Grassland ecological security is not only related to the construction of ecological security barrier in the north of our country and the process of green revitalization in ethnic areas, but also the most important part of the construction of key ecological projects such as "Three north". Grassland has dual functions of production and ecology. It is necessary to reduce the over-dependence of traditional animal husbandry on grassland resources for grassland ecological protection, at the same time, the contradiction of ecology, production and life should be solved. We should attach great importance to forage safety in pastoral areas, rectify and perfect the links of natural forage production and circulation, effectively reducing herdsmen's forage expenditure and realizing the "human-grass-livestock" dynamic equilibrium are the key measures to solve the grass-livestock conflict in pastoral areas and to implement key ecological projects such as "Three north" in pastoral areas. Building beautiful and livable rural areas and improving the living conditions of farmers and herdsmen is one of the important contents of China’s rural revitalization strategy. Among them, the “toilet revolution” in rural pastoral areas is of great significance for improving the living environment in these areas and promoting the strategy of rural revitalization. However, through investigation, it was found that the “toilet revolution” faced many practical problems in the promotion and implementation process in border pastoral areas, such as difficulty in promotion, insufficient play of the main role of farmers and herdsmen, lack of basic conditions, unscientific mode selection, poor practicality, and low utilization rate. With a historic victory in the war on poverty alleviation, our anti-poverty strategy will shift towards consolidating the gains made against poverty and alleviating relative poverty. Pastoral area is a special area with high overlap among grassland area, border area, ethnic minority inhabited area and relatively poor area, based on the resources endowment, cultural environment, industrial characteristics and the principle of adapting to local conditions, the factors and their characteristics should be analyzed, establishing a long-term mechanism to alleviate the relative poverty in pastoral areas, consolidating the results of poverty eradication and linking up the rural revitalization strategy are the decisive factors for pastoral areas to get rid of poverty and achieve the goal of common prosperity on schedule. Effective settlement of social conflicts and disputes is a basic activity to restore the normal relationship between social subjects and maintain social harmony and stability. With the rapid development of economy and society, the civil conflicts and disputes in the traditional pastoral areas of Inner Mongolia are becoming more and more complicated, diversified and normal, the grassland disputes are characterized by large quantity, long time span, complex situation and great difficulty in handling. At present, the mechanism can be divided into two parts: the official system and the folk power, but it needs to be further improved. We should speed up the construction of grass-roots legal system in pastoral areas, combine the folk forces and social organizations, it is a key measure to prevent and resolve grassland disputes effectively by source prevention, front-end solution and pass control.
