The presented paper investigates the application of HEC-RAS software for modelling of urban area waterlogging by surface rainfall runoff on the Black Sea coast of Russia. The authors assess the risk of emergencies caused by rainfall of different intensities. Using a digital elevation model and an orthophotoplane obtained by airborne laser scanning and aerial photography, the territory and surface types are analyzed. The results of the study identify sensitive areas and consider the feasibility of constructing barrier structures to manage surface runoff. Data on the capacity of the existing pipe and its effect on runoff accumulation are analyzed. The study is of practical relevance for risk assessment and emergency prevention measures related to surface runoff in urban environments on the Black Sea coast.

We analyze the origins of the luminescence in germania-silica fibers with high germanium concentration (about 30 mol. % GeO2) in the region 1-2 {\mu}m with a laser pump at the wavelength 532 nm. We show that such fibers demonstrate the high level of luminescence which unlikely allows the observation of photon triplets, generated in a third-order spontaneous parametric down-conversion process in such fibers. The only efficient approach to the luminescence reduction is the hydrogen saturation of fiber samples, however, even in this case the level of residual luminescence is still too high for three-photon registration.

Methane storage performance of a series of metal‐organic frameworks (MOFs) has been thoroughly examined over a wide pressure range up to 750 bar. Based on volumetric adsorption measurements, crystal structure and porous texture characterization, excess, total and working adsorption capacities, and heat of adsorption as functions of pressure have been evaluated. It has been found that the use of MOFs demonstrates a significant advantage in methane storage capacity over compressed gas, and the Gain can reach 300% to 400% depending on the pressure‐temperature operating conditions. However, the benefit of adsorption storage drops with increasing pressure. Even for the best MOF adsorbent, this methane storage method becomes technologically unreasonable above 280 bar. The data obtained allowed us to conclude that conventionally reported excess adsorption does not give a complete picture of the effectiveness of MOFs. Besides high specific surface area, optimal density of the skeleton and moderate heat of adsorption are required for the best storage performance. [ABSTRACT FROM AUTHOR]

The paper considers the process of designing algorithms for solving physics problems on the basis of mivar approach. The work also describes general principles of mivar theory. The concepts of parameter, relation and class in mivar space are considered. There are descriptions of properties which every object in Wi!Mi model should have. An experiment in testing capabilities of the Wi!Mi software has been carried out, thus the model has been designed which solves physics problems from year 8 school course in Russia. To conduct the experiment a new version of Wi!Mi 2.1 software has been used. The physics model deals with the following areas: thermal phenomena, electric and electromagnetic phenomena, optical phenomena.

Opportunities of mivar-based approach for robots have been analyzed. Mivar-based method of rapid logical inference for calculating random algorithms of service robot functioning has been tested successfully. The logical model of office robot-guide functioning with the application of mivar-based method of rapid logical inference in the software environment “KESMI” (Wi!Mi 1.1) has been developed. Formalized map of the office for service robot has been described in mivar matrix, 63 objects for 100 rules. Simulation of robot functioning in the software environment V-REP has been performed.

Rule-based production expert systems have been used in medicine for a long time. The article shows how a mivar expert system can be used for the diagnosis of diabetes mellitus. Development of such a system is described. It involves creating a knowledge base in the form of a mivar net of parameters and rules, which is then entered in Wi!Mi to obtain the parameters and carry out the diagnosis. A prototype of the mivar knowledge base was created in the form of tables containing 62 parameters and 27 rules. In the future, evolution of the mivar knowledge base should lead to its growth.

Hydrogen adsorption ability is a key parameter characterizing advanced porous materials. Herein, the influence of platinum catalyst on the interaction of Cu-BTC with hydrogen is thoroughly investigated using volumetric measurements, calorimetric titration, XRD, and IR- and EPR spectroscopy. The first hydrogen adsorption by the Cu-BTC + Pt/C composite leads to an irreversible chemical reaction related to the formation of structural defects during synthesis. This process results in a partial reduction of Cu2+ to Cu0 and is accompanied by a decrease in the specific surface area and the appearance of additional mesopores. The following hydrogen adsorption-desorption cycles are completely reversible and reproducible. Besides, the Pt-containing material maintains a positive trend in excess adsorption up to ultra-high pressures in contrast with pristine Cu-BTC. Above 300-400 bars, it demonstrates a significant superiority in hydrogen capacity over the catalyst-free MOF. The possible nature of such a peculiar phenomenon is suggested.

The purpose of the monograph is to create a methodology, combined expert and simulation models, as well as algorithms and software-modeling tools for reconstruction and examination of accident events for automating decision-making by an expert center employee. The methodology of combining and algorithms of joint work of an expert system based on logical artificial intelligence (mivar approach) and a simulation system for solving problems of reconstruction and examination of road accidents are developed; model reconstruction and examination of the accident in the formalism of the knowledge base bipartite oriented mivar nets, including analysis formulas braking qualities of the vehicle, determining the speed of a car's performance in terms of specific DTS, the formula for calculating different occasions: - slip car when braking, driving on curved sections of the road, hitting a car on the pedestrian in uniform motion and unlimited visibility; a method of generation of interfaces for designer expert systems based on the concept of mivar approach; special software in the form of expert systems "Analysis of road accident" in order to reduce the complexity of the process of calculating the disputed accidents, errors in the calculation and improve the accuracy and objectivity of the results obtained and the speed and quality of the calculations. It can be useful to specialists of expert institutions, insurance companies, educational institutions in the field of expertise, as well as unmanned vehicles in terms of objective analysis and examination of road accidents.

This work is devoted to developing an automated information processing and management system based on logical artificial intelligence. The proposed system has been designed to support the process of growing agricultural and house plants. This research is one of the global trends of intelligent tools and services application in the agricultural industry for improving human environmental and food safety. This work is a practical demonstration on mivar expert systems operation in the control loop with cyclic and calendar planning of processes. The results obtained in this work can be used as an information basis for implementing automated farms in urban environments. This implementation is based on mivar knowledge base platform which allows considering individual characteristics of crop growth, making decisions in conditions of heterogeneous sensor data, and timely adjusting the process of plants growing.

This research presents a methodology for creating mivar knowledge bases in tabular-matrix form for ground intelligent vehicle control systems. At its core, this methodology is kind of instruction for analysts facing the task of formalizing knowledge in a given subject area. The result of this formalization is a “knowledge map” created according to a special proposed template. In the future, this template allows forming a knowledge base for a given subject area in the formalism of bipartite oriented mivar networks. As an example, the subject area of ground-based intelligent vehicle control systems is used as a template. The proposed methodology of knowledge formalization makes it possible to simplify the process of creating models in Wi!Mi “Razumator-Consultant” 2.1 and also to level the probability of logical collisions when designing a knowledge model in the formalism of bipartite oriented mivar networks.

The article is dedicated to the prospects for design of standalone smart robots based on MIVAR accumulation and logical data processing technologies. The article also deals with the role of artificial intelligence and intelligent technologies in robotics. The key approaches to design of artificial intelligence (AI) have been reviewed. It is important to emphasize that MIVARbased technologies are used in robotics and have been implemented in UNIKUM project and in Murom-ISP project. The article also reviews Razumator KESMI software product (Wi! Mi), which is as well based on MIVR technologies and makes it possible to process more than 5 million of production rules per centisecond, which satisfies the real-time requirements for control systems of standalone smart robots.

This article describes the overall structure of the urban passenger transport. The article presents the relevant statistical data prepared by the Ministry of Transport of the Russian Federation for «Transport of Russia» Information and Statistics bulletin for January–March, 2016 on transportation of passengers by public transport, and presents the dynamics of passenger traffic for common use public transport for 2014–2016 period in the form of the chart. The automated tools for preparation and monitoring of traffic schedules for public urban transport have been analyzed. Such systems as Fara-0080, PIKAS, PMT, SKAT and APAS have been reviewed. Techniques of supervisory control automation have been proposed on the basis of urban passenger transport expertise system with the use of scheduling theory algorithms. This work also presents the infological scheme for database data of automated manager, which was prepared with the use of CASE – the tool for automated building and design of ERwin databases. And also by way of experiment a simulation model of automated supervisory control of urban passenger traffic has been demonstrated in AnyLogic software environment.

The task of creating a logical “strong” artificial intelligence (AI) to be used as new decision-making systems for autonomous vehicles, tractors, and robotic systems draws increasing attention of scientists around the world. Essentially, it is the creation of “brains” for vehicles and any other transport systems, including cyber-physical systems. The mivar technologies of logical AI allowed solving many problems at a qualitatively new level and reducing the decision-making time from billions of years to hundredths of seconds, which enables real-time vehicle control. This paper shows how the application of mivar products (mivar expert systems) allows solving another class of problems – state-space planning (STRIPS planning). In turn, the solutions of these problems enable the development of driver assistance systems at a new level and creation of a fully autonomous vehicle.

The Mivar decision-making system (MDMS) “ROBO!RAZUM” can be used to control autonomous combine harvesters and tractors, which can additionally perform a variety of actions in the process of moving through the field: working in group interaction mode, performing tasks in different weather conditions and even with a faulty or disabled technical vision using the internal map of the area and information from internal inertial sensors or from the GLONASS system. The theoretical basis for the application of MDMS “ROBO!RAZUM” is the result of the practical implementation of MIPRA program, which dramatically reduced the requirements for equipment and time to solve the problems of STRIPS-planning robot actions.

To control machines and robots, it is proposed, in addition to well-known control systems of the reflex level, to use a logical level Mivar decision-making systems. In this report, the scientific background on the application of the Mivar technologies for controlling autonomous tractors and special vehicles of the Ministry of Emergencies is shown. The decision-making systems “ROBO!RAZUM” can, on conventional computers and in real time, control autonomous multilevel heterogeneous robotic systems to perform complex actions under conditions of heterogeneous dynamic obstacles and adaptively solve tasks even with malfunctioning technical vision. The main difficulties of the complex of tasks of the “tractor of the Ministry of Emergencies” are analyzed, which are successfully solved by the Mivar decision-making systems for controlling machines and robots.

To control machines and robots, in addition to the well-known reflex level control systems, it is proposed to use logical level decision-making systems that are created on the basis of mivar expert systems. It is shown that the use of mivar expert systems makes it possible to solve problems of automatic planning of actions of robots in the state space. These tasks relate to STRIPS planning. The results of the study of the Mivar-based Intelligent Planner of Robot Actions (MIPRA) project have dramatically reduced the computing infrastructure requirements from servers to conventional computers and the time it takes to plan tasks for robot activities from weeks to seconds. Similar results after creating special knowledge bases can be obtained for groups of robots, multi-level heterogeneous robotic systems and cyber-physical systems of various bases and purposes, which is an important section in the control of machines and robots. Solving automatic planning tasks makes it possible to quickly develop driver assistance systems and move on to creating a fully autonomous smart car.

The article addresses the issues of the government policy for small and medium-sized enterprises (SMEs). The main focus is on the practical aspects of implementation of the government-funded SubProgramme for SMEs development of the Government Programme of the Russian Federation for Economic Development and Innovative Economy. The key goals, tools and results of the SubProgramme are presented. The authors discuss the opportunities provided by the Program, as well as the barriers faced by enterprises striving to develop their innovation capacity with assistance of the Program. The case of a small manufacturing company with high innovation potential is described to highlight the contradictions of the regulatory framework for SMEs support. The procedure of conirmation of SME status has been simpliied. However, some of legal entities, which fall within the deinition of a Small Enterprise provided by the Federal Law On the development of small and medium-size businesses in the Russian Federation, lost the opportunity to conirm their status as a result of these changes. The need to disseminate the government support to a broader category of companies is articulated in the article. The case of a small manufacturing company with high innovation potential is described to highlight the contradictions of the regulatory framework for SMEs support. It is argued that poor business environment and unavailability of inancial sources have the most signiicant negative impact on SMEs performance. Currently applied terms of lending turn to be unacceptable even for the SMEs participating in the government-funded program. It is demonstrated that the government is trying to solve the problem of low market demand for the products of SMEs in ‘‘manual mode’’ – by putting pressure on large companies. We analyze the origins of the luminescence in germania-silica fibers with high germanium concentration (about 30 mol. % GeO2) in the region 1-2 {\mu}m with a laser pump at the wavelength 532 nm. We show that such fibers demonstrate the high level of luminescence which unlikely allows the observation of photon triplets, generated in a third-order spontaneous parametric down-conversion process in such fibers. The only efficient approach to the luminescence reduction is the hydrogen saturation of fiber samples, however, even in this case the level of residual luminescence is still too high for three-photon registration.

SUMMARY Porous chromium(III) oxoterephthalate MIL-101 possesses an MTN zeolite-type framework with tetrahedral micropores (diameter ~0.8 nm) and two types of mesopores (diameter ~3.0 and 2.8 nm, respectively). The hybrid MIL-101/Pt/C composite materials were produced by a bridge building technique by grinding of ternary mixtures of MIL-101, glucose, and Pt-catalyst, followed by a bridge formation via a carbonization of glucose at 160 °C. The hydrogen adsorption properties of porous materials were investigated at pressures up to 1000 bar. Excess adsorption isotherms measured volumetrically at temperatures of 81 and 298 K evidence a remarkable effect of the catalyst on the material behaviors under high hydrogen pressure. There is no saturation at room temperature within the studied pressure range as the excess hydrogen sorption capacity increases gradually with pressure and reaches 1.5 wt.% instead of maximum 0.4 wt.% for the pristine MIL-101. The maximum total H2 uptake at 298 K is estimated to be 6.1 wt.% that leads to a shift of the upper limit of the efficiency of the storage system from 25 to 250 bar as compared with the unmodified metal–organic framework. The results obtained demonstrate feasibility of advanced high-pressure hydrogen storage systems based on hybrid technology. Copyright © 2014 John Wiley & Sons, Ltd.

The paper touches upon the issues of monitoring and assessment of driver’s actions during driving. Its key idea is to prove that currently there are all necessary conditions to develop control systems of traffic regulations based on artificial intelligence with logical reasoning. The article gives a detailed analysis of advanced driver-assistance systems from the world’s leading companies and pays attention to the advantages and disadvantages of such solutions. As an engineering approach to solving the identified problems, it is proposed to use Mivar expert system. The purpose of this decision is to monitor the enforcing traffic regulations and inform the driver about violations. The article proposes the concept of practical implementation of Mivar system included in the driver assistance system. We conclude that Mivar approach provides excellent opportunities for creating the control system for monitoring the enforcing traffic regulations. The proposed solution can be used for reducing the number of accidents caused by drivers.

- Abstract
The article deals with the problem of creating expert systems for the reconstruction and analysis of motor vehicle accidents (MVA). The need for development of the special expert system of the analysis and examination of road accident for the solution of this problem was formulated. Also, in the article the compatibility models of the Mivar Expert System and the abstract system of simulation modeling were described. In this article, the Mivar expert system “Analysis MVA” is considered as a promising solution for the reconstruction and analysis of traffic accidents. Much attention is drawn to the principles of operation of the mivar systems in the expert analysis of accidents.
