The present study showcases a novel effective technique for the surface modification of micro-arc diatomite coatings using low-energy, high-current electron beams (LEHCEBs). A variety of methods such as scanning electron microscopy, energy-dispersive X-ray spectroscopy, the X-ray diffraction method, scratch testing, the potentiodynamic polarization method, immersion testing in SBF, and flow cytometry have been used to study the coatings. During processing, the electron beams’ energy density ranged between 2.5–7.5 J/cm2. After the LEHCEB treatment, the surface morphology of the coatings changed completely. The corrosion resistance of the LEHCEB-treated coated samples increased significantly, as evidenced by the decrease in corrosion current to 4.6 × 10−10 A·cm−2 and the increase in polarization resistance to 1.4 × 108 Ω·cm2. The electron beam treatment also increased the adhesion strength of the coatings to the magnesium substrate by 1.8–2.5 times compared to untreated coatings. Additionally, biological studies have shown the high viability of the NIH/3T3 cell line after contact with the samples of the coating extracts.

The article features the historiography and sources on the issue of physical culture and sport developmentin the Kemerovo region at the turn of the XXI century. Having analyzed a wide range of publications (monographs, articles, dissertation abstracts, academic and journalistic literature), the authors came to the conclusion that certain material has already been summarized on this topic. The study offers a detailed description of the changes in the legislative field that were made to ensure a better functioning of the system of physical culture and sports in the Kemerovo region in 1991–2007. However, the development process of physical culture and sport movement in the region remains poorly investigated. The same can be said about the issues related to the material-technical base of the Kuzbass sports and the system of sport personnel training in the region. In the domestic literature there are no works devoted to the complex process of development of physical culture and sports movement in the Kemerovo region in the period. The analysis of the sources on the selected theme has revealed that the most informative among them were two classes of written sources: legislative and documentary. The available range of sources has allowed the authors to trace the process of development of physical culture and sports region in the conditions of changing socio-economic development model of the country.

The article considers the main stages of the historiography of the ideological and political life of Russia in 1971 – 1991, the authors distinguish two stages of the historiography problems: 1971 – late 1980s - the beginning of 1990s; end 1980s - the beginning of 1990s - beginning of XXI century. The first stage is characterized by methodological monism. The main attention of researchers was paid to the problems of propaganda of Marxist-Leninist ideology, ideological and political education of Soviet citizens. The second phase of historiography was methodological revolution when there a critical re-evaluation of the historical way the Soviet State had passed took place. The main focus of historical research during Perestroika was on such problems as: dissidence, protest movement, the activities of informal organizations. The article analyzes the historiography of dissidence and concludes that researchers created a scientific base that can serve as a basis for further study of this topic.

The article indicates the importance of a synergistic approach to the development and adaptation of the management system of high-tech enterprises. Development is inextricably linked with the adaptation processes taking place at the enterprise. It is adaptation that determines the vectors of development. The synergistic approach leads to the emergence of the category of "adaptive development", which in relation to the management system of high-tech enterprises involves the transition of the management system to more modern methods and management tools based on digitalization. The cyclical foundations of the adaptive development of the management system are revealed, which determine that under the influence of economic laws, enterprises regularly need to change and improve their internal parameters, finding an opportunity to prolong periods of growth. In such conditions, the key role is assigned to the highest level of enterprise management, performing managerial functions. The essence of adaptive development is considered from the standpoint of the process approach, since it is the process approach that fully reflects the essence of this category. Adaptive development is a process of transformations in the control system, based on the transition of the system from one qualitative state to another based on the identified contradictions in the external environment and a long-term program for building internal potential. In the process of adaptive development, a specific response should be developed based on the use of a multidimensional model of comparison and selection of the most effective option. It is emphasized that one of the most important conditions for the implementation of the adaptive development process is information support, as the basis for making adequate management decisions.

The paper considers the main forms of protest activity in Russian regions. Special attention is paid to the analysis of protest actions in the regions of Western Siberia. The following forms of protest activity were revealed: writing letters to the authorities about the violation of human rights; refusal to participate in election campaigns; printing and distribution of leaflets and prohibited anti-Soviet literature; the nature of the activities and ideological convictions of the few underground organizations. The authors consider the State Security Committee’s methods of struggle against and the content of trials on the anti-Soviet protestants. The conclusion is made about the various forms of protest and their role in the life of the country.

In the context of the systemic reform of the Russian economy, there is a tendency to the emergence of corporations in various sectors of the national economy. The military-industrial complex is no exception. The article deals with the specifics of property management of corporations of the military-industrial complex in the production of high-tech products. To achieve the strategic goals of the corporation, it is necessary to develop a strategy based on objective forecasts of the development of the arms market, taking into account potential external and internal risks, as well as an analysis of the strengths and weaknesses of the corporation. Corporate governance is based on the existing norms in the field of financial activities, securities, labor relations in the labor market, contractual obligations, and contractual activities between enterprises. It is proved that the adaptive development of corporations of the military-industrial complex directly depends on the competent organization of financial activities, as well as within its framework of credit and investment activities. The article presents the balance sheet model of financing of the defense industry corporation, which allows to form the budget of the defense industry corporation, based on the allocation of financial resources for the operation and development of the main activities of the defense industry corporation. One of the most important tasks of managing the property of corporations of the military-industrial complex is to provide opportunities for scientific and technological development, which, after commercialization, can create key strategic competitive advantages for enterprises of the defense industry corporation.

The present study featured the issues of human resourcing in the sphere of physical training and sports in Kuzbass during the transition period from the Soviet to the post-Soviet model. The research was based on a wide range of documents, including those from several collections of the Regional State Archive. The research united scientific, historicist, and comparative methods, which made it possible to identify two factors that affected the personnel potential in the sphere of physical education and sports. The first one was the policy of advanced socio-economic development, proclaimed in the mid-1980s. The second was the transition to the market economy, which started in the early 1990s and was accompanied by a serious crisis. These two processes systematically affected the sphere of physical training and sports, including its national and regional human resources. The staffing proved uneven: while it was satisfactory in urban institutions of higher education and sports, the rural areas saw a severe labor shortage.

The paper features legislative regulation of physical education and sports in different historical periods. The research objective was to describe the legal framework of the Soviet and post-Soviet periods in order to use the experience in modern conditions. The study was based on the following scientific principles and methods. The principle of scientific research made it possible to use of a wide range of published and unpublished archival documents and scientific sources. The principle of historicism allowed the authors to identify the state of legal regulation in various historical epochs, as well as the nature of the changes they underwent. The comparative legal method helped identify the nature of the legal framework, its content in the Soviet period, and the qualitative changes that occurred after the collapse of the Soviet Union. As a result, the authors identified a number of stages in the development of the legal framework in question. The period of the Soviet legal norms lasted from the mid 1980s to early 1990s. During the transitional period of the 1990s, Russia was actively searching for legal regulation: the basic legislation was adopted in 1993, and the Law itself entered into force in 1999. The third period began when the state law on physical education and sport was adopted in 2008. Soon after that, a similar document was released in Kuzbass. In this regard, the development of sports law is a system of legal norms that regulate relations in the field of physical education and sports at the Federal and regional levels. The results of the research can be used in the development of the regulatory framework by Federal and regional legislative bodies, the scientific community, and lawyers involved in sports and physical education law.

The article discusses the need to develop information technology in the context of digital transformation in order to increase the competitiveness of high-tech industries. It is determined that in connection with the rapid development of the digital economy, the adaptation of high-tech enterprises to new operating conditions, as well as increasing their competitiveness, is of particular relevance. The need to stimulate investment and entrepreneurial activity in the high-tech industry has been identified. The digital economy implies the automation of business processes within a high-tech enterprise, as well as in relations with contractors and government agencies through the use of modern information technologies. It is proved that the paramount task of the development of the digital economy in Russia is the implementation in the coming years of training the required number of IT specialists capable of providing a qualitative technological breakthrough. A special role in the digital economy is given to high-tech production. The competitiveness of high-tech enterprises is largely due to the use of modern digital technologies in management and production activities. In conditions of high-tech production, factors affecting the competitiveness of enterprises are unstable. A list of external and internal factors affecting the level of competitiveness of high-tech enterprises is established from the standpoint of the greatest degree of influence of information technologies on them. Ignoring the transition to a digital economy can even deprive a successful high-tech company of its competitive advantage. Creation of new and improvement of existing network information technologies in the digital economy and their implementation in domestic high-tech enterprises will increase the competitiveness of enterprises, and as a result, the country's competitiveness.

The features of support for the logistics sphere of production of equipment (products) at Russian high-tech enterprises are examined and the main areas of activity of enterprises are clarified in terms of providing integrated support for the logistics sphere of products at all stages of the life cycle. Based on current trends in the development of the economy of the Russian Federation, the use of the latest logistics technologies in the management of production enterprises is of particular relevance. It has been established that in the implementation of the traditional system of product logistic support, information flows carry information about product requirements, cost, ordering and delivery of finished products to consumers. Currently, certain steps are being taken to introduce CALS-technologies, which are considered as tools for organizing and providing continuous information support to all participants in the creation, production and use of products at all stages of the product life cycle, reducing costs in the production, operation and repair processes. It was revealed that in the traditional support system for the product’s logistics sphere there is no centralized planning, the logistics information system cannot promptly change the parameters of the main elements of the support system depending on the changed operating conditions of the product. A promising system of integrated support for the logistics sector based on CALS-technologies is proposed, which eliminates the shortcomings by analyzing the support of the logistics sector.

The features of the application of information and telecommunication technologies in high-tech enterprises are examined in order to increase the efficiency of production activities. It is determined that the basis of telecommunication technologies is the procedure for information exchange and data transfer. Telecommunication technologies provide remote transmission of all forms of information, including data, voice, video, between computers via various types of communication lines. Analysis of the results of the classification of information technologies and areas for improving information support in the production of high-tech products allowed us to identify trends in the development of modern information technologies. These trends are due to the dynamics of the development of industrial enterprises and the external environment, which leads to functional changes in the management system of a high-tech enterprise and provides significant economic growth in developed countries. The main promising means for data transmission are the Internet, wireless mobile radio networks, laser and fiber-optic communication lines. The most important task of telecommunication technologies in the field of economics is electronic exchange. This indicates the importance of the telecommunications aspect in the functioning of the information system. Telecommunication technologies that provide data transfer, make it possible to implement a continuous exchange of information through global networks. Modern telecommunication technologies are widely used in creating network options for information technology. It was determined that a significant achievement of telecommunication technologies was the possibility of real-time control of financial, banking, trading and other operations regardless of the territorial location of their participants. Telecommunication technologies are becoming the elements that informally unite the vast territory of Russia.

The article deals with the features of organizational and economic interaction between the state and business in the defense industry. Using the results of research, the mechanism of implementation of public-private partnership at the enterprises of the military-industrial complex in the creation of joint ventures for the production of new models of weapons and military equipment, which is based on a set of organizational structures and specific forms, tools, tools and methods of management, through which the public-private partnership in the military-industrial complex. The main reasons for the need to implement public-private partnership in the military-industrial complex are identified. These reasons will contribute to the withdrawal of the state from the organizational and technological method of management of the military-industrial complex and the introduction of appropriate mechanisms for the implementation of public-private partnership in order to develop and create new high-tech military equipment of the new generation. The article proves that public-private partnership is one of the tools of effective defense policy. At the same time, in the period of budget deficit in the Russian Federation, such a mechanism becomes an outlet for solving important tasks in the field of defense. The possibility of using waste of semiconductor manufacturing containing silicon carbide and gallium arsenide as an effective additive in radio absorbing material preparation was established as a result of research. The resulting material meets the requirements of effective porous electromagnetic radiation absorbers of extremely high frequency range: maximum absorption and minimum reflection of electromagnetic radiation, fire safety, the minimum allowable level of toxic and hazardous substances.

Bioresorbable composites based on hybrid phosphate-silicate coatings and Mg0.8Ca alloy were obtained using the MAO method in the electrolyte containing the powders of wollastonite and β-TCP. The coating morphology and elemental composition were studied with the help of the scanning electron microscopy and energy-dispersive X-ray spectroscopy. Elongated particles of wollastonite and isometric particles of TCP were evenly distributed on the coatings surface. The crystalline phases of wollastonite, α-TCP, akermanite, diopside and forsterite were found in the coatings. After the 16 days of the immersion in 0.9% NaCl solution the mass loss of bare Mg0.8Ca alloy and the coated samples was 9.2% and 1.5% respectively.

Biocoatings were formed on the surface of the Mg0.8Ca alloy by the method of micro-arc oxidation, in an electrolyte containing β-Ca3(PO4)2 (β-TCP) and CaSiO3, When the process voltage was varied in the range of 350–500 V, the thickness, roughness, and mass of the coatings increased to the values of 110 µm, 12 µm, and 11 mg, respectively. The presence of the following crystalline phases was determined in the coatings: α-TCP, wollastonite, forsterite and magnesium oxide. Coatings containing these compounds not only reduce the rate of bioresorption of the magnesium alloy, but also promote the process of bone tissue formation.

The present study featured the issues of human resourcing in the sphere of physical training and sports in Kuzbass during the transition period from the Soviet to the post-Soviet model. The research was based on a wide range of documents, including those from several collections of the Regional State Archive. The research united scientific, historicist, and comparative methods, which made it possible to identify two factors that affected the personnel potential in the sphere of physical education and sports. The first one was the policy of advanced socio-economic development, proclaimed in the mid-1980s. The second was the transition to the market economy, which started in the early 1990s and was accompanied by a serious crisis. These two processes systematically affected the sphere of physical training and sports, including its national and regional human resources. The staffing proved uneven: while it was satisfactory in urban institutions of higher education and sports, the rural areas saw a severe labor shortage.
