Представлен анализ подходов девелоперов к приобретению земельных участков для реализации проектов, исследована распространенная в современных условиях форма, когда девелопер приобретает 100 % долей юридического лица, имеющего права аренды на земельный участок, предназначенный под застройку. Отмечена многофакторность задачи оценки эффективности инвестиций на основе финансового моделирования с учетом особенностей рассматриваемого варианта вхождения в проект по критерию доходности инвестиций. Построен порядок принятия решений в процессе анализа, состоящий из восьми этапов и включающий расчеты экономических, технических, градостроительных, социальных и других параметров проекта. По предложенному алгоритму выполнены расчеты на примере реального девелоперского проекта с использованием современной нормативной и аналитической информации, которые подтверждают возможность и целесообразность вхождения в проект через покупку долей юридического лица. Практическое значение имеют сформулированные требования к построению финансовой модели проекта с учетом рассматриваемой формы приобретения земельного участка, в том числе: определение объема инвестиций в проект с учетом проектного финансирования, формирование показателя доходности проекта на основе сопоставления потоков дивидендов от проекта и стоимости приобретения долей юридического лица, а также налогообложение как для самого проекта, так и для девелопера при получении дивидендов.

Цель. Совершенствование методики оценки эффективности действий должностных лиц временного штаба управления ликвидацией аварийного разлива нефти в море. Методы. Общенаучные методы исследования: анализ и синтез, сравнение и обобщение; метод критического пути. Результаты. Внесены изменения в методику оценки эффективности действий должностных лиц временного штаба управления ликвидацией аварийного разлива нефти в море, приведены результаты ее апробации при проведении учений. Область применения исследований. Результаты работы могут быть использованы в практической деятельности при управлении аварийно-спасательными службами Министерства по чрезвычайным ситуациям Азербайджанской Республики в военное время.

Given article is devoted features of the decision of a problem of planning of a route of a pilotless flying machine (UAV). The decision of a considered problem is offered to be carried out in two consecutive stages. At the first stage calculation of optimum closed route UAV is carried out. Thus as an efficiency indicator the fuel resource, and as criterion of an optimality of a route a minimum of the general expense of fuel is accepted. Efficiency of the received decision is estimated in relation to the known algorithm LinKernighan realised in application Concorde 1.1. At the second stage by means of the developed algorithm updating of found route UAV taking into account an available stock of fuel is carried out, i.e. The question on returning UAV or after replenishment of a stock of fuel in intermediate point of continuation of flight of the remained sites is solved.

Introduction. The problems of the organisation of urban passenger transportation are considered. The reasons for the inefficient operation of public transport in the cities of Russia and abroad, as well as the factors contributing to this, are investigated. The insufficient level of information technology systems and technologies use in the transportation process is indicated. The purpose of the work is to develop a refined methodology for evaluating the efficiency of public passenger transport based on the criteria of the information technology indicator, as well as to test the evaluation of the efficiency of motor transport enterprises engaged in passengers transportation in Tambov according to this indicator.Materials and methods. A refined methodology for evaluating the efficiency of public passenger transport has been developed based on the criteria of the information technology indicator. Each criterion was assigned a weighting indicator (coefficient), depending on the significance and impact on the efficiency and safety of public passenger transport.Results. The study of the efficiency of public passenger transport in Tambov according to the criteria of information technology assessment showed that, in general, the level of equipment is lower than the average estimated indicator - from 5.55 to 8.3 points. This indicates the insufficient equipment of carriers with information technologies and systems.Discussion and conclusion. The measures to improve the efficiency of public passenger transport are proposed.

Purpose: of the article is to substantiate conceptual approaches to the formation of a toolkit for assessing the effectiveness of participants in the development and implementation of diversifcation programs for enterprises of the military-industrial complex in the context of digital transformation of management.Methods: the research methodology is based on general economic approaches to studying the problems of the efciency of economic activity of economic entities and special approaches to the formation of complex systems for analyzing and assessing the effectiveness and efciency of the activities of project management participants in the process of developing and implementing programs for the diversifcation of the defense industry. The basis of the methodology is the concept of performance management in the context of digital transformation of management.Results: the article presents the key provisions and the main results of the study, obtained on the basis of studying the materials of scientific publications and open information sources in the subject area under consideration using the methods of logical, content and statistical analysis. Based on the specifcs of diversifcation programs, it is proposed to use the provisions of the performance management concept as a theoretical basis for the formation of a tool for assessing the activities of their participants. An integral multiplicative criterion of efciency for a comprehensive assessment of activities is proposed. It is built on the indicators of fve aspects of assessing the performance of participants in diversifcation programs. These aspects assess the completenes s of the organizational and methodological support of the diversification process, the consolidated effectiveness and efciency of the program activities, the quality of management, as well as the fnancial security of the implementation of the diversifcation program activities.Conclusions and Relevance: a scenario approach to substantiating the parameters of the incentive mechanism in the model of coordinated activity of the participants in the implementation of the diversifcation program is proposed, which takes into account the assessment of its commercial parameters. The results presented in the article are useful in the development of methodological support for assessing the effectiveness and organizing incentives for participants in diversifcation programs in the context of the formation of a digital ecosystem for managing enterprises of the military-industrial complex.

The purpose of the study is to develop a parametric monitoring system for defense industry enterprises, optimizing on the principle of minimum sufficiency a set of key indicators of the activities of organizations and increasing the efficiency of management of research institutes, design bureaus, industrial and service enterprises of the military-industrial complex.Materials and methods. The methodological and theoretical basis of the presented scientific work is a system of mathematical methods for analyzing empirical data on the object of study, providing objective, accurate and systematic information on the researched processes. The reliability of scientific provisions, conclusions and practical recommendations is confirmed by the experience of applying the results of the study in the analysis of the activities of enterprises of Concern Almaz-Antey JSC, as well as comparing them with the results of research by domestic and foreign scientists in the field of organizing a management system for high-tech companies. Author relied on actual statistical information about the activities of organizations of the military-industrial complex, the results of research in the field of mathematical analysis, organization and planning of machine-building production, research of operations, rank statistics, probability theory, theory of adaptive management, economics and enterprise management.Results. A method has been developed for processing data on the activities of enterprises and reducing them to the optimal set of observed indicators without losing awareness of the monitoring object; possibilities of using non-parametric methods of statistics for analysis of complex systems, in particular, holdings of defense industry, have been researched.Conclusion. Each enterprise has its own specificity depending on the specifics of the production processes. There is now a significant number of different indicators that comprehensively, and often too extensively, characterize what is happening. This situation often makes it difficult to manage production facilities, since the actual picture of the state of the facilities is obscured by an excess of secondary information. In this regard, it seems reasonable to try to weed out unnecessary indicators and use only those that carry the necessary amount of information sufficient to reflect the specifics of the enterprise. The presented work theoretically and practically proved the advantages of using non-parametric statistics in enterprise monitoring, which allows reducing temporary losses in the development of management solutions and increasing their efficiency at the level of the parent companies of defense-industrial associations.

The article assessed interaction of state and chemical industry corporations by criteria of budget making, tax burden and managerial impact. The appraisal was made on the basis of methodological tools worked out by the author. Within the period from 2012 to 2020 earnings of corporations of chemical industry producing mineral fertilizers grew and exceeded tax revenues of regions of their location, which caused an increase in companies’ taxation potential. However, analysis of tax payments to the budget system by profit tax, property tax, income tax and VAT did not confirm the growth in this potential. A rise in dividends, payments for losses were typical for enterprises, as well as increasing amount of dividends surpassing net profit. The goal of the article is to identify the level of finance interaction efficiency between state and enterprises of chemical industry. The following enterprises of chemical industry producing mineral fertilizers acted as the object of the research: the public company ‘Apatit’ (Vologda region), the public company ‘Akron’ (Novgorod region) and the public company ‘Dorogobuzh’ (Smolensk region). This choice was stipulated by location of these enterprises in regions with weakly-diversified economic structure and serious dependence on the budget-forming enterprise. The information base of the research was formed by works by Russian and overseas authors dealing with chemical industry development, finance accounting of the companies, data of the Federal Taxation Service and the Treasury of Russia.

Introduction. Treatment of post-radiation damage to the rectum is a complex medical problem. The search for new methods of treatment for this category of patients based on modern achievements in regenerative surgery is urgent.The aim of the study was to evaluate the immediate and long-term results of treatment of post-radiation lesions of the rectum using microfat grafting.Materials and methods. The study involved 66 patients — women aged 28 to 83 years inclusive with complications of radiation therapy (rectovaginal fistulas, radiation proctitis, radiation ulcers).Results and discussion. After the treatment, there is a tendency to improve the condition. So, if before the procedure the average sizes of fistulas and ulcers were 1.67 ± 0.54 cm in diameter, then after 3 months these indicators were 1.39 ± 0.54, and after 6 months — 1.1 ± 0.56 cm Complete epithelialization of the defect was observed in all patients. The period for which it was possible to achieve complete epithelialization varies from 6 months to 2 years. On average, to achieve complete epithelialization of post-radiation damage to the rectum, most patients required 3 injections of autologous adipose tissue. Also, all patients showed an improvement in elastometry indices over time. As a result of treatment, there is a tendency to improve the quality of life of patients.Conclutions. The study allows us to conclude about the effectiveness of the treatment, as well as that in the long term, the treatment will also be effective, the likelihood of relapse is minimal.

Цель. Выработать подход по формализации оценки эффективности мероприятий гражданской обороны при подготовке управленческих решений. Методы. В качестве теоретической базы использовались методы теории эффективности, теории исследования операций, теории вероятностей и математической статистики, а также общенаучные методы (индукции, дедукции, анализа и синтеза). Результаты. Проведен анализ основных литературных источников в области оценки эффективности сложных систем. Выработан подход по формализации оценки эффективности мероприятий гражданской обороны при подготовке управленческих решений на основе критерия оценивания качества результатов операции. Область применения исследований. Результаты исследования могут быть использованы в научных исследованиях, связанных с аспектами подготовки и ведения гражданской обороны, а также в практической деятельности начальников и штабов гражданской обороны.

Given article is devoted features of the decision of a problem of integer nonlinear programming, by means of developed neural network method and algorithm of nonlinear optimization of means «decision Search» tabular processor Microsoft Excel. In offered neural network method the task in view decision is made by means of a recurrent neural network (RNN) matrix architecture with m neurons in each line and n neurons in each column. All neurons such network are connected with each other by communications, and the signal from an exit neuron can move on its input. Neural network method is characterized by that on inputs mentioned RNN the entrance vector of values of parameters of optimized nonlinear criterion function of a problem of distribution of a non-uniform resource moves, calculation of values of weight factors connected among themselves neurons is carried out and signal RNN is formed. This signal by means of nonlinear function will be transformed to the discrete target signal characterizing values quasi-optimal of the decision of the mentioned problem which size changes from 0 to 1. The estimation of efficiency of the decision of a considered problem was carried out at its various values of an indicator of efficiency on the basis of developed imitating model RNN. As indicators of efficiency of application offered neural network method were used – an average relative error and time of the decision of a problem. The value received by means of algorithm of nonlinear optimization of means was accepted to the exact decision «decision Search» tabular processor Microsoft Excel. The analysis of the received results of the experimental researches, offered neural network method, has allowed to make the conclusion that in comparison with an existing method of nonlinear optimization of tabular processor Microsoft Excel use offered neural network method allows essentially (in 9,4 times) to lower time of the decision of a problem dimension 10 × 8 (m × n) and thus to provide accuracy of its decision not less than 99,8 %.

В статье раскрыты значимость и актуальность оценки эффективности обучения персонала, рассмотрены показатели и методы изучения данного процесса. Предметной областью исследования явилось предприятие железнодорожного транспорта – структурное подразделение ОАО «Российские железные дороги». В результате оценки эффективности обучения персонала на предприятии определены проблемы, связанные с отсутствием целеполагания в обучении. Как следствие, отсутствуют показатели и критерии измерения полученного результата, что определило объективную потребность в их разработке как оптимального решения для предприятий железнодорожного транспорта. В качестве показателей оценки эффективности обучения персонала определены выполнение плана обучения, затраты на обучение персонала, индекс лояльности работника, удовлетворенность руководителя обучением персонала, использование полученных знаний в профессиональной деятельности, повышение производительности труда, процент возврата аппаратуры в гарантийный период, отказы технических средств. Особо ценным является то, что показатели эффективности отражают возвратность финансовых вложений на обучение персонала предприятия. Цель – оценить эффективность обучения и предложить показатели измерения полученного результата для предприятий железнодорожного транспорта. Метод или методология проведения работы: методы теоретического исследования (анализ и синтез информации), контент-анализ, аналитические и статистические методы, социологические исследования (интервью). Результаты: определены проблемы при оценке эффективности обучения персонала на предприятии железнодорожного транспорта, предложены показатели и критерии измерения полученного результата. Область применения результатов: предложенные показатели и критерии оценки эффективности обучения персонала могут быть использованы на крупных предприятиях различных отраслей народного хозяйства.

Over the last decade, the health care system in Russia has carried out significant reforms: changes in the budget network regulation, the introduction of financing standards, the May Decree No. 597 implementation regarding specific categories medical organizations employees’ salaries, the transition to single-channel financing. At the same time, the results are ambiguous: against the background of noticeable optimization achievements, while maintaining the indicators of surgery operations performed, and patients served, there was an increase in the overall mortality rate in the country. This study aims to evaluate the effect of health care reforms in the 2010s. The data envelopment analyses (DEA) used to estimate the government regional health sector efficiency to reveal the most and the least efficient regions. Then the factors with the most significant impact on the resulting performance indicator are identified. Among such factors, the organizational and legal structure of the region budget network and the transition to single-channel financing dummy variable are analysed. The results show that the transformation of institutions into autonomous ones according to the Federal law 83-FZ did not have a positive impact on the efficiency of the regional health care system. At the same time, the transition to single-channel funding has had some positive effects, which, however, has not been sustainable over time, and therefore more research is needed after the later periods’ data accumulation. Although the changes had some impact on the performance of the budget network institutions, they did not solve the fundamental problems of the health system, such as chronic underfunding and regional differentiation.

Since the beginning of the 21th century, China has implemented a large-scale ecological restoration policy. Evaluating the performance of this policy after implementation is an important topic. In this paper, transaction cost analysis is introduced into the performance evaluation of ecological restoration projects. The transaction costs are divided into five parts, including costs related to search, contracting, construction and operating, monitoring the cost of default, and seeking compensation. The model used for calculating transaction costs is provided. The concept and composition index of structure and performance indices are analyzed. The calculation model of the structure and performance indices is developed as the weighted sum of three indicators: endogenous transaction costs as a part of transaction costs, the proportion of farmers' input in production costs, and the proportion of transaction costs in total costs. Chicheng County, Hebei Province, China was studied as an example. The transaction costs of three categories of projects that have been implemented were calculated, including Returning Farmland to Forest, Small Watershed Management, and Grazing Prohibition, and the average performance of the projects and the change of performance during project execution were analyzed. Transaction cost and performance calculation will provide a new perspective for the comparison and performance evaluation of different ecological restoration projects, which is of great significance. Problems of effective use of intellectual potential as the main source of new knowledge and a key asset in creating innovations and ensuring the competitiveness of an individual, company, region, country continue to be the focus of attention of modern economists - researchers. At the same time, a detailed analysis of the regional specifics of the use of intellectual potential, which is determined not only by their natural and geographical differentiation, but also by such factors as the level of socio-economic and infrastructural development, especially in terms of access to modern information technologies, attracts special interest; sectoral structure of the region’s economy; the level and quality of life of the population. Analysis of the literature and the specifics of the development of the intellectual potential of our country made it possible to form a system of indicators to assess the effectiveness of its use in the regions of Kazakhstan. In this study, we use the DEA methodology to assess the effectiveness of intellectual potential in 17 regions of Kazakhstan for 2009, 2014, 2019. The results obtained in the course of the study show that the measures taken by the government to develop education, science and innovation in different regions of the country have led to opposite results. In fact, it can be argued that the intellectual potential of the country, along with insufficient government measures, was used ineffectively, since Kazakhstan did not demonstrate significant innovative breakthroughs during the study period.

The article describes the relationship between value creation, performance measurement and accounting for goodwill in accordance with the IFRS and US-GAAP. It shows how to use accounting information collected to verify goodwill for impairment in accordance with IAS36 (“Impairment of Assets”), and FAS142 (“Goodwill and Other Intangible Assets”) to improve internal control. The authors prove that the information for estimating goodwill of a company can make the foundation for the development of a system of performance measurement, which in turn provides the data about value creation and its future use. The paper provides practical evidence that adjustments of the information used for impairment testing generate the data which meet the requirements of optimal system of performance management. The paper contributes to the theory of accounting by developing an innovative indicator to measure the performance of the actual value created.

In the real present the main motives of merges and acquisitions as a whole and their features in telecommunication branch are revealed, various methods of estimation of cost of the companies are analysed, the analysis of a role of the Russian mobile network operators in relation to the world market of mobile communication is carried out. Calculation of cost of the possible company purpose by a comparative method on the basis of multiplier of P/S and EV/EBITDA and ARPU coefficient is carried out.

In article new approaches to an assessment of efficiency of functioning of the enterprises of the industry and prospect of their use are investigated. In modern conditions in Russia it is necessary to restore a basis of industrial complex of the country, it in turn will demand large-scale investments for the accelerated updating of fixed capital of the industrial enterprises. Have impact not only external factors on the decision of owners of the capitals to invest them in the industry, first of all, appeal of investment climate in economy, but also internal factors which treat competence of the management of the industrial enterprises, his desires and opportunity to carry out effective financial and economic activity. Methodological bases of an assessment of efficiency of commercialization of innovations in the industry are proved, basic approaches to formation of quantitative indices of efficiency of commercialization of innovations are investigated.

The article considers the peculiarities of risk management in modern conditions. In the turbulence of the Russian economy and capital flight from the country, as well as the «flight» of foreign investors to the state authorities is a key task in creating a favorable environment for the development of innovative projects.

Введение. Актуальным вопросом реализации разнообразных программ остается оценка их эффективности. На примере программ сохранения и укрепления профессионального здоровья менеджеров в статье рассматривается проблема оценки эффективности обучающих программ с опорой на объективные и субъективные данные. В качестве объективных критериев выступают медицинские показатели (уровень заболеваемости, выявляемость хронических заболеваний, срок временной нетрудоспособности). Приводятся критерии эффективности краткосрочного обучения (тренингов, семинаров, коуч-сессий) по А. К. Марковой и С. И. Макшанову. Автором предлагается анализировать два аспекта: оценивание процесса тренинга и оценивание результатов тренинга, при этом отдельно рассматривать оценки, даваемые участниками тренинга (сотрудниками организации) и руководителями организации (заказчиками программы обучения). При разработке системы оценки эффективности программы обучения предлагается опираться на следующие методологические основы: 1) четырехуровневую модель Д. Киркпатрика; 2) возврат на инвестиции (Return on Investment – ROI) — подход Д. Филипса; 3) методики (анкеты, тесты и т. д.). Приводится описание четырехуровневой модели Д. Киркпатрика для оценки эффективности программы обучения «Стресс-менеджмент»: планирование оценки, сбор и анализ данных, создание отчета о результатах. Материалы и методы. Для оценки эффективности обучения применяются такие методики, как: анкета на отношение к тренингу (ожидания от программы, основные сложности на работе, с которыми сталкиваются участники и которые связаны с умением управлять стрессом); тесты для оценки уровня знаний (используются до и после тренинга); самооценочные формы по поведенческим референтам; ассесмент для оценки уровня развития компетенции «Умение управлять стрессом, стрессоустойчивость»; форма «Контроль качества обучения». Результаты исследования. Опираясь на результаты собственных исследований и опыт проведения программ по стресс-менеджменту (2007–2020 гг.), автор выделяет наиболее эффективные инструменты и техники управления стрессом: дыхательные техники; офисная йога, физические упражнения; поиск позитивного в ситуации, позитивные мысли, рефрейминг. Каждый третий участник программы отметил важность понимания психофизиологических механизмов стресса, знание модели стресса. Заключение. Реализация программ по стресс-менеджменту показывает, что прохождение обучения и приобретенные на тренингах навыки напрямую связаны с профессиональным здоровьем менеджеров и отражаются на выполнении ими прямых функциональных обязанностей.

The purpose of the research: to characterize the modern methods of determining the effectiveness of insecticides, acaricides, regulators of development and repellents against ectoparasites of carnivores. Materials and methods. The analysis of the literature date and the results of our research to evaluate the effectiveness of insecticides, acaricides, regulators of development and repellents against ectoparasites of carnivores. Results and discussion. Details describes modern methods for determining the effectiveness of insecticides, acaricides, repellents and regulators of development against ectoparasites of carnivores as well as in conditions in vitro. The methods of determining the insecticidal and acaricidal properties of the active compounds (substances) by forced contact of insects and mites with surface treated topically applying acaricides, rate determination occurrence state knockdown and lift height of mites on treated material, accounting sucking ticks velocity contacted with test substances. The repellent activity of substances with respect to ixodid mites is studied by the method of cut off concentration, the concentration gradient method, etc.

Today M & A deals are still acute for Russia because of the necessity to search for additional sources of finance on Russian market of capital, raising finance stability and sustainability of Russian economy and finance market. The article studies problems dealing with assessment of finance efficiency of M & A deals, identifies key factors of the efficiency of M & A deals' mechanism in case of public companies-buyers and designed recommendations aimed at raising effectiveness of M & A mechanism on market. Apart from that the authors showed advantages and drawbacks of each method of financing M & A deals and put forward methodology of assessing and the calculation model for estimating finance efficiency of different ways of financing M & A deals and provided recommendations for choosing methods of financing on the basis of multiplayer selection substantiation within the frames of the calculation model designed by the authors. The use of this model was tested by its calculation for two M & A deals made in 2018.

Rehabilitation of patients following the lower limb amputation is a complex task with the prosthesis as a major procedure. The basic aspects of The Amputee Mobility Predictor as an instrument which allows the prediction of the ability of the disabled persons to move around with a prosthesis and the determination of the level of complexity of prosthetic and orthopaedic appliances being provided were studied. One hundred and fourteen patients who were admitted to the clinic of the FSBI NSPC MSE RDP, Ministry of Labour and Social Protection of the Russian Federation from 20.02.2017 till 20.04.2018 for primary prosthesis following hip amputation due to peripheral artery disease were examined. Findings demonstrate the perspectivity of usage of The Amputee Mobility Predictor in terms of prediction and evaluation of the effectiveness of rehabilitation interventions.

The article studies factors affecting seriously the profitability of sports centers. The author designed a system of indicators, which can help assess their social and economic efficiency. It is shown that achievement of high figures of social and economic efficiency of sports infrastructure functioning is possible only by using effective managerial tools. Effectiveness can be estimated by comparison of the obtained effect of a certain type of activity with raised resources. Specificity of the proposed system of indicators is its potential to estimate the efficiency of the current sports centers’ work and at the same time to find negative factors influencing their functioning. Indicators proposed by the author can be used in complex appraisal of centers’ work. The information collected with their help can help identify drawbacks in their operation and, consequently take adequate managerial decisions. In order to analyze satisfaction with services of the sp[orts center it is proposed to use a questionnaire. On the basis of the survey results a formula of assessing the general satisfaction of clients was put forward. The recommended indicators can be used in the complex appraisal of the sports center work.

The procedure of an estimate of efficiency of resorts of a thermal protection which is offered allows to carry out calculation of a picking-up range, the recognition and identification of installation of observation. Calculation is carried out on the basis of effects of laboratory measuring of temperature of a surface of the module of a resort of a thermal protection and at known value of temperature of a surface of defended installation.

Efficiency estimation procedure of the spectroscopic-polarisation simulators applied to concealment of land object is offered. It allows to count a picking-up range and the recognition of object on the basis of laboratory examinations effects of protection means spectroscopic luminance factor and known value of spectroscopic luminance factor of a ground surface on which the hidden object is disposed.

Рассмотренны возможности метода сетевого планирования для оценки эффективности комплекса мероприятий по ликвидации чрезвычайной ситуации на Белорусской атомной электростанции. Описан подход к составлению сетевого графика на основе алгоритма действий должностных лиц, участвующих в ликвидации чрезвычайной ситуации, описаны выражения для расчета временных параметров сетевого графика, а также подход к оценке эффективности алгоритма действий на основе метода критического пути.

Paper discusses the importance and role of innovations in healthcare system, the ways of managing innovative activities in healthcare industries. Moreover, authors present the evaluation methods of innovative activities` efficiency in healthcare system.Healthcare system of Kazakhstan identified by authors as one of the drivers of domestic socio-economic grow and as industry which has high level of innovative attractiveness. Study found that healthcare system supported by government and attracts a lot of investment, therefore there are launched big amount of innovations, but they doesn`t managed efficiently. Authors found some disadvantages related to managing innovations in healthcare system. Precisely, there are lack of methods, which can measure efficiency of innovations in healthcare system. Study supports unique formula which help to reveal is your investment was successful or no and identify the helpfulness of interbedded innovations in healthcare system.

The article considers opportunities of increasing the efficiency of fields with diminishing gas production on the basis of enterprise activity system analysis using a dynamic normal based on system characteristics matrix. In this study, system characteristics matrix is used as the leading methodological approach. It was developed and proposed by the famous scientist I. M. Syroyozhin, and presents an information model of a system of indicators characterizing the production, financial, economic and managerial activities of an enterprise. It provides a comprehensive idea of the financial and economic state of the enterprise by using quantitative, qualitative and spatial-temporal components. The methodical approach was adopted and tested on the example of evaluating the efficiency of Medvezhinsky gas production directorate, the results of which allowed to make recommendations as to how to enhance the economic efficiency of gas producing enterprises.

Objectives. In order to investigate the property of the operational effectiveness of automated systems for protecting information from unauthorised access, it is necessary to analyse the normative documents (both international and Russian) and scientific materials devoted to the evaluation of software quality. The aim of the study consists in the analysis of the existing deficiencies in systems for protecting information from unauthorised access, on the basis of which analysis it is possible to develop performance indicators, substantiate and develop the criteria for assessing the operational effectiveness of the information protection systems from unauthorised access in automated information systems and develop an algorithm for the integrated evaluation of the operational effectiveness of information protection systems on the basis of the established criteria and indicators.Methods. One of the methods for solving the set goals consists in the main provisions of efficiency and systems theories, which in turn became the theoretical basis for solving problems involved in the creation of criteria and assessment of performance indicators of information protection systems.Results. The criteria and performance indicators for the creation of automated information systems are developed on the basis of the analysis of open literature sources and existing shortcomings in the real use of systems for protecting information from unauthorised access. An algorithm for the integrated evaluation of the operational effectiveness of the information protection systems is developed.Conclusion. In the article, based on the analysis of normative documents (both international and Russian), as well as on the scientific materials devoted to the quality (function efficiency) of complex software systems, to which the information protection systems can be related, a system of performance indicators was developed. These can be indicators can be classified as partial (static, practically independent of time, the evaluation of which is based on expert estimates) and integral (dynamic, time-dependent, the evaluation of which is based on mathematical modeling).

Information support activities is a critical task for any organization. However, the effect of automation of business processes is not always possible to allocate in improving economic performance. Therefore, the problem of evaluating the implementation or development of information systems is particularly important. It is very important to define its own set of key performance indicators and use integrated methods of evaluation for IT-infrastructure management and for understanding of effective directions of development of information technologies in organizations. The article illustrates the estimation of quality changes from implementation of information systems or technologies using the applied information Economics (Applied Information Economics, AIE). The authors present the rationale for the extension of this method by using expert assessments. The authors show the possibility of including the Delphic procedures in calculation method for the formation of a list of criteria, as well as the application of the method of the index group of expert opinion to determine the weights of the criteria. This method can be useful in the justification of the development or implementation of information systems in organizations.

Именно поэтому приоритетным направлением является повышение эффективности деятельности его органов. Действующая нормативно-правовая основа оценки деятельности органов местного самоуправления, безусловно, является необходимой и востребованной, однако сама система нуждается в совершенствовании.

In the higher education system, distance learning using electronic educational courses is becoming the most relevant and widely demanded way of learning. This is primarily due to the rapidly developing worldwide process of digitalization of education. Besides, in connection with the transition to a two-level education system, the number of hours in the curriculum devoted to students' independent work has significantly increased. These technologies are a useful tool for organizing a student's cognitive independence. The advantages are the ability to study at any convenient time, anywhere, the ability to learn at one's own pace, and the ability to learn without interrupting work. On the other hand, there are some shortcomings, such as the problem of user identification and the need for the student to have strong motivation. This study aimed to show one of the options for organizing students' independent work on the example of the electronic educational course "Mathematics and Fundamentals of Mathematical Information Processing", created on the basis of the LMS МOODLE system. The experiment was attended by 30 students from two academic groups (15 people each) aged 16 to 17, studying at the Elabuga Institute of Kazan (Volga) Federal University. One of the groups mastered the discipline "Mathematics and Fundamentals of Mathematical Information Processing" in the traditional form, the other group - in the remote form using the electronic educational course developed by the authors. After studying the course in both groups, verification work and a survey were conducted. Processing the results of the control work using statistical methods made it possible to assess how much the success of students in mathematics depends on the choice of the form of training. Background: This article seeks to complement the previous literature and clarify the importance of paying attention to the various performance evaluation methods. Also, should be noted in this research, a balanced scorecard is examined. A balanced scorecard model with four dimensions of vital financial, internal processes, customer, and learning and growth, seeks to control short-term operations of the organization with its long-term vision and strategies. Therefore, the organization focuses on key performance ratios within the scope of the goals. Aim: This article seeks to identify the determinants, to find the affect performance assessment of the organization by balanced scorecard method in the performance of the organization. Setting: In this research, a questionnaire has been used that includes 28 questions, and for each balance point card 7 points are considered, it should also be stated that the results are the result of a survey of 60 people. Methods: In this study, Mini-Tab software has been used to calculate the value of z and p-value, and we conclude with a significant level of 0.05 28 questions. So that if it is more than 0.05. The assumption at the significant level is 0.05 = we accept otherwise, and the insurance organization between 10-30 years projects strategic goals. An average of 6 is considered for testing hypotheses. Results: Research hypothesis test results shows that the H1 assumption is accepted. In other words, we can say that all four aspects of the balanced assessment card: financial, customer, internal processes, and the perspective of growth and learning lead to the achievement of the goals of the organization's strategy. Conclusion: Regarding the mentioned cases, it can be said that the insurance company has achieved its goals and the four-way alignment function is appropriate. [ABSTRACT FROM AUTHOR]

Objectives To solve one of the complex and relevant problems of the modern economic science by optimising the management of development and evaluation of the efficiency of production processes in construction organisations. The aim of the work is to develop the effective management of organisational and economic aspects of the production potential of a construction organisation in an unstable economic environment.Methods. As a methodological basis for the study, principles of situational management of complex socio-economic systems and means of calculating the efficiency of production potential loading of construction organisation are employed on the basis of the ratio of production activity financial results to the costs of input factors introduced into the production process.Results. The necessity for managing the production potential of the construction organisation and its goals are substantiated. The rules are systematised, allowing organisational-economic and organisational- technical management measures to be promptly identified on a situational basis, these being the most effective in the current economic situation SE to eliminate the differences between the situations ST and SC. The set of such inference rules for each element of the production potential of the construction organisation ai, i = 1,2, ..., 5 will determine the situational model for managing the production potential of the construction organisation in various situations SjE, the economic environment for which the actual or desired model of the state of its production potential form a reference. Methods for balancing production factors introduced into the production process and estimating the efficiency of loading the production potential elements in production processes are proposed.Conclusion. The proposed technology of situational management of targeted development of various production potential elements, based on the accumulated advanced experience of effective management of production activities, provides a means for managing the effective functioning of construction organisations. Theproposed methods for managing and evaluating the efficiency of the productive potential usage make it possible to increase the efficiency of development and production activity of a construction organisation under the changing conditions of the contemporary market.

Despite the importance of shopping malls for the contemporary society and their network nature there is no algorithmic basis for support of implementation of networking tools in the business activity of shopping malls. The goal of the present paper is to develop this basis. The paper contains an algorithm of implementation of networking tools which includes five stages. For each stage detailed comments and recommendations are given. A list of indexes of effectiveness of networking tools is proposed. A method for evaluation of the effectiveness of measures of implementation of networking tools is described. A diagnostic matrix which can be used for evaluation of the effectiveness of the company during the proccess of implementation of networking tools is given.

The article deals with the principle of efficiency of use of budgetary funds. It is emphasized that the responsibility for breaking the budgetary legislation is subject to law is highly controversial and with large gaps that ensure compliance with the principle of efficiency of the use of budgetary funds, which in turn causes the state considerable economic damage. This article analyzes the existing in scientific literature approaches to the concept and content of budget expenditure efficiency, and also examines the problems of legal regulation, the possibility and necessity of inclusion in the legislation establishing liability for an inefficient expenditure of budgetary funds.

One of the most acute directions of state finance control today is checking effectiveness, expediency and efficiency of spending budget funds on state purchases. A special role here belongs to audit of efficiency aimed at objective, full and reliable assessment of the final effect of purchases. The article discusses some theoretical aspects and methodological problems connected with designing the system of criteria and indicators to assess efficiency. The author makes suggestions for choosing the most representative indicators that can be used to assess efficiency during audit of state purchases. This set of indicators can be characterized by its connection to the standard purchase cycle.

The paper deals with the essence of the safety driving concept and classification of its types. Considerable attention is paid to the concepts of active and passive safety. Based on the results of the market research the classification of innovative technologies providing transport active safety is proposed. The analysis of the existing efficiency estimation approaches of active safety systems is carried out, their disadvantages are identified. The customer-oriented methodology for comparative efficiency estimation of monitoring driving systems is worked out.
