国あるいは地方の行財政改革が進展するなかで，公共の担い手としてサードセクター組織が果たす役割が大きくなっている。本稿では，サードセクター組織の自律性を財源多様性の観点から分析した。具体的には，サードセクター組織の財源構造を，Herfindahl - Hirschman Indexを用いて測定すると同時に，それらを規定する諸要因を探索した。分析の結果，サードセクター組織全体として特定の財源に依存する傾向がみられる点，また，財政規模の大きい組織ほど特定の財源に依存する点，が示唆された。, The advance of liberalist reforms in public-private relationships has greatly expanded the role of the third-sector organizations as representatives of the public. Although the third-sector organizations literature has grown substantially, the issue of how strengthening of such relationships affects the third-sector organizations' autonomy has not been fully explored. This paper assesses the third-sector organizations' autonomy, particularly their financial autonomy. It uses the Herfindahl-Hirschman Index for measuring the diversity of financial revenue sources and applies it to a national sample of the third-sector organizations. Furthermore, it demonstrates factors impacting the diversity of revenue sources. The National Food Logistics Agency (BULOG) which had managed food security, bufferstock operations, and domestic food price stabilization through its monopoly over imports and distribution was reorganized into a public corporation, “Perum BULOG,” in May 2003. This study investigates the background and the process of reforming BULOG, and seeks to clarify the characteristics and remaining problems of institutional reform implemented in Indonesia since the economic crisis and the impact of globalization. The major findings are: (1) the reforms led by the IMF and World Bank were an attempt to curtail the rent-creation mechanism in BULOG and to improve its corporate governance; (2) globalized and standardized modules of institutional reform methods were applied for reforming BULOG, but the implanted institutions will need substantial time to take root; (3) there is still a failure to coordinate among food security institutions, particularly between the Ministry of Agriculture and Perum BULOG.

HE decade of the 1980s was of historic significance in the development of Mexico’s economy. The economic crisis brought on by the country’s external debt problem which surfaced in 1982 compelled the government to abandon its long-standing development strategy. It totally reversed course, swinging 180 degrees away from its strategy of industrialization through import substitution characterized by protected domestic markets, controls on foreign direct investment, and the active participation of government in the economy, and turned to a development strategy based on neo-liberal principles of trade liberalization, the easing of controls on foreign investment, and the wholesale withdrawal of government participation in the economy. Following this complete about-face in economic strategy, the Mexican economy experienced a transformation of unprecedented scale, a process still ongoing today. This study will focus on the policy of privatizing the public enterprises, which was one part of the Mexican government’s new strategy for dealing with its massive deficit. At the same time it will explore the relationship between this policy and the remarkable restructuring of the private sector which took place within the transformation of Mexico’s economy during the 1980s. A central part of the examination of this privatization policy is an analysis of the entrepreneurs and investors who acquired the public enterprises and became the prime actors who carried forward the process of privatization. These themes have been selected for examination for the following reasons. Firstly, the reason for exploring the relationship between privatization and the restructuring of the private sector is because of the extremely close relationship between the privatization of public enterprises and the restructuring of the private sector. As will be seen later in this study, there was an extremely dynamic relationship between the two with private sector restructuring (which began with the nationalization of the banks in 1982) helping to prepare the way for privatization, while at the same time privatization kept pushing along the restructuring of the private sector. Literature on agency problems arising between controlling and minority owners claim that separation of cash flow and control rights allows controllers to expropriate listed firms, and further that separation emerges when dual class shares or pyramiding corporate structures exist. Dual class share and pyramiding coexisted in listed companies of China until discriminated share reform was implemented in 2005. This paper presents a model of controller to expropriate behavior as well as empirical tests of expropriation via particular accounting items and pyramiding generated expropriation. Results show that expropriation is apparent for state controlled listed companies. While reforms have weakened the power to expropriate, separation remains and still generates expropriation. Size of expropriation is estimated to be 7 to 8 per cent of total asset at mean. If the "one share, one vote" principle were to be realized, asset inflation could be reduced by 13 percent.

In the recent decade China witnessed an upsurge of privatization of small and medium state-owned enterprises (SOEs). In contrast to the consequent sharp reduction in the number of firms, however, the estimated share of broadly-defined SOEs that includes limited liabilities companies controlled by the State has shown virtually no sign of decline. We explain the backgrounds of this seemingly paradoxical persistence of state-ownership by looking into two distinctive types of large SOEs: traditional SOEs that remain dominant in oligopolistic industries and manager-controlled SOEs surviving in competitive industries. The two types exemplify several factors constraining further progress of SOE reform such as, financing the costs of restructuring, redefining the role of the State as the single dominant shareholder, and balancing the interests of the State and managers as entrepreneurs. Sorting these issues out will take time, which means that instabilities associated with state corporate ownership will remain in place in the foreseeable future in China.

本論文では,営利,公的,フォーマルな活動領域を対象とするわが国の「商法法人」として設立された第三セクターが,経済理論によって検討される。これは,James and Rose-Ackerman[1986]に基礎づけられた私的財の第三セクターによる供給である。, 分析の結果から,第三セクター(商法法人)が私的財を供給する場合,売上最大化を図るため,生産量が民間企業に比して大きくなることが示される。また,補助金の支給が地方公共団体等からなされるならば,さらにその生産規模を拡大させることも示されている。つまり,第三セクター(商法法人)は常に生産拡張的な行動要因を保持しているということである。, とりわけ,これらの生産拡張的な行動が,収支均衡条件の下で行われている点は注意が必要である。このような制約下では,第三セクターの生産する財・サービスの価格,生産量およびコストの予測が誤っているとき,収支が赤字に転落する可能性が大きく,利潤最大化制約で行動する民間企業よりその可能性が大きいのである。したがって,第三セクターには,民間企業より厳しい価格,生産量およびコストの見直しが常に求められなければならない。

本論文において,欧米におけるサード・セクターの理論と対比することによってわが国の第三セクターを再検討した結果,設立の形式から,わが国の第三セクターのうち「民法法人」として設立された第三セクターは欧米の理論で本来のサード・セクターに該当していることが示される。(主として,非営利活動の第三セクターによる供給), その一方で,欧米のサード・セクターの本来の活動領域外とされた営利,公的,フォーマルな活動領域が,わが国では第三セクターの活動領域として加えられていることが明らかにされる。わが国で「商法法人」として設立された第三セクターがこれであり,わが国の第三セクターがサード・セクターと異なる活動領域を有していることがわかる(主として,営利活動として私的財の第三セクターによる供給)。この分野の活動は,わが国の第三セクターの主要な活動でもあり,特徴でもあった。そのため,この活動領域をもって,狭義の第三セクターの定義とするのが一般的となっている。この点が,わが国においてサード・セクターと第三セクターとの活動領域の齟齬を生み出している原因と考えられるのである。
