本研究の目的は，韓国の児童虐待履修命令者を対象に実施した教育プログラムの効果分析を通じ，その活用可能性および持続可能性に対する手がかりを得ることである。児童虐待事犯10人を対象とし，20セッション50時間で構成される心理療法プログラムを実施し，包含モデルを基にした統合的アプローチにて分析を行った。具体的には，自尊感情尺度と育児自己効力感尺度を採用し，対応のあるt-検定にて教育プログラム前後の変化を分析したところ，p＜.05 レベルで統計的に有意であった。同時に，グループワークでの発言に対する内容分析においても教育が進むにつれ，参加者の自己省察が深化され，教育に対する認識が前向きに変化することが示された。考察では，本教育プログラムが「児童虐待事犯による虐待行為の再発」を防ぐなどの肯定的な機能を有する可能性について述べた。, This study analyzes the effectiveness of an educational program targeting child abuse offenders in South Korea, thereby gaining insight into its potential use and sustainability. A psychotherapy program for ten child abuse offenders was conducted, consisting of 20 sessions over 50 hours. Subsequently, analysis was conducted using an integrated approach based on the embedded model. Specifically, the self-esteem and parenting self-efficacy scales were employed with the changes before and after the educational program analyzed via a paired t-test. These changes were statistically significant at the p＜.05 level. Simultaneously, a content analysis of the participants' comments during the group work showed that as time went on, their selfreflection deepened and there were positive changes in their perception of the program. コロナ禍における利用保護者に着目したWeb調査を実施した。その結果，以下の３つの特徴を確認することができた。第一に，本学こどもケアセンターが，保護者の悩み相談，保護者同士の交流やリフレッシュなど，保護者自身のために利用される傾向が高まったことが明らかになった。第二に，コロナ禍において，利用保護者の７割が「子どもと一緒の時間が増えて，楽しくなった」と回答し，全国的な子育て支援拠点の傾向とは大きく異なる結果となった。一方，孤立や不安，ストレスを抱える回答も４割から６割得ていることから，利用保護者のなかにポジティブな生活意識とネガティブなそれとが重層的に存在していることが考えられる。第三に，利用保護者にとって，何かあった時にすぐに頼れる父，母，きょうだいの存在がストレス軽減につながることが明らかとなった。

本調査の目的は，地域子育て支援拠点を利用する母親の子育ての実態を明らかにし，育児ストレスとの関連をみることにより，今後の子育て支援の検討の一助とすることである．A 市内の地域子育て支援拠点を利用している子育て中の母親469 名を対象に，自記式質問紙調査を実施した．調査内容は，母親の属性，日頃の子育て，地域子育て支援拠点の利用状況，育児ストレスインデックスショートフォーム（PSI-SF）19 項目などだった．分析は記述統計と，母親の属性，日頃の子育ての状況，地域子育て支援拠点事業の利用状況とPSI-SF の各尺度「子どもの側面」，「親の側面」の各点数・総合スコアの関連について，Mann- Whitney U 検定を行った． 有効回答203 名を分析した結果，対象者の特性として就労している母親が42.9％，家庭の経済状態にゆとりがないと答えた母親が18.2％いた．この特性はPSI-SF とも有意な関連が認められた．専業主婦の場合及び家庭の経済状態にゆとりがない群において，PSI- SF スコアの「親の側面」「総合点」が高く，育児ストレスが高い状況が窺えた．経済的ゆとりがないと思っている母親の育児不安やニーズをさらに調査して，子育て支援をしていく必要がある． The purpose of this study is to shed light on the actual situations of mothers’s child-rearing who use community childcare support centers and examine its correlation with childcare stress, so as to contribute to the study of childcare support in the future. The author conducted a self-administered questionnaire survey targeted at 469 child-rearing mothers who use community childcare support centers in City A. The contents of the survey included the mothers’ attributes, daily childcare routine, how they use community childcare support centers, and 19 items of the Parenting Stress Index Short Form (PSI-SF). Descriptive statistics and Mann-Whitney U tests were used to analyze the relationship between mothers' attributes, their daily childcare routines, and their use of community childcare support centers along with their scores on each of the PSI-SF scales, "Child Aspect" and "Parent Aspect," and their overall scores. The results of the analysis of 203 valid responses showed that 42.9% of the mothers were working and 18.2% of the mothers answered that their family's financial situation was not adequate. This characteristic was observed to be highly correlated with PSI-SF. In the case of full-time housewives and those who had limited financial resources, the "parental aspect" and "total score" of the PSI-SF scores were higher, indicating higher childcare stress. It is necessary to further investigate the childcare concerns and needs of mothers who believe that they do not have the financial means to support their children.

本研究の目的は，困難を抱える子どもに対する個別的支援において，地域の「居場所づくり」実践との連携をはかる意義を明らかにし，その連携による支援の可能性を提示することである。両者の接点としての子どもの〈居場所〉，つまり子どもが主観的に居場所だと感じる場という概念に着目することにより，子どもの生活を中心に据えた考察を試みた。個別的支援において本人が主体的に課題解決に向き合う後ろ盾として〈居場所〉が必要であることから，それを生み出す「居場所」実践との連携が重要となるとともに，子どもが必要とする〈居場所〉は個々に異なり，変化もありうるため，それぞれの子どもに合った「居場所」に参加できるよう，個別的支援の視点が必要である。, The purpose of this report is understanding the benefit of supporting for individual children living in the difficult situation collaborating with crating place called "ibasho" for children, expecting to expand the possibilities to support children. オープンスペースを利用している保護者を対象に，第７回質問紙調査を実施し，以下の結果を得た。第一に，主な利用保護者の年代は30代で，利用保護者のほとんどが核家族世帯である。「何かあった時にすぐに頼れる（近居している）親族」の有無にかかわらず，多くの利用保護者が何らかの悩みをもっていることがわかった。第二に，オープンスペースを知ったきっかけは，「友人・知人からの紹介」や「インターネット」の回答割合が高いが，「子育て情報誌」の回答割合は，第６回調査結果の5.8倍になったことが明らかとなった。 第三に，オープンスペースの利用理由として多く挙げられた項目は，「子どもが喜ぶから」の回答割合がもっとも高いが，次に挙がったのは「設備や遊具が充実している」，「親子でいろいろなおもちゃで遊べる」であった。第四に，子どもについての気がかり・心配ごとの第１位は「食事」であり，次に「発達面」であった。この割合は，昨年の第６回調査より10ポイント上昇した。さらに，「からだの成長」や「トイレトレーニング」の割合も７ポイント上昇するなど，これらの項目については，昨年よりも気がかりや心配ごとを多く抱える保護者が増えていることが明らかとなった。第五に，利用者自身については，「子どもに『ダメ』と制止する言葉が多くなってしまう」の回答割合がもっとも高く，次いで「子どもにイラっとすることがある」が高いことがわかった。

児童虐待は著しく増加し深刻な状況にあり，公認心理師を含む多職種のチームアプローチが期待されている。本稿では，それらの連携の基礎となる児童虐待の現状と，リスク要因について概説することを目的とした。平成30年度の全国の児童虐待対応件数は，159,850件であり過去最高であった。また平成29年度の虐待による死亡事例は50例(52人)であり深刻な状況にあった。これまでの調査の結果から，児童虐待の子どものリスク要因は，「激しい泣き」などの育てにくさや，「不登校」や「家出や夜間徘徊」といった非行に関した問題行動がみられた。また養育者のリスク要因としては，養育能力の低さや，社会的な不適応を招く「攻撃性」「衝動性」といった性格的特徴があげられた。このようなことから，公認心理師の相談・援助にあたっては，その症状や問題行動の背景に児童虐待のリスク要因を考慮し，注意を払わなければならないことが示された。, 短報

本稿の目的は，参加期間および支援体制に着目し，中期的な観察を通して学習支援に参加する子どもの自己効力感がどのように変化するかを明らかにすることである。研究方法として，学習支援に参加する子どもを対象に，自己効力感尺度を用いた2年間の縦断調査を行い，そこで得られたデータから分析を行った。その結果，第1に，学習支援教室に参加した期間が短い子どもは，自己効力感の下位因子である「安心感」が有意に低下する傾向があるのに対し，参加する期間が長い子どもは総合点，各因子ともに低下しにくい傾向を示した。第2に，学習支援教室を運営する体制，とりわけ日々の学習支援を行う体制が子どもと大学生ボランティアあるいは支援員が一体一の状況の場合，そうでない支援体制に比して自己効力感に改善傾向がみられることが分かった。, The purpose of this research is to clarify how self-efficacy of children participating in the Educational Support Project changes through medium-term observation, focus on participation period and support system. 理学療法士と作業療法士の教育において，卒業後の就業継続は重要な目標である。近年，就 業継続に対する育児および介護の影響が懸念されている。晩婚化により育児と介護の二つのケ アを行う人もいる。これをダブルケアという。そこで，日本において行われてきた育児および 介護と就業のための施策と，これまでの研究を振り返ることにより，今後の研究課題を探った。 その結果，労働環境の整備とともに育児および介護に関する施策も行われている。理学療法士 の就業と育児および介護に関する研究はあるが，作業療法士の就業と育児および介護に関する 研究は少なく，理学療法士および作業療法士とダブルケアに関する研究はみうけられなかった。 今後はこれらの研究が必要である。, Continuing employment after graduation in the education of physical therapists and occupational therapist is an important goal. In recent years, there is a concern about the effects of childcare and elderly care on continuing employment. Some people engage in dual care for children and elderly due to late marriage. This is called double care. Therefore, I explored topics for future research by reflecting on the measures for childcare/elderly care and employment in Japan and the previous studies. As a result, it was found that measures related to childcare and elderly care are being carried out along with improvement in the working environment. Although there is research on the employment of physical therapists and childcare/elderly care, there have been few studies on occupational therapists’ employment, childcare, and elderly care, those on physical therapists/occupational therapist and double care were not found. From now on, these studies are necessary.

本稿では社会福祉協議会による子育てネットワークの意義を検証するため、市内に3つの子育てネットワークが存在する新宮市を事例に、社会福祉協議会、要保護児童対策地域協議会、子育て支援センターによる各子育てネットワークの担い手の相違と関係性を検討した。その結果、社会福祉協議会による子育てネットワークは他に代替され得る性質のものではなく、相互に補完し合いながら、重層的に要保護児童、子育て家庭、地域住民に対する支援を行っていく性質を有することが示唆された。, The paper clarifies the significance of child-rearing network by social welfare council. 結合型ソーシャル・キャピタル（以下、SC）の地縁などと橋渡し型SCのNPOなどをつなぎながら効果的な介護予防を行っている自治体では子育て支援も効果的に行えているのではないかという仮説をA県B市の子育て中の保護者95名を対象として留置法による自記式アンケート調査を行い、相関分析によって分析することによって検証した。分析の結果、子育て環境への満足度と橋渡し型SCの代理変数である「地域外信頼」に正の相関関係がみられた。, 論説(Article)

本稿では日本の児童虐待対応機関たる児童相談所と、台湾の家庭内暴力及性的侵害防止治療センターとを比較分析している。結果、日本では児童虐待を児童福祉の問題の一として、台湾では家庭内の暴力の一として位置付けていることがわかった。両国共通の課題としては地域機関との連携の困難が確認された。日本の課題としては業務の膨大さ、保護者以外からの虐待の見えにくさが、台湾の課題としては虐待の法的定義の曖昧さ、虐待死の把握が困難なことが確認された。, This research purpose is to compare with child guidance center in Japan with child protection institutions in Taiwan. 本稿では，地域子育て支援拠点事業の位置づけとともに，その役割について整理し，とくに広島都市学園大学が運営主体となり，広島市の公募型常設オープンスペースに選定された「い〜ぐる」の具体的な運営状況から，「い〜ぐる」がオープンスペースとして検討していく必要がある課題を提起した。今後は，「い〜ぐる」独自の課題を引き続き検討するとともに，ケアセンターとしての独自の研究課題として，「子育て支援」全体の在り方についても追究していく必要がある。

本稿は、ファミリー・サポート・センター事業の実施状況の一端を聞き取り調査から明らかにするとともに、課題点について考察を行っている。その結果、同事業の実施状況は「市区町村や委託先の実施主体の方針」と「地域の保育関連サービスの状況」によって、市区町村ごとにさまざまであることが確認された。加えて、事業の運営に関して明確な規定が存在しないことは、柔軟な運営が可能となり、個々の地域の援助ニーズに応じた対応が実施されることにつながっている一方、他の専門的な子育て支援や保育関連事業との関係性が不明瞭になっているという課題が存在した。また、自家用車を用いた送迎援助の増加という新たな検討課題も存在している。, The paper clarifies the enforcement situation of the family support center from Interviews and considers a problem. 本研究の目的は、日本の少年事件における修復的司法の取り組みの中で、約1年間にわたって警察庁主導のもと実施されたモデル・パイロット事業(少年対話会)と、現在、運用されている弁護士や NPOを主導とする取り組みを比較し検証することにある。モデル・パイロット事業は、本来、その施策が政策へ反映された場合の効果を図るための重要な判断材料である。しかし、本稿で扱う少年対話会は、当初から、軽微な少年事件のみを対象としており、本来、需要が高いとされてきた事件類型やニーズ、その他の諸要件について考慮されずに実施されていたということが分かった。このことから、少年対話会の実施結果は、修復的司法の効果を正確に判断するという点からは、不十分な条件のもとで実施された試験事業であったと考えられる。一方で、少年対話会が実施されたことで、これまで弁護士型やNPO型であまり扱われてこなかった軽微な少年事件においても、被害者と少年の両者から需要があり、満足度、謝罪の点から効果があったといえる。そのため、修復的司法は軽微な事件と重大事件の双方にとって、有効な取り組みであると考えられる。そこで本稿では、少年対話会の取り組みと評価について検証した上で、現在の日本で修復的司法の中心的な活動団体である弁護士型・NPO型の取り組みと実施状況について紹介し、少年対話会との相違点について検証を行う。そして、日本の修復的司法の在り方として、近年、被害者支援制度の一環として導入された、被害者心情伝達制度や被害者の心情伝達に関連する取り組みと弁護士型・NPO型との今後の関係について考察を行った。, 研究ノート・資料(Note)

本稿は、会員制の有償ボランティアにより子育てについて援助活動を行う「ファミリー・サポート・センター事業」の歴史的経緯を探索するとともに、現在の状況および今後の課題について論じている。当初、ファミリー・サポート・センター事業は既存の保育サービスで対応できない変動的、変則的な保育ニーズに対応することを目的に設立された。しかし近年では継続的な援助内容が多く、病児・病後児、障がい児の預かり等、専門性を要する援助にも対応するなど、社会情勢に応じて活動内容が拡大している。一方で、先行研究および活動実態調査からは、援助活動の担い手不足、センターのスタッフの雇用環境の整備等、さまざまな課題が指摘されている。今後は同事業の可能性とあわせて、対応可能な援助内容の限界を意識するとともに、他の保育サービスとの関係も検討しながら事業の課題に取り組んでいくことが求められる。そのことにより、ファミリー・サポート・センター事業は、他の担い手と協力しながら地域の支え合いの仕組みとして継続して機能し、豊かな地域サービスの展開につながることが期待される。, The paper explores the historical development and discusses current and future problems of family support centers, which provide various childcare services with the help of registered stipend volunteers. Family support centers were first established to meet variable and irregular childcare needs, which established childcare services could not cope with. In late years, however, they also engage in many continuous family support services and even look after convalescent children and children with disabilities, who require specialist care. Their activities have thus expanded in correspondence with changing social conditions and they increased in numbers in many parts of municipalities. The precedent studies and activity surveys, nonetheless, have pointed out various problems such as a shortage of supporters and maintenance of the staff's employment environment.We need to be conscious, therefore, that family support centers have both abilities and limits in giving helping hands and they should work on these problems while examining the relations with other childcare services. It is expected, accordingly, that family support centers will continue to function as mutual aid organizations and contribute to development of community service resources in cooperation with other stakeholders., 研究ノート・資料(Note)

In this paper, the author propose some child care support policies which should be introduced in Japan by comparing the social welfare of Finland and that of Japan in both historical and constitutional perspectives. In Finland, the social welfare of any kind has been intended to restore and/or enhance individual’s ability of social engagement and independence supported basically by the Finnish Constitution. In Japan, on the other hand, the policy has been considered as that for the physically and/or economically weak, which is reflected in the Japanese Constitution. Thus it has not had such consistent and positive attitudes towards its recipients as those in the Finnish welfare policy. These attitudes, therefore, should be purposefully introduced into Japanese child care policies if it intends to foster independent and dutiful children in a democratic society. The purpose of this research is to study the characteristics of family support and parenting education in the United States in order to obtain some suggestions for parenting support in Japan. Specifically, the programs and services which Family Service of Santa Monica provides for children and families are considered as a case. Family Service of Santa Monica is a non-profit organization established in 1925 in California State and it provides a broad range of programs and services to families and children, for example, counseling to address various kinds of family issues, Cal Safe, a program being developed to provide comprehensive services to pregnant and parenting teens, the Reflective Parenting Program, which consists of 10 weekly sessions, and so on. The suggestions I obtained are as follows： （1） It is necessary to provide a variety of programs and services for various needs of families in flexible ways, and it is important to provide parenting groups in which parents help one another, as well as packaged programs by professionals； （2） It is important to provide comprehensive programs and services, especially for high-risk families； （3） Programs and Services based on schools are considerably effective, because it is easier for parents to access support services through schools； （4） Both quality and quantity of professional staff is important, and establishment of professional roles and increase in number of professionals are required, especially in Japan； （5） It is necessary to provide parenting programs and parenting support which empower and help parents to play the parent role positively, although the effectiveness of parenting programs should be considered carefully.

出生率を内生化し、能力がありながら低所得にとどまることを認めた上で、生涯所得ベースでの最適公的年金負担率導出を試みた。税方式では、低所得者はいつでも課税されるべきだが、高所得者で多くの子どもを育てる場合、課税すべきではないことが示された。保険方式では、低所得者も高所得者も子どもの人数の相対的な価値が消費や育児時間よりも高いときに保険料を徴収した方がよいとの結論を得た。少子社会では資本課税を実施すべきで、多子社会では、私的貯蓄を奨励するよう補助金を支給するべきであることがわかった。, This article shows the optimal social security burden rate with the endogenous fertility model in the event of high-skilled labor pretending to be low skilled. From the income tax based pension scheme, we discover that the government should levy an income tax on low-income earners regardless of whether they are raising a child. However the government should not levy an income tax on high-income earners when they are raising many children. In the social security pension scheme, the government may collect premiums when the relative value of the number of children is higher than the value of consumption and child care time. Further, the government should use a capital levy in societies with a declining birthrate. 本研究の目的はNICU 入院経験のある子どもの母親（ハイリスク群）と正期産児の母親（健常児群）における育児ストレス、育児サポート状況等を比較し、今後のハイリスク児の家族支援の方法について検討することである。ハイリスク群（NIUC 退院後１年以上経過している３歳以下の子どもの母親、n＝15）とコントロール群（同地域の１歳６か月健診を利用した正期産児の母親、n＝273）の比較をした。子どもの外来受診時、研究趣旨や方法を説明し、自記式質問紙を配布、郵送法にて回収した。また、量的データの結果の関係性を理解するため、母親４名のみに面接調査を実施した。結果として、ハイリスク群はコントロール群と比べ、育児ストレス（日本版PSI 得点）は「総得点」、「子ども側」、「親側」の全て有意に高いものであった（p, 弘前医療福祉大学紀要, 2(1), 2011, p.39-46

本研究においては、まず初めに親としての発達を促す子育て支援の必要性について述べ、日本の子育て支援の動向について整理したうえで、今後の子育て支援や親支援はどうあるべきか、その方向性を探るための一助として、カリフォルニア州のコミュニティ・カレッジにおける親教育について検討してみたい。具体的な事例として、グレンデール・コミュニティ・カレッジにおいて提供されている親教育プログラムを取り上げ、その内容や方法について考察することによって、コミュニティ・カレッジにおける親教育の特徴を明らかにし、そこから日本の子育て支援・親支援のあり方に対する示唆を得ることを目的とする。, The purpose of this research is to study parent education at community colleges in California State in terms of support for parental development in modern society. 本研究の目的は、子育て支援として重要性が指摘されている病児保育について、病児保育に従事している保育士 と看護師の対応をインタビューと観察によって明らかにし、子育て支援として果たしている役割を示すことであ る。 本研究で対象とした病児保育施設であるＡ施設とＢ施設では、「受け入れ・保育看護・お迎え」の場面で、他職 種( 保育士、看護師、栄養士、医師) との連携によって臨機応変に対応し、さらに家庭、保育所、掛かり付け医を つなぐ役割を果たすことで、子どもが安心して過ごせるような環境を作っていた。保育士・看護師は、病気の子ど もを安心して預けられる場を提供するだけでなく、保護者の相談に応じ、家庭や保育所でのケアについても助言す ることで、子育てを支援していた。 今後、病児保育がさらに子育て支援としての役割を果たしていくためには、病児保育施設の数を増やすととも に、子育て中の保護者の認知度を高め、保育看護の専門性を向上していくことが挙げられた。, 弘前大学教育学部紀要. 103, 2010, p.105-109

本稿の目的は、青森県内の幼稚園・保育所における子育て支援の実態を、支援を担当する保育者を対象に質問紙調査を行い、その実態を明らかにすることである。その結果、子育て支援は幼稚園・保育所が今後期待される役割であるとの認識から実施されることが多いものの、園内におけるスペースの確保や地域のニーズを把握することに難しさを感じていることや、通常の保育に加えて実施されている子育て支援が保育者にとって過剰負担になっている点などの課題がうきぼりとなった。県内の子育て支援は、その支援の質的側面よりも、場所や人材の確保など量的な側面で苦慮していることがうかがわれた。, 弘前大学教育学部紀要. 102, 2009, p.75-85
