本小論では，分断や対立が顕著となった現在の社会状況や，ムフやクリックの民主主義論等を踏まえ，米国の社会科教育学者であるエングルとオチョアが提示した「対抗社会化」論の今日的意義に注目する。具体的には，主に過去を学習対象とする中等歴史教育での対抗社会化に焦点を当て，学習の中で歴史叙述上の隠れた差異や対立を表出させ，既存の観念やシステムとなっている歴史叙述への挑戦を図ることにより対抗社会化を目指すことが可能であり，これに基づく単元構成論を提示した。本研究の意義としては，明治維新期の旧武士の存在と，学校教育において主たる教材としての教科書に注目した中学校社会科歴史的分野でのモデル単元を提示し，中等歴史教育の枠組みにおける対抗社会化を目指す授業構成論の展望と実現可能性を示したこと，課題としては，年間のカリキュラムへの位置付けおよびその他の挑戦の在り方が挙げられる。

Information technology in Korean society, like other advanced countries, has accomplished remarkable development in a short period of time. For example, E-Government, which began in early 1995, has been introduced to many countries around the world. In particular, starting with the semiconductor industry led by Samsung Electronics, mobile communication and ultra-high speed internet network business have attracted the attention of the private sector. The National Informatization Policy is centered on the efforts of companies that strive for the relevant businesses and interests from academic circles and the people. Korea has promoted the policies with strong authority under the presidential system since 1990s. This paper discusses Korea's National Informatization Policy and Personal Information Protection Policy by classifying them into period and regime. It focuses on how Personal Information Protection Policy has been handled in the process of promoting in the promoting the National Informatization Policy. It aims to identify the historical positions between National Informatization Policy and Personal Information Protection Policy.

After the First World War broke out and the United States of Americaparticipated in the war, Kanzo Uchimura launched the Second ComingMovement. Because Uchimura thought that the world was heading to disasterand only Jesus’s second coming could bring perpetual world peace and theKingdom of God. Therefore Uchimura was critical of democracy and worldpeace as set forth by the League of Nations.In opposition to Uchimura, two Christian leaders, Danjo Ebina and MasahisaUemura−who belonged to the mainstrem protestant churches in Japan−criticized the Second Coming Movement. Especially Ebina−a strong opponentof Uchimura−characterrized the belief in the Second Coming of Christ asdestructive to national existence, unreasonable, unscientific, unbiblical andunchristian. They supported the progress of democracy and the establishimentof world peace by the League of Nations.The difference between Uchimura and Ebina or Uemura can be summarizedin two key points, Firstly while the former held a pessimistic view of history,the latter supported the evolution of history. Secondly Uchimura literallybelieved in the prophecy of the Second Coming of Christ, whereas Ebina andUemura interpreted the Second Coming of Christ as figurative. and spiritual.But contrary to the expectation of Ebina and Uemura,after the era of Taishodemocracy, Japan embarked on the road to fascism and war. Therefore thehope for democracy and the League of Nations rapidly faded.

現在、欧米諸国や日本だけではなく世界のほとんどの国が民主主義の看板を掲げている。しかし、現実には欧米型民主主義国家といわゆる強権国家とに世界は急速に分断されつつある。さらに、欧米型民主主義はコロナ禍の中で内部的矛盾を増大させ、特に民主主義のリーダーであった米国では国民の分断が進み、民主主義は半壊の状態になっている。以上のような危機に立つ民主主義について、いくつかの観点から考察を加えるとともに、それをもとに教職課程の学生と討論会を持った。民主主義は端的に言えば、「皆で決めたことである、ゆえに権威を持つ」というシステムであるが、多数者が常に正しい選択をするわけではないので、国民一人一人はこの制度によって、社会が良い方向に止揚されていくように不断の努力を続けねばならないのである。討論会においては、筆者の予想を超えた視点からの意見や高い水準の意見がいくつも出たこと、全体として一定程度の視野の広がりや考えの深まりが確認できたことが収穫である。しかし一方で、討論テーマの具体化、グループワークの必要性、教員の進行方法の改善、実施学年の再考などが検討すべき内容として明らかになった。, Currently, most countries in the world, not just Western countries and Japan, uphold the cause of democracy. Actually, however, the world is rapidly being divided into Western-style democracies and so-called powerful nations. In addition, Western-style democracy has increased internal contradictions in the coronavirus crisis, and especially in the United States, which was the leader of democracy, this system of government has become half-destroyed, due to the increasing division of the people. I considered democracy in crisis from several perspectives, and based on that, I had a discussion with the students in the teacher-training course. To put it simply, democracy is a system in which "decisions are made by majority so that gains authority," but since the majority do not always make the right choice, each and every citizen must continue making constant efforts so that society can be sublated and integrated in the right direction. In the discussion, they gave a number of opinions at a higher level than expected, and I was able to confirm a certain degree of the spreading their horizons and the deepening ideas as a whole. However, on the other hand, it became clear that I should consider the embodiment of the discussion theme, the necessity of group work, the improvement of the teacher's class implementation method, and the reconsideration of the target grade.

This paper first clarifies the current status and issues of civic education in the Socialist Republic of Vietnam, especially on “democracy” and its surrounding areas (active citizenship, etc.) by the following means. (1) Awareness survey of pupils/students and experts, (2) Analysis of textbook contents, (3) Class observations. Second, we will analyze the above results and try to organize the theory and present issues of civic education centered on the current “democracy” education in Vietnam. The analysis of civic education with a focus on “democracy” in this paper is that democracy is the core content of civic education, but the way it is spoken is so diverse that there are many problems. Clarifying these problems is extremely meaningful for the progress of civic education in Vietnam. In addition, this paper provides an opportunity to request a reexamination of the dissertation that has traditionally been a problem with “democracy” in the Socialist Republic of Vietnam.

初等中等教育の学級経営における意志決定は、多数決原理に基づく民主主義的な方法によって行われるのが一般的であろう。多数決原理に基づく民主主義的意志決定は、多数者の意志を代表することから現代社会においては最も使用される意志決定方式であろう。しかし、この民主主義には問題はないのだろうか。民主主義の問題点を近代初期の段階から指摘したのは、トクヴィルとJ. S. ミルである。トクヴィルは、アメリカの統治システムが余りにも多数者の意志を尊重することを問題視し、それを「多数者の専制」とした。多数者の専制の問題は、社会における少数者の意志が尊重されず、場合によっては、少数者を迫害しかねないことである。また、ミルは、トクヴィルを一歩進めて、世論による多数者の専制を問題視した。ミルは、これを「社会的専制」とした。世論が社会的圧力となって、少数者の意志や自由な創意工夫、独自性を圧迫しかねない。ミルは、この点を問題視した。このような視点から民主主義をみたときに、これと逆の理念を有しているのが、近代立憲主義である。自由主義原理に基礎をもつ立憲主義は、個々人の自律性と自由を重要視し、これを最大限尊重することに眼目を置く。ミルが社会的専制の問題を語るとき、その処方箋として提示したのも立憲主義的理念であった。立憲主義は、個々人の「個性」を涵養し、これが社会をも自由にする。こう述べたのである。本稿では、学級経営における問題点を山田詠美『ぼくは勉強ができない』の主人公である秀美の視点と経験をとおして、学級経営における民主主義と立憲主義の相克について考察する。

[要旨] 主権者教育の状況について、総務省及び文部科学省が作成した副教材『私たちが拓く日本の未来』の内容や2016年以降の先行研究を検討し、『私たちが拓く日本の未来』が前提としている投票率は高くあるべきだ、民主主義は無条件に望ましい制度だ、政策実現の過程は扱われるべきでないという三つの考え方にはすべて問題があることを確認した。そして、主権者教育は、投票率上昇を目標とはしないこと、民主主義の限界を視野に入れること、具体的にアドボカシーを扱うことの三つを要件として再構築が検討されるべきことを指摘した。再構築にあたっては、具体的な政策について、いかにして実現していくかを扱うことを中心とした学習を扱うが望ましいということ、このことは学習者が状況の中で他の主体や客体と関わりながら能動的に活動する主体の立場でその状況について学ぶ学習として定義される「エージェント指向学習」（agent-oriented learning）となることを明らかにした。

[要旨] 学校教育においてシティズンシップの涵養や子どもの政治的自立を促す上で、個々の教師が権力性を自覚し、その「脱構築」を目指す重要性が示されている。しかし、従来の研究で行われてきた教師の権力性を明らかにするためのアプローチは教師にとって負担が大きい。本研究ではより教師の負担が少ないアプローチとして歴史上の国家や外交関係における権力行使の形態をアレゴリーに用いることを提案する。小学校、中学校、高等学校の教師及び教員経験のある大学院生を対象にフォーカス・グループ・インタビューを行ったところ、調査対象者は歴史をアレゴリーに用いて自らの権力行使の形態を語ることができた。なお対象者は教師の権力性に関する自主勉強会の参加者である。また歴史をアレゴリーに用いることは、シティズンシップの涵養を目指す際に権力行使の形態の改善点を考察する際にも有効である可能性が示された。

本研究では丹下保夫の民主主義思想と理論的発展について考察することを目的として研究を進めてきた。その結果、生活体育論、運動文化論、運動文化論と国民運動文化の創造という3つの理論的発展の中に、民主的な体育の構想は保存されていたと考えられた。つまり、丹下保夫の教育思想は戦後の民主的な体育を牽引してきたという教育思想として捉える可能性があると考えられた。, The purpose of this study is to consider Yasuo Tange's democratic ideas and theoretical developments. As a result, it was considered that the concept of democratic physical education was preserved in the three theoretical developments of life and physical education theory, exercise culture theory, exercise culture theory and creation of national movement culture. In other words, it was thought that Yasuo Tange's educational philosophy could be regarded as an educational philosophy that has led to democratic physical education after the war.

This article examines how regional order was conceptualized and practiced in modern and contemporary East Asia from the perspectives of the ‘universal’ and the ‘particular’. By employing these perspectives, I aim to offer a synoptic overview of the tectonic shifts that took place in East Asia’s regional order in the nineteenth and twentieth centuries. Part 1 deals with East Asia in the early modern era through until the latter half of the nineteenth century. Part 2 examines East Asia in the twentieth century through until the present.During the second half of the nineteenth century, Japan proactively looked to and imbibed modern Western civilization as a new universalism. Its imbibing of modern Western civilization—which had by this point achieved a hegemonic grip over the world—allowed Japan to transform itself into an imperial and colonialist power and take a seat at the table of Great Powers during the First World War. However, as exemplified by the anti-colonial calls of Woodrow Wilson and Vladimir Lenin, anti-colonial sentiment became increasingly pronounced during the war, and in the postbellum years international society increasingly began to advocate democratization and ethical conduct.Unlike Japan, which struggled to realign itself with such global trends, China was alert to this newly emerging milieu, taking the opportunity to call for a restoration of those sovereign rights which had been previously stripped from it by the imperialist powers. Moreover, with the outbreak of the Second Sino-Japanese War, Chiang Kai-shek succeeded in elevating China’s status to that of a major Allied power by presenting the country to the Americans as aliberalpower that was up against afascistJapan that was allied with Germany and Italy. With this, it was now China, and not Japan, that became the major East Asian power that sat on the side of the ‘universal’.After the Second World War came the Cold War, in which two powers that represented wholly different universalisms vied for supremacy: the democratic and market economy-oriented America and the socialist Soviet Union. During this period, as represented by the Cultural Revolution and other events, China embraced insularity. Meanwhile, through rapid economic development, Japan managed to realign itself with international society and the universalism it represented.Following the Cold War, from the 1990s onwards, democracy and market economics took on the position oftheglobal universalism, and significant strides were taken in international society in democratization and the improvement of ethical practice. However, in embracing this new universalism and the values it represented, a power struggle for regional hegemony emerged in the East Asian context where countries sought to position themselves as more committed than other parties to the rules and values represented by this universalism. Two pertinent examples of this are Japan’s disputes with other countries over wartime and post-war responsibilities and China’s disputes with other countries over claims to sovereignty over territory in the South China Sea.In recent years, a more confident China has emerged; a China, which, as a global power, seeks to provide a developmental model predicated on its own experiences as a new universalism that stands in contrast to the universalism represented by that of the West. It has already begun to present this universalism as an alternative path for many other countries in the developing world. Evidently, we stand at the beginning of a new era of competing universalisms.本稿は、近現代東アジアにおける地域秩序をめぐる構想とその施策を、普遍と特殊という観点から整理することによって、この地域の構造変動を概観するものである。前近代と19世紀後半について論じた（上）に続き、（下）は20世紀前半、および20世紀後半から現在について論じる。19世紀後半、欧米からグローバルに拡大した近代文明を、普遍として積極的に受容することによって、日本は植民地帝国になり、さらに第一次世界大戦を機に大国の仲間入りをした。しかし、大戦中に米国大統領ウィルソンやソヴィエト政権を樹立したレーニンが提唱した反植民地主義などの影響で、大戦後の国際社会の潮流は、民主化・倫理化へと大きく流れを変えていた。国際社会の潮流の変化にうまく対応できなかった日本に比べ、中国はこれに敏感に反応し、国際社会に向けて、帝国主義に奪われた国権の回復を積極的にアピールするようになった。そして、日中戦争が始まると、蒋介石は、ドイツ・イタリアと同盟する「ファシズムの日本」と戦う「リベラリズムの中国」という構図をつくりだすことによって、アメリカにアピールし、日中戦争を世界戦争化することで、中国を連合国陣営の主要国に昇格させることに成功した。こうして普遍の位置を中国が占めることになった。第二次世界大戦後の世界を覆った冷戦は、民主主義・市場経済のアメリカと社会主義のソ連という、ふたつの普遍主義の対立だった。そのなか、文化大革命などで内向きになった中国に対し、日本は高度経済成長によって国際社会の普遍の舞台に復帰した。冷戦終結後、1990年代以降の世界では民主主義と市場経済が普遍になり、国際政治の民主化・倫理化も拍車がかかった。東アジアでは、こうした普遍価値をめぐり、例えば、戦争責任や戦後責任をめぐる日本と周辺諸国、あるいは南シナ海の島嶼の領有をめぐる中国と周辺諸国の紛争において、国際社会のルールを遵守するのは誰か、誰が普遍の側にいるのかをアピールすることで地域の主導権を獲得する、せめぎ合いが展開されるようになった。大国として自信をもつようになった最近の中国は、中国自身の発展の経験から抽出された発展モデルを、欧米とは異なる、新たな普遍として、多くの発展途上国に提示する姿勢をみせている。普遍をめぐって、新たな時代に入ったかのようである。

本研究は、世界中、特に欧州連合と英国において、民主主義の衰退と破壊を説明するために広く用いられている「脱政治化」理論が日本の政治にも適用できるということの実証を目的としている。そのために、ガバナンス、社会（又は社会関係）、言説という3 つの分析領域にわたって、日本における脱政治化を評価する。脱政治化理論の研究には方法論と概念の一貫性に対する疑問が残っているが、脱政治化理論そのものは明らかに日本の政治に適用可能である。さらに、本研究では、脱政治化理論を様々な政体に適用することが、脱政治化の概念を洗練し、その複雑さを理解するために実りの多い且つ必要な手段であることを議論する。それと同時に、様々な政体がどのような類似性を共有しているか、共有していないかということを強調することによって、世界的な民主主義の衰退の多様な原因がどのように組み合わせられているかを理解することができるのである。確かに、国際政治経済への新自由主義的変化が脱政治化につながったという主張は、様々な政治組織や国家に適用しなければ実証できない。さらに言えば、脱政治化研究にとって研究対象を広く求めることは、ポピュリズム、権威主義、そしていくつかの国においては原ファシズム（proto-Fascism）に基づくガバナンスの新しい形態が近年台頭するなかで、近い将来に多くの国々において起きる政治変化の性質を効果的に概念化するために必要である。したがって、この研究分野に貢献するために、本研究は脱政治化理論と日本政治研究との両立性の論証を試みている。 This article aims to demonstrate that depoliticization theory, a theory that has been widely used to explain the enervation and destruction of democracy all over the world, particularly in the European Union and United Kingdom, is also applicable to Japanese politics. The article does this by assessing depoliticization in Japan across three separate analytical domains: governance, society (or social relations) and discourse. It argues that although there are conceptual and methodological limits to depoliticization theory itself, it is clearly applicable to Japanese politics. Further, the article argues that applying the theory to different polities is a fruitful and necessary means to refine the concept and to understand its complexity. At the same time, it allows researchers to understand how the various causes of democratic decay across the world combine by highlighting what similarities are shared across polities and what are not. Indeed, claims that neoliberal changes to the international political economy cause depoliticization cannot be substantiated without applying depoliticization to a wide array of political organizations and nations. Moreover, this multiplicity is necessary for depoliticization research to effectively conceptualize the nature of political change that many countries take in the near future with the recent rise of new forms of governance based on populism, authoritarian and, in some countries, even proto-Fascism. Therefore, to contribute to this research area, the article seeks to demonstrate its compatibility with Japanese political research.

特権階級に利用されない、国民主体の真の民主国家としての日本国を形成する

application/pdf, 最近の韓国においては，世論の動向がそのまま刑法改正に反映する形での刑法改正により，重罰化・厳罰化がはかられ，また，保安処分の適用範囲が大幅に拡大されるという立法傾向が見られる。その際には，大統領府のウェブサイトにおける国民請願の仕組みにより，一定の法的争点についての民意が直接に表明されることが大きな意味を持っている。そうした民主主義という観点からは望ましい仕組みが，従来の法治国家の重要な原理・原則（たとえば，故意犯と過失犯の刑の区別，不利益再審の禁止等）を動揺させ，さらには覆すような立法論を展開させるに至っており，そこには民主主義vs.法治主義という対抗軸で表現されるような問題状況が生じるに至っている。また，刑法が政治の道具として利用され，「刑法の商品化」と呼びうるような事態が生じている。また，本来であれば，警察による対応のまずさが原因とされるべき事件について，刑法の規定に問題があるとされて刑法が改正されるようなことも起こっている（「ネットカフェ事件」）。

一般論文, 本輪文は、極端に二極化する現代社会情勢の中、被災地の中で生じる二極化による被災者の分断について考察し、その解消の希望として、災害ホランティア活動と中間領域、そして中間層に注目したものである。まず、現代社会の二極化について、平等意識の変化と民主主義の困難によって社会問題が個人化していくことを指摘する。そして、極端な虚構化と現実への逃避という二極化によって人々が分断されている様子を、シグモイト関数を用いたメタファーで表現しながら、その背景をアメリカにおけるアドボカシーグループの台頭、生物システムと社会構造の比較を用いて原理的に考察する。最後に、災害ホランティアが地域の中間層とつながることで、被災者の差異を乗り越えなめらかな復興が実現するように、現代社会においても〈私〉と〈公〉の差異を乗り越え中間領域での議論が活発に行われることが、民主主義の活性化へとつながり、分断を解消する点を示す。, The present paper discusses the division of disaster victims due to the polarization that occurs in the disaster area in the extremely polarized social situation of modern society. We focus on disaster volunteers as intermediaries, people who transcend the division. First, regarding the polarization of modern society, we point out that social issues are being personalized due to inequalities and the difficulties of democracy. And we express how people are divided for extreme fictionalization and escape from reality by metaphor using "sigmoid function". We consider that background in principle using the rise of the advocacy group in political in the United States, comparing biological systems and social structures. Finally, we show that just as disaster relief volunteers are connected to local mediators, overcoming the differences between the victims and achieving a smooth recovery, so too in modern society, overcoming the differences between the "I" and the "public" and having lively discussions in the intermediate area will lead to the revitalization of democracy and overcome the divisions.

特集 リベラルな社会を読み解く

戦後日本において政治学に教科書は不要であると言われながらも、各種の教科書がある時期以 降、大量に公刊されるようになった。しかし現在でも、思想史や国際関係というサブ・ディシプ リンのリーディングズは存在しても、他国でひろく使用されているような政治学のリーディング ズが存在しない。そのため、いわゆる"Reading Assignment" の習慣も政治学の学部教育におい ては一般化していないといえる。これは日本の学部教育における受講前の予習という慣行がない ことの反映でもある。こうした事態に至った経緯と原因を明らかにしたうえで、本事象がもつ政 治的意義について考察する。そのうえで政治（学）教育における教科書の意義について論じ、あ りうべき教育テキストと市民的理念の連関について議論する。

戦後間もない1950（昭和25）年に⺠主主義の担い⼿の育成を⽬標に『御所中プラン』（現奈良県御所市）が開発された。それは、コア・カリキュラムに着⽬し、従来の教科カリキュラム構成から脱し、⽣徒各々が⽇常の⽣活を踏まえた課題を⾒出しその解決を図るべく各教科に関わる学習内容を編みあげることを意図したものであった。本稿では本プランの特徴と新教育に挑む当時の教員の教育への思いとその原点となる「調査活動」についての概要を紹介する。加えて戦後新教育期に誕⽣した「御所中プラン」と2020年度からスタートする新学習指導要領の理念とを⽐較し、その相違点をＥＳＤの視点から考察することの意義を提案し、今後研究を進める序説としたい。
