平成29年告示小学校学習指導要領では各教科等で論理的思考力を育成することを目的としてプログラミング教育が実施されることとなった。文部科学省では各自治体のプログラミング教育実施に向けた取組状況等について調査しており，平成29年の調査では北海道地区が全国に比べ取組が遅れている実態が明らかとなった。しかし，文部科学省の調査では全道の自治体単位での調査であることから政令指定都市である札幌地区の実情を表していないとも推察される。そこで本研究では札幌市内の小学校に対して文部科学省の調査と同等の調査を実施し札幌市内小学校におけるプログラミング教育の実施状況を調査した。その結果札幌市内小学校ではプログラミング教育実施に向けた研修・検討は行われているものの，人材や題材の不足，予算確保などに課題があることが明らかとなった。

[要旨]本研究では，札幌市におけるコンビニエンスストアの立地条件について，GIS を用いて空間的自己相関分析を行う。Global Moran’s I は，地域内のコンビニ店舗数と人口との空間的自己相関の有無を示すことができ，そして Getis-Ord Gi*は，ホットスポットあるいはコールドスポットを特定することができる。したがって，これらの相関関係からコンビニ各社の出店立地の特徴を明らかにする。[Abstract] In this research, Spatial Autocorrelation analysis is performed using GIS for the location of convenience stores in Sapporo. GIS enables the presence or absence of spatial autocorrelation between the number of convenience stores in an area and the population, and identifies Hot Spots or Cold Spots, employing both Spatial Autocorrelation (Global Moran’s I) and Hot Spot Analysis (Getis-Ord Gi*). Therefore, the characteristics of the opening locations of convenience stores are clarified from these correlations.

[要旨] ふるさと納税制度については，返礼品競争の過熱に注目が集まっている。その一方で返礼品に頼らず多額の寄付を集めてきた自治体も存在する。本稿では，その事例として札幌市の取り組みについてヒヤリング調査をおこなった。主要な結果は以下のようにまとめられる。第１に，札幌市の寄附集めには，札幌市を経由して市民団体への寄附をおこなうというユニークな仕組みが果たしてきた役割が大きい。第２に，円山動物園に対する寄附が多いことから，支出目的を明確化すれば市民からの寄附が期待できることがわかった。ただし，近年の返礼品競争の過熱は，札幌市のように返礼品に頼らず寄附を集めてきた自治体の努力を無駄にするおそれがあるだろう。[Abstract] Competition for the gifts given for the hometown tax has become a hot issue, and is receiving a lot of attention. For a while, there exist some local governments that have been collecting a huge amounts of donations. Sapporo City in Hokkaido is one of these governments. For that reason we surveyed the effort of Sapporo City through interviews. The main results seem to be as follows: First, this unique structure, where a citizen can make donations to Sapporo City via groups of citizens, has played a significant role in collecting donations. Second, judging from the fact that a large amount of donations have been made to Sapporo Maruyama Zoo, it became clear that when the purpose of the expenditures is clarified, the city could expect citizens to make donations. However, it seems that heated competition for the gifts could make such efforts made by local governments to collect donations without relying on giving gifts wasteful.

本稿の目的は，出生率の向上や子育て支援の一環として運営されている日 本の札幌市における子育て支援施設が持つ社会的機能を比較により明らかに することである。 まず，子育て支援を行う公共の施設を素材にして，子育てに励んでいる親 たちが直面している問題を考察する。次に，各子育て支援施設の中で形成さ れているネットワークにどのような違いが見られるのか分析する。最後に， 日本における少子化対策や子育て支援のあり方について検討する。 そこで，本稿では，子育て支援施設で行った半構造化インタビューの調査 結果を用いて分析を行う。その際，子育て支援施設で構築される「ママ友」 集まりや子育てサークルが，コミュニティとしてどのような性質や特徴を 持っているのか，金子の「三段階のコミュニティ論」を援用し，コミュニティ （集まり）の観点から分析する。また，子育て支援施設はどのような社会関係 資本を生み出し，どのような機能を果たしているのかについて，社会関係資 本論とネットワーク論から考察する。 本稿では，以下の手順で考察を進めていく。第１に，日本の少子化問題の 傾向を踏まえて上で，調査対象地である北海道・札幌市の少子化の現状を明 らかにする。また，子育てに対する不安・負担・ストレスの社会的な要因と して第一次集団（Primary Group）の変遷から考察する。第２に，札幌市にお ける子育て支援施設の機能を把握し，それぞれの施設が生み出す社会関係資 本を類型化する。また，各施設で構築された「ママ友」集まりの特徴や性質 を比較し，「三段階のコミュニティ」のうち，どのような段階に該当するかに ついて分析する。第３に，各施設が生み出す社会関係資本の異なる機能を理 解し，子育て支援としてどのように生かすかについて考察する。

日本の大都市では、1990年代後半から都心部の人口が減少から増加に転じる「都心回帰」現象が起きている。本研究では、人口の都心回帰が大都市の都心コミュニティにもたらす変化を探った。札幌市と福岡市を対象とした都心マンション住民へのアンケート調査からは、古くからの住民や町内会との関係は、一般的には疎遠であるとういう結果が示された。しかし、マンション内外との付き合い方は、住居の所有形態、世帯構成、年齢により違いが見られた。さらに、札幌市と比べて福岡市では内外の住民間の交際が親密になされており、都市によりコミュニティ内の関係の違いも明らかとなった。, Since the late 1990s large cities in Japan have experienced a demographic shift from decline to growth in urban core areas. This study examines the impact of urban population resurgence on local communities from two perspectives. First, analysis of official documents and interviews with local officials and related organizations were conducted in Sapporo city, Fukuoka city and Nagoya city. This revealed that although the central wards in three cities are regaining population since the late 1990s, the surrounding conditions and the leading actors in urban demographic change vary considerably in these three cities. Second, questionnaire surveys of new condominium residents who lead this urban resurgence were carried out in central Sapporo and central Fukuoka. The survey data showed that the profiles of new-comer residents in both cases were different in terms of household composition from those in Tokyo and Osaka. 目的:札幌市における過去約30年の自殺の状況を疫学的に検討する.資料と方法:自殺に関係する資料は人口動態統計,完全失業率は労働力統計,自殺の動機・手段に関する資料は警察庁のホームページ上の公開資料,人口は国勢調査によった.男女別・年齢階級別等で検討した.結果:札幌市の自殺粗死亡率は,有意に高い年はなかったが(P>0.05),標準化死亡比(SMR)は次第に増加する傾向にあった.完全失業率と札幌市全体の自殺粗死亡率との間には強い相関が見られ(r=0.87, P, Purpose: Epidemiological analysis of suicide in Sapporo City in these about thirty years. Materials and Methods: The number of suicide and population depend on vital statistics and population census, respectively. The source of standard mortality ratio (SMR) is the series of" SMR of main diseases in Hokkaido". Unemployment rates depend on Labour Force Survey. Causes and measures of suicide depend on the data of the National Police Agency. These data are analysed, being classified by sex or age. 日本の人口移動統計には住民基本台帳と国勢調査報告によるものがあるが，いずれも配偶関係別の集計はなく，有配偶，未婚，離別，死別ごとの相違や地域の人口構造に与える影響は殆ど解明されていない．本研究は科学研究費助成事業の助成を受け，札幌市をケーススタディに，国勢調査の大規模調査年の2000年と2010年に合わせ配偶関係別純移動率を推計する一方，総務省統計局に申請して特別集計を行い実測値を求め，推計手法の精度確認と改良を行い，配偶関係別移動の分析という人口移動研究の新領域を拓こうとするものである．このうち本稿では，同様の推計を最新の2005-2010年について行った結果を，過去二期間とともに比較し考察した．主な知見は，以下の通り．①全体の移動は，男女とも高等教育進学年齢までは転入超過，卒業 ・ 就職期に急激な転出超過，女子は30代後半，男子は退職年齢近くで明らかな転入超過となる．②未婚者の移動は，全体の移動の前半部分（30−34歳まで）に対応し後半（35−49歳以上）の純移動は少ない．前半の転入超過は少子化を反映し縮小，卒業時の転出超過は不況の影響から拡大傾向にあるが，逆に2005-2010年では男子35歳以上で転入超過傾向が現れている．③有配偶の移動は全体の純移動の後半部分（35−49歳以上）に対応，男女とも全年齢で転入超過であり，家族形成期と引退年齢以降にさらに強まる．④死別の移動は男子で転出超過，女子で転入超過（70歳以上では転出超過）という対照性を示す．⑤離別の移動は男女ともほぼ全年齢で転出超過を示す．

コミュニティは社会学の鍵概念の一つであり，さまざまに理解・解釈され ながらも，古くて新しい研究テーマとして社会学研究の伝統を占めてきた。 同概念は近年，再び多方面で用いられている。現代都市では，高齢者の社会 的孤立などの種々の課題への対処のためにコミュニティ概念の有効性が認識 されているからである。しかし地域社会での施策が多様化・増加するにもか かわらず，コミュニティの減退や喪失が危惧されているという逆説的現状が あり，高齢者については孤独死・孤立死の問題も起きている。これを踏まえ， 本稿では地域社会でのコミュニティ形成が困難な要因を探ることを目的とす る。 そのためにまず，社会学におけるコミュニティ概念の理論研究の内容を整 理する。そこから読み取れるのは，コミュニティの解放による個人主体の社 会的関係の多様化がみられる一方で，地域社会での集合的なコミュニティの 形成・再生が困難になっているという，現代都市コミュニティの課題の本質 である。 この課題にはコミュニティ形成を目的とする地域社会構造も関連してい る。コミュニティ形成の起点となるのはアソシエーションであり，本研究の 調査地である札幌市では町内会・自治会，および市民活動団体が混在してい るが，近年の同市のコミュニティ形成施策によって，両者が協働する枠組み が整備された。しかしながら現段階では市民活動団体は地域社会システムを 担うまでにはなっておらず，事例としてとりあげる白石区においては，その 枠組みの中心となっているのは町内会・自治会である。その運営や活動はお もに高齢者が担っており，社会参加の観点での意義は小さくない。 しかし低下する加入率や活動参加率から，コミュニティ形成の枠組みが形 骸化している面が指摘できる。また人口構成や町内会・自治会加入率の高低 などの地域特性によらず，全市一律のコミュニティ形成の枠組みとなってい ることも課題の一つであると考えられる。今後の調査では，同枠組みをどの ように活用し，急速に高齢化する札幌市におけるコミュニティ形成をいかに 実現するかを研究する必要がある。

日本の人口移動統計には住民基本台帳と国勢調査報告によるものがあるが，いずれも配偶関係別の集計はなく，有配偶，未婚，離別，死別ごとの相違や地域の人口構造に与える影響は殆ど解明されていない．このため本研究では，札幌市を例に移動集計が実施される国勢調査の大規模調査年に合わせ配偶関係別純移動率を推計するとともに，総務省統計局に特別集計を申請し実測値を求め，推計精度の確認と改良を行うことを計画している．このうち本稿では，すでに推計済みの2000-2005年に加え1995-2000年についても同様の推計を行い，両者の結果を比較し，推計モデルとしての安定性や配偶関係別純移動率の特徴と変化について考察した．主な知見は，以下の通り．① 全体では男女とも高等教育進学までは転入超過傾向が強いが，大学卒業・就職期に急激な転出超過に転じ，その後，徐々に回復し女子では30代後半から男子は退職年齢近くで転入超過が強まる．また男女とも70歳以上で転入超過が高まる．② 未婚者の純移動率は全体の純移動率の前半部分に対応する（後半は低く転出超過傾向）．③ 有配偶者の純移動率は男女とも全年齢で転入超過であり，家族形成期と引退年齢以降に転入超過がさらに強まる（全体の純移動率の後半部分に対応）．④ 死別者の純移動率は男子で転出超過，女子で転入超過（70歳以上では転出超過）である．⑤ 離別者の純移動率は男女とも全年齢で転出超過（特に25-34歳の家族形成期）である．

日本の人口移動統計としては住民基本台帳人口移動報告と国勢調査報告人口移動集計があるが，いずれも配偶関係別移動人口は集計されておらず，配偶関係ごとの人口移動率の相違は不明であった．そこで，札幌市の人口動態統計の男女初婚件数，離婚件数，再婚件数を，2000年から2005年まで各歳コーホート（同一年出生集団）別に積算・集計し，５歳年齢階級別累積件数を求め，これを元に配偶関係別純移動（転出入の差）率を推計した．その結果，未婚の純移動率は男女とも若年層で転入超過だが，25-29歳から30-34歳にかけての移動を境に，それより上の年齢層で転出超過に転じ，逆に有配偶では転出超過から転入超過にシフトする傾向があること，また離別では全年齢階級で転出超過となる一方，死別では男子が転出超過，女子は転入超過となるという興味深い特徴が明らかとなった．これらの傾向は分母に年齢別人口，各配偶関係別人口のいずれを取っても，また推計が比較的容易な未婚とそれ以外の配偶関係に分けた場合や，配偶関係不詳をいずれかに振り分けた場合も変わらないことが確認できた．さらに，これらの累積初婚件数や純移動率を用いてコーホート未婚初婚率（未婚者を分母とした初婚率）を算定したところ，配偶関係別純移動率に差がないと仮定した場合より低い値となり，有配偶女性が市外に流出して未婚の女性が多く残るために未婚初婚率が低くなるのではないかとの懸念は当たらないことが判明した．

In modern Japan, various religious groups and institutions have carried out many types of social services. Many researchers have studied histories of these services and schools of thought of religious groups and institutions. However, many researchers have only studied cases that are important or successful. In this article we use the concept of Socially Contributive Activities carried out by Religious groups and institutions (SCAR), because it can explain not only social services but also social responsibilities of religions. We studied a wide variety of SCAR based on two case studies. The first is the analysis of Religious Information Research Center’s database and the second is a questionnaire research of religious groups and institutions in Sapporo. Based on our researches we have good reasons to believe that the concept of “SCAR” is a label, because it has been ambiguously defined by esearchers, actors, receivers and so on. Furthermore, we will show two typologies based on many cases. Finally we would argue that we need to study SCAR more intensively in the future and we need to analyze the function of religions as a social capital as well as the role of religious groups and institutions in the community.

従来の少子化研究は全国か首都圏を中心としたものが多く，特定地域を対象に少子化の要因とメカニズム，社会・経済的影響，政策的対応と効果などを総合的に分析する試みは殆ど行われて来なかった．そこで本稿では，札幌市の少子化の特徴と社会経済的要因，政策的介入の可能性について考察した．主な知見は以下の通りである．⑴1974年以降の合計特殊出生率（女性が生涯に生む子供の数の指標）は全国・北海道・東京都と並行して低下しており基本傾向は同じだが，全国を１とした格差は2000年で北海道の0.90に対し0.77と東京都の水準に接近しつつあり格差が拡大している．さらに他の大都市地域とは異なり，低い有配偶率（独身者の結婚行動）のみではなく低い有配偶出生率（夫婦の出生行動）の影響も大きく両者がほぼ均等に作用している点や，晩婚・晩産化によるキャッチアップ（先送りした結婚や出生を高年齢で実現）が働かない点で特異である．⑵男子の最終学歴（高卒以下）割合と第二次産業就業者割合の二要因を用い時系列回帰分析とコンピュータ・シミュレーションを行い，1965年から2000年までの合計特殊出生率の動きがこの二要因のみで説明可能であることを示した．⑶他の要因として，女子離別割合や，性・年齢別人口移動率の影響は極めて限定的だが，人工妊娠中絶率の影響は大きく，全国並みと仮定すれば札幌市の合計特殊出生率は1.43と，全国値より高くなることがわかった．, This paper focuses on the low fertility of Sapporo and considers its demographic features,socioeconomic backgrounds and possibilities of policy intervention to this problem.The important findings are as follows.1)The Total Fertility Rates (TFR)in Sapporo shows almost same trend with total Japan since 1974,but the gap to national standard is growing parallel with Tokyo to more than－20%. Factor analysis of TFR indicates the low marital fertility and the low proportion of married women cause this lower fertility level. It’s unique among the government-designated major cities both factors have almost same weight and the catch-up effect realizing postponed marriage and birth by an advanced age does not work.2)The computer simulations combined with time series regression analysis could successfully reproduce the fertility decline from 1965 to 2000 by using multiples from only two factors of males, the proportion of high school graduates and that of the industry sector labor force.3)As other possible factors, the high proportion of divorced women,the imbalanced sex-age specific migration rates and the high level of abortion rate are examined. Green spaces in residential areas have various functions, such as for recreational activities, making the place beautiful and so on. In this research, we investigated the economic effect of green spaces on the land prices in the residential area of Sapporo City, through an environmental economics technique. Factors contributing to the formation of the posted land price for the residential area in Sapporo City were identified by the hedonic approach. Results showed that the size of the nearest park or the ratio of green space surrounding the land contributed to the formation of the land price in addition to the area, shape, zoning and the access conditions such as the distance to the closest station and school. Therefore, the building and conservation of green spaces seems to be one clear option for raising the asset value of the residential area.

本研究においては通勤交通におけるプリファレンス曲線の曲線回帰分析について種々考察を試みてきた。 本研究では、プリファレンス曲線の特性を踏まえて相関係数はもとより観測値と推定値の乖離を考慮した曲線回帰について考察した。 その結果、分析対象とした札幌市の通勤交通の場合は、曲線の特性及び形状等から従来の対数曲線より2次曲線による回帰曲線が相関係数及び適合度指標等においても改善できることを実証的に把握することができた。 また、本研究においては推定された2次曲線における回帰係数及び定数を基に、係数間の関係、各ゾーンの交通流動の相違あるいは曲線の変化と通勤トリップ長の変化の関係等について考察を行った。

国立国語研究所, 無作為に抽出された富良野市民287名について，ガ行鼻音がどのような傾向性をもって保持されているのかを明らかにし，そこに関与している諸要因を指摘する。次に，相澤（1994a）で報告した札幌市民321名の事例と同様に，この傾向性を説明するための原理として，含意尺度の考え方が有効であることを示す。さらに，年齢差と世代差の観点からガ行鼻音の衰退動向を分析し，年齢差が特に関与的であることを示す。, In Furano city, Hokkaido, 287 random-sampled inhabitants were interviewed to investigate how many of them used the nasal allophone of /g/ in Japanese, and in what conditions, linguistic and extra-linguistic, it actually appeared in their speech. In the previous study on Sapporo city, I proposed a hypothesis that the distribution of the velar nasal consonant in the speech of the velar nasal speakers can be best explained by implicational scaling of the linguistic factors involved (see Aizawa 1994a). In the present study I give further empirical evidence that supports the validity of this hypothesis. 目的:札幌市におけるヘルパンギーナおよび水痘の流行と気温の関係を検討する.方法:2003年から2008年までの6年間の感染症発生動向調査の,これら疾患の各週の札幌市における発生数と,それぞれの週における札幌市の平均気温との関係を検討した.結果:水痘には,流行開始の閾値となる気温は存在せず,発生数は気温となだらかな逆相関の関係にあった.ヘルパンギーナは20℃で発生数が急激に増加した.考察:これらの感染症においては,気温との関係が,それぞれ異なるものの,明らかに認められた.水痘については,明らかな閾値が認められなかったことから,気温が低いほど流行しやすいと言え,冷夏には流行しやすい可能性がある.逆に,ヘルパンギーナは平均気温が20℃に達しないような冷夏であれば,流行がかなり低く抑えられる可能性がある.
