- Abstract
In flood emergency management, the strategic design of rescue routes is essential for improving rescue efficiency and reducing disaster losses. Therefore, within the established framework for planning flood disaster rescue routes, an efficient and high-resolution rainfall-flood model is used to simulate the process of urban waterlogging. Based on the results of the simulation, the original method is applied to reconstruct the topological structure of road network. Additionally, factors like road risks and the influence of water depth on vehicle speed are taken into account, and a road segment weight matrix is established by using travel time as the criterion. The Floyd algorithm is used to compute the shortest paths. Furthermore, another weight matrix based on path length is constructed as a control for comparison. Using a specific urban area in Changzhi City as an example, five different scenarios are studied, including no rainfall, 50-year rainfall, 100-year rainfall, 200-year rainfall, and 500-year rainfall. By comparing rescue routes under different scenarios, the results reveal significant variations. Under the 500-year rainfall scenario, the road network weights constructed by travel time result in a 12.43% increase in travel distance while reducing travel time by 14.07% [ABSTRACT FROM AUTHOR]
