⑴ Background——The “Two Mountains” theory is the inherent requirement of ecological civilization construction and green development. Since the implementation of collective forest rights system reform, scholars have used various perspectives and methods to analyze the institutional changes and policy effects of the reform. In the new development stage, how to achieve high-quality development in the reform of the collective forest rights system, how to combine the effect of reform, revitalization effect and common prosperity effect, systematically focus on people’s livelihood and hope, and build a new pattern of the collective forest rights system reform and high-quality development in the new journey of modernization still need to be deeply explored. ⑵ Methods——The research data mainly comes from official statistics released by the National Forestry and Grassland Administration on the area of collective forestland and the number of people involved. The research methods mainly include literature review and qualitative analysis. The paper first analyzes the essence and embodiment of the “Two Mountains” theory, and then analyzes the effectiveness and problems of the collective forest rights system reform. Finally, on the basis of expounding the principles of constructing the new pattern of collective forest rights system reform, this paper puts forward the development paths of the new pattern of collective forest rights system reform. ⑶ Results——The “Two Mountains” theory is the unity of ecological environment protection and social and economic development, and in essence, protecting the ecological environment is to protect and develop productive forces. The reform of collective forest rights system has achieved some results, which has greatly increased the forest coverage rate and developed the value of forest ecosystem services. At the same time, it has also increased the value of forestry production and the farmers’ incomes. In spite of this, there are still some problems in the reform of collective forest rights system, the productivity of collective forestland has not been fully released, and the comprehensive benefit of collective forestry is still not high. Three principles should be adhered to in constructing the new pattern of collective forest rights system reform, namely, the principle of systematic thinking, the principle of innovation leading and science first, the principle of respecting farmers’ will and protecting farmers’ rights and interests. ⑷ Conclusions and Discussions——Based on the above analysis, this paper puts forward the following development paths of the new pattern of the collective forest rights system reform: First, collective forest rights system reform should give impetus to the promotion of rural revitalization. The reform of the collective forest rights system should effectively share and win through cross-border cooperation, etc, and at the same time, the importance of forest rights in rural revitalization should be enhanced through reform. Second, the reform of collective forest rights system can build a good platform for promoting common prosperity. The ecological resources of forestry are the advantages and potential of realizing the common prosperity of rural areas, and the key point of promoting the common prosperity is to transform resources into assets. Third, the reform of collective forest rights system can make new contributions to promoting the construction of ecological civilization. We should continue to explore the practical mode of “Two Mountains” transformation, and improve the reform of the collective forest rights system to achieve coordinated development of the environment, economy and society.
