the authors’ model of intercultural communication in the sociocultural sphere in the form of a map of the lifeworlds. Under the term ‘lifeworld’, we understood by the authors as an intersubjective shared everyday world of the individual. Analysis of the relationship between sociocultural lifeworlds in dynamics makes it possible to ascertain the presence of transformations, decentrations, reassembly of social, global tensions. Overcoming the crisis of confidence, reducing international tension, according to the authors, is possible through the creation of a common global lifeworld. Finally, we propose a specific practices that contribute to creating a space of intersubjectively shared meanings, deliberative activities based on the model of absolute hospitality and the circulation of gifts.

The article reveals and substantiates the thesis that the production of forms of communication is the main criterion for the effectiveness of intercultural communication. The concept of active intersubjectivity, which focuses on the joint meaning formation, forming a local sphere of intersubjectivity, allows us to model the production of forms of communication in intercultural communications. The article discusses the attributes of active intersubjectivity that should be considered when modelling cross-cultural communications and the features of modelling active intersubjectivity as the production of forms of communication in cross-cultural communications. Public practices of active intersubjectivity that can be used to optimize cross-cultural communication are discussed. The conclusion states that the processes of active intersubjectivity in cross-cultural communications need consulting support and lists the requirements for consultants who can provide this support.

Pension provision issues are among the most urgent problems in both the world and domestic socio-economic policy, as evidenced by frequent changes in pension legislation. Thus, the Russian pension system has undergone serious changes four times over the past two decades, however, by the standards of developed countries, the pension amount continues to be unsatisfactory. In order to attract long-term financial resources to the national economy and improve the quality of life of future pensioners, the authorities are increasingly demonstrating their interest in pushing the population to participation in the system of non-state pension provision. The article presents the results of a sociological study «Savings strategies of Financial University students», which was aimed at identifying the attitudes of Russian students regarding the formation of individual pension savings in non-state pension funds (NPFs). According to the results obtained, students, in general, are already thinking about their future retirement. However, in order to form savings for future old age, students need a sufficient amount of both current income and income in the long term. The most preferred tools for this are foreign currency, securities and cash rubles; the least interest is caused by services of NPFs and insurance companies, which is due to the ideas of insufficient profitability, as well as the riskiness of the activities of these organizations. To attract a youth audience, NPFs need not only to have a reputation as reliable, transparent and customer-oriented organizations, but also to build good communication with potential investors in order to explain the principles and mechanism of their work.

The article deals with topical issues related to the further development of the human resources potential of government and management bodies. It is emphasized that the mechanism implementations strategies for ensuring the sustainable development of regions and municipalities are largely determined by systematic work with the managerial personnel reserve, which must necessarily bear the signs of continuity and continuity, as well as stimulate the improvement of the professional level and advanced education of senior personnel.

Purpose: The purpose of the article is to develop an integrative, structural and functional, indicative, aggregating, algorithmic, the multi-criteria model for assessing the quality and demand for educational services of higher education considering the consumers’ opinion. Methodology: The leading research method of the indicated problem was the assessment of various aspects of educational relations in the process of complex diagnostics of the studied phenomena, which includes: preliminary system model of research, interpretation and operationalization of the basic concepts included in it; relevant means of fixation of primary characteristics; the order of data collection; algorithm of analysis and data processing in order to obtain a rating assessment proposed as a mechanism for assessing the quality and demand for educational services with the participation of consumers. Result: The authors substantiate the inclusion in the system of indicators of both objective characteristics: the professional status of graduates of higher educational institutions (the share of employed, the level of wages, the area of employment), the status of educational programs (social and professional accreditation), and their subjective characteristics, expressed in: the formation of professional competencies of graduates (including hard skills and soft skills), which together characterize their professional subjectivity. The materials of the article are of practical value for government agencies, heads of educational institutions, rating agencies, representatives of organizations-employers, applicants, their parents, and students. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Assessment model of quality and demand for educational services considering the consumers’ opinion is presented in a comprehensive and complete manner.

The article describes the findings of the research into the Russian and international practices of building the higher education quality assessment system. The issue of building of national higher education quality assessment system based on the modern challenges faced by the contemporary higher education system and the best international practices gained in external and internal quality assessment system development are examined. The article is part of the commissioned research conducted by the Financial University in accordance with the order of the Government in 2018.

One of the differentiating characteristics and the main goal of this study has been to empirically study the financial literacy of modern Russian pupils and to determine their attitude to the problem of financial literacy in their everyday life. In order to solve the above goals, a set of sociological methods has been used, including a mass face-to-face survey of pupils from most regions of the country, a mass face-to-face online survey of students studying at the Financial University under the Government of the Russian Federation, in Moscow departments and departments of the regional branch network, an expert survey in regions of the Russian Federation, a content analysis of key electronic databases, e.g., the Russian State Library, the Library of Dissertations and Abstracts, the eLIBRARY.RU Scientific Electronic Library, a webometric analysis of more than 1,500 official websites of Russian regions on the problems under study, including the Usability and Visibility analysis. The authors have made some unique conclusions. Thus, more than ¾ of the modern youth understand the importance of financial literacy as an instrument to achieve their goals, and the goals demanded by the modern society. The main ones are to obtain education, to create a family, to achieve success in their career and professional growth, to establish their own business, etc. One important conclusion is as follows: the prospects for the use of deposits by today’s pupils, mortgage lending, leasing, and participation in mutual investment funds (MIFs) have a number of fundamental regional differences. Moreover, these regional differences among pupils as potential investors may be demanded by modern commercial financial and credit organizations for preparing promising medium-term development plans for their regional branches.

The deculturation of economic activity phenomenon is discussed in the article. The expressions of deculturation are the degradation of the semantic system of economic activity, deprivation of a person economic human agency, economocentrism, the loss of “legitimizing power” by culture (ability to give meaning to economic activity, economic relations and institutions), etc. On the one hand, deculturation is a challenge to the existence of national cultures and intercultural differences. On the other hand, it has systemic consequences for the economy as a threat to the climax of the economic system. Theoretical provisions are illustrated by a brief history of the semantic system of Russian economy. The socio-humanistic and sociopolitical consequences of the deculturation of economic activity are also discussed in the article. The article emphasizes that the economy itself is neither a place for human existence nor a place gaining our humanity, nor a place of meaning making. The culture does all of this. Therefore, the deculturation of economy leads to the degeneration of man into the abstraction of homo economicus. Homo economicus does not have a human agency. Its only has an equivalent of “non-human” functionality (agency) in the actant-network structures of modern economy.

The paper analyzes methodological and practical approaches to the management of social resources to ensure the economic growth in Russia. The purpose of the work was to identify the main approaches to understanding the content, place and role of social resources in the implementation of national priorities of the Russian Federation as a whole, and in the economic growth in particular. The result of the research: based on the analysis of strategic planning documents, groups of social resources for the economic growth are defined along with conditions for their effective use by public authorities to ensure economic security, improve performance indices in the situation of the transforming market relations and achieve the economic growth objectives. The organizational and technological basis of the social resource management under modern conditions adequate to modern approaches to strategic planning is justified. It is concluded that the efficiency of using social resources of the economic growth requires the development of a scientific support system for their management.

The relevance of the article is determined by a new socio-cultural situation, conditioned by the development of the information society. There are unknown cultural practices, intellectual and emotional needs, value orientations against the background of a significant decrease in the communicative and cognitive abilities of students, necessary for functioning not only in the educational environment of a higher educational institution, but also in professional activity. The purpose of the article is to investigate the question of quality of education as a key resource for the development of mankind and man, the conditions for reducing social risks and creating a strategy for managing success to ensure a decent quality of life.
