論文, The Mangghuer language belongs to the Mongolic languages and is spoken in Guanting town in the southeast of Minhe Hui and Tu Autonomous Country, Qinghai province, China. The morphological study of the Mangghuer language, especially the research of the derivational suffixes has not been fully made until now, therefore the author first classified them into five categories, that is 1. Denominal nominal suffixes(N-N), 2. Deverbal nominal suffixes(V-N), 3. Denominal verbal suffixes(N-V), 4. Deverbal verbal suffixes(V-V), 5. Departicle verbal suffixes(P-V), and then tried to describe both form and meaning of all suffixes of the language. MOreover he made his first attempt to clarify the “succession” and “innovation ” of the language from a diachronic perspective, and hopes that this paper will cast new light on the study of morphology, vocabulary, and dialectology of the Mongolic languages., Миньхэ монгор хэл бол Хятадын Цинхай мужийн Миньхэ хотон монгор үндэстний өөртөө засах шяний Гуантин балгасны монгорчуудын ярьдаг хэл бөгөөд монгорчууд нь түүхэндээ бичиг үсэг хэрэглэж байсангүй. Сул үгээс үйл бүтээх дагавар (P→V, P(article class): Сул үг) гэсэн таван бүлэгт хувааж, дагавар тус бүрийн хэлбэр, утгыг жишээгээр үзүүлж тодруулахын зэрэгцээ, ялангуяа хэлний "уламжлал" ба "шинэчлэл" гэсэн хоёр талаас Миньхэ монгор хэлий үг бүтээх дагаврыг задлан судлахыг зорилоо.

社会党等をはじめとする全国の革新政党の掲げる「地域民主主義」や「自治体改革」論は、「革新自治体」による開発に抗し運動を組織する主体としての市民／住民を想定してこなかったため、開発を推進する「自治体」とそれに抵抗する「住民」との間で矛盾が顕在化した（道場親信、2002年）。1960年代後半の日本各地における反開発運動で見られた革新自治体に対する住民の抵抗という構図を、施政権返還前後の革新屋良県政へのCTS、石油精製工場建設反対を組織した金武湾闘争は共有している。施政権返還前後の沖縄において、石油備蓄基地の建設による「平和産業」論を掲げてきた屋良知事と県当局、革新与党、労組その他団体はそれぞれ、既設のCTSでの事故や公害の発生以後、CTS建設計画に対し反対や撤回を主張し始めた。しかし、1973年９月以降、CTS建設計画への抗議・撤回要請を組織した「金武湾を守る会」とは対立する姿勢を示し、結果的には沖縄三菱開発によるCTSの建設が進んだ。本稿では、「平和産業」論を掲げた屋良知事やその支持基盤である県内の革新与党、労組その他団体が、1973年半ばから展開するCTS建設撤回の動きと、その挫折の過程を、政党・団体の抗議声明や県議会会議録、当局者らの回想録からたどる。, Reformist political parties’ theory of “regional democracy” and “municipal reform” have failed to establish citizens / residents as agents organizing a movement against progressive local governments’ development projects, thus exposing the contradictory relationship between the “local government” and the protesting “residents” （Michiba, 2002）. During the reversion period in Okinawa the Kin Bay Struggle organized against the reformist Yara prefectural government in their opposition to CTS and construction of oil stockpiling tank, sharing with other anti-development protest movement throughout Japan during the latter half of the 1960s this framework of residents resisting municipal reform.Former Okinawan Governor Chobyo Yara, prefectural authorities, reformist administrative parties, labor unions and others promoted oil tank construction as part of the “peace industry,” the alternative to the military-base-dependent economy. These “peace industry”promoters began making statements against the oil tank construction projects when they saw oil leak accidents and environmental pollution at the operating oil tanks in the eastern coast of Okinawa Island. However, the progressive local government and reformist political parties continued to be in conflict with the residents’ organization of Kin Wan o Mamoru Kai （or the Kin Bay Protection Society）, and colluded passively to the Okinawa Mitsubishi Coporation’s construction of oil tanks. This paper examines the discussion of oil tank construction promoted by the “peace industry” advocates, such as Governor Yara, reformist parties and other labor unions of Okinawa from the middle of 1973. It also explores the statements of the reformist parties and organizations, including the proceedings of the Okinawa Prefectural Assembly and the commentaries of the governor and other officials.

インターネットは人々の生活に一体化している。情報アクセスが今ほど容易になったことはなく，このテクノロジー活用方法の将来性は限りない。インターネットのおかげで，今日，教育者は学生の特定のニーズや関心に合わせて授業計画・調整することができる。この論文は｢ポッドキャスティング｣が，どのように学習者に学習意欲を起こさせ，教育体験を活性化させるかを実証するものである。

近畿大学は、法科大学院、大学院11研究科、11学部41学科と17の研究所、付属病院、短期大学部、通信学部、工業商等専門学校、高等学校、中学校、小学校、幼稚園などから構成され、大学生約3万人規模の総合教育機関である。本学は、愛される、信頼される、尊敬される人材の育成を目的とした実学をモットーとした未来志向の大学である。 少子化に伴い、受験者の減少が常に懸念される今般、国公立大学の合併法人化、私立大学の合併、廃校などが進行している。特に短期大学においては、約30％が定員割れと云う極しい環境下にあり、存続が問われている現状にある。かかる状況下での本短期大学部の持続的発展を目指した取り組について報告する。 （英文） Kinki University has a big Educational Net work. It consists of Law graduate school, 11graduate school, 41departments, 17 research centers, Hospitals, Correspondence Division, Junior Colleges, Technical College, Special school, High school, Junior High school, Elementary school and Kindergartens. All students' number is about 30,000. Kinki University Educational network is bigger and better all-round strength that benefits from involvement in every aspect of total education. Our school is based on the concepts, loved relied and respectable from all people. Our school motto is looking for future on the field of human recourse training. Decreasing of birth rate effects our students applying numbers. Also Government University in Japan is under dealing of merging corporation. Private University and Colleges are faced the crisis of management. About 30％ Junior colleges in Japan has the shortage of fixed number of students. Many Junior colleges are faced the crisis of continuing management for their future. In this report I explain the way of how to continue and progress with growth of Kinki University.

1 はじめに : 大都市における製造業の重要性については様々な視点から提起されてきた。近年では、一国の技術を支える基盤となっているという観点から、東京都大田区や大阪府東大阪市の調査研究が進んだ(関 1997、渡辺 1997、植田編 2000など)。これらの地域は大都市型産業集積と呼ばれ、集積を形成する中小企業の多様で柔軟な専門的技術が日本のものづくりの強さを支えているとの主張がなされている。したがって、大手メーカーによる海外への生産拠点シフトや海外からの低価格輸入品の激増を背景とした国内製造業の空洞化、とくに大都市製造業の衰退は日本の技術基盤を弱体化させ、日本の強みであるものづくりの力を低下させることが問題視されているのである。……

Adoption and implementation of educational innovation has often been made through model schools selected for research. The process of organizational reaction to innovation depends on the situation at individual schools. To describe and explain the individual differences, it is necessary to understand their perspective and intentions. The purpose of this study was to find factors which help promote innovation in school physical education in a process of dynamic responses through management organization. A comparison of paired cases was employed. By this method, one set of elementary schools, which were assigned by the government as research models for physical education, were selected. Differences in the process of organizational reaction were then compared for each school's history. The main results were as follows: 1. Self-confidence arising from a good result and building of members' independence directly contributed to continuance of research on physical education. Furthermore, the level of "community knowledge" contributed to these factors. School R tended to share innovation, whereas school Y shared only explicit knowledge. 2. The mechanism of conflict resolution influenced the community level of semantic knowledge. Exhaustive discussions among members and an adviser on innovation were held in an attempt to adopt innovation. In addition, the belief and motivation for school research shown by the headmaster of school R greatly influenced the building of a nationwide information network. 3. How initiative leaders deal with school physical education research was a dominant factor in promoting "community knowledge". School R made structural innovations because of its understanding that the assigned research was for school education. School Y was only partially able to improve due to limited thinking in the development of physical fitness. 4. There were qualitative differences in obtaining and using human resources between the two schools. School R had a flat structure that considered human relations and had the will to carry out school research. However, school Y emphasized specialized physical education that made teachers depend upon each other. These differences were caused by the management creed of each school headmaster.

これまでのバーク研究は，政界進出以後のバークを，フランス革命勃発を境に二分 ―国王ジョージ3世の専制を批判し，政党政治の確立による議会政治の健全化を唱え，アメリカ植民地の主張に理解を示した「自由主義者」＝「前期」バーク，それに対して，容赦ないフランス革命批判を展開した「保守主義者」＝「後期」バーク― し，「両者は連続しているのか断絶しているのか，連続しているのなら両者を貫く基本的原理は何か」を問うこと，いわゆる「バーク（のコンシステンシー）問題」を研究上のスタンダードな図式としてきた。最近の内外の研究動向としては，「consistent Burke陣営」が優勢なように見受けられるし，筆者も概ねその陣営を支持している。しかし，「バークは名誉革命とアメリカ革命を擁護した時と同じ論理によってフランス革命を論難した」とする「consistent Burke陣営」の理解には，重大な事実の見落としがある。すなわち，バークはアメリカ植民地の独立を「革命」とは呼ばなかった，という事実である。なぜバークは同じ原理によって擁護したはずの二つの歴史的事件―1688年と1776年―のうちの一方だけを「革命」と呼びもう一方をそう呼ばなかったのか？ 他方，バークの論敵ペインは， 1776年と1789年を二つながら「反革命」とも呼んだ。本稿では，こうした18世紀末英語圏の「革命」概念の錯綜性を焦点にして，バーク対ペイン論争に新たな一筋の光を投げかけてみたい。

この論文の目的は､革新と競争というカギ概念に注目しながら､小売商業形態論の分析視角とその問題点を議論し､新たな課題を提示することである｡小売商業形態論は小売の輪仮説以来､小売商業における業態変動メカニズムの理論的解明を目標としながら､抽象度の高いマクロ理論を構築しようとしてきた｡そこでは､小売企業レベルの業態創造と競争のプロセスを小売商業レベルの業態変動に集計化･一般化する一方､小売企業のそうしたミクロ行動はブラック･ボックスとして捨象される｡しかし､わが国における大規模小売企業の業態多様化という現状を踏まえたとき､このような分析視角は大きな問題に直面することになる｡この間題を克服するための小売商業形態論の新たな展開の方向性は､小売企業の業態創造と競争のプロセスを明示的に組み込 んだミクロ基礎をもつマクロ理論を確立することである｡

This paper proposes a flowchart approach to the automobile industry cluster policy and the hi-technology industry cluster policy to prioritize policy measures. First, in the automobile industry cluster, suppliers of parts and components to anchor firms such as Honda, Nissan and Toyota of Japanese assembly makers in Guangzhou, China, can innovate partly because the suppliers have become independent of their anchor firms in the Japanese Keiretsu system. Second, concerning the hi-technology industry clustering in Beijing, we show that the existence of universities is a precondition for the industrial cluster policy and that the leadership of the Zhongguancun Science Park Management Committee of Beijing Municipality is crucial to the success of the industrial cluster policy. The flowchart for the hi-technology industry is different from the one for the automobile industry cluster.
