寿都鉄道は，大正期から昭和中期にかけて北海道後志地方に存在した局地鉄道であり，国有鉄 道に買収してもらうことを前提に，当面の輸送手段確保のために地元資本によって敷設された当座企業 であったと言われる。大正期の鉄道業では減価償却が実施されつつあったが，その根底にあるのは「継 続企業の公準」であり，換言すると安定的な減価償却は継続企業性を示す指標であった。寿都鉄道の減 価償却実務を分析すると，処分可能剰余金に感応的な計上額ではあるが減価償却を実施しており，未成 熟ながらも継続企業性を模索していたことが判明する。

最近の中小企業政策においては、小規模な企業に対する支援として、認定経営革新等支援機関の支援を受けなければ利用できない制度が存在しているが、この制度が支援においてどのような影響を与えているかの研究は存在していない。そこで、代表的な2つの補助金の採択者7先にインタビュー調査を実施したところ、補助金自体の問題点と認定支援機関側の対応についての意見があった。先行研究とインタビュー調査からは、補助金を実施し続けることは問題があると考えられる。補助金採択結果からは認定支援機関たる金融機関が活躍していることがわかるのだが、金融機関によってその支援能力の差があるということが明らかになった。 今回の調査では、採択者と国の思惑と中小企業者の期待する能力について相違を明らかにすることができた。そもそも、中小企業者全てが高度な支援を求めているのではなく、地域の実情に沿った支援の在り方が求められており、そこに認定支援機関の求められる役割があるのではないだろうか。

2016年4月から、地方創生人材支援制度で和歌山県美浜町に派遣されたが、先行研究と町役場で体験した地方創生業務では乖離があった。地方創生業務は、地域の歴史・文化・自然などに合わせて考えるべきものであり、地方創生に定石はないと実感した。本稿では、地方創生を巡る動き、美浜町の現状と課題、美浜町の地方創生、補助金の役割、地域運営組織法人化の動き、地方財政に関するミスマッチの問題を考察した。地方創生とは、各地がそれぞれの特徴を生かした自律的で持続的な社会を創ることであり、地域再生との違いは深刻度や危機感である。補助金頼みの地方創生は長続きしないと考えるが、キッカケとしての補助金は必要であり、初期段階から補助金終了後の姿を見通すことが大事である。それにより、将来性のある事業を真剣かつ具体的に考えることができるのではないか。中央政府の交付金を地方で受け取ることは、おカネのいわゆる他産地消の模範例であり、財政学的には一定の効果があると考える。地方創生の途はまだ途上であるが、人々の志や住民の絆は捨てたものではなく、試行錯誤しながら進めていくことにより明るい未来が待っていると信じ、本稿がそれらに貢献することを期待する。, Article, 特集Ⅰ ： 日本経済の再構築 －日本企業と地方の課題－ Special IssueⅠ ： Japan's Economic Reconstruction ： The Agenda of Global Business and Local Governments

本評釈は、給与条例主義の観点から補助金交付の違法性が争われた最判平成28年7月15日判時2316号58頁を批評したものである。

発展途上国では，灌漑施設の維持管理や操作の権限を水利組織へ移管する政策が主流となっている。しかし，水利組織の資金調達能力には限界があるため，大規模な灌漑投資を政府が担うケースも多い。かかる状況下では，情報の非対称性に起因する過少投資や過大投資が深刻な問題となりうる。本稿は，新潟県上郷水害予防組合の史料に基づき，政府と水利組織による灌漑投資の意思決定と費用負担を論じたものである。近代日本では，地方政府と水利組織がそれぞれ投資費用の一定割合を負担する制度を確立し，そのもとで水利組織が主体的に投資決定に関与してきた。また，投資規模により異なる負担割合，および水利組織が先行して費用負担する枠組みを柔軟に採用することで，投資決定の非効率性を抑制する試みがなされてきた。こうした制度における政府と水利組織の望ましい関係性や役割を明らかにすることで，発展途上国の灌漑政策についても重要な含意を導いている。

財政活動における公的資金助成（いわゆる補助金のこと。本稿では公的部門による補助金等を扱うこととし，以下「補助金」と記す。）の運用には，その適法性において少なからずの論点がある。例として以下に挙げる原則に係ることが少なくない。財政民主主義の原則，公共目的（公益性）原則，有効性原則・比例原則，平等・公平原則，偶発債務抑制原則，公正決定原則等である。筆者が専門とする環境行政分野においても多くの補助金が運用されている。第10回生物多様性条約締約国会議（COP10）で策定された愛知目標の３には，「生物多様性に有害な補助金を含む奨励措置が廃止，又は改革され，正の奨励措置が策定・適用される（環境省仮訳）」が掲げられ，補助金の奨励効果に対する基本的な認識やルールの検討も求められている。本稿は，以上のような補助金の適法性全般またはその奨励効果の発揮に係る民主的統制のためのルールメイキング等を試論するものではない。本稿では，はじめに補助金返還の概要をつかみ（１），そのうえで補助金交付後に発生した諸事情による返還に関して生じてくる法的論点について，近年の補助金返還訴訟の分析からいくばくかの問題点の提示を試みる（２）（３）。なお，本稿が重きを置く視点としては，（１）の検討から，補助金が，①基本的には公的部門による助成であり適正な運用が求められることを踏まえ，そのうえで，②発展的には当該助成された事業等の支援，誘導および奨励等の効果を持つこととする。

[概要] 本稿では, 三位一体改革によって行われた国庫支出金改革を経済性質面でデータを整理することによって分析した. 分析結果として, 以下のことがわかった. 第1に, 改革によって奨励的補助金が削減されていることから効率性の面で評価できる. 第2に, 経済性質面では補助金等の整理合理化は進行していることが件数の減少によりわかった. 金額面では対地方政府向けの補助金等は2.8億円増加していることがわかった. しかし対地方政府補助金において不必要性や非効率性の評価がある資本形成分は減少していることから, 改革による整理合理化が進行しているものといえる. 第3に, 市場の効率性を阻害するものとして扱われる経常補助金については全体の金額と件数が下がっていることから効率化は進行しているものと評価できる. [Abstract] This paper analyzed "Koizumi-Reform" which was to give local governments more fiscal autonomy by organizing economic data on a qualitative point of view. This paper considered the national subsidies, particularly to local governments. The following results were found. First, the reforms were evaluated in the face of efficiency by cutting these encouragement subsidies. Second, these encouragement subsidies were adjusted and rationalized in the face of economic quality due to the fact that the amount of subsidies was reduced by the reform. We found that the subsidies to local government rose 280 million yen. However, the reform was positive in proportion with the streamlining and rationalization of subsidies to local government for decreasing in capital formation that was evaluated as unnecessary and inefficient. Third, the current-subsidy recognized as impediment for efficiency in market declines in the total amount money and number of subsidies. This is evaluated as ongoing efficiency.

研究成果の概要 (和文) : 住宅用太陽光発電への補助金および余剰電力買取制度がクリーンテクノロジーの普及に与えた影響を構造推定モデルを利用して分析した。また、温室効果ガスの排出量の削減を含めた社会余剰の観点から費用対効果を計算した。この結果、これら制度は太陽光発電の普及に大きく寄与したものの、その費用対効果は温室効果ガスの削減効果の経済価値を市場取引価格や社会的費用よりも大きく見積もらない限り正当化されないことが分かった。, 研究成果の概要 (英文) : We estimate structural demand-supply models to evaluate the diffusion effect of the buyback subsidy and the feed-in tariff (FIT) for the residential-use photovoltaic (PV) systems in Japan. We found that the subsidy program boosted PV installation more than 30% and the FIT also prospected to accelerate future installation under the condition that future buyback prices of electricity would be kept high enough as well as sufficient cost reduction of PV would attained. These diffusion policy, however, do not make sense with respect to the social welfare unless we assess the economic value of the reduction of greenhouse effect gas much more than its market value and/or social cost estimated.

2014年12月に京都府京丹後市において、Xバンドレーダーが整備されることが決定された。Xバンドレーダーが設置されることによる地域の経済、補助金による地域振興、基地関係者との人的交流、Xバンドレーダーが設置されることによる、米軍基地建設を過疎地域の地域活性化に結び付ける可能性についても本論文では検討した。国家を推進勢力とする米軍基地建設に対して、住民を主体とする地域の声がどのように相克し、双方の利害調整の上で解決策に到達することができるのか、京丹後市における事例研究を通じて、軍民共存の可能性を検討した。米軍関係者の居住は、地元との人的交流や地域経済の向上を図ることが期待されてもいる。米軍との人的交流と同時に、再編交付金により構築されたインフラやソフトの積極的な利用推進をすることの提言を行った。米軍人、軍属の過疎地の限界集落への移住を地域社会の一員として受容することにより、互いの信頼と互酬性に基づくソーシャル・キャピタル化することを本論文では提言した。, 研究ノート(Note)

独立行政法人（以下、独法という）の会計は原則、企業会計によるとされているが、利益獲得を目的としない等の特殊性を考慮し独法固有の会計処理が複数規定されている。本稿の目的は、この独法固有の会計処理のうち特に運営費交付金等で固定資産を取得する場合の望ましい会計処理を明らかにすることである。検討の結果、資産見返運営費交付金等という負債（繰延収益）を計上し、減価償却費相当額を収益に振り替え損益の均衡を図る現行の会計処理は、本来、負債でないものを負債に計上しており、独法の財政状態を著しく歪め財務報告利用者をミスリードする危険性が高いことを明らかにした。さらに、独法固有の会計処理根底に流れている「損益均衡」の考え方に疑問を呈した。 The purpose of this paper is to study how we should recognize revenue from non-exchange transactions, especially on fixed assets acquired by government grants. Independent administrative institutions of Japan established in 2001 have adopted private sector accounting principles. However they have recognized deferred credit on fixed assets acquired by government grants.We conclude that there is no resent obligation and thus no liability on the deterred credit.We also investigated the effect on the financial statements and found that the volumes of the deferred credit were excessively large and it had dangerous possibility to mislead users of the financial statements.

NGOがODA等の援助資金にアクセスする方法として、外務省の日本NGO連携無償資金協力、ジャパン・プラットフォームの資金助成、JICAの草の根技術協力事業がある。これらの資金拠出制度について、資金使途の合法性及び準拠性を明らかにする外部監査を比較した結果、各制度によって監査手続や保証水準が異なることが明らかとなった。現実には、補助金等のみに対する形式的なチェックしか実施されないにもかかわらず、一般的に監査という場合、組織全体の会計に係わる信頼性や不正防止が確保されているという誤解を受ける。また、援助資金について複数の異なった会計システムが求められ、組織自身が整備するガバナンスと資金拠出機関による確認という、重複監査の負担を生じさせる可能性もある。資金拠出機関や外部監査人が一方的に指導機能を果たすのではなく、民間組織としての自律性を尊重しながら、NGO自身のガバナンスを成長させることが将来的な課題となる。NGOs are able to access the funds of official development assistance through the grant aid for Japanese NGOʼs projects from MOFA, the grant funds from Japan Platform, and the technical cooperation at the grass-roots level from JICA. However, procedures and assurance level of an external audit are different by the funding authorities. In fact, these audit procedures formally examine only the received grant, but citizens would misunderstand that an accounting of whole organization is guaranteed. In addition, NGOs are required to prepare multiple accounting system for itself and funding authorities, and execute overlapping audit procedures imposed by each funding authorities and its self-governance. It is important to advance NGOsʼself-governance as an independent entity, and consequently excess leading function by funding authorities or external auditor would not be needed.

メディケアとメディケイドは、アメリカにおける公的医療保障制度として重要な役割を果たしてきた。高齢者を 対象とするメディケアでは、高齢化の進行による受給者の増加、給付費の増大に対して、高所得者の社会保障税、 保険料負担を引き上げるとともに、社会保障税の課税対象を拡大するという対応が採られるようになっている。他 方、低所得者を対象としたメディケイドは、連邦と州が費用を共同で負担する仕組みであり、マッチング補助金の 仕組みを通じて低所得者に対する医療保障が図られてきた。オバマ政権による医療制度改革では、連邦政府の財政 負担によりその拡充が予定されている。医療制度改革の合憲性を争う裁判では、こうした施策が連邦政府の正当な 権限行使に該当するかが争点となっており、その帰趨が注目される。

道路等の交通社会資本は公共財あるいは準公共財であり，交通サービスの供給には外部性と不完全競争の問題を伴うことが良く知られている。それ故に交通サービスの供給に対しては政府あるいは公的主体の関与が正当化される。政府の財政補助（公共負担）のあり方が交通社会資本の権威に与える影響は非常に大きいが，交通サービス供給者の異質性により財政補助に歪みが生じる可能性がある。本稿は公共交通と私的交通の二つの選択枝がある交通モード選択モデルにおける実現可能な最適解を考えてみる。また，実現可能な最適解と比較することにより，政府の偏った財政補助の影響について考察する。

民間企業を営利企業と非営利組織体に区分する方法には、基本目的によるものと、財務資源の調達源泉によるものとの二通りの方法がある。これら二つの区分は密接にかかわるものであるが、その本質は、資本金や寄付金・補助金等の資源提供者の意図、および、資源の減少が予定されているか否かに集約される。これに加えて、税を財源とする補助金を受けていることを考え合わせることにより、非営利組織体における会計目的や金額の意味が明確になるだろう。

本稿は、地方自治体のロビイングが中央政府の補助政策に影響を与えるという政治的なプロセスを考慮して、中央政府の政策決定を分析した。政治プロセスの内生化には、共通エージェンシーゲームを用いている。分析結果からは、ロビイングが行われると補助政策に歪みが生じ、社会全体の厚生水準が低下してしまうことが明らかにされた。

V 1991年総合陸上輸送効率化法における公共交通政策 : 1. 総合陸上輸送効率化法の概要 : アメリカ合衆国の財政制度では、連邦の歳出予算が歳出予算法に計上されるためには、あらかじめ一般法による予算計上承認が行われていなければならない。この一般法は授権法と呼ばれる。年々の歳出予算はこの授権法で示された金額に必ずしも縛られないが、その上限は超えられないようになっている。1991年総合陸上輸送効率化法(Intermodal Surface Transportation Efficiency Act : 以下ISTEAと略)とはそうした授権法の一つである。……

過密・過疎開題を簡単な地域間人口配分モデルによって考察する。このモデルから、人々が自分自身の移動が他の人々へ及ぼす効果を考慮にいれずに行動することから、一方の地域が過密となり、他方は過疎となる可能性が示される。このモデルから、このような場合に補助金(あるいは、税)を用いることが正当化される。ついで、過疎および過密の実態を簡単に見た後、過疎地域の例として群馬県吾妻郡六合村、過密地域の例として東京都について主として財政構造から補助金(税)の働きを検討する。過疎地域の例からは、補助金が有効に働く可能性とともに補助金をいくら投下しても事態の改善につながらない可能性が指摘される。一方、過密地域の例からは、ただ人口を減らすための策ばかりでなく、過密の弊害を取り除きつつ、より積極的に集積の経済を享受できるような環境作りの必要性が指摘される。地域間の人口配分に補助金を導入することは認められる。しかし、補助金が有効に働くか否かは、補助金以外の要素にも大きく依存することを認識しておくことが必要であろう。, The overpopulation problem and the depopulation problem are considered with the aid of a simple model for population allocation between regions. If in moving from one region to another migrants do not account for the effect of their moving on the other residents，then one region may be overpopulated and the other underpopulated. In the framework of a simple model，it is suggested that the central government may be justified in using a system of intergovernmental grants to overcome these inefficiencies. The state of both the depopulated and the overpopulated regions are firstly shown. Then，in order to confirm the role of intergovernmental grants，the model is applied to two areas: Kuni mura which is designated as a depopulated area: and Tokyo which is now a center of uni-polarization. From both the financial structure and population change in Kuni mura and other cities，towns and villages，the intergovernmental grants may or may not work efficiently. If the grants does not work well，the local government must find the another way to promote the region. From the financial structure and the lag of the social overhead capital in Tokyo area，not only the tax to reduce population is introduced，but also the intergovernmental grants is needed in Tokyo to enjoy the agglomeration economy and to overcome the problems which arose from the overpopulation. It must be cognizant that only the intergovernmental glants can overcome the overpopulation and depopulation problems. Intergovernmental grants may work efficiently with the other measures which includes，for example，promoting both physical and human resources which is comparative advantage than other regions.

Since a pork barrel is crucial in buying off voters, competition over the distributions among legislators has been considered as one of the main factors in producing congressional political dynamism and congressional institutions. This paper aims to test the theory of pork barrel distributions in the Philippines through OLS regression on the quantitative data of the 12th congress. The results show that some attributes of legislators are statistically significant in estimating pork barrel allocations, but, do not support the hypothesis that the legislators’ proximity to leaders is a determining factor in the distributions.
