1. 縦断研究は発達の解明にどう貢献するのか： 発見的研究のデータリソースとしての活用.

Abstract

Developmental research is a dynamic discipline aiming to clarify how and by what mechanisms various functions change over time. Longitudinal studies demonstrate their effectiveness when examining individual differences in interrelationships, including developmental changes. The idea that relationships between elements create developmental changes is also consistent with the recently developed dynamic systems theory. This paper first describes the relevant theoretical viewpoints and then discusses the challenges arising in actual longitudinal research and the potential for using longitudinal data in heuristic research. Finally, given that the current research environment makes longitudinal research unfeasible, we question whether open access could be provided to the data previously accumulated in longitudinal studies. 学術雑誌は「知識の共有」や「先取権」獲得のために存在するが、投稿・発表の際の論文審査を受けることにより、学界での評価や褒賞を受けることができる。投稿する際に雑誌を選ぶ重要なポイントは「論文審査の有無」である。また、投稿にあたっては「投稿規定」をよく読み、その雑誌の趣旨に沿った論文を作成することも重要である。近年、電子的にオープンアクセスで発表することも広がっており、このようなことも視野に入れておく必要がある。また、投稿料（APC）のみを目的とし、論文審査の行われない「ハゲタカ雑誌」には気を付けなければならない。

30. Verification of the Article about Getting Scientific Papers for Free or a Fee

application/pdf, This study aims to verify the validity of the article titled “65 out of the 100 most cited papers are paywalled.” The article is published on the website in November 2017 and it got into the news in Japan. However, we don’t know the difference between the characteristics of paywall papers and open access ones because it doesn’t explain the details about those papers. This study examines 101 articles listed in this article and clarifies the features of them. As a result, 66 of the 101 papers were paid and 35 were open access, whereas there were 67 paid papers and 34 open access ones in the survey conducted by the author in February 2018. Both of them are almost the same as the numbers, but the breakdown varies. This study confirmed that the following four points are necessary to discuss the article: （1） insurance of verifiability, （2） provision of sufficient data, （3） lack of a point of view in cumulation, and （4） survey of green open access.

37. The State of Open Access in Japan: An Analysis Using Unpaywall

本稿はUnpaywallを利用して日本と世界のオープンアクセス（OA）状況を調査した．日本の調査ではUnpaywallとScopusに収録されている日本の著者による雑誌論文約200万件，世界の調査ではUnpaywallに収録されている雑誌論文約8,000万件を対象とした．結果，日本と世界のOAの割合はそれぞれ41.83%，29.77%であることがわかった．日本の割合の高さの要因は，過去に出版された論文の多くがブロンズであることである．近年の傾向としてゴールドの割合の上昇が観察された．機関リポジトリで公開されている論文の割合は2000年から2010年にかけて増加しているものの，2010年以降は横ばいで約5%である．2010年以降の機関リポジトリのみでOAである論文の割合は約1.5%である．グリーンOAを効率よく推進するためにも，各機関がそれぞれのOAの状況を継続的に把握できるような仕組みが必要である．, This article investigates the state of Open Access (OA) in Japan and the world using a dataset provided by Unpaywall. The analysis covers two million articles for Japan and 80 million articles for the world. We find that the percentages of OA articles in Japan and the world are 41.83% and 29.77%, respectively. A reason for the high percentage in Japan is that many articles published a long time ago belong to the bronze category. As a trend in recent years, the analysis reveals the percentage of articles in the gold category has increased. Regarding the contribution of institutional repositories (IRs) to OA, we observe the percentage of articles available in IRs increased from 2000 to 2010. However, the percentage has been flat, at 5%, since 2010. The percentage of articles that are OA only in IRs is 1.5%. Abstract

国立環境研究所は，多岐に渡る分野の環境研究を実施している環境省所管の国立研究開発法人である。研究所のオープンアクセス推進のため，平成29年度より，論文の出版に要する費用（APC（Article processing charge））の助成制度について検討が行われている。検討に用いるデータとして，オープンアクセス実態調査」を実施し，研究所で生産された論文等の研究成果がオープンアクセスになっている割合やオープンにするために要したAPC支払いの推計を行った。その結果，調査対象とした平成23年度，平成28年度ともに70％の論文がオープンアクセスになっている一方で，APCの価格が高いハイブリッドジャーナルへの掲載が増え，その支払い金額も増加傾向にあることがわかった。 The National Institute for Environmental Studies (NIES) is Japan’s research institute and conduct broad-based research that covers the environmental science field. Toward the establishment of the system for promoting open science at NIES, We conducted a survey of open access activities at NIES researchers. We determine the percentage of open access articles and estimate the costs of APCs (Article processing charge). As a result of comparing FY2011 and FY2016, we found the following; Both FY2011 and FY2016, 70% of the articles are published in open access. And, despite APCs for hybrid open access journals were significantly more expensive than these of fully open access journals, the number of APCs paid increased.

日本国内において，機関リポジトリに登録されたコンテンツのメタデータは，junii2を標準的なメタデータスキーマとして，国立情報学研究所（NII）の学術機関リポジトリデータベース（IRDB）を介して広く流通している。近年の学術情報流通をめぐる国際的な状況の変化や技術的な発展に対応し，日本の学術成果の円滑な国際的流通を図るため，オープンアクセスリポジトリ推進協会（JPCOAR）では，junii2に代わる次世代のメタデータスキーマとして，2017年10月に「JPCOARスキーマ ver1.0」を公表した。本稿では，策定過程での議論も含め，新しいメタデータスキーマの考え方と概要を紹介する。, Scholarly output deposited in institutional repositories in Japan has been broadly distributed in a standard metadata schema called junii2, and through Institutional Repositories Database (IRDB) developed by National Institute of Informatics (NII). With recent global situation change and technology development on scholarly communications, Japan Consortium for Open Access Repository (JPCOAR) has just developed and released JPCOAR Schema ver1.0 on October 2017, which is a brand-new metadata schema that will succeed junii2 and promote smooth international distribution of research outputs created in Japan. In this article, we will provide an overview and philosophy of this new schema, including discussion during the development process.

学位規則の改正（平成25年3月11日公布，同年4月1日施行）により博士論文がインターネットの利用により公表されるようになってから丸2年が経過し，規則上，施行初年度の博士論文（全文もしくは要約）は全てインターネット（原則，機関リポジトリ）上に出揃うこととなった。オープンアクセスにかかる新たな動きが見られる今，国としての初のオープンアクセス義務化政策である博論OAにかかる学位規則の改正について，当時，文部科学省の大学図書館係長として関わった立場から改めて振り返ってみた。, It has been two years since the revision of the Degree Regulations (11 March, 2013 promulgation, 1 April enforcement) to oblige doctoral degree awardees to make their theses and dissertations accessible to the public via the Internet. As per the rules, all ETDs (full-text or digest) on the first year were made available on the Internet, primarily through institutional repository of each university. Nowadays new movements of open access are seen. The author, at that time a chief of the University Library Unit of the Ministry of Education, Culture, Sports, Science and Technology, looks back on the process of getting the regulations changed to OA for ETDs as the first OA mandatory policy in Japan.

Abstract

今日世界中で数多くのデジタル化資料が無料公開されている。本稿では，これらの資料の発見性を高める方策を検討するため，NACSIS-ILL のログに注目し，分析を行った。ILL ログのうち，無料で公開されているデジタル化資料が利用できるという理由で謝絶に至ったログを抽出，案内されている資料を調査した。その結果，無料デジタル化資料はWeb 上の広い範囲に散在し，特に国内では60％程度がNDLSearch・CiNii Articles・J-GLOBAL・J-STAGE の各サイトに加えて検索エンジンで検索すれば発見可能な資料であることがわかった。また，これらのサイトはメタデータ連携が部分的で，収録状況の詳細が明示されていないことがわかり，発見性低下の一つの要因になっていることが示唆された。, There is now a multitude of digitizedmaterials that have beenmade available for free around the world. In order to consider measures to improve the discoverability of these free resources, the authors have analyzed the transaction logs from NACSIS-ILL logs. The authors surveyed the interlibrary loan transactions where the request was cancelled because an item was freely available to see what types of materials were requested. As a result, the authors found that the digitized materials are widely-scattered on the web and of particular significance approximately 60% of the domestic digitized materials are discoverable using the search engines and following services: NDL Search, CiNii Articles, J-GLOBAL, and JSTAGE. While there is a partial linkage between the metadata existing in each of these sites, it is not possible to see detailed information about the contents and that fact contributes to the decreased discoverability.

Abstract

オープンアクセス（OA）の進展とともに，論文処理費用をだまし取るハゲタカ出版社の出現が問題となっている。本稿はハゲタカ出版社のブラックリストを作成しているジェフリー・ビールの活動を中心に，この問題をめぐる状況と議論を整理して紹介する。ビールのリストは高く評価される一方，名前をあげられた出版社から10 億ドルの損害賠償を請求されたり，根拠不十分と批判されたりしている。さらに，彼のOA 運動に敵対的な姿勢が明らかになり，いささか信頼を失った。一方，ジョン・ボハノンはでたらめな論文を投稿し，まともにピアレビューを行っていないOA 誌が多数存在することを暴いた。また，DOAJ はビールとは反対に優良OA 出版社のホワイトリスト作成を目指している。
