The flat-spectrum radio quasar 3C 345 has been showing gamma-ray activity since the mid-2000s along with activity across the electromagnetic spectrum. A gamma-ray burst in 2009 was successfully linked to relativistic outflow in 43 GHz VLBI observations and has since been analyzed also using single dish measurements. A multi-wavelength follow-up VLBI observation to the 2009 flare in conjunction with 43 GHz catalogue data from the VLBA-BU-BLAZAR and BEAM-ME programs are analyzed in this study in the context of the long-term evolution of the source. We aim to probe the innermost few milli-arcseconds of the ultracompact 3C 345 jet. In the process, we analyze the long-term kinematics of the inner jet and discuss the magnetic field morphology at different scales, as well as the origin of the gamma-ray emission. New observations at 23, 43, and 86 GHz took place on ten epochs between 2017 and 2019. We calibrate the 30 data sets using the rPicard pipeline, image them in Difmap and carry out polarization calibration using the GPCAL pipeline. We complement our VLBI data with ancillay VLBI maps at multiple frequencies, as well as 43 GHz observations carried out in the framework of the BEAM-ME and VLBA-BU-BLAZAR monitoring programs. We find multiple distinct component paths in the inner jet, forming a helical geometry. The helix is anchored at a stationary feature some 0.16 mas from the 43 GHz VLBI core and has a timescale of about 8 years. The characteristic bends in the jet morphology are caused by variations in the component ejection angle. We confirm the result of previous studies that the gamma-ray emission is produced (or caused) by relativistic outflow and violent interactions within the jet.

We report on the detection of radio bursts from the Galactic bulge using the real-time transient detection and localization system, realfast. The pulses were detected commensally on the Karl G. Jansky Very Large Array during a survey of unidentified Fermi $\gamma$-ray sources. The bursts were localized to subarcsecond precision using realfast fast-sampled imaging. Follow-up observations with the Green Bank Telescope detected additional bursts from the same source. The bursts do not exhibit periodicity in a search up to periods of 480 s, assuming a duty cycle of < 20%. The pulses are nearly 100% linearly polarized, showing circular polarization up to 12%, and exhibit variable scattering on timescales of months. The arcsecond-level realfast localization links the source confidently with the Fermi $\gamma$-ray source and places it nearby (though not coincident with) an XMM-Newton X-ray source. Based on the source's overall properties, we discuss various options for the nature of this object and propose that it could be a young pulsar, a magnetar, or a binary pulsar system.

We report the results of careful astrometric measurements of the Cannonball pulsar J0002+6216 carried out over three years using the High Sensitivity Array (HSA). We significantly refine the proper motion to $\mu=35.3\pm0.6$ mas yr$^{-1}$ and place new constraints on the distance, with the overall effect of lowering the velocity and increasing the inferred age to $47.60\pm0.80$ kyr. Although the pulsar is brought more in line with the standard natal kick distribution, this new velocity has implications for the morphology of the pulsar wind nebula that surrounds it, the density of the interstellar medium through which it travels, and the age of the supernova remnant (CTB 1) from which it originates., Comment: 12 pages, 5 figures, 4 tables

We present X-ray and radio observations of the recently-discovered bow shock pulsar wind nebula associated with PSR J0002+6216, characterizing the PWN morphology, which was unresolved in previous studies. The multi-frequency, multi-epoch Very Large Array radio observations reveal a cometary tail trailing the pulsar and extending up to 5.3', with multiple kinks along the emission. The presented radio continuum images from multi-configuration broadband VLA observations are one of the first results from the application of multi-term multi-frequency synthesis deconvolution in combination with the awproject gridder implemented in the Common Astronomy Software Applications package (CASA). The X-ray emission observed with Chandra extends to only 21'', fades quickly, and has some hot spots present along the extended radio emission. These kinks could indicate the presence of density variation in the local ISM or turbulence. The bow shock standoff distance estimates a small bow shock region with a size 0.003-0.009 pc, consistent with the pulsar spin-down power of Edot=1.51x10^35 ergs/s estimated from timing. The high-resolution radio image reveals the presence of an asymmetry in the bow shock region which is also present in the X-ray image. The broadband radio image shows an unusually steep spectrum along with a flat-spectrum sheath, which could indicate varying opacity or energy injection into the region. Spatially-resolved X-ray spectra provide marginal evidence of synchrotron cooling along the extended tail. Approximately one-third of existing $\gamma$-ray sources identified by the $\textit{Fermi Gamma-Ray Space Telescope}$ are considered to be unassociated, with no known counterpart at other frequencies/wavelengths. These sources have been the subject of intense scrutiny and observational effort during the observatory's mission lifetime, and here we present a method of leveraging existing radio catalogs to examine these sources without the need for specific dedicated observations, which can be costly and complex. Via the inclusion of many sensitive low-frequency catalogs we specifically target steep spectrum sources such as pulsars. This work has found steep-spectrum radio sources contained inside 591 $\textit{Fermi}$ unassociated fields, with at least 21 of them being notable for having pulsar-like $\gamma$-ray properties as well. Due to the increasing connectivity of modern vehicles, collected data is no longer only stored in the vehicle itself but also transmitted to car manufacturers and vehicle assistant apps. This development opens up new possibilities for digital forensics in criminal investigations involving modern vehicles. This paper deals with the digital forensic analysis of vehicle assistant apps of eight car manufacturers. We reconstruct the driver's activities based on the data stored on the smartphones and in the manufacturer's backend. For this purpose, data of the Android and iOS apps of the car manufacturers Audi, BMW, Ford, Mercedes, Opel, Seat, Tesla, and Volkswagen were extracted from the smartphone and examined using digital forensic methods in accordance with lawful government-approved forensics guidelines. Additionally, manufacturer data was retrieved using Subject Access Requests. Using the extensive data gathered, we successfully reconstruct trips and refueling processes, determine parking positions and duration, and track the locking and unlocking of the vehicle. The Large-aperture Experiment to detect the Dark Age (LEDA) was designed to measure the 21-cm signal from neutral hydrogen at Cosmic Dawn, $z \approx $15-30. Using observations made with the $\approx $ 200 m diameter core of the Owens Valley Long Wavelength Array (OVRO-LWA), we present a 2-D cylindrical spatial power spectrum for data at 43.1-53.5 MHz ($z_{\rm median}\approx 28$) incoherently integrated for 4 hours, and an analysis of the array sensitivity. Power from foregrounds is localized to a "wedge" within $k_\perp, k_\parallel$ space. After calibration of visibilities using 5 bright compact sources including VirA, we measure $\Delta^2(k) \approx 2 \times 10^{12}\ \mathrm{mK}^2$ outside the foreground wedge, where an uncontaminated cosmological signal would lie, in principle. The measured $\Delta^2(k)$ is an upper limit that reflects a combination of thermal instrumental and sky noise, and unmodelled systematics that scatter power from the wedge, as will be discussed. By differencing calibrated visibilities for close pairs of frequency channels, we suppress foreground sky structure and systematics, extract thermal noise, and use a mix of coherent and incoherent integration to simulate a noise-dominated power spectrum for a 3000 h observation and $z = $16-37. For suitable calibration quality, the resulting noise level, $\Delta^2(k) \approx 100$ mK$^2$ (k = 0.3 Mpc$^{-1}$), would be sufficient to detect peaks in the 21-cm spatial power spectrum due to early Ly-$\alpha$ and X-ray sources, as predicted for a range of theoretical model parameters., Comment: 16 pages, 11 figures. For the duration of the Fermi Gamma-Ray Space Telescope's mission, approximately one-third of the point sources detected have been noted as "unassociated," meaning that they seem to have no known counterpart at any other wavelength/frequency. This mysterious part of the gamma-ray sky is perhaps one of the largest unknowns in current astronomical pursuits, and as such has been probed extensively by various techniques at various frequencies. Radio frequencies have been perhaps one of the most fruitful, producing a large fraction of the identified and associated Active Galactic Nuclei (AGN) and pulsars noted in each update of the point source catalogs. Here we present a catalog of 7432 radio counterpart candidates for unassociated gamma-ray fields in the 2nd Data Release of the 4th Fermi Point Source Catalog (4FGL-DR2). A description of the catalog and source types is provided followed by a discussion that demonstrates how the results of this work will aid new associations and identifications. In 2010/3, the Large Area Telescope on board Fermi revealed a transient gamma-ray source, positionally coincident with the optical nova in the symbiotic binary, V407Cyg. This event marked the first discovery of gamma-ray emission from a nova. We aimed to obtain resolved radio imaging of the material involved in the nova event; to determine the ejecta geometry and advance velocity directly in the image plane; to constrain the physical conditions of the system. We observed the source with the EVN and the VLBA over 16 epochs, between 20 days and 6 months after the optical discovery. The source is initially very dim but it later shows a substantial increase in brightness and a resolved shell-like structure 40 to 90 days after the optical event. The shell has a projected elliptical shape and is asymmetric in brightness and spectral index, being brighter and characterised by a rising spectrum at the S-E edge. We determine a projected velocity of ~3500 km/s in the initial phase, and ~2100 km/s between day 20 and 91. We also found an emitting feature about 350 mas (940 AU) to the N-W, advancing at a projected velocity of ~700 km/s along the polar axis of the binary. The total flux density in the VLBI images is significantly lower than that previously reported at similar epochs and over much wider angular scales with the VLA. Optical spectra demonstrated that in 2010 we were viewing V407Cyg along the equatorial plane and from behind the Mira. Our radio observations image the bipolar flow of the ejecta perpendicular to the orbital plane, where deceleration is much lower than through the equatorial plane probed by the truncated profile of optical emission lines. The separated polar knot at 350 mas and the bipolar flow strictly resemble the similar arrangement seen in Hen 2-104. With the Expanded Long Wavelength Array (ELWA) and pulsar binning techniques, we searched for off-pulse emission from PSR B0950+08 at 76 MHz. Previous studies suggest that off-pulse emission can be due to pulsar wind nebulae (PWNe) in younger pulsars. Other studies, such as that done by Basu et al. (2012), propose that in older pulsars this emission extends to some radius that is on the order of the light cylinder radius, and is magnetospheric in origin. Through imaging analysis we conclude that this older pulsar with a spin-down age of 17 Myr has a surrounding PWN, which is unexpected since as a pulsar ages its PWN spectrum is thought to shift from being synchrotron to inverse-Compton-scattering dominated. At 76 MHz, the average flux density of the off-pulse emission is 0.59 $\pm$ 0.16 Jy. The off-pulse emission from B0950+08 is $\sim$ 110 $\pm$ 17 arcseconds (0.14 $\pm$ 0.02 pc) in size, extending well-beyond the light cylinder diameter and ruling out a magnetospheric origin. Using data from our observation and the surveys VLSSr, TGSS, NVSS, FIRST, and VLASS, we have found that the spectral index for B0950+08 is about -1.36 $\pm$ 0.20, while the PWN's spectral index is steeper than -1.85 $\pm$ 0.45.

Vulnerabilities in private networks are difficult to detect for attackers outside of the network. While there are known methods for port scanning internal hosts that work by luring unwitting internal users to an external web page that hosts malicious JavaScript code, no such method for detailed and precise service identification is known. The reason is that the Same Origin Policy (SOP) prevents access to HTTP responses of other origins by default. We perform a structured analysis of loopholes in the SOP that can be used to identify web applications across network boundaries. For this, we analyze HTML5, CSS, and JavaScript features of standard-compliant web browsers that may leak sensitive information about cross-origin content. The results reveal several novel techniques, including leaking JavaScript function names or styles of cross-origin requests that are available in all common browsers. We implement and test these techniques in a tool called CORSICA. It can successfully identify 31 of 42 (74%) of web services running on different IoT devices as well as the version numbers of the four most widely used content management systems WordPress, Drupal, Joomla, and TYPO3. CORSICA can also determine the patch level on average down to three versions (WordPress), six versions (Drupal), two versions (Joomla), and four versions (TYPO3) with only ten requests on average. Furthermore, CORSICA is able to identify 48 WordPress plugins containing 65 vulnerabilities. We present the results of the first transient survey from the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA) using 31 hr of data, in which we place the most constraining limits on the instantaneous transient surface density at timescales of 13 s to a few minutes and at frequencies below 100 MHz. The OVRO-LWA is a dipole array that images the entire viewable hemisphere with 58 MHz of bandwidth from 27 to 84 MHz at 13 s cadence. No transients are detected above a 6.5$\sigma$ flux density limit of 10.5 Jy, implying an upper limit to the transient surface density of $2.5\times10^{-8}$ deg$^{-2}$ at the shortest timescales probed, which is orders of magnitude deeper than has been achieved at sub-100 MHz frequencies and comparable flux densities to date. The nondetection of transients in the OVRO-LWA survey, particularly at minutes-long timescales, allows us to place further constraints on the rate of the potential population of transients uncovered by Stewart et al. (2016). From their transient rate, we expect a detection of $8.4^{+31.8}_{-8.0}$ events, and the probability of our null detection is $1.9^{+644}_{-1.9}\times10^{-3}$, ruling out a transient rate $>1.4\times10^{-4} \text{days}^{-1} \text{deg}^{-2}$ with 95% confidence at a flux density limit of 18.1 Jy, under the assumption of a flat spectrum and wide bandwidth. A successful ground array Radio Frequency (RF)-only self-trigger on 10 high-energy cosmic ray events is demonstrated with 256 dual-polarization antennas of the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA). This RF-only capability is predicated on novel techniques for Radio Frequency Interference (RFI) identification and mitigation with an analysis efficiency of 45\% for shower-driven events with a Signal-to-noise ratio $\gtrsim$ 5 against the galactic background noise power of individual antennas. This technique enables more efficient detection of cosmic rays over a wider range of zenith angles than possible via triggers from in-situ particle detectors and can be easily adapted by neutrino experiments relying on RF-only detection. This paper discusses the system design, RFI characterization and mitigation techniques, and initial results from 10 cosmic ray events identified within a 40-hour observing window. A design for a future optimized commensal cosmic-ray detector for the OVRO-LWA is presented, as well as recommendations for developing a similar capability for other experiments -- these designs either reduce data-rate or increase sensitivity by an order of magnitude for many configurations of radio instruments.

The Very Large Array Sky Survey (VLASS) is a synoptic, all-sky radio sky survey with a unique combination of high angular resolution ($\approx$2.5"), sensitivity (a 1$\sigma$ goal of 70 $\mu$Jy/beam in the coadded data), full linear Stokes polarimetry, time domain coverage, and wide bandwidth (2-4 GHz). The first observations began in September 2017, and observing for the survey will finish in 2024. VLASS will use approximately 5500 hours of time on the Karl G. Jansky Very Large Array (VLA) to cover the whole sky visible to the VLA (Declination $>-40^{\circ}$), a total of 33,885 deg$^2$. The data will be taken in three epochs to allow the discovery of variable and transient radio sources. The survey is designed to engage radio astronomy experts, multi-wavelength astronomers, and citizen scientists alike. By utilizing an "on the fly" interferometry mode, the observing overheads are much reduced compared to a conventional pointed survey. The 21\,cm transition of neutral hydrogen is opening an observational window into the cosmic dawn of the universe---the epoch of first star formation. We use 28\,hr of data from the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA) to place upper limits on the spatial power spectrum of 21\,cm emission at $z \approx 18.4$ ($\Delta_{21} \lesssim 10^4\,\text{mK}$), and within the absorption feature reported by the EDGES experiment (Bowman et al. 2018). In the process we demonstrate the first application of the double Karhunen-Lo\`{e}ve transform for foreground filtering, and diagnose the systematic errors that are currently limiting the measurement. We also provide an updated model for the angular power spectrum of low-frequency foreground emission measured from the northern hemisphere, which can be used to refine sensitivity forecasts for next-generation experiments., Comment: The authors really hoping you're having a fantastic day. We show practical attacks against OpenPGP and S/MIME encryption and digital signatures in the context of email. Instead of targeting the underlying cryptographic primitives, our attacks abuse legitimate features of the MIME standard and HTML, as supported by email clients, to deceive the user regarding the actual message content. We demonstrate how the attacker can unknowingly abuse the user as a decryption oracle by replying to an unsuspicious looking email. Using this technique, the plaintext of hundreds of encrypted emails can be leaked at once. Furthermore, we show how users could be tricked into signing arbitrary text by replying to emails containing CSS conditional rules. An evaluation shows that 17 out of 19 OpenPGP-capable email clients, as well as 21 out of 22 clients supporting S/MIME, are vulnerable to at least one attack. We provide different countermeasures and discuss their advantages and disadvantages.

Astrometry, the measurement of positions and motions of the stars, is one of the oldest disciplines in Astronomy, extending back at least as far as Hipparchus' discovery of the precession of Earth's axes in 190 BCE by comparing his catalog with those of his predecessors. Astrometry is fundamental to Astronomy, and critical to many aspects of Astrophysics and Geodesy. In order to understand our planet's and solar system's context within their surroundings, we must be able to to define, quantify, study, refine, and maintain an inertial frame of reference relative to which all positions and motions can be unambiguously and self-consistently described. It is only by using this inertial reference frame that we are able to disentangle our observations of the motions of celestial objects from our own complex path around our star, and its path through the galaxy, and the local group. Every aspect of each area outlined in the call for scientific frontiers in astronomy in the era of the 2020-2030 timeframe will depend on the quality of the inertial reference frame. In this white paper, we propose support for development of radio Very Long Baseline Interferometry (VLBI) capabilities, including the Next Generation Very Large Array (ngVLA), a radio astronomy observatory that will not only support development of a next generation reference frame of unprecedented accuracy, but that will also serve as a highly capable astronomical instrument in its own right. Multimessenger observations of the binary neutron star merger GW170817 have enabled the discovery of a diverse array of electromagnetic counterparts to compact binary mergers, including an unambiguous kilonova, a short gamma-ray burst, and a late-time radio jet. Beyond these counterparts, compact binary mergers are additionally predicted to be accompanied by prompt low-frequency radio emission. The successful observation of a prompt radio counterpart would be immensely valuable, but is made difficult by the short delay between the gravitational-wave and prompt electromagnetic signals as well as the poor localization of gravitational-wave sources. Here, we present the first search for prompt radio emission accompanying a gravitational-wave event, targeting the binary black hole merger GW170104 detected by the Advanced LIGO and Virgo gravitational-wave observatories during their second (O2) observing run. Using the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA), we search a $\sim900\,\mathrm{deg}^2$ region for transient radio emission within approximately one hour of GW170104, obtaining an upper limit of $2.5\times10^{41}\,\mathrm{erg}\,\mathrm{s}^{-1}$ on its equivalent isotropic luminosity between 27-84 MHz. Let $K$ be a number field. In the terminology of Nagell a unit $\varepsilon$ of $K$ is called {\it exceptional} if $1-\varepsilon$ is also a unit. The existence of such a unit is equivalent to the fact that the unit equation $\varepsilon_1+\varepsilon_2+\varepsilon_3=0$ is solvable in units $\varepsilon_1,\varepsilon_2,\varepsilon_3$ of $K$. Numerous number fields have exceptional units. They have been investigated by many authors, and they have important applications. In this paper we deal with a generalization of exceptional units. We are interested in the smallest integer $k$ with $k\geq 3$, denoted by $\ell(K)$, such that the unit equation $\varepsilon_1+\dots+\varepsilon_k=0$ is solvable in units $\varepsilon_1,\dots,\varepsilon_k$ of $K$. If no such $k$ exists, we set $\ell(K)=\infty$. Apart from trivial cases when $\ell(K)=\infty$, we give an explicit upper bound for $\ell(K)$. We obtain several results for $\ell(K)$ in number fields of degree at most $4$, cyclotomic fields and general number fields of given degree. We prove various properties of $\ell(K)$, including its magnitude, parity as well as the cardinality of number fields $K$ with given degree and given odd resp. even value $\ell(K)$. Finally, as an application, we deal with certain arithmetic graphs, namely we consider the representability of cycles. We have conducted the most sensitive low frequency (below 100 MHz) search to date for prompt, low-frequency radio emission associated with short-duration gamma-ray bursts (GRBs), using the Owens Valley Radio Observatory Long Wavelength Array (OVRO-LWA). The OVRO-LWA's nearly full-hemisphere field-of-view ($\sim20$,$000$ square degrees) allows us to search for low-frequency (sub-$100$ MHz) counterparts for a large sample of the subset of GRB events for which prompt radio emission has been predicted. Following the detection of short GRB 170112A by Swift, we used all-sky OVRO-LWA images spanning one hour prior to and two hours following the GRB event to search for a transient source coincident with the position of GRB 170112A. We detect no transient source, with our most constraining $1\sigma$ flux density limit of $650~\text{mJy}$ for frequencies spanning $27~\text{MHz}-84~\text{MHz}$. We place constraints on a number of models predicting prompt, low-frequency radio emission accompanying short GRBs and their potential binary neutron star merger progenitors, and place an upper limit of $L_\text{radio}/L_\gamma \lesssim 7\times10^{-16}$ on the fraction of energy released in the prompt radio emission. These observations serve as a pilot effort for a program targeting a wider sample of both short and long GRBs with the OVRO-LWA, including bursts with confirmed redshift measurements which are critical to placing the most constraining limits on prompt radio emission models, as well as a program for the follow-up of gravitational wave compact binary coalescence events detected by advanced LIGO and Virgo., Comment: 14 pages, 5 figures, ApJ submitted

A host of new low-frequency radio telescopes seek to measure the 21-cm transition of neutral hydrogen from the early universe. These telescopes have the potential to directly probe star and galaxy formation at redshifts $20 \gtrsim z \gtrsim 7$, but are limited by the dynamic range they can achieve against foreground sources of low-frequency radio emission. Consequently, there is a growing demand for modern, high-fidelity maps of the sky at frequencies below 200 MHz for use in foreground modeling and removal. We describe a new widefield imaging technique for drift-scanning interferometers, Tikhonov-regularized $m$-mode analysis imaging. This technique constructs images of the entire sky in a single synthesis imaging step with exact treatment of widefield effects. We describe how the CLEAN algorithm can be adapted to deconvolve maps generated by $m$-mode analysis imaging. We demonstrate Tikhonov-regularized $m$-mode analysis imaging using the Owens Valley Long Wavelength Array (OVRO-LWA) by generating 8 new maps of the sky north of $\delta=-30^\circ$ with 15 arcmin angular resolution, at frequencies evenly spaced between 36.528 MHz and 73.152 MHz, and $\sim$800 mJy/beam thermal noise. These maps are a 10-fold improvement in angular resolution over existing full-sky maps at comparable frequencies, which have angular resolutions $\ge 2^\circ$. Each map is constructed exclusively from interferometric observations and does not represent the globally averaged sky brightness. Future improvements will incorporate total power radiometry, improved thermal noise, and improved angular resolution -- due to the planned expansion of the OVRO-LWA to 2.6 km baselines. These maps serve as a first step on the path to the use of more sophisticated foreground filters in 21-cm cosmology incorporating the measured angular and frequency structure of all foreground contaminants., Comment: 27 pages, 18 figures

The Large-Aperture Experiment to Detect the Dark Age (LEDA) was designed to detect the predicted O(100)mK sky-averaged absorption of the Cosmic Microwave Background by Hydrogen in the neutral pre- and intergalactic medium just after the cosmological Dark Age. The spectral signature would be associated with emergence of a diffuse Ly$\alpha$ background from starlight during 'Cosmic Dawn'. Recently, Bowman et al. (2018) have reported detection of this predicted absorption feature, with an unexpectedly large amplitude of 530 mK, centered at 78 MHz. Verification of this result by an independent experiment, such as LEDA, is pressing. In this paper, we detail design and characterization of the LEDA radiometer systems, and a first-generation pipeline that instantiates a signal path model. Radio astronomy observatories with high throughput back end instruments require real-time data processing. While computing hardware continues to advance rapidly, development of real-time processing pipelines remains difficult and time-consuming, which can limit scientific productivity. Motivated by this, we have developed Bifrost: an open-source software framework for rapid pipeline development. Bifrost combines a high-level Python interface with highly efficient reconfigurable data transport and a library of computing blocks for CPU and GPU processing. The framework is generalizable, but initially it emphasizes the needs of high-throughput radio astronomy pipelines, such as the ability to process data buffers as if they were continuous streams, the capacity to partition processing into distinct data sequences (e.g., separate observations), and the ability to extract specific intervals from buffered data. Computing blocks in the library are designed for applications such as interferometry, pulsar dedispersion and timing, and transient search pipelines. We describe the design and implementation of the Bifrost framework and demonstrate its use as the backbone in the correlation and beamforming back end of the Long Wavelength Array station in the Sevilleta National Wildlife Refuge, NM., Comment: 25 pages, 13 figures, submitted to JAI. We present a community study exploring the low frequency (5 - 800 MHz) options and opportunities for the ngVLA project and its infrastructure. We describe a Next Generation LOw Band Observatory (ngLOBO) that will provide access to the low frequency sky in a commensal fashion, operating independently from the ngVLA, but leveraging common infrastructure. This approach provides continuous coverage through an aperture array (called ngLOBO-Low) below 150 MHz and by accessing the primary focus of the ngVLA antennas (called ngLOBO-High) above 150 MHz. ngLOBO preconditions include a) non-interference and b) low relative cost (<5%) with respect to ngVLA. ngLOBO has three primary scientific missions: (1) Radio Large Synoptic Survey Telescope (Radio-LSST): one naturally wide beam, commensal with ngVLA, will conduct a continuous synoptic survey of large swaths of the sky for both slow and fast transients; (2) This same commensal beam will provide complementary low frequency images of all ngVLA targets and their environment {\it when such data enhances their value}. (3) Independent beams from the ngLOBO-Low aperture array will conduct research in astrophysics, Earth science and space weather applications, engaging new communities and attracting independent resources. If ngVLA operates down to 2 GHz or lower, ngLOBO data will enhance ngVLA calibration and dynamic scheduling. Finally, non-variable field sources outside the ngVLA field of view can be harvested for serendipitous science, e.g. population studies for thermal and non-thermal continuum sources. We present a survey of the radio sky accessible from the first station of the Long Wavelength Array (LWA1). Images are presented at nine frequencies between 35 and 80 MHz with spatial resolutions ranging from $4.7^\circ$ to $2.0^\circ$, respectively. The maps cover the sky north of a declination of $-40^\circ$ and represent the most modern systematic survey of the diffuse Galactic emission within this frequency range. We also combine our survey with other low frequency sky maps to create an updated model of the low frequency sky. Due to the low frequencies probed by our survey, the updated model better accounts for the effects of free-free absorption from Galactic ionized Hydrogen. A longer term motivation behind this survey is to understand the foreground emission that obscures the redshifted 21 cm transition of neutral hydrogen from the cosmic dark ages ($z>10$) and, at higher frequencies, the epoch of reionization ($z>6$)., Comment: MNRAS accepted: 15 pages, 16 figures
