Research on policy enactment has explored tensions created by accountability approaches associated with new forms of management under neoliberalism. These approaches generate particular discursive constructs of the ‘good teacher’ – constructs that often negate the rich, unmeasurable, and ethical practices associated with teacher professionalism. This paper draws on data generated as part of an institutional ethnography at an Australian school. Five teachers reflected on their work and the policies and procedures that govern it. They reported a range of practices for coping with the demands of policy enactment; described by one informant using the heuristic of attachment, aversion, and indifference. Significantly, the influence of external contingency – specifically in the form of climate change – represents a complex space in which teachers must navigate using ethical judgment and practical wisdom. This kind of ethical work creates demands that exceed the circumscribed notions of good teaching present in governing policies. Taking up the Foucauldian concept of counter conduct, this paper argues that these ‘unofficial’ practices are an expression of ethical professionalism. Rather than being explicitly ‘activist’, these teachers are simply engaging in ‘good work’ as it might be understood under the external contingencies associated with a changing and challenging world.

There is a contradiction of intensive national policy efforts and the slow pace of change in widening participation in England. This paper focuses on the use of contextual data in STEM subjects, where there has been less progress in widening access and a more rigid entry pathway through A-level study. Interviews with admissions tutors suggest a narrative in which STEM curricula, and the prior knowledge and skills required to succeed within it are fixed, and that attempts to widen participation and broaden the notion of ‘best students’ could undermine academic standards and the student experience. The paper draws on social justice and social reproduction theoretical frameworks to explore policy enactment, identifying support for widening participation and the effects of a conservative ethos amongst academics. The tension of these approaches, alongside the autonomy of decision-makers, are key dynamics explaining the inertia of policy efforts for change.

The Australian Women’s Working Futures (AWWF) Project is a two-wave survey aiming at understanding the attitudes of young women and men aged 40 and under about their working futures. In 2017 the first nationally representative data set on gender and the future of work was collected in Australia. The 2022 data is part of a larger three-country study comparing gender and the post-pandemic future of work in Australia, the UK and Japan.

First Nations in Australia are beginning to grapple with processes of treaty‐making with state governments and territories. As these processes gain momentum, truth‐telling has become a central tenet of imagining Indigenous emancipation and the possibility of transforming relationships between Indigenous and settler peoples. Truth, it is suggested, will enable changed ways of knowing what and who “Australia” is. These dynamics assume that truth‐telling will benefit all people, but will truth be enough to compel change and provide an emancipated future for Indigenous people? This article reports on Australian truth‐telling processes in Victoria, and draws on two sets of extant literature to understand the lessons and outcomes of international experience that provide crucial insights for these processes—that on truth‐telling commissions broadly, and that focusing specifically on a comparable settler colonial state process, the Canadian Truth and Reconciliation Commission. The article presents a circumspect assessment of the possibilities for Indigenous emancipation that might emerge through truth‐telling from our perspective as a team of Indigenous and non‐Indigenous critical scholars. We first consider the normative approach that sees truth‐telling as a potentially flawed but worthwhile process imbued with possibility, able to contribute to rethinking and changing Indigenous–settler relations. We then consider the more critical views that see truth‐telling as rehabilitative of the settler colonial state and obscuring ongoing colonial injustices. Bringing this analysis into conversation with contemporary debate on truth‐telling in Australia, we advocate for the simultaneous adoption of both normative and critical perspectives to truth‐telling as a possible way forward for understanding the contradictions, opportunities, and tensions that truth‐telling implies.

Management research has begun to explore how cultural entrepreneurs use established or declining societal traditions to create distinctive new ventures and products. In this study, we propose an alternative pathway for creating entrepreneurial opportunities, that is, through leveraging extinct societal traditions. Extinct societal traditions yield opportunities to create highly distinctive products and ventures, yet their use entails substantial challenges. To understand how entrepreneurs can successfully leverage extinct societal traditions, we investigate the case of The Merchant of Venice, an Italian venture established in 2013 that produces luxury perfumes based on the perfume-making tradition that flourished in Venice between the sixteenth and seventeenth centuries and disappeared afterwards. Our study illuminates how cultural entrepreneurs can leverage extinct societal traditions by (a) exhuming lost knowledge and practices, (b) validating them as an authentic and appreciable tradition of a given community and territory, and (c) elevating their meaningfulness as core to place identity. Our study contributes to the literature on cultural entrepreneurship and traditions by revealing the distinct challenges that resurrecting extinct traditions entail, enriching the understanding of types, goals, and processes of cultural entrepreneurship, and widening current knowledge of the roles of tradition custodians.

Accurate data collection from LGBTIQ+ communities is crucial for public health research and the provision of equitable services. Emergent fluid, multiple, trans and non-binary gender identities complicate data collection in ways that make an excellent case-study for rethinking the categorization of such data. In this article, we explore some of the obstacles to collecting data from trans, gender-diverse and non-binary (TGD) communities, and the difficulties in synthesizing meaning about fluid or multiple identity categories. We review a selection of international surveys from the last 10 years and then present a case-study of data collection in an Australian mixed-methods study of LGBTQ+ young people’s uses of social media. In doing so we draw upon trans and gender diverse people’s lived experiences to reinterpret our survey dataset in which responses that ‘refused categorisation’ were initially removed. We argue that theorizing the ‘social life of data’ – that is analysing the disciplinary orientation and purpose of research, while also acknowledging the moment and site of data collection, the methods used, and the mutable meanings in play – better accounts for the lived experiences of gender beyond binary and static identities.

In this 2021 AFHVS Presidential Address, Kim Niewolny provides a brief foray into the onto-epistemic framing of critical praxis for sustainable food systems transformation. Niewolny proposes we engage in the creative entanglement of critical praxis and the social imaginary to “unthink” the orthodoxies that govern our ideas of the possible. She offers several possibilities as pathways toward a food system that embodies health equity, ecological justice, land sovereignty, and human rights, including: (1) agroecological research and movement building; (2) food, farm, and health policy; (3) food and farm system worker protections as public health and human rights concerns; (4) intersectional food justice scholarship and curriculum; (5) narrative-led, community-based, and action-oriented methodologies as multi-dimensional inquiry; (6) and multi-sector and multi-racial coalitions as dynamic networks that challenge linear, neoliberal, and technical-rational practices. Niewolny concludes with a call for radical hope as a principle for critical food systems praxis. Published version

This paper maps the evolution of the Australian start-up and innovation ecosystem by exploring policy developments and mapping the key actors, activities, and artefacts. The study unpacks policy developments over the past two decades to show the government’s role in shaping the innovation ecosystem and the implications for start-ups. We outline the ecosystem’s key actors, including start-ups, scale-ups, support organisations, investors, research institutions, and their growth over time. We examine the artefacts of the ecosystem to understand start-up and innovation performance in a global context. We also explore the activities of the ecosystem in terms of collaboration, research, and development. The paper concludes with a discussion of policy gaps.

While rape historically remains underreported all over the globe, and criminal justice factors contribute to this problem, we investigate unique circumstances that might influence reporting inclinations by Hungarian victims of sexual violence. Among other possible factors, victim-blaming, institutional desensitization, and a lack of trust in the criminal justice system and in the community are discussed. The in-depth interviews (n = 22) with law enforcement and criminal justice professionals conducted in 2018 in Hungary reveal roots of underreporting in the complexities of the criminal justice system: there is a failure to prioritize victims’ needs—mental care services, physical and privacy protection—and a focus instead on solely providing legal justice. The further deficits that can be found among professionals’ attitudes and behaviors in the courtroom are products of the following: a lack of standardized protocols in addressing the needs of victims; a dearth of technical and evidence-based knowledge and training; a lack of supervision and trauma-informed services to practitioners; high caseloads; a focus on the goal of high conviction rates; not providing open communication toward victims; and a shortage of standardized protocols in dealing with victims. This paper examines determinants of ethnic disparities in workplace risks of COVID-19 among health and social care workers (HCWs) in the UK. This was undertaken to inform public health policy in the management of COVID-19 relating to health and social care provision. A cross-sectional survey was administered in July–August 2020 (n = 456) to elicit HCWs’ experiences of COVID-19 management in the workplace and their perceptions of exposure, personal protection against infection, involvement in local clinical management, and other workplace hazards. Findings suggest minority ethnic HCWs were twice as likely as White HCWs to be in a patient-facing role (OR = 2.14, 95% CI:1.21; 3.78, P < 0.01) and twice as likely (63% vs 39%) to be caring for COVID-19 positive patients (OR = 2.68, 95% CI: 1.77; 4.06, P < 0.01). Those in nursing, were three times as likely to be redeployed to a COVID-19 care setting (OR = 3.33, 95%CI: 1.23; 9.02, P= 0.02). Minority ethnic HCWs within lower- and mid-level roles carried a higher burden of frontline clinical management of COVID-19 positive patients than their White counterparts. This study found evidence of ethnic disparities across several workplace hazards, with increased exposure to and less protection against infection, more responsibility for the clinical management of infection, and evidence of systemic racial bias in the disproportionate redeployment of minority ethnic nursing staff to COVID-19 areas. An NHS-wide review is required to assess procedural fairness, ensure safe practices now, and to avert future crises.

In 2020, social workers across the world responded to the global COVID-19 pandemic and the consequent strict lockdown procedures over several months. In many countries, including Australia and New Zealand, this virtual shutdown period necessitated a reframing of social work practice to incorporate factors including delivery of services via virtual means and more limited access for vulnerable clients. This article draws on the integration of two methods designed to address the research question: ‘How has social work practice in Australia and New Zealand been affected by COVID-19?’ These include (i) a narrative review of papers published during 2020 on social work practice and the COVID-19 pandemic and (ii) an online survey, undertaken from October to December 2020, of Australian and New Zealand social workers. The questionnaire data were analysed using Statistical Package for the Social Sciences (SPSS) and thematic analysis. The findings of this article details include the significant impacts of COVID-19 on practice, the increased needs of clients, including a rise in health issues, violence, homelessness and financial concerns, and the resulting critical changes to social work workloads. Social workers also reported greater use of technologies to deliver services and fears for their families and themselves if exposed to COVID-19., This article examines how Australian and New Zealand social workers have adjusted to the COVID-19 pandemic. The article draws on a literature review of international social work papers published during 2020 and a survey of social workers in Australia and New Zealand to determine the impacts on social workers. We find there are similarities in responses noted by social workers across the world including the enhanced use of technologies, difficulties supporting vulnerable clients and personal impacts in both work and home environments. There are also differences brought about by Australian and New Zealand social workers’ prior experiences of disasters as well as issues with technology.

This experiment (N = 591) tests whether audiences adjust their standards for what qualifies as fair journalism based the transparency of news editors, the source of the news, and the target of an accusation. In the context of a whistleblower scandal, the results suggest the relationship between the audience member’s ideology and the news story publisher and target influence what details the audience thinks journalists should reveal. Additionally, we find transparency from editors can alter those perceptions. Accepted version

In this paper, we use research with Indigenous Māori women to explain the research interface to bring together Indigenous and Euro-Western ways of knowing. Our research required using an Indigenous research methodology that drew on traditional cultural knowledge with embedded critical and decolonisation theories to understand this often-marginalised group of Indigenous women. Constructivist grounded theory provided a systematic and rigorous approach to generating theory. Because of the unique histories of colonisation and contemporary realities resulting in Indigenous women’s marginalisation, globally, we argue research must be relevant, safe, and meaningful to those researched to produce transformative knowledge. Therefore, planning a research methodology to inform research with Indigenous women that counters current unhelpful constructions required careful consideration. We share how we used kaupapa Māori research methodology and constructivist grounded theory to generate an explanation of how Māori women keep safe in unsafe relationships.

Cambrosio et al. (2018. “Extending Experimentation: Oncology’s Fading Boundary Between Research and Care.” New Genetics and Society 37 (3): 207–226) argue that “experimental care” in contemporary oncology involves the rapid merging of patient research and care, and invite further study into developments across other health conditions. We present a 2018–2019 study of experimental breast cancer care in an urban clinical setting in the light of two other studies in the same hospital group: in the same cancer service (2013–14) and, prompted by these earlier findings, an interview study in HIV services (2014–15). We found that patients and staff anticipated better outcomes by treating sub-types of breast cancer but they also hoped for a better one-size-fits-all approach, akin to the antiretroviral treatments introduced for HIV and explored in our interview study. We conclude that the promise of targeted treatment for sub-types of disease – variously described as experimental care, personalised, precision, stratified and sub-group medicine – is accompanied by hopes for a single, standard, effective approach.

Supporting more equitable participation in science, technology, engineering, and mathematics (STEM) remains a key, persistent educational challenge. This paper employs a sociological Bourdieusian lens to explore how equitable youth outcomes might be supported through informal science learning (ISL). Drawing on multimodal, ethnographic data from four case study youth aged 11–14 from two ISL programs, we identify four areas of practice that were enacted to a greater or lesser extent in the programs in support of equitable youth outcomes. We identify how the equitable potential of these practices was realized through a disruption of dominant power relations. It is argued that ISL should focus on changing the field, rather than young people. Affordances and limitations of the Bourdieusian lens are discussed.

Organisations are showing a keen interest in digitalisation. However, they are uncertain about how to determine the impact of digitalisation on organisation performance outcomes. This places decision-makers in a challenging position to assess the feasibility and intended performance outcomes of digitalisation. This paper aims to address this important research need and provides the performance indicators, measures, metrics and scales based on a systematic review of 30 selected papers. The results from this review were synthesised using the “adaptive enterprise architecture”, and “results and determinants” frameworks as theoretical lenses. This work will benefit researchers and practitioners interested in studying the impact of digitalisation on organisational performance.

Using interview and observational data from a busy and research-intensive breast cancer service in the United Kingdom, we discuss recent developments in Personalised Medicine. Specifically, we show how clinical and research practices meet in clinical pathways that are reconfigured in response to changing approaches of diagnosing, monitoring, treating and understanding cancers. Clinical pathways are increasingly sensitive to changes in evidence deduced through new technologies and therapies as well as decisions based on intensive, iterative analysis of data collected across a range of platforms. We contribute to existing research by showing how the organisation of on clinical pathways both maintains established clinical practices and responds to new research evidence, managing a threshold between evidence-based and experimental medicine. Finally, we invite comparisons with other forms of personalisation to understand how they depend on the ‘real time’ collection, analysis and application of data.

A reduction in the production and consumption of meat and dairy across much of the world is critical for climate change mitigation, the alleviation of ecological stress, and improved health. We update an agent-based model (ABM) of historic UK milk consumption and apply it to scenarios of dairy reduction and adoption of plant-based milk (PBM) out to 2050. The updated model is comprised of a cognitive function, where agents perceive the physical, health and environmental characteristics of milk choice, which is modified by habit and social influence. We use European Social Survey 2018 and British Social Attitudes 2008 survey data to empirically inform the model. Taking a backcasting approach, we calibrate parameters against published UK dairy reduction targets (2030 and 2050), and test how different price relationships, and characterisations of environmental concern, may affect simulated milk consumption from 2020 to 2050. Scenarios for core targets (20% less dairy by 2030 and 35% by 2050) largely produced plausible consumption trajectories. However, at current pricing of dairy and PBM, simulated consumption was mostly unable to deliver on desired core targets, but this improved markedly with dairy prices set to organic levels. The influence of changing environmental concern on milk choice resulted in higher levels of dairy milk reduction. When modelled as transient, intense shocks to public concern, consumption patterns did not fundamentally change. However, small, incremental but permanent changes to concern did produce structural changes to consumption patterns, with dairy falling below plant-based alternatives at around 2030. This study is the first to apply an ABM in the context of scenarios for dairy reduction and PBM adoption in service to UK climate-related consumption targets. It can serve as valuable bottom-up, alternative, evidence on the feasibility of dietary shift targets, and poses policy implications for how to address impediments to behavioural change.

Since the advent of digital and mobile communication technologies, scholars have been investigating how these technologies are changing experiences of migration and mobility. In the field of gender and migration, researchers have shown how the experience of migration can change maternal practices, and alter understandings of ‘good motherhood’. These ‘digital migrant’ and ‘migrant motherhood’ literatures have intersected in studies of technologically mediated transnational mothering, in the context of mother–child separation. In contrast, this study focuses on migrant mothers in Australia who are co-located with their children. Drawing on interviews with migrant mothers from a range of migrant communities in Sydney and Melbourne, this article explores how the use of online migrant maternal communities helps women to navigate motherhood in a migrant context. Specifically, it draws attention to the ways migrant mothers use the affordances of social media to work through their complex and ambivalent feelings about their migrant maternal identities and practices, and about co-ethnic social networks. The paper foregrounds the role of the imagination and relationships in shaping migrant identities and experiences and proposes the ‘migrant maternal imaginary’ as a valuable concept for understanding migrant motherhood.

Surviving cancer in the precision era of targeted drugs and immunotherapies increasingly involves surviving-with malignancy. Against this backdrop of precision, innovation and chronicity, this paper offers a person-centred examination of some of the emerging intersections of chronic living and cancer treatment. Using a temporally extended qualitative methodology drawing on solicited diaries and successive in-depth interviews with people receiving precision cancer therapies, we focus on the often opaque worlds of surviving-with cancer, day-to-day, amidst the evolving scene of therapeutic innovation. Tracing how elements of the catastrophic and the mundane are braided through these everyday experiences, we seek to provide an embodied and temporally extended account of everyday life, beyond the binaries of presence/absence of disease, or of death/cure. In so doing, we consider how the normative expectations of treatment, bodies, care and emotions are being reshaped, elevating the moral work of the precision-cancer intersection.

Globally, humanitarian needs have reached an historically unprecedented scale, undermining the ability of affected children to survive, grow, and thrive. Social protection holds the promise of addressing acute needs and risks faced by children in crisis contexts, while allowing for human capital investments. We review evidence of the impact of emergency cash, food, and other in-kind transfers implemented by governments or humanitarian actors on child development in different contexts. Compared with development settings, rigorous evidence for crises is limited. Most existing studies focus on either schooling or acute malnutrition, highlighting that transfers can mitigate the detrimental effects of crises on these outcomes. Evidence on linear growth, micronutrient deficiencies, health, labor, learning, psychosocial outcomes, and child protection is limited. Also, most studies are set in contexts characterized by high institutional fragility in which emergency social protection is undertaken by international organizations, while evidence from settings where institutional capacity for shock-responsive social protection exists is scarce. Further gaps relate to the cost-effectiveness of alternative program designs and delivery modalities; heterogeneity by child and household backgrounds; and longer-term effects of interventions. Filling these gaps is critical to support child-sensitive approaches to social protection in crises to effectively pursue Sustainable Development Goal 1.

This article presents an historical and comparative analysis of the bargaining power and agency conferred upon migrant workers in Australia under distinct policy regimes. Through an assessment of four criteria – residency status, mobility, skill thresholds and institutional protections – we find that migrant workers arriving in Australia in the period from 1973 to 1996 had high levels of bargaining power and agency. Since 1996, migrant workers’ power and agency has been incrementally curtailed, to the extent that Australia’s labour immigration policy resembles a guest-worker regime where migrants’ rights are restricted, their capacity to bargain for decent working conditions with their employers is truncated and their agency to pursue opportunities available to citizens and permanent residents is diminished. In contrast to recent assessments that Australia’s temporary visa system is working effectively, our analysis indicates that it is failing to protect temporary migrants at work.JEL Codes: J24, J61, J83

This paper examines cross-national commonalities and differences in online hate speech content, exposure, and emotional reaction. Using online surveys from 18 to 25-year-old respondents in six countries, we find a majority of respondents were exposed to online hate in the preceding 3 months. Commonalities across countries are the platform where the respondents were exposed and how they arrived at such content. Unique national cultures of hate speech also exist, including the common targets and respondents’ emotional reactions. A majority of respondents report feeling angry, sad, or ashamed, but most worrisome may be the substantial numbers who report feelings of hatred or pride after seeing online hate. Given the potential for repeated exposure and the recent increase in hate crimes in the US. and Europe, this finding should serve as a reminder of the dangers of online hate and its potential link to offline violence. National systems of official statistics are expected to provide governments, businesses and the public with data about the economic, demographic, social and environmental situation. Digitisation of data collection for official statistics is mooted as having a major potential impact on society. Greater use of administrative data held in government is proceeding slowly. Evidence is limited, but access to big data − from satellites, point-of-sale systems and social media − is being explored and trialled. Initiatives are driven by new requirements for official statistics as well as pressures on traditional data collection from households and businesses. Effective government use of new data sources has the possibility of creating the ultimate evidence base for policies intended to improve lives, and anonymised data are also being made available to other researchers. The article uses the UK as a case study to outline how the big data evidence-to-policy process is intended to work in that context, and to assess the challenges faced in making it work as intended. We conclude that technical developments need to be accompanied throughout with attention to the marketing of official statistics and engagement with all users and potential users. The goal is to produce trusted as well as trustworthy statistics.

There has been a flourishing of anti-racism research and commentary on Islamophobia in Australia over the last 15 to 20 years, utilising multiple national surveys on attitudes towards multiculturalism, Muslims and Islam. This article discusses and critiques this research and its accompanying discourse, with special attention given to the questionable way in which social distance scales are used to identify and then frame “Islamophobia” and apparent classes of Islamophobes in Australian society at large. The negative consequences of the resulting conceptual and linguistic framing from this research are discussed, and the underlying methodological flaws and biases of anti-racist researchers are identified and explained as three key “asymmetries” relating to social constructs versus reality; stereotypes and groups; and avoidance of reciprocity.

We argue commercial sex workers have rights to healthcare and psychosocial support. While decriminalization is not legally enacted in most countries, we would suggest these workers rights include freedom from harassment and opportunities to lead healthy lives. The need for healthcare access for all is heightened in the COVID-19 pandemic where some people flout rules on lockdown by engaging with commercial sex workers and may unwittingly spread SARS-CoV-2 in so doing. Unrestricted healthcare access without stigma for commercial sex workers protects them, and has a beneficial societal effect on those who engage with them and on their contacts.
