Fujisan didn’t become the object of the Cultural Landscape in the conventional methods. But many people are recognizing Fujisan as the Cultural Landscape. Therefore, solution of this inconsistency between systems and recognition is needed. The author studied about this theme by means of Historical research methods, and pointed out the importance of historical relations between 25 sites which reflect the essence of Fujisan’s sacred and artistic landscape.

Miyajima (Itsukushima) Island, Hatsukaichi City, Hiroshima Prefecture, is a protected area that serves as the core and buffer zones of Itsukushima Shrine, a World Heritage Site. The Dondon-gawa River on Miyajima Island has its upper stream located on a mountain slope and flows through the town area. A dam is planned to be built on the river to prevent erosion. Since the construction of the dam will involve removing forest and will also affect the plants on the forest floor, we investigated vascular plants to evaluate the species composition and distribution in the planned dam construction area. We confirmed the presence of 124 species (１ lycopod, 12 ferns, 102 angiosperms, and ９ gymnosperms; including both native and naturalized species). Some specimens were unidentifiable by morphology because of dwarfing and unconfirmed flowering due to deer browsing and therefore required DNA barcoding for identification. We also found in the forest bed some rare species listed in the Red List of Hiroshima Prefecture. Consideration should be given to the dam's location for the conservation of these species, together with an assessment of the environmental impact of the dam's placement.

The purpose of this study was to examine whether walking on a World Heritage pilgrimage route, Kumano Kodo, provided tourists with awe-inspiring experiences. An open-ended questionnaire survey was conducted for participants in the masters sport event (i.e., the Nenrinpic Kinokuni Wakayama 2019). A total of 85 people took part in either the Kumano Kodo daytrip or overnight guided tours after their competitions, and 40 tourists provided useable data. By using a deductive coding approach, 13 tourists’ responses were coded into (a) vastness and/or (b) retrospective/perspective moments. Vastness related to both physical and natural aspects of Kumano Kodo, while retrospective/perspective moments reflected the history and culture of Kumano Kodo. These awe-inspiring experiences appeared to facilitate cognitive accommodation (schema change) among the participants. These results suggested that walking on Kumano Kodo provides tourists with extraordinary experiences that are not attainable from walking in an everyday life. Understanding awe-inspiring experiences will play a pivotal role for outdoor sport tourism development in Japan after the international sporting events (e.g., the Olympic and Paralympic Games Tokyo 2020).

Since the formation of the modern state, the cultural products of each country have been protected as cultural properties by either domestic laws or nations' respective customs frameworks. The purpose of this paper is to examine how they change as a result of international cultural property protection systems, such as the World Heritage Convention, as well as what impact the participation of new ratifying countries will have on the World Heritage Convention itself. To that end, Section 2 considers the process of Japan's ratification of this convention, analyzing the minutes of the Diet. Next, Section 3 considers the process leading to the "Nara Conference," where discussions regarding the authenticity of "wooden architecture" were held immediately after Japan ratified the World Heritage Convention, as well as discussions regarding the interpretation of the authenticity of cultural properties. Section 4 analyzes the process by which Hiroshima's atomic bomb dome is inscribed as a World Heritage Site, while also showing the changes in cultural property protection administration that have taken place in Japan. Finally, Section 5 analyzes the process of the campaign to nominate the former Shizutani School as a World Heritage site, while also clarifying the actual situation regarding how the category change of cultural assets is promoted strategically. Based on the results, it became clear that the institutionalization of international cultural property protection encourages exchanges with other cultures as an inevitable consequence of the changes in the value standards of each culture., 近代国家成立とともに、各国の文化的生産物は、文化財として国内法あるいは慣習によって保護されてきた。本稿では、世界遺産条約といった国際的な文化財保護制度の枠組みが浸透するなかで、それらがいかに変化するのか、また、新たな批准国の参画は、世界遺産条約にいかなるインパクトをもたらすのか、という問題について考察することを目的とする。そのために、まず、2節では、日本が世界遺産条約に批准するプロセスについて、国会議事録等を資料として考察する。次に、3項では、日本が世界遺産条約に批准してすぐに開催された「木造建築」のオーセンティシティを議論する「奈良会議」に至る経緯と、そこで議論された文化財のオーセンティシティの解釈について考察する。また、4項では広島の原爆ドームが世界遺産に登録されるプロセスを分析し、日本国内の文化財保護行政の変更点を示す。さいごに第5項では旧閑谷学校の世界遺産登録運動のプロセスを分析することで、戦略的に文化財のカテゴリー変更が推し進められる実態を明らかにする。以上のことより、国際的な文化財保護の制度化は、他者の文化との交流を促すため、不可避的に各文化の価値基準の変化を引き起こすことが明らかとなった。, 本稿は、2018年度-2019年度科学研究費助成事業・研究活動スタート支援「世界遺産制度が地域の文化財保護におよぼす影響」(研究代表者：雪村まゆみ、課題番号 : 19K20933)による研究成果の一部である。

Budapest is a capital of Hungary and the largest city in the country, housing 1,750,000 populations. The city is mainly composed of two areas; Buda district on the western bank of the Danube River and Pest district on its eastern bank. Assets composing UNESCO world heritage site, “Budapest, including the Banks of Danube, the Buda Castle Quarter and Andrássy Avenue” are literally located in both districts of Buda and Pest, and the Danube. They are diverse from the standpoint of history and geology. For example, Buda castle and Máytás church on the hilly Buda area have their origin in the 13th and the 15th centuries, and Andrássy Avenue and the Millennium Underground Railway were constructed in the late 19th century in the flat Pest district on the other hand. Some tourist attractions are found in the suburbs of Budapest. In the Danube Bent to the north of Budapest, Visegrad where royal palace was built in the 15th century and Szentendre which used to be a Serbian settlement are popular among tourists. Hollókő located to the 100 km north-east of Budapest is a small traditional Palócz settlement and is a UNESCO world heritage site. Through conducting a field work at major historic attractions of Budapest and its suburbs, this study observed that the commanding heights which used to be the viewpoints of rulers have transformed into popular viewpoints which also attract tourists. From the standpoint of traffic system, needless to say, public traffic services such as train , trams and buses play important role as a whole.

本稿では、足立喜六著『長安史蹟の研究』掲載の20世紀初の西安の古写真と最近十年間に筆者が撮影した写真とを比較し、中国・西安における史蹟保護状況の変化と現状について論じたい。主に秦代から唐代までの史蹟を対象とする。１「秦代の史蹟」では①咸陽宮②阿房宮③秦の始皇帝陵、２「漢代の史蹟」では①前漢長安城未央宮前殿遺跡②天禄閣遺跡③茂陵と霍去病墓④漢代陵墓と遺跡保護、３「唐代の史蹟」では①大明宮含元殿②太液池蓬莱亭③曲江池④宝慶寺、４「その他の史蹟」では①文廟と碑林②迎祥観と景雲鐘③大清真寺④西安城壁⑤五丈原を分析する。世界遺産「シルクロード：長安－天山回廊の交易路網」の一部として登録された史蹟は遺跡公園として整備され、信仰の場として機能している史蹟は100年の時間を経ても変わらないものもある。その一方で郊外にある皇帝陵では遺跡破壊がおこなわれるなど、史蹟・遺跡による保護状況の「格差」が顕著になっている。

本研究は、平成30年度に採択された長崎国際大学国際観光学科共同研究の一環として実施した、中国西北域の博物館、遺跡、史跡、世界遺産などの調査結果に基づく論考である。本年度は陝西省西安市及び河南省・河北省に焦点を絞り、当該地域の博物館、大学博物館、遺跡、世界遺産などを調査し、中国における博物館の観光活用とその対策についての分析を行った。中国の博物館は近年急速に発展を遂げており、映像展示技術や諸建築物をはじめとして日本の博物館を凌駕する点も多々見られる。それと同時に中国の観光整備も進み、観光客に対して過ごしやすい環境が整い、地元住民の意識も変化してきたと言える。このようなことから、中国における博物館の観光活用と観光に対する意識の動向を明らかにすることを目的とする。なお、当所予定していたウイグル地区の調査については、一時暴動が発生し治安上の観点から、調査地を河南省と河北省に変更したものである。

Although Japan has been a member of UNESCO since 1951, it only joined the 1972 UNESCO World Heritage Convention in 1992. Amid an economic recession and the overhaul of its internal territorial system, Japan tried to develop international cultural tourism on its territory to revive its economy. UNESCO and its labels seemed to be an extremely useful means of attracting a new public of foreign travelers. Through a historical and legal analysis, we will study how Japan has protected its culture, to make it a major tool of its domestic tourism policy. We will analyze the results of public policies through the example of the prefecture and city of Nara in Japan.; Le Japon, bien que membre de l'UNESCO depuis 1951, adhère à la Convention du patrimoine mondial de l'UNESCO de 1972 seulement en 1992. En pleine récession économique et refonte de son système interne territorial, le Japon tente alors de développer le tourisme international culturel sur son territoire afin de relancer son économie. L'UNESCO et ses labélisations, semblent alors être un moyen extrêmement utile pour attirer un nouveau public de voyageurs étrangers. À travers une approche historique et juridique, nous allons étudier comment le Japon a protégé sa culture, pour en faire un outil majeur de sa politique touristique domestique. Nous analyserons les résultats des politiques publiques à travers l'exemple de la préfecture et ville de Nara au Japon.; 日本は1951年にユネスコに加盟しましたが、1972年のユネスコ世界遺産条約に加盟したのは1992年のことでした。日本は、経済不況と内政制度の見直しの中で、経済を活性化させるために、領土内の国際文化観光を発展させようとしている。ユネスコとそのラベルは、新しい外国人観光客を呼び込むのに非常に効果的な方法です。日本がどのようにして文化を保護し、国内の観光政策の主要なツールとしてきたかを、歴史的・法的な分析を通して学びます。日本の奈良県と奈良市を例に、公共政策の成果を分析します。

本研究では，2015年4月に発生したゴルカ地震（ネパール地震）から3年半後における復旧状況を調査したので報告する。筆者らは，2018年11月に現地に赴き，カトマンズ渓谷のカトマンズ及び周辺都市部の調査を行った。カトマンズ市内は建物被害が少なく復興が早かったものの，カトマンズ市外の都市では今なお多くの場所で住宅再建が続いていた。世界遺産であっても，寺院の再建が進行中であったり，崩壊したまま放置されている建物もみられた。住居建物の建築資材を調査した結果，都市部における殆どの建物は，焼成レンガ・日干しレンガとRC造の柱・梁で構成されていた。ネパールでは，家族が複数世代で居住し，その都度住居の上階を増築する行為を行っていることがわかった。このような建築行為が，地震による被害を増幅させたと予想される。

本稿は2016～2017年度の2年度に亘り実施した、板垣・落合・三浦の共同研究第2回目、大理市の調査結果をもとに考察を試みたものである。雲南省を代表する2大観光地となった麗江市と大理市は、そのまま野外博物館としての存在感を示し、また世界遺産登録の有無に関わらず世界各地から多くの観光客を集める中国有数の観光地として脚光を浴び続けている。今回の調査では、いにしえ隆盛を極めた大理市古城地区が、古鎮として当時をしのぶ姿を今日にとどめている現状、世界遺産登録が日本人観光客の観光目的化に及ぼす影響、地元民の文化としての「食」が、観光のまなざしを受ける中でどの様に変容したのかや持続的な「食」の伝統保持等の視点をもとに論究したものである。

本報告では，観光雑誌・ガイドブックとして知られている「旅」や「るるぶ」の文字情報や写真情報を活用しながら，1993年に世界自然遺産に登録された屋久島の観光イメージの変遷を明らかにした。その結果，時代ごとに観光地「屋久島」のイメージが変化してきたことが明らかとなった。1950年代には秘境としての屋久島が強調され，山域よりも里の暮らしなどが観光資源と表現されていた。国立公園に編入された時期を除いて，1980年代までは里の温泉や滝が主要な観光資源として頻繁に写真などにも掲載された。しかし 1990年代以降になり，世界遺産登録も一つの契機となり，観光イメージの中心が，縄文杉や白谷雲水峡といった山域に移行した。とりわけ近年は，エコツーリズムを活用した新たな観光形態が紹介されるようになる。例えば，太鼓岩やウィルソン株のハート形の空洞などに代表される新しい観光資源が誕生し，観光地「屋久島」イメージの変化にも影響を与えていた。こうした観光地のイメージ変化をもたらす要因として，観光発展の初期の段階では，観光地へのアクセスが大きく影響しているものと考察された。そして飛行場といった交通機関や道路環境や木道といった登山道整備が改善される中で，アクセスが容易となり，山岳記事が少しずつ増えていったと考えられる。山岳記事が増える中で，大衆観光地化やエコツーリズム産業の発展も進み，観光雑誌・ガイドブックの出版社側も新たな情報の更新を繰り返してきた。ただしこうした迅速な観光資源化は，コンフリクトを生み出してきた。持続的な観光発展のために，行政側が提供する観光情報を検討する時期に来ている。, This paper clarifies the chronological changes in promotional tourism images of Yakushima Island as a tourist site, designated as a world natural heritage site in 1993, using textual as well as visual information for photos published in Japanese travel guidebooks, such as "Tabi" and "Rurubu." This study found that the images of Yakushima have changed across the ages. In the 1950s, Yakushima's images emphasized its remoteness and local livelihoods, which were favored as tourism resources over its mountainous areas. Photos of hot springs and falls adjacent to the seashore were frequently picked up until the 1980s except for the age (around 1965) mountainous area of Yakushima Island was designated as a part of a National Park. After the 1990s, however, the main tourism resources in Yakushima shifted to the mountainous areas, such as Jomon-sugi Cedar and Shiratani-Unsuikyo. Recently, other tourism resources related to the ecotourism industry, such as Taiko-Iwa, known as Drum Rock, and Wilson's stump, with its heart-shaped cavity, were newly exploited. These newly developed resources had a strong influence on changing images of Yakushima.There are several reasons the images of Yakushima have shifted over time. In the early stages of tourism development, limited means of transportation to Yakushima Island and to its mountainous areas critically affected the production of tourism images. Development of infrastructure, such as an an airport, roads, and footpaths, enabled visitors to Yakushima to venture into its mountainous areas, and articles in tourism magazines focusing on the mountainous areas gradually increased as a result. Disclosure of information about the mountainous areas led the penetration of mass tourism and the development of the ecotourism industry in Yakushima. With this increase in interest in the mountainous areas, publishers repeatedly updated their tourism magazines with newly found Yakushima information. However, the quick commodification of natural resources might cause conflicts, including issues of overuse and of alpine accidents. Public authorities must consider to what extent information about the mountainous region should be disclosed for the purpose of sustainable tourism development in Yakushima.

本稿では、観光をテーマにした国際政治学の構築へ向けた一つの試論として、世界遺産制度をめぐる国際政治を取り上げ、その態様を掴むとともに関わる諸要因を明らかにする。まず世界遺産の制度の歴史と現在の状況を概観する。次に、国際政治学の既存研究から、世界遺産をめぐる国際政治において注目すべき要因を整理する。最後に、いくつかの事例を取り上げながら、世界遺産をめぐって起きてきた政治的対立を整理・検証し、どのような要因が関わっているのかを明らかにする。

application/pdf, 持続可能な開発とは「将来世代がその必要を満たす能力を損なうことなく、現代世代の必要を満たすような開発」と定義される概念であるが、近年、特に国際法学の領域を中心に、持続可能性を確保するためには文化や文化多様性への配慮が必要であると主張する見解が顕在化しつつある。本稿は、こうした持続可能な開発と文化をめぐる近時の議論動向を念頭に置きつつ、持続可能な開発の中核的構成要素であるとされる「世代間衡平」の概念を、文化多様性保護の領域に応用・拡張することを試みるものである。具体的には、国際法学の領域において同概念に早い段階で着目し、これを理論化した先駆的論者であるイーディス・ブラウン・ワイスの一連の議論と、文化多様性の保護・促進を主要な任務の一つとする国際機関であるユネスコ（国連教育科学文化機関）の実行とを相互に照応させながら、従来自然環境保護の領域で論じられてきた世代間衡平の問題を文化多様性保護の領域に応用・拡張する際に留意すべき課題が検討される。

This paper determines the 72 world industrial heritage in the scope of The World Heritage List. This study used the method of mathematical statistics, spatial structure analysis and space-time analysis to explore spatial structure and determinants of World Industrial Heritages. Through the spatial structure analysis of world industrial heritage, it is found that the spatial distribution is not balanced. Through the space-time analysis of world industrial heritage, we find world industrial heritage space distribution in Europe and Asia has some large fluctuations at different times. Especially in recent years, the number of Asian World Industrial Heritage has increased dramatically, it provide an important guide and opportunity for Asian World Industrial Heritage will become World Heritage. Based on the above verifications, the spatial distribution characteristics of world industrial heritage are influenced by industrial revolution, concept of industrial heritage protection and international speaking right.

北海道・北東北の縄文遺跡群は世界遺産への登録を目指している。各地の取り組み のインタビュー等を行った。webサイト、ガイドブックが作られ、ガイドの育成、発 掘や土器野焼き等を行う観光商品の販売等がされている。 加えて３つの調査を行った。首都圏（ツーリズムEXPO来場者調査）における縄文 遺跡群の認知度は「三内丸山遺跡」でさえ3人と1人と低くなっていた。業界・プレス の認知度も高くなく、業界・プレスに焦点をしぼったPR活動が求められる。 地元（函館での縄文文化関連イベントの来場者調査）では世界遺産を目指している ことをおおよそ知っており、近隣の関連施設に行っている。取り組みに参加したいが していないが2割であり、参加の機会が求められる。 地元への観光客（函館での縄文文化関連施設の観光客調査）からは、施設は縄文遺 跡群と一連のものとしてとらえられていなかった。包括的につなげる仕組みが必要で ある。近隣の観光周遊はされてあり、移動手段等に改善が求められる。

本論は、中国における地域文化の観光学及び博物館学的研究であり、その独創性は観光学と博物館学の融合という点にある。中国における少数民族や観光についての研究は単独の学問領域では多くなされてきたが、観光学と博物館学の共同研究はあまりなされていない。平成28年度国際観光学科共同研究助成に「中国における地域文化の観光学及び博物館学的研究」が採択され、中国において少数民族が最多の地区で、人類学、民族学、民俗学等多岐に亘る分野の研究者が訪れる雲南省麗江と昆明を選定し、板垣・落合・三浦が共同調査したものである。麗江は1996年に地震に見舞われたが、震災後に観光産業が盛んになり、1997年には世界遺産に登録された。観光学からは麗江の観光産業とのかかわり、特に観光目的化についての解明を図った。また、博物館学からは復興による街並み整備や野外博物館の現状と課題について考察を行った。両分野に共通する地域文化資源や衣食住に関しては、現在中国で流行している「農家楽」（日本でいうグリーンツーリズム）に焦点を当て論及したものである。, The subject of this paper is tourism and museological research in regional cultures of China, and its creativity is found in the fusion of tourism studies and museology. A great deal of research has been conducted into minority peoples and tourism in China in individual fields of study, but there has not been much research joining tourism studies with museology. "Tourism and Museological Research in Regional Cultures of China" was adopted into the 2016 International Tourism Department Joint Research Grants, Lijiang and Kunming in Yunnan Province, where researchers in the fields of anthropology, ethnology, folkloristics, and many other fields visit, were selected as the sections of China with the greatest numbers of minority people, and Itagaki, Ochiai, and Miura conducted a joint investigation. Lijiang was struck by an earthquake in 1996, but afterward its tourism industry has been booming, and in 1997 it was registered as a world heritage. We attempted to clarify the relationship of Lijiang with its tourism industry from the point of view of tourism studies, especially regarding its becoming a tourism destination. In terms of museology we also conducted an inquiry regarding current status and issues of townscape maintenance through reconstruction and outdoor museums. Regarding local cultural resources and daily necessities, which relate to both fields, we touched upon focusing on "Nong Jia Le", which is currently a trend in China and equates to what is called "Green Tourism" in Japan. application/pdf, 佐渡は多くの良質の観光資源を持った場所である．その中で金銀山は文化的な価値も高く，正しく評価されれば世界遺産に値するものと考える．しかし，現在，英語での案内の充実など海外からの旅行者を意識するという点で，まだまだ改善する点が存在する．海外からの旅行者にその世界的文化価値を認めてもらうためには，上記のような取り組みは不可欠である．逆に言えば，上記のような改善を行い，一般の海外からの旅行者にその価値が評価されれば，世界遺産登録へ向けた大きな一歩となるばかりではなく，今後の観光産業にも非常に良い影響を与えるものと考えられる．そこで本稿では，過去に学生が行った研究をもとに，海外からの旅行者の評価を向上するために著者が考える提言をまとめた．本稿が佐渡金銀山の世界遺産登録に少しでも役に立てば幸いである．, Sado has many tourist resources of good quality. Especially, the Gold and Silver Mines are very interesting and so I think they should be registered on UNESCOʼs World Heritage List. However in order to do that, we should make guides in English rich. Now, there are many points of improvement for reception of foreigners, because we need to make foreigners recognize the cultural value of Sado. If we do that, and many foreigners recognize the value of Sado, Sado may not only be registered as a World Heritage site, but also develop the tourism industry in Sado, I think. Accordingly in this paper we provide some suggestions for helping foreigners recognize the value of Sado based on studies with some students. We will be happy if this paper help register the Sado Gold and Silver Mines on the World Heritage List.

application/pdf, 本論文の目的は，世界遺産の保全と観光資源として活用され観光発展に資する場合の課題と問題点を整理し，あるべき世界遺産の保全に関するガバナンスについて考察を行うことである。すべての観光地は，訪問すべき何らかの魅力，すなわち非日常的な価値をもっている。世界遺産は，そのなかでも，人類にとって普遍の価値をもつ共通の守るべき資産である。自然や文化は最初から観光価値をもっていたわけではない。ある場合は，宗教上や政治的理由から訪問が重ねられ，またある場合は，自然の幸を利用する人々の行程の結果として，さらには，伝統的環境のなかで人々に豊かな生活空間を与える交流が行われた結果であろう。理由はどのようなものであれ，現在では，これらの多くが人々の関心を惹き，人々が訪問したいと考えているのである。世界遺産は，こうして人類普遍の価値をもち後の世代に受け継がれるべき遺産となり，それを含む地域を観光地にする。世界遺産の価値を人類全体で共有することと，その価値を保全することが一方であり，他方で，世界遺産にふれるという人々の観光をめぐる活動の存在や開発，地域紛争の存在など，価値の破壊へと導くことがある。本論文では，こうした世界遺産に関する包括的な研究の一部として，世界遺産の成立の過程とそのガバナンスの仕組みを整理したうえで，観光発展との関係から課題や問題点を整理する。

当研究は､長崎県の歴史と地域社会の文化を知る観光が､日本以外の国からの観光者の対日本ｲﾒｰｼﾞに影響するかを検討する｡Ⅰでは､当研究の背景を示す｡Ⅱでは､観光者である本学科の留学生の出身国と日本の政府間関係の現状を確認する｡ⅢとⅣでは､上記留学生たちを主たる対象として行ったｱﾝｹｰﾄ調査の結果を報告する｡長崎県内での体験観光を含む研修旅行の終了後､留学生たちの日本に対する印象に､ﾌﾟﾗｽ方向の変化が見られた｡, This study considers whether tourist's experience can affect her / his image toward Japan as a host country of international tourism. This task is carried out through questionnaires answered by international (and Japanese) students who participated in a study tour conducted in 2016. The above questionnaires were conducted at beginning and end of a study tour in which the participating students visit World Heritage candidate sites, as well as being exposed to local community culture, in Nagasaki prefecture. Background of this study will be shown in Chapter Ⅰ. Inter-governmental relations affects possibilities of international tourism, as well as tourists' impression of destination country. As a preparation to consider answers to the above questionnaire, current status of inter-governmental relations, between countries where international students come from on one hand, and Japan on the other, are reported in Chapter Ⅱ . Results of the questionnaires answered by the international (as well as the Japanese) students will be reported in Chapters Ⅲ and Ⅳ. International students' impression of Japan as a host country of tourism has changed in positive direction after the above-mentioned study tour.

As of July 2016, the number of World Heritage sites is 1052. Currently, there are 20 sites in Japan. In recent time, Japanʼs interest in World Heritage sites has been growing. In particular, the Japanese government has achieved the registration of Japanese sites in the World Heritage List for four consecutive years. The purpose of this study is to clarify the process through which cultural properties is assigned cultural value by comparing it with other cultures. It focuses on the public offering of World Heritage sites that was promoted by the Agency for Cultural Affairs, government of Japan, in 2006 and 2007 and the new registration system of cultural properties that was established during the same period. According to The Asahi Shimbun, the number of articles in its regional editions on World Heritage sites has been increasing since 1996, and the first peak occurred in 2007. The reason why World Heritage sites garnered much attention among the local society is that the Japanese government decided to ask the local governments to nominate World Heritage sites in 2006. The investigation and maintenance of the cultural properties in relevant sites so as to enter them on the list is done as part of a regional development campaign. In addition, the Agency classified the sites proposed by local governments into tentative list. Furthermore, it creates new titles according to cultural landscape, industrial heritage, and “Japan Heritage” for cultural properties in Japan. In this manner, it inevitably promotes the automatic rating of such site. Critically, the process of the inscribing the World Heritage List can be considered a “chain of rating the properties”．, 2016年7月、第40回世界遺産委員会（World Heritage Committee）を経て、ユネスコ世界遺産の登録数は1052件に達した。日本においては、近年、世界資産への関心が高まっており、 4年連続で世界遺産が登録され、日本にある世界遺産の登録数は20件となった。本稿の目的は、他者の文化との比較を通じて、いかにして文化資産に文化的価値が付与されていくのか、そのプロセスを明らかにすることである。ここでは、2006、2007年に実施された文化庁による世界遺産公募と、それに続いて生じる文化資産の新たな認定制度の創設に焦点を当てる。朝日新聞の地方版における世界遺産関連の記事は1996年以降急増している。2007年に第 1次ピークを迎えるが、その要因のひとつとして、文化庁が地方公共団体に対して、世界遺産候補の公募を行ったことが挙げられる。それまでは、文化庁によって、世界遺産暫定一覧表に登録する文化資産が選定されていたが、公募を契機として、地方公共団体が地域の文化資産を世界遺産に登録するためにそれらを発見、維持するというように、地域開発に資する活動へと結びついていったのである。公募後、文化庁は応募された文化資産のなかから、世界遺産登録基準を参照しながら、暫定一覧表に掲載する資産を選定し、その他を暫定一覧表候補としてⅠa，Ⅰb，Ⅱと分類した。さらには、文化的景観、産業遺産、「日本遺産」のような新たな認定制度を創設した。このように、文化資産を序列化することは避けられず、世界遺産の選定プロセスが、文化資産の「認定の連鎖」となりうることについて、注視していく必要があると考える。, 本稿は、平成25年度―平成27年度科学研究費助成事業・基盤研究（C）「ユネスコ世界遺産に関する比較社会学的研究」（研究代表者：荻野昌弘、課題番号：25380724）による研究成果の一部である。

2013年6 月にプノンペンで開催された第37回世界遺産委員会において、雲南省南部の哀牢山脈に広がる「紅河ハニ棚田群の文化的景観（Cultural Landscape of Honghe Hani Rice Terraces）」の世界遺産登録が決定した。わたしはこの喜ぶべき一報を、世界遺産指定地域から50㎞ほど離れたハニ族の村落で手にしたが、その時点では登録決定の事実はおろか、世界遺産とは何かを知る村人にすら誰一人として出会わなかった。本稿では、そこで事態を説明する役割を担った私自身を巻き込む対話を通じて形成された、ハニ族の村落コミュニティにおけるローカルな「世界遺産」認識の一例を紹介し、さらにそこから浮かび上がる論点として、ハニ族が自らの文化をどのように概念化しているのかを検討する。 近年の中国では、文化遺産の制度的認定を求める機運がますます高まりつつある。それに呼応して学術界においても文化の資源化をめぐる議論が活発に行われおり、紅河ハニ棚田の世界遺産登録もまた、地元出身の文化研究者たちが現地政府に働きかけて声高に主導してきた申請運動が実を結んだものであった。したがって、世界遺産委員会の認めるところとなったハニ族の文化とは、少なからず政治的な戦略のもとで描かれてきた文化像を下敷きにしたものにほかならず、そこから棚田に暮すハニ族の今日的な村落生活をうかがうことは難しい。本稿では、世界遺産登録を契機として際限なく拡散されつつあるこうした「ハニ族文化」と、ハニ族が語る自らの「文化」のすれ違いについて具体的に検討していく。
