西欧の多くの都市で,交通問題解決,都市の再生と環境保全を目的として,自動車依存の体系から,徒歩とLRT(Light Rail Transit)等の公共交通中心の都市構造への転換が進んでいる。本論は,フランスを対象として,代表的な3都市について現地調査,政策担当者ヒアリングを行った結果について述べる。中心的な課題は,LRT整備が都市に与えた影響および事業化に伴う利害調整の取組状況の分析である。これらに基づいて,日本のLRT整備に関わる課題について考察する。

ニホンジカの影響を大きく受けている世界遺産春日山原始林および春日野一帯はかつてどのような植生景観であり,今に至っているのだろうか。千年以上にわたる自然史を紐解くヒントが,700年代に描かれた最古の地図,鎌倉時代から室町時代に描かれた春日曼荼羅および春日権現験記などに代表される絵図にあると考えられる。本報では,日本最古の地図「東大寺山堺四至図」および鎌倉時代の春日曼荼羅などの絵図から,春日山およびその周辺の植生景観を読み取り,考察した。, I studied ancient Mount Kasuga and its surrounding landscape and vegetation using the oldest known map of the area, drawn in 756 (`Todaiji Sankai Shiishi Zu'), and cultural artifacts such as the Kasuga mandalas from the Kamakura period and the Illustrated Tales of the Miracles of the Kasuga Deity (`Kasuga Gongen Kenki'). One Kasuga Shrine mandala(the`Kasuga Miya Mandala') depicts Mount Mikasa, the abode of the Kasuga deity in front of Mount Kasuga, with a bird's-eye view of the landscape. Other images on Kasuga mandalas include a spring scene of Kasugano with cherry blossoms and willows, and an autumn scene with many deer. These are likely to be connected to the landscape of Kasugayama, a warm temperate evergreen forest, and Nara Park, which still contains deer. The winter scene of Mount Kasuga in `Kasuga Gongen Kenki' clearly indicates that the forest consisted mainly of evergreen broad-leaved trees, and contained some deciduous broad-leaved trees and conifers. The deer mandala depicts the image of the sacred tree(`sakaki': Cleyera japonica) behind a deer, symbolically reflecting the presence of the god (`kami'). The image titled Kasuga Deities Departing from Kashima Shrine(`Kashimadachi Shin'ei Zu') also shows vegetation and gods and the presence of sacred deer. I propose that the plant in this image may be Podocarpus nagi, which was respectfully presented to the Kasuga Shrine (`Kasuga Taisha') by other prefectures in the Middle Ages. This is supported by plant morphology and the presence of P. nagi on Mount Mikasa. This study suggests that today's Mount Kasuga and the surrounding Kasuga Field retain the cultural landscapes of the Middle Ages.

本研究の目的は,環境配慮型購買行動(グリーン購入)の取り組みの現状と普及のための課題を把握することである。グリーン購入に関する官民協働のネットワーク組織のなかで最も新しい大阪グリーン購入ネットワーク(大阪GPN;2012年設立)の会員団体(自治体・事業者)へのアンケート調査を実施し,その結果を,最も歴史のある地域組織の滋賀GPN(1999年設立)が会員企業と県内の非会員企業に対して実施したアンケート結果と比較した。その結果,地域性,組織の活動期間の長さ,企業と自治体,会員企業と一般企業,の各要因で相違が確認された。

平成7年1月17日に阪神・淡路大震災がおきてから,もうすぐ20年になる。この間,筆者は,防災に役立つ情報システムとして,時空間情報基盤とそれをとりまく環境整備,特に自治体が防災に役立てるための仕組みづくりに取り組んできた。研究ノートとして,その経緯を紹介する。今回は,そもそも筆者が防災分野の研究活動に関わることになった経緯と,阪神淡路大震災直後の取り組みについて主に記す。

西欧諸国の多くの都市で,都市の成長や環境保全を目的とした都市交通体系の転換が進められている。具体的には,自動車依存の体系から,徒歩と公共交通中心の都市構造へ変えようとするものである。本論は,このような都市交通政策の転換が最も進んでいると考えられるフランスを対象として,まず,それを支える法制度,財源制度について述べる。次に,実際にこのような政策を実施している代表的な3都市を選んで,現地調査,政策担当者ヒアリングを行った結果について述べる。このことから,日本の都市交通政策の課題について考察する。

東日本大震災(2011年3月)において大きな影響を受けた海岸植生および社叢15カ所の生態調査を実施し,社叢と海岸植生の現状を把握するとともに地域生態系とレジリエンスの関係について考察した。海岸林のクロマツPinus thunbergii は流出,根返り,倒伏が多くみられたが,2013年10月には旧堤防や砂浜後背地でクロマツの萌芽や実生が多く確認された。砂浜にはウンランLinaria japonica,オカヒジキSalsola komarovii,ハマニガナIxeris repens といった海浜植生の再生が認められた。その一方,砂浜にはオニハマダイコンCakile edentula,後背地にはニセアカシアRobinia pseudoacacia といった外来種の繁茂が確認された。社叢に植栽されていたスギCryptomeria japonica やクロマツの大部分が津波による浸水で流出,立ち枯れていたが,枯死木と生存木の胸高直径に有意差はなかった。社叢周辺の地域住民の避難は2012年7月時点でまだ継続しており,社叢の再生にとりかかっているところはきわめて少ない状況であった。社叢の保全と再生には地域の人々が営みを始めることが何より重要であり,地域のレジリエンスと社叢の保全は相互に関係していると考えられる。, I investigated the shrine forests and coastal vegetation to discuss their conservation and regeneration after the Great East Japan Earthquake, 2011. Pinus thunbergii in the shore forest sustained severe damage including uprooting and stem breakage. On the other hand, their many seedlings and sprouts existed in October 2013. Restoration of sand beach vegetation, such as Linaria japonica, Salsola komarovii, Ixeris repens was also observed, although alien species such as Cakile edentula on sand beaches and Robinia pseudoacacia in hinterlands were frequently observed. Most of the shrine forests composed of Cryptomeria japonica and P. thunbergii were heavily damaged, too. There were no significant differences between the diameters at breast height (DBH) of dead trees that withered at tree crowns, and those of living trees. Shrine forests that suffered severe damages had not yet been restored in July 2012, because local residents have been evacuated. It is critical that the regeneration and management of shrine forests is supported by local community in the mid-and-long term. This study suggests that the resilience of local community would be mutually related to the conservation and reconstruction of natural environment of coastal area after Tohoku great earthquake disaster.

In Japan, the merit of installing LRT (Light Rail Transit) is well known, however the introduction of LRT to urban areas is not making progress. To study effective strategies of LRT adaption, field surveys were conducted at cities where LRT systems were placed in Spain with data collection of urban characteristics adjacent conditions, accommodating spatial conditions, effectiveness of service and project management. This paper aims to clarify the specific requirements to make LRT adaption possible. The results indicate, beyond the need for middle range transportation systems, the importance of the following: potential contribution to inner city revitalization, environmental concerns, land use conditions and spatial composition needed by adjacent businesses.

A study on thermoluminescence (TL) and thermally stimulated exoelectron emission (TSEE) has been performed for CaF_2 single crystal irradiated by a femtosecond (fs) near-infrared laser. Focused laser pulses with approximately 250 fs duration and with a wavelength of 780 nm have been used to excite the electrons of CaF_2 sample. The result indicates that the intensities of TL and TSEE glow spectra depend on the fs laser beam energy. The CaF_2 sample irradiated with non-thermal processing also shows a TL glow spectrum although the peak intensities are weaker than in the case of thermal processing. It may be suggested that TL glow is attributed to trapped electrons in defects of the CaF_2 crystalline witch is excited by multiphoton absorption and/or multiple-stage reaction.

奈良県明日香村稲渕は,7世紀から飛鳥川の水を利用した営農が続いており,棚田と集落などから構成される景観は,「重要文化的景観」(文化庁)および「日本の棚田百選」(農林水産省)に指定されている。本研究は,棚田を構成する植生基盤として植物社会学的調査法による植生解析とフロラ調査によって,伝統的棚田景観を構成する畦畔植生の多様性を明らかにすることである。2009年4月から2012年11月の期間に稲渕地区の約7haでフロラ調査を行った結果,シダ植物11科17種,種子植物62科269種,計286種が確認された(在来種238種,外来種42種,園芸・植栽からの逸出種6種)。フロラの外来種比率は14.8%であった。秋期に畦畔の植生調査を行った結果,ススキ型,ネザサ型,キチジョウソウ型,ヤクシソウ型,カラムシ型,チガヤ型,ヒガンバナ型,センダングサ型,ミゾカクシ型,サクラタデ型に区分され,狭いエリアに多様な植生型が成立していた。多様な植生型は棚田の立地構造とそれに関連する踏圧頻度や土壌水分条件,農作業に関連して実施される草刈り,農作業放棄などの複合的要因を反映していると考えられた。, Agriculture has been practiced using Asuka River as the source for irrigation since the 7^th century at Inabuchi in Asuka village of Nara Prefecture. Therefore, this area is designated as a "Cultural Landscape" (Agency for Cultural Affairs), and "100 Selected Terraced Rice Fields of Japan" (Ministry of Agriculture, Forestry, and Fisheries) for its scenic agricultural landscape. This paper aims to clarify the diversity of vegetation and the flora on the terraced rice field embankments as factors in the formation of this particular cultural landscape and its beautiful agricultural terrain. Pteriopyta and Spermatopyta flora were researched between April 2009 and November 2012. It was found the species number of the Pteriophyta and the Spermatophyta of this area consists of 17 species and 269 species (native species of this terraced rice field embankment 238 spp., alien species 42 spp. and species of freeing into wilderness from gardening 6 spp.) in the 7 ha area of Inabuchi. A phytosociological study of vegetation was carried out in November 2012. The vegetation was characterized as follows: Miscanthus sinensis (Susuki) type, Pleioblastus argenteostriatus f. glaber (Nezasa) type Reineckea carnea (Kichijoso) type, Youngia denticulate (Yakushiso) type, Boehmeria nivea var. concolor f. nipononivea (Karamushi) type, Imperata cylindrica var. koenigii (Chigaya) type, Lycoris radiate (Higanbana) type, Bidens biternata (Sendangusa) type, Lobelia chinensis (Mizokakushi) type, Persicaria macrantha subsp. conspicua (Sakuratade) type. The diversified vegetation characteristically found on embankments surrounding traditional terraced rice fields. It was found that the biodiversity of embankment vegetation surrounding terraced rice fields in Inabuchi is related to complex factors such as geographical conditions grass-cutting, trampling and cultivation abandonment. This study suggests that the cultural landscape in this area is reflecting the dynamic and diversified vegetation maintained by agricultural activities.

Community participation is required when creating a master city plan under local governance, because the City Planning Law was amended in 1992. This paper presents questionnaire survey results on citizen participation. Administrative urban planners in Osaka Prefecture and Hyogo Prefecture were asked question regarding the actual conditions of community participation in development district planning and master city plans.

The thermoluminescence (TL) of Ca_5(PO_4)_3Cl doped with Pr ions has been studied for use as a thermoluminescence dosimeter (TLD) material. The TL glow spectra of Ca_5(PO_4)_3Cl:Pr irradiated with UV ray show a liner relation between TL glow intensity and irradiation time. In the case of X ray irradiation, the TL spectra also show a same relation but show a different shape of spectrum. These results suggest that the TLD consisting of Ca_5(PO_4)_3Cl:Pr may be possible to discriminate between UV and X rays. It was found that with Ca_5(PO_4)_3Cl:Pr, the shape of the TL glow curve for UV radiation is different from that of the TL glow curve for X ray radiation. It seemed interesting to investigate the mixed radiation field, and TL and thermally stimulated exoelectron emission (TSEE) measured simultaneously for X ray irradiation. However, TSEE was not observed.

A study on thermoluminescence (TL) and thermally stimulated exoelectron emission (TSEE) has been performed for LiF single crystal irradiated by focused Ga^+ ion beam (FIB). The result indicates that the intensities of TL and TSEE glow spectra depend strongly on the accelerating voltage of FIB. A 40keV beam of Ga^+ ions leads a very intensive peak of TSEE glow around 725K. A beam defining aperture with 300μm size in diameter also leads a more intensive peak of TSEE glow around 640K. The TSEE glow may be attributed to F_A center induced by implantation of Ga^+ ions.

Thermoluminescence phosphors available for the estimation of ultraviole (UV) irradiation dose are examined. A several kind of lanthanide elements are doped in pure CaF_2 powder crystals and properties of the TL to UV radiation are observed. It is found that the TL intensity from the sintered CaF_2 doped with Tb_4O_7 is the highest among the samples doped other lanthanide elements. And It is also found that the TL peak intensity of CaF_2 : Tb become strong by addition of Sm_2O_3 and Gd_2O_3. The 146℃ peak intensity of CaF_2 : Tb,Sm,Gd increases with the UV irradiation dose, and the 146℃ peak may also be suitable for use as a dosimeter. In the present study, the seasonal change in the amount of sunlight UV at the reservoir was measured with the sintered CaF_2 : Tb,Sm,Gd phosphor.

This research considers whether the three-story detached houses currently located in urban areas is viable city housing stock. The method of research involved a questionnaire survey of residents living in single three-story houses to clarify their amenity, and degree of continued resident habitation intention. The results show that since plottage is narrow and cramped, barrier-free and other amenities are compromised, and clearly these houses lack functional elements to alleviate problems faced by their aging residents. Moreover, since there is much dissatisfaction with the extent of earthquake resistance, I think that an obligation to provide seismic reinforcement, and regulating the area of the site, and other safety or amenity features, are required in order for the single three-story house to become viable city housing stock.

世界文化遺産であり,国の特別天然記念物にも指定されている春日山原始林において,哺乳類と鳥類の多様性と森林利用に関する基礎情報を得るため,2007年10月から2008年9月までの1年間,10台の自動撮影装置によって,小型～中大型哺乳類相および鳥類相の調査を実施した。その結果,9種の小型～中大型哺乳類と5種の鳥類が確認された。撮影頻度が高い順に,哺乳類ではニホンジカ,イノシシ,タヌキ,テン,チョウセンイタチ,アカネズミ,ムササビ,アナグマそしてニホンノウサギが記録された。なかでも1位のニホンジカの撮影頻度の割合はきわめて高い値(83.5%)を示し,ついでイノシシ(7.2%)の順であった。国内外来種であるナギを含む群落ではシカの撮影頻度が低い傾向がみられた。鳥類では,シジュウカラ,ルリビタキ,ヒヨドリ,ヤマガラ,フクロウなどが撮影された。1478カメラ日(延べカメラ稼働日数)に撮影された資料から,照葉樹林が冬期においても哺乳類と鳥類の重要な生息場所として機能しており,哺乳類や鳥類の多様性は,森林の林冠状態や人間の干渉度などによって変動することが示唆された。, I investigated the diversity of mammals and birds with camera traps at eight sites in the Kasugayama Forest Reserve; World Cultural Heritage and Special natural monument in Central Japan. I set up a total of 10 automatic sensor cameras at eight plots for one year from October 2007 to September 2008. I obtained pictures of nine species of mammals: Sika deer (Cervus nippon), Wild boar (Sus scrofa), Raccoon dog (Nyctereutes procyonoides), Japanese marten (Martes melampus), Siberian weasel (Mustela sibirica), Large Japanese field mouse (Apodemus speciosus), Japanese giant flying squirrel (Petaurista leucogenys), Eurasian badger (Meles meles), Japanese hare (Lepus brachyurus), and seven species of birds: Great tit (Parus major), Varied tit (Parus varius), Red-flanked bluetail (Tarsiger cyanurus), White-bellied green pigeon (Sphenurus sieboldii), Eyebrowed thrush (Turdus obscurus), Ural owl (Strix uralensis), Large-billed crow (Corvus macrorhynchos). Sika deer comprised 83.5 % of the mammals photographed at all points, followed by the wild boar at 7.2 % , in 1478 camera days. These mammals and birds are frequently photographed in winter. This study suggests that Kasugayama Forest Reserve plays an important role for maintaining a diversity of mammals and birds, and the diversity of mammals and birds was dependent on the vegetation, the canopy condition and the intensity of human impact.

古くて新しい土壌浸透法は,自然の浄化能力を利用した水処理技術の一つであり,汚水が土壌中に浸透し流下する過程で,汚水中の汚濁物質が土壌を構成する土粒子などの物理的なろ過,化学的な吸着及び生物化学的な分解という分離・分解機能によって除去されるというものである。浄化が可能な汚濁物質は,浮遊物質,有機物,リンなどが挙げられるが,土壌内において無機性の浮遊物質などによる目詰まりが起こりやすく,また処理速度が遅く,所要面積が大きいなど,難点があり,適用されるケースも限られている。土壌浸透法で対象とする汚水は広範にわたり,生活雑排水,し尿や畜産排水の処理水,河川や湖沼の環境水,雨水などがあげられる。本稿では,こうした土壌浸透法の従来のシステムを概観し,あわせて筆者らがこの10年ほど携わってきた研究調査及び事例について取りまとめた。自然土壌のみでは浄化能力は,多くは期待できない。よって,浄化機能の改善には混合土壌方式が有望である。具体的には,マサ土,黒ボク土,赤玉土などを浄化材料として利用し,活性炭,木炭,凝集剤を添加して,有機物やリンなどの栄養塩類の分離除去能を大きくする。ろ過速度を上げるためには,多段層方式や造粒方式が必須であり,そのための様々な技術開発を行ってきた。さらには,廃棄物の有効活用の視点から,充填材の開発もあわせて行ってきた。それらの成果や実施例を概観するとともに将来に向けての適用可能性について言及した。

地下水中に自生するバクテリアを用いた亜ヒ酸・砒酸・鉄・マンガン・アンモニア同時除去の生物ろ過システムの開発を行ってきた。様々なバクテリアのうち,鉄バクテリア(溶解性の鉄及びマンガンを生物学的に酸化し,これらを酸化物として沈積させるバクテリア)および硝化菌が著者らの生物ろ過システムでは大きな役割を果たす。この報告では2004年以来の生物ろ過のパイロット試験結果を概括する。目的は砒素の効率的除去を達成するための最適運転条件探索である。, We have worked on the development of a biological filtration system utilizing indigenous bacteria to remove arsenite, arsenate, iron, manganese and ammonia from groundwater. Among various bacteria, iron bacteria (bacterial species that biologically oxidize dissolved Fe and/or Mn, and deposit them as oxides) together with nitrifiers play the most important role in our system. This report is a brief summary of our pilot study (started in 2004), treating groundwater by the biological filtration. The purpose is to determine the optimal operating conditions to achieve the most efficient removal of arsenic.

本研究は,滋賀県琵琶湖西岸(湖西)流域の安曇川,鴨川および石田川を対象に,タブノキ個体群の分布を明らかにするとともに,滋賀県におけるタブノキ個体群の植生環境を解析することを目的としている。2006年8月から2007年2月までの期間に滋賀県全域を踏査し,タブノキ個体群の位置をGPSによって記録した。その後,湖西の三河川を対象に,2007年6月から2008年2月の期間に現地調査を実施し,タブノキおよびタブノキ個体群の分布図をGISによって作成した。タブノキ個体群の半径1kmエリア(GIS図面積概算3.13 km^2)の植生比率から,タブノキ林がきわめて孤立化していることが明らかにされた。現地調査から,成熟したタブノキ(胸高直径:≥20 cm)は安曇川の河畔林で13個体,鴨川で47個体,石田川で8個体が確認された。河畔林以外には,安曇川流域の社寺境内にタブノキの大径木(DBH≥100 cm)が確認された。現地調査とGISによる植生解析から,タブノキが地域植生や文化と深く関わっていることが明らかにされたが,上記三河川の河畔に生育するタブノキ個体群のうち,平均すると78.9±7.8%の個体群がモウソウチク林やマダケ林など,竹林の侵入を受けていた。以上のことから,竹林の適正管理によって,琵琶湖を特徴づける固有の地域植生として,タブノキ個体群およびタブノキ林の保全をはかることが重要といえる。, This study seeks to clarify the spatial distribution of the Persea thunbergii population and their vegetation habitat, at the three western river basins of Lake Biwa, in Shiga Prefecture, Central Japan. We recorded the position of mature P. thunbergii trees (diameter at breast height≥20 cm) with GPS (Geographic positioning system) in Shiga Prefecture between August 2006 and February 2007, and also investigated the number, size and habitats of mature P. thunbergii trees along the Ado River, the Kamo River and the Ishida River between June 2007 and February 2008. Ratios of vegetation of the surrounding 3.13 km^2 area for each of the main P. thunbergii stands were also analyzed from actual vegetation map of Japan Integrated Biodiversity Information System data using GIS (Geographic information system). Mature P. thunbergii trees were distributed in the riparian forests within a 5 km distance from Lake Biwa along the Ado River, the Kamo River and the Ishida River: Mature P. thunbergii trees in these three river basins totaled 13, 47 and 8 in number, respectively. We also found large P. thunbergii trees (DBH≥100 cm) in sacred shrines in the basin of the Ado River. Bamboo invaded 78.9±7.8 % of P. thunbergii population in riparian forests. These results suggest that the habitats of P. hunbergii populations are isolated and that the expansion of bamboo stands decrease biological diversity of this area. The management of bamboo stands is needed for the conservation of P. thunbergii population, which characterize the vegetation of Lake Biwa area.
