- Abstract
The Maritime Customs in late Qing Dynasty organized a large-scale investigation from 1887 to 1888 on international tea trade. Starting by analyzing competition patterns of the tea market home and abroad, the Customs aimed at unveiling the reasons for the decline in Chinese tea exports at that time and putting forward suggestions for improving tea quality and the operation and management of the tea industry. However, due to various constraints, it failed to fully understand the trend of free trade in the world in the late 19th century and the changes in the pattern of international tea production and trade. Hence the proposed measures for improvement remained at the technical level and did not address the deep-rooted issues in domestic tea industry management and related tax systems. In addition, the reform measures of the late Qing government were not effectively implemented, failing to reverse the decline in Chinese tea exports from the late Qing Dynasty to the Republic of China.
