［要約］国内で初めての「新型コロナウイルス」による感染者の確認から、令和５年１月15日でちょうど丸３年となる。この３年間の経緯を事実に基づいて確認・分析することにより、当時、未曾有の事態に直面した管理職である校長が、「歴史の目撃者」として何に取り組み、何を感じたのかを記録する必要がある。次々に現場に降りかかる膨大な課題に対する「判断」の連続を支えた根拠となったものは何だったのか。そこを掘り下げることで、単なる目撃者ではなく「歴史の証言者」として、何を学び何を教訓とすべきかの輪郭が浮かび上がってくる。危機管理下における校長の適切なリーダーシップの発揮が、生徒、保護者、教職員の信頼を獲得しうる「道標」となる。そのための「決断」のヒントについて考察した。

The purpose of this study was to clarify two things exploratory and quantitatively. The first purpose was to show how the exist of key person relate to nurses' followership. The second purpose was to show how a chief nurse’s leadership and the exist of key person influenced on nurses' followership. As a result of the analysis, the following two results were obtained. Firstly, nurses' followership（ active behavior） and followership（ supportive behavior） were higher by the exist of key person statistically. Secondly, a chief nurse’s leadership and the exist of key person influenced on nurses' followership independently. So Independent model was supported. The significance of this study is to be shown that the exist of key persons who aren’t the interaction between leaders and followers, had related to nurses’ followership positively.

This paper reports the results of a study of the relationship between self-evaluation of leadership identity index and course status in the Career Design Program (CDP), as well as the validity of the developed leadership identity assessment. The relationship between leadership identity and the course status in the Career Design Program (CDP) of Ochanomizu University students was examined, and it was found that course status in the CDP nurtured and developed leadership identity, and also improved self-esteem. The validity of the developed indicators was examined and found to be generally reliable.

教員の働き方改革に関する答申が2019年に中央教育審議会から示されたが，答申からは，教育政策が「教育条件整備」から「学習条件整備」へと移行する中で教員増員は困難であること，その中で課題を解決する方向として学校組織をジョブ型に変えていく必要性が読み取れる．本稿では，このような状況下で必要とされる，組織変革のための教員のリーダーシップや意思決定の力の現状を，TALIS2018とコロナ禍で発出された学校休業要請下での教員の様子から示した．また教員の働き方の現状は，教員の労働者としての権利の問題だけでなく子どもの学習する権利保障の問題でもあることから，「子どものため」という教員文化が向かう方向の転換の必要性を提案した．

日本では少子化と労働人口の減少が進み、医療機関でも看護人材の維持・確保が急務である。看護師の職務満足を高める方法を探る目的で、職務満足とサーバントリーダーシップ、ソーシャルキャピタル、サポート、基本属性との関連を横断的に検討した。中国地方の一般病院に勤務する1059人に自記式調査を依頼し、452人から回答を得て（回収率42.7%）、看護師・准看護師からの回答449件を解析した（有効回答率99.3%）。各尺度の信頼性・妥当性はcomposite reliabilityと因子分析で評価した。職務満足を従属変数、サーバントリーダーシップ、ソーシャルキャピタル、サポートと基本属性を独立変数として多重ロジスティック回帰分析を行った。職務満足と有意に関連していた項目は、職位、ソーシャルキャピタル、上司・同僚のサポートであった。看護師の職務満足を高めるためには、職場のソーシャルキャピタルを高め、上司・同僚から手厚いサポートを提供することが有効である可能性が示唆された。, With the declining birthrate and workforce in Japan, healthcare organizations need to keep their nurses’ workforce effectively. In order to explore the ways to increase nurses’ job satisfaction, the relationship between nurses’ job satisfaction, servant leadership, social capital, social support as well as demographic factors were studied through a cross-sectional survey. A total of 1059 hospital employees were requested to answer a self-administered questionnaire and 452 responses were obtained. Among them, 449 responses from nurses were analyzed. The reliability and validity for each measure were tested by composite reliability and factor analysis, respectively. A multivariate logistic regression analysis was performed with job satisfaction as a dependent variable and servant leadership, social capital, social support as well as demographic factors as independent variables. The result showed that job position, social capital, and support from superior/colleagues were significantly related to job satisfaction. Enhancement of workplace social capital and sufficient support from superior/colleagues are suggested to enhance nurses’ job satisfaction.

Protecting sports integrity has become a very important theme in the sports domain in recent times. This study aimed to examine whether the instructor's stroke affects the achievement motive of college volleyball players. The research design was a cross-sectional study. The participants were 33 experienced college volleyball players. Data collection was conducted through a web-based survey. The outcome was the achievement motive as a proxy measure of volleyball performance, and the factor was the positive and negative strokes of the coaching they received before high school. The collected data were statistically analyzed ; the analytical model was multiple regression analysis. 校内研究の全体研究会をコア・システムとして，生徒の「主体性育成」に取組んだ。全体研究会を2 部会6 グループに分けグループ長を配置したことでリーダーシップの分散が起き，教師同士の対話活動が活性化し，学校全体で生徒を支援していく雰囲気が生まれた。また教師と生徒の対話場面を改めて設定せずとも，教師が生徒の話を聞く姿勢を大切にし，言葉かけを工夫することで，生徒の主体性は変化していくことが分かった。, 論文(Article)

教師が主体的に学び、成長していくような学校経営であるためにはどうすればよいのか。そのような学校経営はどのような過程であるのだろうか。その手がかりとなる、学校経営の規範を示す「効果的な学校」論は、①基本的な仕組み、②それが機能していくための環境、③それらを動かしていく人間の心理、から構成され、「強いリーダーシップ」・「指導力向上を導くリーダーシップ」と「期待」が重視されている。これらについて動機づけ理論の一つである、期待―価値モデルの一角を担うエックルスモデルを融合することにより、「期待」の過程をみることが可能となる。つまり、管理職から教職員に対して、教職員がもつ目標において、「アイデンティティ、短期目標、長期目標、現場の姿、自分の能力に対する認識」といった働きかけが行われ、組織の力を高めているという視点が得られる。 「効果的な学校」と目される学校の教職員に質問紙調査を行い、その記述について形態素解析を行ったところ校長から、そのような働きかけを受けていることが明らかとなった。また、優れた学校経営を行っている校長職の認識においては、「期待」による人材育成が日常的に行われていると言え、教職員一人ひとりに、キャリアステージに応じた丁寧な働きかけが行われており、それらが組織としての力を高めていた。これらを踏まえると、強いリーダーシップと「期待」は一体的であるとも理解できる。 期待―価値モデルの創唱者であるアトキンソンにおいて、「期待」は主観的確率であった。エックルスはそれを社会的文化的文脈に位置づけ、子どもが学習に取組むという課題価値に影響を及ぼすものへと拡大した。本論は、さらにそれらが学校という組織と教職員にも援用可能であることに光をあてた。しかし、教師の仕事と思考は複雑であり、獲得価値、興味価値、利用価値、知覚されるコストで説明することができる子どもの学習とは異なる面もある。期待―価値モデルと「効果的学校」論の融合と深化をさらに検討していく必要がある。, What should be done to manage the school so that teachers can learn and grow independently? What kind of process is such school management? The "effective school" theory, which shows the norms of school management, which serves as a clue, consists of (1) the basic mechanism, (2) the environment in which it functions, and (3) the human psychology that drives them. "Strong leadership" ,"leadership for improving teaching" and "expectations" are emphasized. By fusing the Eckles model, which plays a part in the expectation-value model, which is one of the motivational theories, it is possible to see the process of "expectation". In other words, managers encourage faculty and staff to "identity, short-term goals, long-term goals, self-awareness, and awareness of their abilities" in the "outlook" of the goals of faculty and staff, and enhance the power of the organization. From the morphological analysis of the questionaire on teachers of the school, which is regarded as an "effective school", it became clear that the principal was working on such a thing. In addition, in recognition of the principal position of excellent school management, it can be said that human resource development based on "expectations" is carried out on a daily basis, and each faculty member is carefully encouraged according to their career stage. And they were increasing the power of the organization. Based on these, it can be understood that strong leadership and "expectations" are one.In the model by Atkinson ,who is the creator of the expectation-value model, "expectation" was a subjective probability. Eccles placed it in a socio-cultural context and expanded it to influence the value of the task of children engaging in learning. This paper also sheds light on the fact that they can also be used by schools and teachers. However, teachers' work and thinking are complex and differ from children's learning, which can be explained by attainment value, interest value, utility value, and perceived cost. Further consideration is needed to integrate and deepen the expectation-value model and the "effective school" theory.

The current research on the collaboration between humans and AI is still stuck in the division of labor, ignoring the value of humans themselves. Therefore, this study puts forward three viewpoints. First, the essence of collaboration between humans and AI is not just the division of labor between humans and AI. Human beings need to play their own value and find the meaning of work in an environment suitable for work. To achieve this goal, Supporting Nurturing Leadership is playing an active role. Second, on the side of support, leaders need to take the two actions of offering to members, and showing appreciation, to create a labor environment suitable for them to work. Third, on the side of nurturing, leaders need to promote their ability to act quickly, as well as develop their rich creative power. Through these two actions, they can be motivated to bring out their values as human beings themselves. At the same time, leaders need to take the two actions of building careers for their members and helping them realize their vision so that they can find meaning in their work.

The purpose of this paper is to understand the actual situation of leadership from a questionnaire survey, focusing on the concept of empowerment in Taiwanese companies. The questionnaire targeted 234 respondents and was collected from 205（87.6% response rate）. This paper presents the results of the primary tabulation of the collected data.

In order to understand dynamic capability theory, which is one of the very important business concepts in the era of the fourth industrial revolution, this study builds a relatively complete dynamic capability system from two situations based on the collation and induction of existing literature. The first situation is to clarify four different types of abilities formed by the four classes corresponding to the three elements of capability. The second situation is to clarify type of strong dynamic capabilities that are needed in the era of the fourth industrial revolution and the three micro-capabilities that it plays in practice, which are the continuous, creative and transformational capabilities of the enterprise. This study wishes to emphasize two points. First, these three capabilities must be used in conjunction to be most effective. Second, the strong dynamic capabilities of the enterprise in the era of the fourth industrial revolution are based on its strong operational capabilities （core capability） and weak dynamic capabilities （smart capability）, and they are indispensable. If the emphasis is only on developing the capability of a company to respond to changes in the environment, without core capability or core business as a fulcrum, from a long-term perspective, there are huge risks for enterprises.

研究成果の概要 (和文) : 管理職は多様な部下のマネジメントに際し、個としての部下の力の発揮を目的とする個人に焦点を当てたコミュニケーションと、チームとして目標達成を目的とするチームに焦点を当てたコミュニケーションという、２つのバランスを考慮したコミュニケーションを行っていた。個人に焦点を当てたコミュニケーションでは、部下のニーズを理解し、部下間の格差や仕事上の問題を取り除くことが重視され、チームに焦点を当てたコミュケーションでは、部門の方針・価値観を部下全員が共有することが重視されていた。多様な部下のマネジメントでは、個々で異なる部下への対応に注目が集まるが、チームとしての方針や価値観の共有の重要度も高い。, 研究成果の概要 (英文) : When managing diverse subordinates, managers used a combination of two levels of communication: individual-focused communication aimed at enabling each subordinate to achieve his or her full potential, and team-focused communication aimed at achieving results as a team. In the individual-focused communication, managers emphasized understanding the needs of individual subordinates and removing factors that could lead to subordinates' disadvantages or subordinates' work problems.On the other hand, in team-oriented communication, managers emphasized the importance of team cohesion and the sharing of team policies and values by all subordinates, based on the premise that subordinates are diverse. In managing diverse subordinates, the discussion centers on how to deal with each individual subordinate who is different from the others, but it is also important to bring together a team that is at high risk of lacking cohesion by sharing values and policies.

厚生労働省は、2021年度からの社会福祉士及び精神保健福祉士養成課程のカリキュラム改正において、アクティブ・ラーニング等実践的な演習を充実させ、多彩な現場を演習で具体的に教えるよう工夫し、現場ですぐに必要となる一般的な技能や相談援助の技術、コミュニケーション能力や対人スキルを身につけることを求めている。また、本学部の養成課程カリキュラム内容の作成に際しては、卒業生に関する職場上司によるアンケート調査において明らかとなった、「まじめで協調性を持って業務にあたる」ことができるが、「リーダーシップを発揮することができない」「課題を発見し解決することが苦手」という評価結果への対応を検討する必要がある。これらを踏まえた文献研究および現場実践者の学術指導ならびに現行演習プログラムの検証から、以下のことが示唆された。リーダーシップ力養成に関しては、事例研究において、担当ソーシャルワーカー等の役割を課すことによって、自分だったらどのように考え、支援方針を決定していくかを主体的に提示しながら、チームアプローチを取りまとめていく要素を取り入れることが効果的である。課題発見・解決力養成に関しては、「アブダクション」「帰納法」「演繹法」等の方法論を理解し、気づきや疑問を通して「法則」や「仮説」を発見する力の修得が求められる。そのうえで、実際に地域に出向いて起きていることの背景を考え自ら課題を発見し、地域住民からのアドバイスを受けながら、課題解決を実践することが効果的である。また、現行の演習プログラムは、ミクロからメゾ、マクロにわたるシステム連動を意識した地域課題の発見過程において、ソーシャルワークの価値規範の理解と、倫理的な判断能力を醸成している。以上のことから、今後、現行プログラムの課題発見型の有効性を課題解決力養成に繋ぎ、その過程においてリーダーシップ力修得の要素を取り入れた演習プログラムを構築する必要性が明らかとなった。, As of 2021, the revisions to the training program curriculum for certified social workers and psychiatric social workers by the Ministry of Health, Labour and Welfare seek to enhance practical training such as active learning, to devise concrete ways of teaching about the various settings through practice, and to have students master the basic skills and consultation assistance techniques, as well as the communication and interpersonal skills that quickly become necessary on the ground.As we develop the content for the training program curriculum in our faculty, it is important to consider the results of a survey given to supervisors regarding the job performance of our graduates, which showed that although these graduates “approach their work with a spirit of cooperation,” they are “unable to demonstrate leadership” and are “not good at identifying and solving problems.”On the basis of related research literature, academic guidance from practitioners in the field, and an examination of our current training program, we have identified the following implications.Regarding the cultivation of leadership abilities, it can be an effective approach to assign roles such as that of social worker in charge of students in case studies and incorporate elements of a team approach while proactively sharing their own thoughts on the issue and how they would proceed with a support plan. As for cultivating the ability to identify and solve problems, it is necessary for students to understand methodologies such as “abduction,” “induction,” and “deduction,” and to be able to discover “laws” and “hypotheses” through their own questioning and discovery processes. Once students have acquired these abilities, it is useful for them to actually go to the communities, to consider the background to what is happening, to identify for themselves what the problems are, and then to take action to solve problems while taking advice from the local residents. The current training program helps students to cultivate an understanding of the values and norms of social work and an ability to make ethical judgments, through the process of identifying community problems using an integrated system spanning micro, meso, and macro levels.Therefore, it will henceforth be necessary to link the effectiveness of the problem-identifying approach in the current program with the cultivation of an ability to solve problems and build a training program that better incorporates the acquisition of leadership skills in that process.

職場で重要だと考えられる能力を、全国の就業者に対するweb 調査で明らかにした。その際に、①職場で必要とされる能力、②上司の能力、③職場全体の能力、の3つを測定した。旧来から日本企業が得意にしてきたと考えられる“現実の”能力については、上司や職場に必要とされるよりも高い能力を持っていることが示唆されたのに対し、語学力や異文化への適応力など、国際化によって新たに必要性が高まったと考えられる能力については、“現実の”能力と“必要とされる”能力の高さに有意な差は認められなかった。現状では、実際の職場において、新たに要求されていると考えられる能力は旧来から必要とされていた能力の高さにまで追いついていないとも考えられる。

学校において管理職のリーダーシップの下、学校マネジメント機能を強化することが重要視されている。本研究では事例分析をもとに、学校現場におけるリーダーシップとマネジメントの実際を明らかにし、効果的なリーダーシップ及びマネジメントのあり方を探究することを目的とした。限られた事例であったため、リーダーシップあるいはマネジメントの実際を明らかにすることはできなかったが、モチベーションを高めるための方策として教職員が自律的に取り組める環境を整えること、教職員一人一人がマネジメントに参画することが効果的であることがわかった。ただ、先行研究にはリーダーシップとマネジメントの違いに言及するもの、両者の概念が混在したもの等様々なとらえがあり、その用語の妥当性を見出すことが難しかった。また、リーダーシップと教職員のモチベーションが揺れ動くバランスの中で状況に依存しながら変化している様子を的確に表現することも困難であったことが研究を進める上での課題となった。リーダーシップもマネジメントも唯一最善の理論があるわけではなく状況に左右されるものであるとするならば、今後も理論に照らし合わせながら、実践を通じて自らのリーダーシップの持論を探究することで、学校現場において効果的なリーダーシップとマネジメントのあり方を模索していきたい。

2020年4月に、ラテンアメリカでの新型コロナウイルス感染症（COVID-19）による政治･社会的影響について報告書を出したブロフィールド（Merike Blofield）らによれば、COVID-19の厄災は、どの指導者がいかなるリーダーシップを発揮して国民から協力を引き出し、危機を打開しうるかという「政治的リーダーシップの試金石」だという。本稿ではグアテマラ、ホンジュラス、エルサルバドルの中米・北部三角地帯諸国（NTCs）におけるCOVID-19の感染状況について概観し、非常事態宣言を軸とした各国の政策対応について確認する。その後、今やCOVID-19拡大の第2波ないし第3波に直面する世界で、改めて求められている為政者による巧妙なリーダーシップという観点から、北部三カ国のCOVID-19下での政治状況について論じる。

新型コロナウイルス感染症が蔓延する中，医療従事者に対する心理的支援を行うことが必要不可欠である。これまでと異なる環境下において，心理的支援の形も柔軟に変化させながら，ニーズに合致した支援リソースを提供することも求められる。本稿では，まず，新型コロナウイルス感染症蔓延下における医療従事者支援の要点をまとめることを目的とした。次に，有事において，組織として行うべき支援，職場のリーダーが行うべき支援についてまとめた。さらに，組織の中で生じ得る各種課題（医療従事者としてのアイデンティティ，職場の人間関係，休職と職場復帰）についてまとめ，今後の支援活動について論考した。, With the spread of COVID-19 infection, it is essential to provide psychological support a health care worker. application/pdf, What are the effects of “memories” on the integration of community leaders? This paper discusses this question through a case study of the public housing of “Tachikawa Danchi” in Tokyo, which was rebuilt in the late 1990s, causing a reorganization of the neighborhood association. To do so, I first reviewed previous works on community leadership in Japan （Okuda 1983, 1993; Ochi 1980, 1990a, 1990b）. We will see that these theories had prominent epistemological meanings, but they could not explain how to keep leaders in an urban community. Second, I explain this problem through a case study of “Tachikawa-danchi”; I mainly present arguments about leaders who moved into “Tachikawa-danchi” after rebuilding. Theoretical findings were obtained that are related to community leaders as “mediators of memories.”

本研究は、大学生による協働学習を通じたメディア情報リテラシー（MIL）に関する自己評価を分析した。分析の観点は、（1）協働学習とリーダーシップ（「調整力・協調性」「共感的態度」及び「リーダーシップ」）（2）コミュニケーションスキル、（3）MIL及び民主的なシチズンシップの習得（「メディア・情報倫理」「基本的人権の尊重」及び「自律性」）である。協働学習の初期と終盤の2回の自己評価の内、(2)のコミュニケーションスキルを除き、全ての項目で1回目よりは2回目の方が自己評価は改善した。「調整力・協調性」「共感的態度」「メディア・情報倫理」「基本的人権の尊重」の自己評価は高い傾向があったが、「リーダーシップ」及び情報発信を含む「自律性」に関する自己評価が、相対的に低かった。
