目的：地震災害における病院での災看護活動に関する国内外の文献の概観により研究の動向を明らかにし，今後取り組むべき研究上の課題検討のための示唆を得る．方法：データベースは医学中央雑誌，CINAHL with Full Text を用いた．キーワードは災害，地震，看護，病院，disaster nursing とした．対象文献 40 件について発行年，研究目的，研究方法，結果を抽出して整理し，研究内容は類似性で分類した．結果：研究内容は「超急性期から慢性期における災害看護活動の実際と課題」「備えに対する看護職の意識・認識」「各部署における減災・防災体制の整備」「看護職のメンタルヘルス」に分類された．結論：今後の研究上の課題として，発災時間別や部署別の行動指針に関する研究，自施設の地域特性や地震発生の時季などを考慮したリスクマネジメントに関する研究，組織的支援や看護管理者に焦点を当てたメンタルヘルス研究の必要性が考えられた．

2015年ネパール・グルカ地震で, カトマンズ盆地では歴史的建造物や多数の建築物が倒壊し, 多くの犠牲者も出たことから, 地震防災に対する意識が高まっている. 大阪市立大学都市防災教育研究センターとNPO法人ネパール避難所・防災教育支援の会は, 初等中等教育の学校2校に対して街中の防災まち歩きを通じた災害リスク出前授業を2018年3月に実施したのでその状況を報告する.

血液浄化センターでは災害への対応として，設備面の強化やスタッフ教育などを行ってきた．その一環として，2017 年度か ら透析治療中に患者参加型の地震災害初動訓練を行い，2018 年度で現在通院中の全ての外来維持透析患者に対しての訓練が行 えた．しかし，透析スタッフでは看護師以外は兼任であるため，全スタッフが訓練に参加することは出来なかった．そこで，災 害訓練への参加がスタッフ，患者に対してどのような影響を与えるのかを聞き取り調査した結果，訓練への参加は危機意識の 向上に直結することが明らかとなった． 今後も継続的に訓練を行い，危機意識の向上を図ると共に，未だ実施出来ていない避難訓練や透析患者受け入れ支援体制の 構築を目指す．, Blood Purification Center has been strengthening facilities and carrying out staff education to prepare for disasters. As part of the training, last year we began patient participatory training during their dialysis treatment. All of the out-patients receiving dialysis treatment in this fiscal year were able to participate in the training. However, some of the non-nurse staff who were concurrently assigned to other tasks could not take part in the training. We conducted a survey on the effect of the training on the staff and patients who participated in the disaster training. We found that the participation in training was directly linked to improvement in crisis awareness. In the future, we will continue to conduct training to improve crisis awareness, and will try to establish a support system for evacuation training and dialysis patient acceptance that has not been implemented yet.

目的：日本で発生した3つの地震災害で被災した糖尿病療養者の生活における困難を明らかにする．方法：Scopusおよび医中誌webで1995年から2018年までの期間で，地震災害によって被災した糖尿病療養者を対象とした文献を検索し，23編の文献を得た．被災した糖尿病療養者の困難についての記述をコード化し，帰納的に分析した．結果：文献の内訳は，阪神・淡路大震災8編，新潟県中越地震5編，そして東日本大震災10編の合計23編であった．分析した結果，「薬を失くしたことや対応がわからないために治療の継続が難しい」，「自分の糖尿病の状態に合った食事を摂取できない」，「今までのように運動療法ができない」，「地震後の恐怖や不安で眠れない」，「被災後は糖尿病の治療以外のことのほうが大切に感じられる」，「避難所生活が糖尿病を悪化させる」，「交通の手段がなく病院を受診することができない」，「コミュニティ崩壊によって孤独を感じる」，「情報がなく先が見えない」，「糖尿病を隠す，あるいは病気について相談しない」の10カテゴリーが見出された．結論：被災した糖尿病療養者は，地震災害によって食事や運動，環境など生活状況の変化に関連した困難が生じており，生活の変化を視点として被災者に接するという看護支援の方向性が示唆された．

本稿では7 世紀に築造され、18世紀初頭（江戸時代）に石室が修復された埼玉県坂戸市の浅羽野1 号墳（土屋神社古墳）の事例を紹介する。この古墳では天井石に残された銘文によって1707年に信州高遠の石工によって石室が修復されたことが判明している。古墳が過去に修復された事例はわが国に存在するが、本事例は極めて珍しい事例である。その理由は修復の時期や石工名が判明していること、そして石材が転用されて石像が製作されたことである。また、修復の契機となったのが当時頻発していた地震災害による古墳の被害であることも重要な点である。このように、本事例は古墳と江戸時代の人々の関係、さらには遺跡と自然災害の関係を知ることができる興味深い事例である。, In this paper, I introduce Asabano No.1 Kofun (Tsuchiya jinja Kofun) in Sakado city, Saitama Prefecture which was built in the 7 th century and the stone chamber was restored at the beginning of the 18th century (Edo period). It has become clear that it was restored by the masonry of Takato, Shinshu (Nagano Prefecture) in 1707, by the inscription of a ceiling stone of the stone chamber. Although the example where the ancient tumulus was restored in the past exists in our country, this is a very new example. One reason is that the restoring age and masonry name have become clear, and another reason it that the construction stone was reused for stone statue. Moreover, it is important also that the damage of the stone chamber caused by the seismic hazard which had occurred frequently those days became an opportunity of restoration. Thus, this is an interesting example which can know the relation between ancient tumulus and people of the Edo period, and also the relation between archaeological site and natural disaster.

本研究では，地震災害の統合的予測手法開発の端緒として，地震動推定，建物の損壊被害推定，ならびに火災延焼による焼失被害推定の各モデルの入出力条件を整理し，これらの一体的な運用手続きについて検討を加えた。また，本手続きに基づき，花折断層系を震源とする地震が発生した場合の京都市中心市街地が受ける被害の推定を行った。, A preliminary study for integrated loss estimation of earthquake disasters was conducted by applying existing models of spatial distribution of seismic motion, structural damage of buildings, and building-to-building fire spread, sequentially over the target urban area. The procedure was tested by estimating the loss brought to the city of Kyoto due to the earthquake originated from the shift of Hanaore fault. The results were displayed over a 3D map provided by Google Earth enabling comprehensive analysis of the estimation.

造成地盛土斜面においては, 地震によって地すべりや崩壊などの甚大な被害が発生することが多く, それらの発生に対する危険度評価手法の確立が求められている。我々はこれらの危険度予測をする手法として簡易RBSM三次元試行球面すべり面法を開発した。この手法は, 簡易ながら地震力とその方向を考慮した解析が可能で, 評価結果として平面図上の最小安全率分布 (Fs 値) を得ることができる。このFs 値について, これまでの地震被害のうち, 2004年新潟中越地震の高町団地と, 1978年宮城県沖地震での鶴ヶ谷団地の各被害をもとに比較検証を試みた結果, 極めて良い相関が得られた。このことから, 当手法による危険度評価方法の妥当性を示した。, The report discusses the methodology of the landslide risk evaluation of the earthquake triggered slope movement at the artificial land reclamation area. The two case studies are used to evaluate the adaptability of this method. One is the case of Takamachi New Residential area damaged by Mid Niigata Earthquake 2004 and the other is Tsurugaya New town damaged by the Miyagi-oki Earthquake 1978.Recently, artificial land reclamation by civil earthwork in slope areas has been widely developed in and around urbanized area. Some area such as the valley filled with reclaimed soil is relatively weak compared with cut portion. In spite of the weakness of the ground, there were poor techniques of the evaluation of slope instability.The authors have developed the risk evaluation technique titled “Three dimensional slope stability analysis based on the simplified RBSM” to apply to the artificial land reclamation area. This has the advantage of not only being simple but also including the earthquake force and direction of seismic wave for calculation. Thus, the technique will be used to get the spatial distribution of the degree of Safety Factor (Fs).The Fs value distributions in the two case studies are evaluated by the analyses and well explain the real distributions of the slope damages.

A major earthquake(Mj 6.9, 37°13.2'N, 136°41.1'E, Depth 11km) occurred on March, 25, 2007, at 9:42.PM (localtime)near Noto Peninsula, Ishikawa Prefecture, Japan. The JMA seismic intensity of 6+ was recorded in Wajima city, Nanao city, and A major earthquake (Mj 6.9, 37 °13. 2'N, 136°41.1'E, Depth 11km) occurred on March, 25, 2007, at 9:42PM (local time) near Noto Peninsula, Ishikawa Prefecture, Japan. The JMA seismic intensity of 6+ was recorded in Wajima city, Nanao city, and Anamizu-Machi. One person was killed, more than 318 were injured. The number of totally collapsed houses were nearly 600, and partially collapsed houses exceeded 1, 200 (as of May 9, 2007). Strong shaking triggered damage of lifeline systems, road embankments, settlements and tilting of port facility, and slope failures of cliffs near the sea. This paper mainly reports characteristics of strong shaking, and damage on roads and port facility.

2004年10月23日に発生した新潟県中越地震では建築物にも被害が生じた。日本建築学会災害委員会災害調査WGの地震被害調査の一環として新潟地区で担当した長岡市15の地域での建築物被害の悉皆調査結果を示した。調査地域の9割を占めた木造構造物について,建築年代別,被害ランク毎の建築年代示し,被害と建築年代に相関があることを明らかにした。また,構造種別,基礎形式,屋根形式別の被害率を示した。

The Niigata Chuetsu earthquake (M6.8) occurred on October 23, 2004. It caused widespread hazards and damages in the Chuetsu area, Niigata Prefecture, which including 46 deaths, house destruction of more than 100,000, a great deal of land deformation and structures. Especially, a seismometer installed in the Kawaguchi Town, where located in the eastern part of the epicenter, recorded seismic intensity of 7. We investigated the earthquake hazards and property damages in the Wanazu district, Kawaguchi Town, and preliminary examined the geomorphological and geological aspects of land on which the houses are situated. Most of properties in this district are situated on four terrace surfaces, flood plain, natural levee and two alluvial fans. The house damages are concentrated on steep slopes of alluvial fans overlying terrace and gently slopes of alluvial fan deposits, and are also comparatively concentrated on terraces in the left bank of the Uono River. On the other hand, the house damages situated on terraces in the right bank of the Uono River are less than on which in the left one. Therefore, it is inferred that ground in the Wanazu district were received strong motion by the Niigata Chuetsu earthquake on the left bank of the Uono River.

Niigata-ken Chuetsu earthquake (M6.8) was occurred in the Chuetsu district in Niigata Prefecture at 17:56 23rd October, 2004. Damage becomes the large disaster of fatalities 46 persons, serious or slight injury person 4,791 persons, complete collapsed house 2,827, half collapsed house 12,746, partly failure house 100,453 at 18th March. Serious damages such as Kawaguchi Town and Ojiya City, which recorded seismic intensity of 7, are unevenly distributed. The localization of this damage seemed to appear by many factors such as strong motion, surface geology, structure and actual age of the houses etc. ln this study, distribution of building damage and subsurface deformation were mapped out in the western part of the Uonuma City (ex-Horinouchi Town) at the eastern part of the hypocenter. From the distribution of the completely collapsed house, the concentration of the damage of the western part of the Shin-Doujima were caused by the strong motion from the hypocenter. In the future, ground and geological structure will be examined from field investigations, seismic prospecting, etc.

The Niigata Chuetsu earthquake occurred on October 23, 2004 (magnitude 6.8), caused severe hazards and extensive damages in the Chuetu area, Niigata Prefecture. This region is characterized by agricultural lands and hence, there is little variation of buildings and houses. Many Japanese style wooden houses were severely damaged. We investigated the damage of Japanese wooden houses and structures in the Tamugiyama district, Kawaguchi Town. Initially we examined the geomorphological and geological aspects of the land on which the houses are situated. Most of the houses and buildings in the district are situated on poor-sort admixture consisting of sand and mud gravel beds that has low resistance to ground motion. The house damages are concentrated in the east of the district probably due to the intensive spread of strong motion and earthquake energy. Also, the damages are obvious on the edges of terrace surfaces and on steep slopes of small-scale alluvial fans (taluses) accompanied with rupture of ground surfaces.

1995年兵庫県南部地震は、都市直下型の大地震で神戸市を中心に兵庫県に甚大な被害を与えた。その後、多くの都道府県や大都市においては、この大震災の教訓を踏まえ、兵庫県南部地震級の直下型地震を想定した被害想定や防災アセスメントが実施され、地域防災計画の見直しが行われている。同一の誘因・規模の自然外力でも災害の受け方は、その地域の持つ自然・社会・経済構造および規模などの様々な条件の違いや特性が絡み合って大きな差異が生じる。このように自然災害には地域特性が大きく関連すると思われ、ほぼ全ての自然災害の被害量には明らかに地域性があると考えられる。筆者らは、自然災害に対する地域の脆弱性を相対的に評価する目的で、自然災害に起因する被害量と地域特性と関連性について検討を実施してきている。そのため、最近に至るまでの可能な限り長い期間にわたって47都道府県の災害に関する諸々の資料を収集して自然災害統計データベースを構築するとともに、自然・社会・経済的指標の時系列的変化に着目し地域特性に関するデータ収集を行った。本研究では、この自然災害統計データベースのうち、主に地震災害を対象として地域特性指標との関係を分析して比較検討する。また地震災害による直接被害と地域特性指標との関連性について多変量解析により分析し、地震災害に対する地域の定量的な脆弱性評価法を検討した。この手法を用いて都道府県ごとの地震災害に対する脆弱性評価を試みて、地域にとっての被害量あるいは災害の実態とそれに内在する災害誘因を明らかにすることを目的とした。, We consider that the damage amounts that a community receives must consider more variously to be not so much the total amount of the human damage and the material damage and the value of the damage shown in the total amount of the direct damage absolutely as relating to the receptive power of the disaster based on regional characteristic in consideration of the various conditions. Then，an area character can be thought to become important even if it is very important and it faces disaster countermeasures again when a natural disaster is grasped. Recently，we have already explained and reported the collecting statistical data of damages due to natural disaster occurred in Japan during 26 years from 1970 to 1995 in order to prepare the database for the statistical data of natural disaster. Since we report on preparation of data base for statistical data among to the administrative divisions of Japan and the basic analysis result. We built the database that lasts 26 recent years about the damage various quantities due to the natural disaster that has already been exogenous factors，and proceed with some analyses. And we analyzed the result of the regional characteristic looking from time historical change of natural and social and economic index among to the administrative divisions of Japan during 26 years from 1970 to 1995. In this paper，we investigated the evaluation method of regional vulnerability for seismic disaster after analyzing the databases those were above mentioned statistic data for natural disasters and social and economic indexes. And then，we carried out the multivariate analysis for developing the vulnerability evaluation. Finally，we calculated the regional vulnerability using the result of multivariate analysis and compared the evaluated values for the regional vulnerability among to the administrative divisions of Japan.

本稿は、大都市における地震災害に備えて、家庭または地域において装備可能なレスキュー機器について調査を行った結果と、この調査結果に基づいて検討したレスキュー用拡幅機の設計について述べる。地震災害では、倒壊した瓦礫に挟まれた被災者も、ほんの数センチの隙間さえあれば、また数時間以内に対応すれば生存率が上がり、多くの人を救えたという報告がなされている。本格的な救助活動の前に、隙間を拡大する等の予備的な救助を行うためにはそれなりの機器を要する。しかし図1に示すような、従来のバールや自動車用ジャッキを用いて1tのものを持ち上げるのは重労働であり、足場も安定しないことから倒壊現場の救助には適していない。このような観点からいくつかレスキュー機器の提案がなされている。本研究は、瓦礫の山を押し広げながら、被災者が閉じ込められた現場に到達し、救助活動を行うロボットの開発を目的とする。そこで、第一段階として、従来の機器の問題を解決する救助機器として、携帯可能かつ操作性がよく、油圧によって重量物を押し上げることができる従来にないレスキュー機器を設計した。, Quick rescue operation in seismic disaster is essential for a victim trapped by debris to return alive. In this research，a new device to extend the trapped space was designed and made in trial. The device is 10 kg in weight and it can extend a gap by 25 mm by pushing up a debris with maximum weight of 6 ton using a hydraulic pump. Its effectiveness in rescue was tested experimentally. Based on the results，a new design of a gap extender with attachments are investigated.

この報告論文は、1999年8月17日の深夜に発生したトルコ・コジャエリ地震(M.7.4)の被災地への3週間後の現地調査を基礎にしたものである。この地震は、トルコの最も経済的に先導的地位にある地域を襲った地震で、地表に現れた断層により最大4.5mの右ズレ変位と液状化などの地盤災害をともなう震動被害によって、150kmを超える範囲の複数の都市が同時被災した地震災害である。トルコの特徴的な無許可開発市街地で従来から災害時の脆弱性が危慢されてきたゲジェコンドには被害が発生せず、むしろ建物被害は最近の都市化にともない開発された新市街地に集中した。地域に与える影響を見るために県別に人口あたりの被害強度を算出してみると、被害量としては大量に発生していたコジャエリ県とサカルヤ県よりも、県域が狭く湾岸地域に立地しているヤローパ県の被害強度が高かった。被災者の救済のために、わが国では避難所として学校等の公共施設が活用されるが、トルコでは、テント都市を設営して対応している。公的なテントで11万張が設営されており、最終的には個人テントを含めて20万張以上のテントで、80万人以上が生活している。3ヵ月後には、厳しい冬対策が必要となり、35,000戸の仮設住宅を緊急整備するとしているが、一部はテントでの越冬となろう。インフレ経済下での生活復興・住宅復興・都市復興には多様な困難が予想された。

震災後の生活支障を評価する計量化指標を構成し、1995年兵庫県南部地震の被災域での事例調査に適用した。評価指標は生活支障の時間的な累積性を考慮するものとしないものの2種類とした。災害下における家庭での日常生活を世帯別のアンケートで調査し、その結果をもとに生活支障の世帯指標を算定した。一定の地域内で得られた世帯指標を標本とする代表値を算定し、生活支障の地域指標とした。事例調査は神戸市の東部に位置する2つの区、神戸市の東に位置する4つの市、淡路島の北淡町を対象として行った。収集した資料の代表性と信頼性を確認するための予備的な分析を行ったのちに、市区町ごとの地域指標を算定し、その差について考察した。, Two kinds of numerical scores for evaluating daily living disruption following earthquakes were developed and applied to a comparative study in the affected area of the 1995 Hyogo-ken-nanbu earthquake. The scores with and without cumulative nature were named average and cumulative living disruption, respectively. The study areas were two wards in the eastern most part of the city of Kobe, four cities in the Osaka・Kobearea, and a rural town on Awaji island. Household scores were determined through a household-by-household questionnaire survey, and their fundamental characteristics were statistically examined in relation with building damage, lifeline suspension, and household characteristics in terms of the dependence on lifeline services. Regional scores for each of the seven study areas were determined from household scores and compared across the survey area. Significance of the numerical scores was discussed from the view point of numerical approach to disaster studies and practice.

兵庫県南部地震(1995) で被災した宝塚市で世帯別アンケートを行い、住宅被害・ライフライン停止・生活支障・待避避難の発生状況について調査した。調査結果をもとに、生活支障の強さを計量評価するとともに避難世帯の発生率を算定し、両者の関係を示す実験式を導いた。この実験式にライフラインの停止状況を説明変数として生活支障の強さを評価する方法を連結し、ライフラインの停止状況が避難世帯の発生率に及ぼす影響を試算した。試算の結果、1)ライフラインの停止期間が短縮することに伴う生活支障と避難率の低下傾向は棺数のライフライン(水道とガスの組み合わせなど)の停止期間が短縮したときに顕著に現れることが明らかになり、2) 兵庫県南部地震での宝塚市での電気、水道、ガスの停止日数がそれぞれ実際の4分のlに止まっていたならば、住宅の被害が軽微だった世帯の避難は発生せず、避難世帯の数は実際の半分程度に止まっていたことが推定された。, A questionnaire survey on housing damage, lifeline suspension, daily living disruption, and sheltering was done in Takarazuka, an affected community in the 1995 Hyogo-Ken-Nanbu earthquake. Based on the survey data, first, a relationship between numerical scores for the extent of daily living disruption and evacuation rates was derived. Second, connecting the relationship with a method for evaluating daily living disruption scores based on the periods of lifeline suspension, we conducted a sensitivity analysis between lifeline suspension and evacuation. From the analysis, it was shown that evacuation rates are remarkably reduced when two or more lifelines, such as the combination of water and gas systems, have shorter recovery periods. Also, from a case study for Takarazuka with hypothetical suspension periods given at 1/4 as short as the actual suspension periods in the 1995 earthquake, it was estimated that no families having only minor housing damage would have evacuated themselves, and, accordingly, the number of evacuated families would have been reduced to half.

阪神・淡路大震災は神戸市とその周辺地域に甚大な被害を与えた。その被害は老朽化した木造家屋、それらに居住する高齢者に集中し、インナーシティの災害脆弱性が地震によって一挙に顕在化した。本論は地震時の危機管理のあり方を検討するため、1995年阪神・淡路大震災における、神戸市への広域的な消防組織の応援ならびに高齢者の救援について、面接調査からそれらの実態を把握したものである。消防組織の広域的な応援の調査から、応援ヘリによる初期情報収集と救助活動が有効であること、陸上部隊の派遣においては、通行経路の確保・交代要員や資機材の適切な補給、情報連絡の一元化がその成否に重要な鍵となることを明らかにした。高齢者の救援については、高齢者が死傷しやすいのは身体機能の低下によるものだけでなく、居住する住宅の地震に対する脆弱性による影響があり、高齢者向け住宅の早急の耐震的改善・公的な高齢者住宅の提供が求められること、高齢者の救援と受け入れを可能にする支援ネットワーク作りが重要な課題となることを示した。, The 1995 Great Hanshin-Awaji Earthquake severely damaged the city of Kobe and the surrounding areas. The most severely affected structures were old wooden houses in the inner city. The hardest-hit segment of the population were the elderly，also in the inner city. The aftermath of the quake highlighted the vulnerability to disasters of this area. This article is based on interviews on two topics conducted to examine the issue of crisis management: how other fire departments responded to support kobe; and how the elderly were assisted after the earthquake. Interviews on fire-fighting activities show that: a) initial information-gathering and rescues by helicopters sent from other fire departments were effective; and b) the key factors in the dispatch of ground staff are to secure traffic routes，to supply fresh personnel and replacement equipment，and to unify and coordinate the lines of communications. Interviews on the support to the elderly show that a high rate of injury and death among the elderly was attributed not only to their physical weakness but also to the fact that the houses they lived in were unsafe and even dangerous. The keys to supporting the elderly are to upgrade their housing to make them more resistant to earthquakes，to increase the supply of public housing for the elderly and to create a network to find houses and senior citizens' homes.

この研究は、世界の地震地帯に立地する諸都市のうち、先進地域の都市と発展途上地域の都市とにおいて、日常的居住性と災害時の安全性の観点から都市環境の実態を居住者の環境評価によって比較検討し、その特徴と環境整備上の課題を検討したものである。先進地域の都市として市川とウエリントンを、発展途上地域ではアンカラ、マニラ、メキシコシティを研究対象都市とし、同一フォーマットのアンケート調査を実施した。居住者の属性から都市社会の特徴を比較すると、先進地域と対照的に発展途上地域では世帯規模が大きく乳幼児などの災害弱者が多い一方、昼間も家庭(住宅)に誰かは居る世帯が多く、近隣関係も緊密である。職業的には、先進地域ではサラリーマン(雇用者)の割合が高いが、途上地域では自営業が多い。わが国の大都市郊外居住地の典型といえる市川では、核家族化、昼間の不在家庭の多さ、近隣関係の希薄さが相対的に高いことが特徴的である。住宅規模ではまた、わが国の住宅規模の狭さが著しい。地震災害に対する意識では、建物の破損倒壊を最も危惧する諸外国に対し、わが国では地震に起因する火災の発生を最も恐れている。居住地環境の災害時安全性評価と日常的居住性評価は、ともにわが国の居住者評価が最も低く、ウエリントンが最も高く、発展途上地域の三都市はその中間に位置する。国際比較によって、わが国の大都市における居住環境整備と防災まちづくりへの動機付けとなる居住者の環境評価における不満をみると、防災まちづくりからは市街地の不燃化・耐震化・安全な宅地の造成を含む災害に強い基盤の整備と近隣共助関係の形成の必要性を、同時に日常的環境性においても細街路整備と公園緑地整備を中心とした基盤整備の必要性を示唆している。発展途上地域では、社会階層とともに市街地環境に地区間の格差が大きく、とくに社会経済的に低位にある居住地区の環境劣悪さが災害時の脆弱さにつながっている。我国よりも強固な近隣関係を基礎に、こうした地域での環境整備と、開発規制管理の強化が望まれる。, An understanding of how citizens assess their own living environment，and how they evaluate the risk of disasters are important issues in urban improvement through the reduction in vulnerability to disaster. In this study we investigated the citizens' awareness of disaster risks，their evaluation of their living environment，and their attitudes to disaster prevention. This carried out using the same quetionnaire in sellected residential districts of the following cities : Manira，Ankara，Mexico-city，Wellington，and Ichikawa in the Tokyo metropolitan area. The vulnerability felt by citizens in developing countries can be compared with that felt by residents in developed nations. 1) Generally speaking，there are vulnerable aspects in developing countries，even in large cities there : Households with a large number of infants or sick people and in addition，buildings with insufficient reinforcing to withstand earthquakes. 2) Delays in both economic development and the diffusion of disaster-preventive engineering technology are likely to aggravate the risk of direct material damage in developing countries. Material damage，such as building collapses，in creases the loss of human life. 3) Large cities in developing countries are not formed out of a “society of those employed by major enterprises” where people live in one part of the metropolitan area and commute to their place of employment in another part. Despite the sizable influx of people into the cities in the developing countries，the mobility within such cities is far lower than in developed countries. Most residents stay in their neighborhood all day. On the other hand，this closeness of community relations helps the residents to cope with disasters，in some cases to the same extent as communities in developed countries excepted in Ichikawa，where the mobility is highest and the community relations are wearkest among the above five cities. 4)In both developing and developed coutries，urban areas with poorer living environments are those most vulnerable to disasters. An effective disaster plan will be one which combines a reinfocement of safety in urban areas together with an improvement in the living environment. In other words，the steps to be taken to prevent disasters in urban areas are not specialized ones，but are those which are integrated with improvement and development of the living environment as assessed by the residents themselves.

兵庫県南部地震の死傷者に関するデータを収集し、筆者らが蓄積してきた知見に照らして概略的な分析を試みた。分析の結果、つぎの点が明らかになった :1) 老朽化した木造建物の倒壊は、死亡事故の誘発性において関東地震の当時と変わりのない高さを有していたこと、2) 老朽化した軸組構造の木造建物が倒壊したとき、閉じこめられた居住者を生存状態で救出できる可能性が高いのは、地震の発生から24時間程度に限られること、3) 木造建物の焼失は多くを数えたが、火災の広がりは、広域避難の失敗による多数の焼死者を発生させるまでには到らなかったこと、4) 負傷者発生率は、1960～1980年代に発生した地震のデータから求めた「震度と負傷者発生率」の関係を単純に外挿して求めた結果と調和的であること。, Collecting data from the 1995 Hyogo-ken Nanbu earthquake，we discussed the macroscopic nature of human casualty in the disaster to clarify: 1) Collapses of deteriorated wood-frame buildings were as lethal as collapses that occurred in the 1923 Kanto earthquake; 2) In the collapse of traditional wood-frame buildings in Japan，similarly in the collapse of masonry buildings，high live-recovery rates of trapped occupants can be expected only for the first 24 hours after an earthquake; 3) Mass casualty in evacuation from earthquake-generated fires did not occur in the 1995 earthquake，where the number of burnt-out buildings in a fire-spread did not exceed 3,000. This fact is consistent with experience in the Kanto earthquake，where deaths in evacuation occurred only in fire-spreads having more than 3,000 burnt buildings; 4) Injury rates observed in the 1995 earthquake were consistent with those estimated on the basis of data corrected from past earthquakes in Japan for the last 30 years.

はじめに、被災国の所得水準と死者数を説明変数として、被害額を評価する経験式を構成した。つぎに、構成した経験式を利用して、被災国の経済に与える地震被害の影響が経済成長の初期段階にある国々で大きくなる傾向を明らかにし、途上国の経済発展に内包される災害脆弱性の高まりについて述べた。, On the basis of disaster data collected from an existing earthquake catalog，we derived an empirical equation to correlate the per capita GNP of an affected country with the damage amount in an earthquake normalized by the number of deaths. The equation was applied to examine the relationship between per capita GNP and the rate of damage to an affected country's GNP. The result suggested relative economic vulnerability to earthquakes in developing countries having threshold economy.

At 20:57 and 23:09 local time on the 5 March 1987 locally destructive earthquakes of Ms=6.1 and 6.9 shocked the northeastern part of Ecuador. The name Ecuador means the equator in Spanish, and Quito, the capital of this country, is located just 15 km south of the equator. Ecuador is approximately the same size as Japan except for the island of Hokkaido, and its population is approximately 9.4 million. Lt was primarily an agricultural nation until petroleum was discovered in the western Amazon area in 1972. Even with the substantial reduction in the price of petroleum in 1986, 45% of its total exports constituted petroleum. At present, exports other than petroleum consist of agricultural products such as bananas and coffee. Because of damage to its petroleum pipeline, (a major source of the nation's wealth) caused by the many landslides that took place after the 5 March 1987 earthquakes, Ecuador now has an international debt of 9 billion dollars that is a serious burden on its economy. Structural damage done by the earthquake ground motion was slight because the events took place in a mountainous area 80 km east of the comparatively dense populated central basin. The major damage was from landslides and flooding. Flooding occurred several hours after the earthquakes following the collapse of natural dams formed by sliding rocks and soil that barricaded rivers. The Nagano Prefecture-Seibu earthquake of 1984 in Japan had damage characteristics similar to those seen in Ecuador. The number of dead and missing people resulting from the Ecuadorean earthquakes is estimated as being several hundred to several thousand. The Japanese government dispatched a team of three experts (one each from the Ministry of Foreign Affairs, the National Land Agency, and the Japan International Cooperation Agency) to Ecuador to do earthquake reconnaissance. Our group was sent independently by the Ministry of Education. Culture and Science to survey the damage done by these earthquakes and was at the site from April 23 to May 7. The earthquakes occurred along the west foot of the volcano named Reventador, 80 km east of Quito. Damage caused by the earthquake can be roughly divided into three categories. The first was damage to the oil pipeline and to roads by massive slope slides that occurred over an area several kilometers square on the slopes of Mt. Reventador, rather, than by the shocks of the earthquakes themselves. The second was damage to bridges and the oil pipelines produced by river flooding because of the breaking of natural dams that had formed from the influx of slide material from the volcano’s slope. The third was the collapse of houses caused by ground motion. We could not reach the area where most of the serious slope slides occurred using surface transportation because of the severe damage to roads and bridges. Therefore, we made our survey by helicopter The survey of damage to houses was made by truck because inhabited areas were not close to the area of severe slides and were accessible by truck.

日本では毎年多くの自然災害が発生している．高等学校地理A の教科書では2009 年3 月告示の新学習指導要領から「自然環境と防災」が導入され，日本における自然災害について自然環境との関連で扱われるようになった．自然災害は自然現象が人間社会に被害を与えることにより発生する．自然災害学習では，自然環境の特色という視点からだけでなく，被害の大小を規定する人間社会側の要因も含めて教えることが重要である．そこで本研究では，自然災害に与える人間社会の影響を学習することを目的とした教材の作成を試みた．まず日本における自然災害の特徴を概観するための教材として，過去約100 年間の大規模な自然災害に関する年表を作成した．この年表を用いることにより，自然災害の発生や規模が社会的条件に大きく左右されることを学習させることができる．次に，日本のどの地域でも起こりうる自然災害の一つである地震災害を取り上げ，人口密度や住宅密集度などの社会的条件が地震災害の大きさに影響を与えることや，地震災害のしくみを理解させるための図表を作成した．本研究で作成した図表は，人間社会に自然現象が作用して自然災害が発生することの理解を深める教材として有効であると考える．
