The article is devoted to the analysis of the essence and content of national self-awareness as an object of ensuring national security. An analysis of the interpretation, relationship and interdependence of the concept's «nation», «nationality», «national security», «self-awareness», «national self-awareness», «national self-identification», «ethnic self-identification», as well as their delimitation was carried out. The article deals with issues related to the factors that determine the relevance of the analysis of the content of this concept, its components and individual aspects related to the legal regulation of the protection of national self-awareness as a component of the pro cess of ensuring national security. The argument is supported that although the division into ethnic and political nations has become universally recognized, in the legal context under the conditions of democratic standards, even in an ethnic national state, the «titular» ethnic nation still turns into a component of the political nation. It is suggested that ensuring national security is ensuring the security of all citizens of the country, not representatives of a certain nationality or national minori ty. The position that the nation is a socio-political category that indicates the relationship of a people with a certain state and unites citizens of this state as certain elements is substantiated. In the concept of «national security», the nation is understood as the Ukrainian people, namely, the community of all citizens and stateless persons who currently live on the territory of the state and fall under its jurisdiction. National security is the security of everyone and every person living on the territory of Ukraine. National self-awareness is defined as a continuous process of the nation asserting itself as a truly existing subject, a bearer of material and spiritual values through the awareness of belonging to a certain civil community, state, religion, language, traditions and culture. The change in traditional perceptions of threats as caused by causes of mainly natural, man-made, social or military nature is analyzed. The latest methods of creating conflicts and crisis situations require an understanding of the nature of their occurrence on the basis of systemic analysis and risk assessment for the most important spheres of life of society and the state, in particular, economic, energy, information, cybernetic, ecological, food, health care, educa tion and culture. It is noted that the significant expansion of sources of access to information in the conditions of rapid development of digital technologies and at the same time an insufficient level of media literacy (media culture) is accompanied by a decrease in the criticality of information perception, creates the basis for possible manipulation of public opinion, which contributes to the growth of the influence of disinformation and destructive propaganda. It is emphasized that today, among the current and projected threats to the national security and national interests of Ukraine, taking into account the foreign policy and internal conditions, national self-awareness (national idea) as an object of ensuring nationa l security is under the greatest threat. The purpose of the research was also to determine the essence of the objects of national security and stated that they are directly related to the method and nature of attacks on them. It is argued that the objects of ensuring national security should be considered fundamental, vitally important for society and individuals, the basic values of the Ukrainian people as a nation, and national security as the protection of these vitally important interests and values of the Ukrainian people from real and potential threats. It was concluded that the National Self-Consciousness is the most priority object of ensuring national security, therefore its status should be legislated at the level of the object of national security. The state is obliged to take a course for the revival of national self-awareness, the preservation and development of ancient traditions as the most important components of natio nal identity. The article emphasises that in the context of a full-scale war and economic crisis, protection of Ukraine's leading industries becomes one of the state's priority tasks. Not only the economic independence of the country, but also its defence capability depends on the preservation and development of these industries. The article identifies the leading industries of Ukraine that require priority protection. The main risks and threats to these industries are analysed. A set of priority measures to protect the leading industries has been developed, including financial support, tax and customs benefits, state guarantees, creation of a favourable investment climate, technology modernisation and innovation, and protection of intellectual property. The implementation of the proposed measures will definitely contribute to strengthening the country's economic security and, accordingly, its defence capability. It is emphasised that in the context of globalisation and competition in international markets, it is extremely important to ensure the sustainability and competitiveness of key production sectors, including energy, machine building, and heavy industry. National priorities in this area should include the development and implementation of effective protection strategies, modernisation of the technological base, improvement of product quality, creation of a favourable investment climate and ener gy security. The author suggests that analysis of innovation trends, study of international experience and introduction of advanced technologies are key aspects of development and protection of leading industries. An effective system of intellectual property protection, implementation of effective cybersecurity and information security measures, and support of state programmes for the development of production capacities contribute to strengthening the protection of import ant sectors of the economy. The author concludes that studying and analysing the problems of protecting Ukraine's leading industries and developing national priorities in this regard are important tasks for ensuring the sustainability and competitiveness of the country's economy in the current conditions of geopolitical and economic challenges, as well as for the post-war reconstruc tion of the state. The article proposes a methodological approach to the analysis and assessment of risks and threats to the economic security of construction enterprises in Ukraine. It establishes that economic security (ES) issues arise for every enterprise both under stable development conditions and during crises. Consequently, construction companies are increasingly focusing on diagnosing and analyzing economic security as a whole. Often, the survival of a business in challenging economic conditions depends on its ability to identify and manage various risks and threats in a timely manner, which create a complex and unstable environment. In this study, a multi-criteria classification of threats to the economic security of construction enterprises has been developed, and the main types of internal threats have been examined. A comprehensive approach to studying these threats is proposed, which enhances understanding of the risk implementation mechanism in the construction sector. The level of economic security of an enterprise is influenced by numerous interconnected factors, including risks related to projects, financing, and material supply, as well as external conditions such as the economic situation and political stability. It is noted that the analysis of threats and risks significantly impacting the economic security of enterprises reveals substantial contradictions that necessitate further consideration of key factors from both the external and internal environments. The study concludes that risks and threats can significantly affect the safety of construction enterprises, generating uncertainty in nearly all areas of the business’s activities. Collectively, these elements can worsen the financial stability of construction enterprises, reduce their competitiveness, and generally threaten their economic stability. The study aims to analyze the current challenges of human social security at the enterprise, which acquire new aspects and relevance in the conditions of war and post-war recovery. In the context of innovation and technological progress, this problem takes on a new meaning, requiring effective tools and systems to support citizens. In recent years, societal crises such as the coronavirus epidemic and Russia’s military aggression have transformed social security, increasingly emphasizing military protection and physical security of citizens. Traditionally, social security of a person determines the level of protection of citizens’ interests, rights, and freedoms, as well as the provision of psychological support. Special attention is paid to the formation of a dedicated system of social security at the enterprise, ensuring the protection of employees and their well-being. Under normal conditions, the social security system at enterprises is a stable working structure that is continually improved through the introduction of new tools and functions. Ensuring the social security of a person at the enterprise amidst geostrategic threats requires analysis and effective efforts to maintain peace and stability. The study analyzes and evaluates the factors influencing the level of social security among enterprise personnel, with a focus on the role of creativity as a new tool for shaping and transforming the human social security system. It is determined that creativity can be realized through the existing intellectual potential of the enterprise. The application of these transformation processes is especially relevant for relocated enterprises which have faced the challenges of wartime most acutely and can adequately assess the social needs of their staff. The outcome of the article is the provision of recommendations on establishing an effective system of social security of a person at the level of economic entities. These recommendations consider the incorporation of creativity and innovative approaches in crafting the social infrastructure of the enterprise to ensure its stable development and well-being. This paper examines the digitalization of the sports industry as an important factor contributing to the improvement of sports achievements at the global level. The relevance of the study is that the introduction of digital technologies opens up new opportunities for athletes, coaches and competition organizers, including improving the efficiency of training processes, optimizing the management of sports events, as well as analyzing and forecasting results. The purpose of the study is to conceptualize the digitalization of the sports industry as a factor in improving sports performance in the context of identifying opportunities, challenges, and risks. Objectives of the study: 1) to identify the areas of use of digital technologies in sports activities; 2) to identify opportunities, challenges, risks of digitalization of the sports industry; 3) to reveal the strategies of sports organizations that will minimize risks and maximize the potential of digitalization; 4) to analyze examples of digitalization of sports activities during the Olympics in China (Tokyo, 2021) and France (Paris, 2024). Methodology. The use of methods -- SWOT-analysis, PESTLE-analysis, big data analysis, scenario planning, stakeholder analysis, factor analysis, Delphi method in combination with other general philosophical methods can provide a comprehensive analysis of the digitalization process, identify key opportunities for improving sports achievements, assess and minimize the risks and challenges that arise in the process of implementing digital technologies. It has been analyzed that digitalization is accompanied by a number of challenges, in particular, the need to adapt to new technologies, ensure cybersecurity, and avoid dependence on technological solutions. In addition, there are risks associated with the potential loss of personal privacy, ethical issues regarding the use of athletes' data, and the possibility of a technological gap between different countries and social groups. The article emphasizes the balance between the use of innovative technologies and the preservation of human values necessary for the harmonious development of the sports industry in the digital era. The problems of ensuring the management of energy security of the enterprise of the electric power system in the context of dynamic changes are considered. The article proposes a methodical basis for managing the energy security of enterprise, which allows taking into account the strategic tasks of managing the energy security of enterprise, the goals of the energy security management system of enterprise and its basic principles. It is proved that one of the elements of ensuring the management of energy security of enterprise is the spatial and dynamic monitoring of external and internal negative factors in the form of threats and risks, both for the energy enterprise itself as a whole and for its objects of generation, transmission, distribution and consumption of energy. This is an effective method of monitoring and control within the framework of ensuring the management of the energy security of the enterprise and the normal functioning of various energy objects and processes. The main directions of research and analysis of energy security on the basis of spatial-dynamic monitoring are allocated. The essence and substantive sequence of formation of the stages of spatial-dynamic monitoring of energy security of enterprise as an economic process in the current conditions of development of the electric power system at the macro-, meso- and micro-levels of the economy are studied, and an algorithm for implementing the stages of its conduct is proposed. The article proposes the implementation of the functions of spatial-dynamic monitoring on the basis of the use of integrated automated management systems of the energy enterprise, which allow in real time to generate management decisions, the effectiveness of which should be adjusted to reduce the impact or complete elimination of threats to the energy security of the enterprise. The selected instruments provide the integration of various data and their in-depth analysis, which will allow enterprises to effectively manage energy security in conditions of uncertainty and change. Today’s security environment is characterized by a high level of turbulence and unpredictability. The living conditions of Ukraine require an in-depth analysis of issues related to the need for gradual and planned recovery and strengthening of the country’s economic stability, as well as ensuring an adequate level of economic security of the State in the face of losses and restrictions from the war. The aim of the scientific article is to analyze the prospects and problematic issues of economic security of the State related to the transformation of risks and threats to economic security in the conditions of a long-term war, to study their negative consequences that need to be studied and solved, especially in the context of prolongation and aggravation of the war. The article analyzes the challenges and threats that emerged in 2022 as a result of russia’s full-scale armed aggression against Ukraine and continue to have a negative impact on the country’s economy and the overall level of economic security in 2023–2024. The impact of risks and threats has been analyzed, the most vulnerable components of the country’s economic security have been identified: foreign economic, financial, social, investment and innovation. Measures to minimize risks in order to achieve the economic stability of the country and restore the proper level of economic security of Ukraine are proposed. The importance of identifying trends and factors that will contribute to the recovery of the national economy of the State is substantiated. In the course of the analysis, it is concluded that the current reaction of the economy to the losses and restrictions of the war has revealed unexpected resilience to the shock effects of risks and threats. Thus, if the factors of stabilization of the country’s economic security are preserved, we can expect positive prospects for ensuring the country’s economic stability and achieving an appropriate level of economic security of the State. У статті відображені теоретико-методичні підходи до еволюції феномену соціально-трудового потенціалу. Проведено контент-аналіз та визначено найважливіші аспекти розвитку соціально-трудового потенціалу регіону. Досліджено проблеми збереження соціально-трудового потенціалу Кіровоградської області в умовах загроз і посилення міграційної мобільності молоді. Проаналізовано головні чинники, що впливають на розвиток цього потенціалу, зокрема демографічну ситуацію, професійну підготовку кадрів, внутрішню та зовнішню міграцію, а також економічні умови. Виявлено вплив війни на загострення проблем соціально-трудового потенціалу, зокрема дефіциту кваліфікованих кадрів та міграції молоді. Окреслено напрями розвитку ключових галузей економіки, освітніх програм та стимулювання підприємницької діяльності для зменшення залежності від імпорту кадрів. Запропоновано заходи для збереження кваліфікованих кадрів та забезпечення збалансованого розвитку регіону. Отримані результати дослідження дозволяють місцевим органам влади ураховувати демографічну ситуацію, професійні навички населення та міграційні виклики при формуванні комплексної стратегії збереження і розвитку соціально-трудового потенціалу регіону.

У статті акцентовано, що в умовах повномасштабної війни та економічної кризи захист провідних галузей виробництва України стає одним із пріоритетних завдань держави. Від збереження і розвитку цих галузей залежить не лише економічна самостійність країни, але й її обороноздатність. Визначено провідні галузі виробництва України, які потребують першочергового захисту. Проаналізовано основні ризики і загрози для цих галузей. Розроблено комплекс пріоритетних заходів із захисту провідних галузей виробництва, які включають фінансову підтримку, податкові та митні пільги, державні гарантії, створення сприятливого інвестиційного клімату, модернізацію технологій та інноваційний розвиток, захист інтелектуальної власності. Реалізація запропонованих заходів однозначно сприятиме зміцненню економічної безпеки країни, а відповідно й її обороноздатності. Наголошується, що в контексті глобалізації та конкурентної боротьби на міжнародних ринках представляється вкрай важливим забезпечити стійкість та конкурентоспроможність ключових секторів виробництва, зокрема енергетики, машинобудування, важкої промисловості. Національні пріоритети у цій сфері повинні включати розробку та впровадження ефективних стратегій захисту, модернізацію технологічного базису, підвищення якості продукції, створення сприятливого інвестиційного клімату та забезпечення енергетичної безпеки. Представляється, що аналіз інноваційних тенденцій, вивчення світового досвіду і впровадження передових технологій є ключовими аспектами розвитку та захисту провідних галузей виробництва. Наявність ефективної системи захисту інтелектуальної власності, впровадження дієвих заходів кібербезпеки та інформаційної безпеки, підтримка державних програм розвитку виробничих потужностей сприяють зміцненню захисту важливих галузей економіки. Узагальнено, що вивчення та аналіз проблем захисту провідних галузей виробництва України і розробка національних пріоритетів з цього питання є важливими завданнями для забезпечення стійкості та конкурентоспроможності економіки країни у сучасних умовах геополітичних та економічних викликів, а також для повоєнної відбудови держави.

The proposed article examines the application of economic and mathematical instruments for multidimensional data, namely factor analysis in the context of assessing the factor space of economic security of an industry. The research is aimed at identifying the key factors influencing the socioeconomic sustainability of the industry and disclosing their interaction. Methods of multidimensional factor analysis are used to analyze the structure and identify important variables, fostering the development of strategies for improving the economic security of the industry both as a whole and with individual components. The carried out research focuses on the use of multidimensional factor analysis models for structural assessment of threats and risks to the economic security of the industry. By identifying and analyzing key factors, the research aims to provide conclusions about the dynamics of interaction and mutual influence of the variables that determine the socioeconomic sustainability of the industry. Using factor analysis as a methodological approach, the research discloses the structural components and key variables that determine the economic security of the development of the studied sector of the food industry. The results obtained during the research are intended to become the basis for the development of strategic measures aimed at increasing and ensuring the economic stability of the industry, preventing threats and precluding losses from the impact of various unpredictable challenges and uncertainties of the external environment. The results of the research are important for clarifying the factor relationships in the industry, providing valuable conclusions for decision-making to managers, specialists and scholars who are engaged in assessing, analyzing, forecasting the level of economic risks, threats in the period of rapid transformations of the external and internal environment. The development of the insurance market is accompanied by unstable transitional processes that can create threats and risks of worsening the insurer's financial condition. In this regard, an urgent issue is the comprehensive diagnosis of the economic indicators of the activity of insurance companies to ensure their financial security. The insurer's financial security is a set of measures to eliminate the threats of deterioration of the financial condition to achieve an acceptable level of activity risk during a certain period and ensure the insurer's financial stability before the increase of external and internal threats affecting the financial condition. Threats include factors and processes that can negatively affect the interests of owners and clients and the insurer's financial condition. Therefore, indicators of the insurer's financial security are the most significant financial indicators and parameters (factors) that characterize the insurer's financial condition and financial stability concerning parameter changes (factors). The article aims to develop a methodology for comprehensive diagnostics of insurance companies' economic indicators to ensure financial security. The research methodology is based on the use of insurers' microeconomic indicators. The author's proposals are based on two groups of indicators used in financial analysis: 1) indicators of financial condition and 2) indicators of financial stability and security. Each group comprises 7-8 financial indicators, corresponding criteria, and normative values. It is proposed that diagnostics be carried out in two stages. In the first stage, the financial condition is determined according to the indicators of the first group, and then – in the second stage, it is detailed by analyzing the indicators of financial security (indicators of the second group). The application of the approach presented in the article makes it possible to carry out purposeful work on the diagnosis of economic indicators of activity, to form an independent opinion not only about the insurer's financial condition but also to build the fundamental foundations of ensuring its financial security. It is crucial not only to calculate and compare the dynamics of indicators of the financial condition of insurers but also to assess the degree of their readiness to counter threats correctly. The results reported here proved the necessity of introducing financial controlling tools into the system of adaptive management of the company’s financial security, which is inextricably linked with technology transfer. The object of the study is the movement of technology with the application of any information on ensuring the implementation of financial controlling tools in the process of managing the financial security of enterprises. We analyzed theoretical approaches to adaptive management of financial security of enterprises. The principles, functions, and types of financial controlling were considered. The expediency of researching the financial security of enterprises using financial controlling as a functional system of adaptive management of deviations has been proven. A systematic approach was used to study scientific approaches to adaptive management of financial security based on financial controlling. Considerable attention was paid to the analysis of the functions and tasks of financial controlling under today’s unstable conditions of the economic development of enterprises. Using the method of system analysis, theoretical and methodological approaches to understanding the essence of financial controlling in the adaptive management of financial security of enterprises were evaluated. Peculiarities in the scientific approaches of various scientists regarding the essence of the financial security of enterprises have been revealed. The role and significance of adaptive management of the financial security of enterprises with the help of a modern toolkit of financial controlling, which consists of contractual obligations that make it possible to ensure an effective mechanism for making managerial decisions regarding the enterprise and its counterparties or other financial institutions, is revealed. The extended capabilities of the financial controlling toolkit are useful for analysts and enterprise managers to justify and improve the quality of adaptive management of the enterprise’s financial security in modern conditions of technology transfer. Information-psychological influences, attacks, and operations do not have a physical manifestation but generate destabilizing internal and external processes within a state. These processes cause aggression, anxiety, and dissatisfaction among the population, potentially leading to open physical conflict. The use of the Internet enables extremist organizations to access mass media, spreading propaganda, informing about their goals, tasks, measures, and forms of support. The authors emphasize the significant impact of modern information and communication technologies on increasing threats to political stability and the security of any state. The aim of this paper is to highlight foreign experiences regarding organizational and legal measures that prevent the spread of disinformation, aimed at inciting hostility and hatred within a state. The study draws on experiences from large-scale protest actions, organized and coordinated through social networks on the Internet. The authors note that blogs, social networks, electronic maps, and video hosting sites are currently used without restrictions for political destabilization. Social networks enable immediate support from like-minded individuals and the publication of extremist materials, which contribute to the escalation of socio-political, ethnic, and interfaith conflicts. The main research methods are comparative analysis, statistical method, historical method, structural-functional method of cognition. Having studied the periods of formation of the system for countering the spread of disinformation in the EU, the authors concluded that the work on countering the spread of disinformation is conducted comprehensively and systematically and is constantly being improved in accordance with the challenges. In the EU countries, not only the practice of combating disinformation has been developed, but also an array of normative legal acts has been adopted to prevent the spread of disinformation. The European experience demonstrates the importance of a balance between freedom of speech and security measures in the information space. Such a comprehensive and conceptual approach should be the basis for creating a system for countering the spread of disinformation in Ukraine. [ABSTRACT FROM AUTHOR]

Стаття присвячена актуальній проблемі забезпечення економічної безпеки агропідприємств України в умовах війни. У статті розкрито сутність економічної безпеки підприємства. Охарактеризовано процес формування економічної безпеки із врахуванням особливостей галузі та умов, що склалися. У роботі досліджуються ключові виклики, з якими стикається аграрний сектор країни внаслідок військової агресії, та аналізуються нові можливості, що відкриваються в процесі адаптації до кризових умов. Розглянуто комплекс факторів, що впливають на економічну безпеку агропідприємств, включаючи кадровий дефіцит, втрату сільськогосподарських угідь, порушення логістичних ланцюгів, проблеми з енергопостачанням та обмежений доступ до фінансових ресурсів. Особлива увага приділяється питанням модернізації технічного парку в умовах обмежених ресурсів та необхідності підтримки вітчизняного виробника. У статті пропонується ряд стратегічних напрямів, спрямованих на підвищення економічної безпеки агропідприємств, включаючи диверсифікацію виробництва, впровадження інноваційних технологій, розвиток нових логістичних маршрутів та посилення кооперації між учасниками ринку. Окреслена роль держави у підтримці аграрного сектору та запропоновані рекомендації щодо формування ефективної політики забезпечення економічної безпеки агропідприємств в умовах тривалої нестабільності. При підготовці статті було використано як загальнонаукові (аналіз і синтез, абстрагування та конкретизація) так і спеціальні методи дослідження.

У статті досліджено механізм формування економічних «шоків», який є ключовим для розробки ефективних стратегій управління ризиками і забезпечення фінансової безпеки. Розглянуто, що «шоки» в економіці виникають як наслідок накопичення дисбалансів і диспропорцій в економічних системах. Ці дисбаланси, взаємодіючи з різноманітними ризиками, поступово перетворюються на конкретні загрози, що веде до виникнення «шоків». У статті систематизовано основні етапи цього процесу, зокрема, від початкового накопичення дисбалансів і диспропорцій до їх реалізації у вигляді кризових явищ. Окрему увагу приділено ідентифікації ключових ознак «шоків», таких як суперечливий характер їхнього впливу, різноманітність джерел виникнення, тривалість впливу на економічну систему та складність адекватної реакції на ці явища. Визначено, що «шоки» мають багатогранний і часто непередбачуваний вплив на економічні системи, що ускладнює їх прогнозування та ефективне управління. Результати дослідження підкреслюють необхідність комплексного аналізу для розробки дієвих заходів щодо попередження та пом'якшення наслідків економічних «шоків». Важливість глибокого розуміння процесів формування «шоків» обумовлює потребу у вдосконаленні стратегій ризик-менеджменту для забезпечення стабільності та стійкості економічних систем.

Стаття присвячена дослідженню та узагальненню наявних поглядів науковців щодо різних підходів до сутності фінансової безпеки держави, як складової його економічної безпеки. Акцентовано увагу на тому, що пошук нових підходів до формулювання сутності фінансової безпеки є досить актуальним, що зумовлено наявністю значної кількості завдань, які постають в сучасних економічних умовах. В основному вони залежать від об'єктивних і суб'єктивних факторів зовнішнього і внутрішнього середовища. Розглянуто трактування категорії фінансової безпеки як складової економічної безпеки. Розглянуто ієрархічну складову та визначено, що фінансова безпека відіграє провідну роль у забезпеченні ефективного розвитку держави. Висвітлено множинність підходів і визначень щодо тлумачення сутності фінансової безпеки та здійснено її деталізацію. Основною метою дослідження є теоретичне обґрунтування сутності поняття фінансової безпеки держави на основі аналізу існуючих підходів.

У статті досліджено питання безперервності бізнесу в умовах загострення глобальних викликів, зокрема збройної агресії рф проти України. Уточнено сутність поняття «стійкість бізнесу» та його компоненти. Наведено ключову відмінність між стійкістю та безперервністю бізнесу у розрізі підходу до реагування на виклики. Визначено чотири основні категорії загроз, що перешкоджають безперебійному функціонуванню українських підприємств, серед яких: антропогенні (випадкові та навмисні), технологічні, біологічні та стихійні лиха. Проаналізовано поточний стан вразливості України щодо актуальних загроз відповідно до рейтингів «Індекс крихких держав» та INFORM Ризик. На основі потенційних загроз запропоновано перелік інструментів їх мінімізації та забезпечення безперебійної роботи бізнесу в умовах воєнної агресії рф.

Відповідно до положень Конституції України права і свободи людини є невідчужуваними та непорушними. Конституційні права і свободи, перелік яких не є вичерпним, гарантуються і не можуть бути скасовані. Права і свободи людини та їх гарантії визначають зміст і спрямованість діяльності держави. В умовах російської агресії одним із пріоритетів для держави має стати забезпечення принципів законності та верховенства права. Роль держави полягає в утвердженні та забезпеченні прав та свобод людини, що випливає зі змісту статті 3 Конституції України та є головним обов’язком держави. В умовах воєнного стану держава неспроможна в повній мірі гарантувати права людини, оскільки військова агресія російської федерації потребує від держави здійснювати непопулярні заходи, які обмежують окремі права громадян для забезпечення безпеки та ефективності оборонних дій. Однак це не означає, що права та свободи громадян повинні повністю ігноруватися. Україна повинна вживати заходи для гарантування дотримання прав осіб. Для цього необхідно удосконалювати нормативно-правове регулювання захисту прав осіб та приведення його у відповідність до вимог міжнародних стандартів. Визначені Конституцією України обмеження конституційних прав і свобод людини і громадянина в умовах воєнного стану ґрунтуються на безпековій концепції України та охоплюються поняттям безпеки. В умовах війни акценти на виявлення загроз змінюються у напрямку звуження прав людини, керуючись необхідністю забезпечення впливу на потенційні та існуючі загрози. В умовах воєнного стану пріоритетним напрямом має стати та впровадження кіберстратегій, які враховують потенційні кіберзагрози та визначають заходи забезпечення безпеки в цифровому просторі. Необхідно створити ефективний механізм, який би забезпечив державну інформаційну безпеку і дотримання прав людини, зокрема на тимчасово окупованих територіях. Розв’язання цих проблем вимагає комплексного підходу, який включатиме в себе технічні заходи безпеки, законодавчі та регуляторні ініціативи державно-правових інституцій.

The article presents a scientific-expert and sociological assessment of the financial security of business entities of Ukraine in wartime and postwar times. The process of managing the financial security of business entities in the system of ensuring their financial stability was considered and the level of instability of the external environment of business entities in war conditions was assessed. Economic instability, the spread of crisis phenomena, and geopolitical conflicts pose a real threat to the financial security of all business entities. Today, the state sovereignty and financial security of the state as a whole, the fullness of the state budget, the creation of a reliable material and technical base, and jobs depend on Ukrainian enterprises and their stable operation. Security of the enterprise and development of the so-called “immunity” to threats, both external and internal, is one of the main tasks of the financial security management system of business entities. Assessing or predicting the financial security of business entities under martial law is a significant difficulty since the military situation creates force majeure circumstances that can lead not only to a reduction in the volume of the enterprise activities but also to a possible complete stop or even to an irretrievable loss of property or resources. We came to the conclusion that martial law, being one of the main reasons of enterprise instability, is the greatest danger to an enterprise and can lead to the destruction of its potential (industrial, technological, scientific, technical, and personnel) as the main factor in the life of an enterprise. According to the provisions of the Constitution of Ukraine, human rights and freedoms are inalienable and inviolable. Constitutional rights and freedoms, the list of which is not exhaustive, are guaranteed and cannot be revoked. Human rights and freedoms and their guarantees determine the content and direction of state activity. In the conditions of Russian aggression, one of the priorities for the state should be ensuring the principles of legality and the rule of law. The role of the state is to assert and ensure human rights and freedoms, which follows from the content of Article 3 of the Constitution of Ukraine and is the main duty of the state. In the conditions of martial law, the state is unable to fully guarantee human rights, since the military aggression of the Russian Federation requires the state to implement unpopular measures that limit individual rights of citizens to ensure the safety and effectiveness of defense actions. However, this does not mean that the rights and freedoms of citizens should be completely ignored. Ukraine should take measures to guarantee compliance with the rights of individuals. To do this, it is necessary to improve the legal regulation of the protection of the rights of individuals and bring it into line with the requirements of international standards. The limitations of the constitutional rights and freedoms of a person and a citizen in the conditions of martial law defined by the Constitution of Ukraine are based on the security concept of Ukraine and are covered by the concept of security. In the conditions of war, the emphasis on identifying threats changes in the direction of narrowing human rights, guided by the need to ensure impact on potential and existing threats. In the conditions of martial law, the implementation of cyber strategies, which take into account potential cyber threats and determine measures to ensure security in the digital space, should become a priority direction. It is necessary to create an effective mechanism that would ensure state information security and respect for human rights, in particular in the temporarily occupied territories. The purpose of the article is to research national strategies for the development of artificial intelligence and regulation of its use in the field of human rights protection; the study of modern challenges and trends related to the implementation of artificial intelligence technol ogies that have an impact on humans. Research methods. In order to achieve the defined goal and fulfill the set tasks, a set of general scientific and special legal methods of scientific knowledge were used in the research process: dialectical, systemic-structural, logical-semantic, formal-logical, formal-legal, comparative-legal, analysis and synthesis. Results and conclusions. Today, regulation of artificial intelligence (AI) is being discussed all over the world, including Ukraine. Artificial intelligence, with significant potential for rapid growth, is becoming one of the most influential technologies in today’s world. At the same time, the question arises about the ethical and legal use of these technologies. Against the background of globalization processes, the latest technologies of AI systems, penetrating into various fields, become the reality of every person’s life, even at the household level. It was emphasized that the governments of various states understand the importance of using modern information and communication technologies, including artificial intelligence technologies. Attention is focused on the fact that if AI is not controlled, it can lead to problems in the field of human rights. That is why the governments of many countries around the world are trying to protect users of digital services from threats and negative effects when using AI, developing their strategies for the development and regulation of artificial intelligence for this purpose. It was noted that the national strategies for the development of AI differ from each other in terms of their goals, but they all have a common goal – the introduction of safe AI technologies into all spheres of human life. To better understand the impact of artificial intelligence on humans and to find solutions to the challenges it creates, international collaboration, supported by the GPAI (Global Partnership on Artificial Intelligence), is needed. On the basis of the conducted research, the need to increase interest in solving the problems of human protection against potential AI threats at the international level has been proven. The main directions of the development of safe artificial intelligence, which were discussed at the first ever summit held in Great Britain, are described. The safe development of artificial intelligence will allow the use of its technologies for the benefit of humanity. The main regulatory legal acts are decisive for the formation of both international and national policy of each state, which regulate the sphere of human rights protection in the field of AI use, have been identified. The formation of international and European standards in the field of application of artificial intelligence is highlighted. The normative legal documents that establish and regulate the implementation of AI technologies in Ukraine have been analyzed. It was concluded that today no state in the world is able to work on the creation and implementation of AI in isolation from others: only international cooperation of scientists can ensure the development of high AI technologies. Ukraine, as a part of the European Community of States and a member of the Special Committee on Artificial Intelligence at the Council of Europe, should focus primarily on the standards of the European Union, the Council of Europe and other pan-European institutions regarding the development of AI. Legal regulation of the use of artificial intelligence in Ukraine is at the stage of development. The strategy for the development of artificial intelligence for 2022–2030 should become the basis for the preparation of state programs and legal acts related to the development of AI in Ukraine. In order to eliminate the risks of artificial intelligence, it is proposed to rely on European and global strategies for the development and regulation of AI, taking into account international standards and ethical principles in its use, when developing national legal acts. The article is dedicated to the consideration of the right to security as a fundamental human right. The problems related to the right to security are complex and are determined by the specifics of the current development of society. It is shown that in modern conditions the right to security exists de facto by default, but de jure does not have the status of a fundamental and universal human right. At the same time, the right to security is a legal recognition of the existence of safe conditions of existence for every person and the context for the realization of both individual and the entire complex of human rights. The article proves that the right to security is an integral concept, which is confirmed by a significant number of rights derived from it. It is proven that modern ideas about security are determined by secularization and anthropological trends. Today, the content of the concept of “security” emphasizes the individual, not the state. Unlike previous eras, the responsibility for creating and functioning laws and rules for a safe life rest with a person. Considerable attention is paid to the modern understanding of the right to security, which has its cultural basis in the form of a change in the normative model of society: the current society is a society of dynamic changes, risks, and conflicts, in which the main social ideal is security, and not equality as it was followed in previous eras. It is also noted that different historical and cultural systems have their ideas about security and specific means of ensuring it. The right to security, in an ontological sense, is close to the right to freedom, as it exists in two forms - positive (as a system of measures to counter dangers and threats and ensure stability) and negative (as a state of individual protection from risks and threats). In this article, the issue of information support (CIS) of Lviv Polytechnic National University is considered, an approach to the safe functioning of the center in cyberspace and the communication environment is developed on the basis of the creation of security systems of information and communication technologies according to the concept of "object - threat" - protection". A software implementation of information encryption based on the AES algorithm by means of Python was developed in order to ensure the safe functioning of databases in the cyberspace of the Central Intelligence Agency. У статті доведено, що розвиток промислового потенціалу в умовах міжнародної економічної діяльності зіштовхується з різноманітними викликами та загрозами, що вимагають глобальної кооперації, інновацій та адаптації. Стаття присвячена ідентифікуванню загроз розвитку промислового потенціалу в умовах міжнародної економічної діяльності, серед яких виокремлено технологічні зміни, зміни в міжнародній торгівлі, екологічні обмеження, політична та економічна нестабільність, інтелектуальна власність, робоча сила, кібербезпека. Обґрунтовано, що для ефективного вирішення згаданих викликів та мінімізації потенційних загроз необхідна координована діяльність на міжнародному рівні, інвестиції в інновації та технології, а також розробка гнучких стратегій, які зможуть адаптуватися до швидкозмінних умов глобальної економіки.

Ця стаття присвячена аналізу концептуальних засад зовнішньоторговельної безпеки та її ролі в системі національної безпеки. Вона висвітлює значення зовнішньоторговельної безпеки для стійкості та розвитку регіонів, а також її вплив на економічний розвиток та економічну безпеку. Зокрема, у роботі обґрунтовується необхідність дослідження зовнішньоторговельної безпеки регіону як важливої компоненти зовнішньоекономічної безпеки на регіональному рівні. Окрема увага приділяється чинникам формування зовнішньоторговельної безпеки регіону. Також підкреслюється важливість розуміння та ефективного управління загрозами, що виникають у контексті зовнішньоторговельної діяльності. В дослідженні теж визначаються основні функції регіональних органів влади у забезпеченні зовнішньоторговельної безпеки регіону.

Стаття присвячена обґрунтуванню механізму державного реагування на загрози суспільно-політичного характеру. Запропоновано наступні фактори впливу на забезпечення суспільно-політичної безпеки в Україні: орієнтація на захист в підприємницьких структурах; наявність надійної системи співпраці з міжнародними організаціями в сфері забезпечення безпеки; впровадження міжнародного досвіду в механізми забезпечення суспільно-політичної безпеки; рівень інвестування в механізми забезпечення суспільно-політичної безпеки; налагоджена система пропаганди необхідності забезпечення суспільно-політичної безпеки серед населення; інноваційна складова системи забезпечення суспільно-політичної безпеки; досконалість правового та регуляторного підґрунтя забезпечення суспільно-політичної безпеки.

Стаття присвячена питанням загальної ха­рактеристики завдань Бюро економічної безпеки України (далі - БЕБ) як провідному органу щодо захисту національної економіки. Наголошується, що в умовах тиску на вітчизняний економічний сектор гостро постає питання ефективного його захисту від дії зовнішніх і внутрішніх подразни­ків. Зауважується на важливості активної участі всіх суб'єктів забезпечення економічної безпеки держави у цих процесах. Особливе місце, з огля­ду на його поточне становище, відведено БЕБ та акцентовано увагу на критичній важливості під­сумків роботи інституції. Виходячи з таких мірку­вань, припускається й робиться спроба обґрунтування доцільності аналізу завдань установи на сучасному етапі. Для повноти й всебічності дослідження оп­рацьовуються загальні підходи щодо розуміння змістовного наповнення дефініції «завдання», з'ясовуються його особливості та співставляються з філософією роботи інституції. На осно­ві цього, виявлено колективну точку зору яка відповідає характеру функціонування вказаного центрального органу виконавчої влади. Запро­поноване авторське бачення поняття «завдання БЕБ». З урахуванням законодавчих положень виді­лено завдання установи. Встановлено, що такі завдання слушно позиціонувати як основні, з огляду на існування «похідних» позицій у нор­мативно-правових актах й інших (супутніх) до­кументах. Охарактеризовано всі із ключових завдань установи, передбачені ч. 4 ЗУ «Про Бюро економіч­ної безпеки України» від 28.01.2021 р. № 1150­IX. Оцінено їх важливість, визначено позитивні сторони, виявлено проблемні аспекти, що вима­гають належного й оперативного усунення тощо. Встановлено потребу обов'язкового виконання всіх таких позицій, із огляду на взаємозв'язок останніх й існування суспільного запиту щодо ефективності установи. Підкреслено виняткову гостроту деяких завдань, у контексті існування складних викликів сучасності та осяжного май­бутнього.

Стаття присвячена теоретико-методологічному аналізу діяльності соціальних підприємств у сучасних умовах. Автором обґрунтовано діалектичний взаємозв’язок комерційного та соціального підприємництва; доведено, що соціальні підприємства мають значний потенціал розвитку, особливо під час та після війни; здійснено SWOT-аналіз діяльності соціальних підприємств з урахуванням ризиків воєнного стану (визначено сильні та слабкі сторони, можливості та загрози соціальних підприємств). Методологічною основою дослідження є методи спостереження, порівняння, аналізу й синтезу, групування та наукового узагальнення. У статті підкреслено, що розвиток соціального підприємництва в Україні після війни має бути важливим елементом стратегічного підходу до відновлення економіки. На основі проведеного дослідження визначено ключові аспекти значення соціального підприємництва для післявоєнної відбудови економіки.

The article is devoted to issues of the general characteristics of the tasks of the BES as a leading body for the protection of the national economy. It is emphasized that in conditions of pressure on the domestic economic sector, the issue of effective protection against external and internal irritants is acute. The importance of active participation of all subjects of ensuring the economic security of the state in these processes is noted. A special place, given its current situation, is given to the BES, and attention is focused on the critical importance of the results of the institution's work. Based on such considerations, it is assumed and an attempt is made to substantiate the expediency of the analysis of the tasks of the institution at the current stage. For the completeness and comprehensiveness of the research, general approaches to understanding the content of the definition of «task» are developed, its features are clarified and compared with the philosophy of the institution's work. On the basis of this, a collective point of view was revealed that corresponds to the nature of the functioning of the specified central body of executive power. The proposed author's vision of the concept of «the task of the BES». Taking into account the legal provisions, the tasks of the institution are highlighted. It has been established that such tasks should be positioned as main, given the existence of «derivative» positions in regulatory and legal acts and other (accompanying) documents. All of the key tasks of the institution, provided for in Part 4 of the Law «On the Bureau of Economic Security of Ukraine» dated January 28, 2021 No. 1150-IX, have been characterized. Their importance was assessed, positive aspects were determined, problematic aspects were identified that require proper and prompt elimination, etc. The need for mandatory fulfillment of all such positions has been established, given the interrelationship of the latter and the existence of public demand regarding the institution's effectiveness. The object of research is the energy supply company and the processes of generation and supply of electric energy. The paper examines the problems of building mathematical models for forecasting the operation of a critical infrastructure object in the conditions of a changing security environment, characterized by unpredictability, the presence of uncertainties of various types, the appearance of new threats, their combinations, changes in the form, duration, nature of their influence. In the work, the main attention is paid to the study of the functioning of critical infrastructure in the field of energy supply. Based on the study of the functioning of the energy company system, methods of dealing with uncertainties at the stage of data preparation for analysis and during the preliminary construction of models are presented, in particular, statistical and probabilistic approaches, modeling of the studied processes, alternative methods of estimating model parameters, etc. The complexity of preparing the input data set is related to the fact that it is necessary to ensure the representativeness and variability of the data sets, given that a significant number of factors must be included in the model according to the requirements of regulatory documents, which can lead to multicollinearity of the input variables. The paper proposes an analytical toolkit based on the use of mathematical models and their combinations, intended for use in specialized decision support systems. In the course of the research, a number of numerical experiments were conducted, in which the proposed methodology was worked out on the materials of the enterprise – the object of the critical infrastructure of the energy sector. SAS Energy Forecasting software was used to build the models. The best forecasting results are obtained using generalized linear models (GLM), in particular the GLM model in the form of ARIMAX (a moving average autoregressive model that includes an integrated trend component and external regressors). The proposals presented in the work will allow to increase the efficiency of the functioning of the energy sector, including the determination of the goals, tasks and benchmarks of its operation in regular mode for certain periods of time, as well as in the field of development of universal and special mechanisms for ensuring stability in the mode of response to threats and critical situations. The subject of this study is to ensure the cybersecurity of systems of multifunctional UAV fleets (SMF UAV). The purpose of this study is to identify and analyze the risks associated with the cybersecurity of multi-functional UAV fleets, develop models of threats, vulnerabilities, and attacks, and conduct IMECA analysis of cyberattacks. Tasks: 1) analyze threats that may affect the security of multifunctional UAV fleets; 2) identify system vulnerabilities and their possible consequences in case of exploitation; 3) develop models of the system infrastructure and threats, vulnerabilities, and attacks, considering the specifics of the functionality and communication between system elements; 4) perform a risk-based analysis, identifying and classifying potential threats and their impact. The following results were obtained. The following results were obtained. 1. Cybersecurity threats to multifunctional UAV fleets are described and classified. 2. Identified and analyzed system vulnerabilities and their potential consequences. 3. Developed models of threats, vulnerabilities, and cyberattacks, considering the specifics of the UAV fleet. 4. Conducted a risk-based analysis, determined the level of threat, and developed recommendations for improving the cybersecurity of the UAV fleet based on the results of the IMECA analysis. Conclusions. The research emphasizes the importance of the developed model and tool for the detection and analysis of cyber threats to the SMF UAV. This allows increasing the cybersecurity and reliability of the system and ensuring timely response to cyber threats. Areas for further research: development of a model and method to consider the specifics of cyber threats and the technological characteristics of the SMF infrastructure; development and implementation of proactive protection tools in the context of combined cyberattacks; and expansion of the scope of these tools in various industries, including smart cities. The main purpose of the article is to improve the mechanism of administrative and legal ensuring for the financial and economic security (FES) of the state. The object of the study is to ensure the FES of the state. The scientific task is to formulate blocks for improving the mechanism of administrative and legal ensuring for the FES of the state, taking into account measures to counter the negative impact of threats to this type of security at the state level. The methodology includes methods, such as the method of analysis and synthesis for research and work with information and information on the issue, as well as the abstract-logical method, which helped to generalize this and draw conclusions, expert analysis to determine the main threats and the method of paired comparisons to streamline administrative and legal measures to counter the main threats to ensure the FES of the state, which serves as the basis for improving the mechanism. The study proves that the mechanism of administrative and legal ensuring for the FES of the state should include measures to counter the negative impact of the main threats, the influence of which is increasing due to the dynamism of the external environment. A methodology for determining the priority of implementing administrative and legal measures to counter threats to ensuring the FES of the state is presented, which served as the basis for improving the mechanism. The author's novelty lies in the presentation of the improvement process the mechanism of administrative and legal ensuring for the FES of the state. The study has two main limitations: not taking into account all possible threats during the expert analysis and taking into account the specifics of only Ukraine and its characteristics and conditions for the development of security as a result of the war. The article is dedicated to exploring the essence of financial security for financial institutions in Ukraine in the context of a state of war and providing proposals for its enhancement. In light of international events, particularly the full-scale invasion and aggression by the russian federation, the insufficient level of financial security of Ukrainian financial institutions becomes exceptionally pertinent. Therefore, identifying internal and external threats to the financial security of these institutions during wartime, along with developing a strategy to neutralize these threats and enhance the effectiveness of financial security, emerges as an extremely relevant task. The article substantiates the significance of developing a strategic plan to bolster Ukraine's financial security, with a focus on the control of financial institution activities. The author meticulously examines key aspects and methods of ensuring stability and reliability of financial institutions in the European Union. Additionally, key elements of controlling financial institution activities within the context of Ukraine's financial sector development strategy are studied and compared with methods applied in other countries around the world. The article comprehensively examines practices and strategies for financial stability of institutions in European Union countries such as the Netherlands, Belgium, the United Kingdom, and the Czech Republic. Analyzing the practices of these countries, known for their successful results in ensuring economic stability and protecting consumer and investor rights, provides insights and recommendations for Ukraine's financial sector. A crucial aspect of the article highlights the role of regulatory bodies that define standards of business conduct, requirements for financial reporting, and the process of service delivery. Moreover, the article underscores the importance of innovation and financial literacy in ensuring the efficiency and competitiveness of financial institutions in the modern global environment. In conclusion, the article makes a significant contribution to understanding and addressing the issues of financial security in Ukrainian financial institutions, especially in the context of geopolitical challenges. Мінливість міжнародного бізнес-середовища та посилення конкурентної боротьби підштовхує компанії до постійного розвитку і вдосконалення діяльності. Одним із способів посилення конкурентних позицій на основі ефекту масштабу і розширення меж своєї діяльності є вихід на міжнародні ринки. Успішному виходу компанії на закордонний ринок має передувати маркетингове дослідження бізнес-середовища цього ринку з метою виявлення потенційних загроз і можливостей функціонування компанії на ньому і розробки чи корегування на цій основі стратегії своєї діяльності. У статті розкрито специфіку бізнес-середовища ринку меблів Португалії для українських виробників. Виявлено, що фактори можливостей для вітчизняних меблевих підприємств на досліджуваному ринку набагато переважають фактори загроз, що створює передумови для успішного завоювання цього ринку. Розкрито особливості конкурентного середовища португальського меблевого ринку. Перспективами даного дослідження може бути подальший аналіз бізнес-середовища для українських компаній на ринку меблів Португалії та формування стратегії виходу вітчизняних виробників на даний ринок.

В умовах загострення конкурентної боротьби на ринку молочних продуктів, постійної зміни його кон’юнктури й місткості, а також невизначеності зовнішнього середовища, пріоритетними напрямками стають формування та впровадження маркетингових стратегій розвитку, які зможуть забезпечити ефективну діяльність підприємств за допомогою використання інструментів стратегічного управління – SWOT-аналізу та PEST-аналізу. У статті розглянуто теоретичні основи SWOT-аналізу та PEST-аналізу. Досліджено алгоритм їх проведення. Описано етапи проведення SWOT-аналізу, а також його основні завдання, розкрито наявні недоліки. Визначено, що даний метод допомагає встановити ланцюгові зв’язки між зовнішнім та внутрішнім середовищами. Встановлено, що SWOT-аналіз та PEST-аналіз – універсальні методи стратегічного аналізу, які дозволяють визначити перелік стратегічних дій, спрямованих на розвиток підприємства та посилення конкурентних позицій. Дані методи є початковими етапами та підґрунтям формування будь-якої маркетингової стратегії підприємств молочної галузі. За допомогою SWOT-аналізу здійснено комплексну оцінку маркетингових стратегій розвитку підприємств на ринку молокопереробної галузі. Здійснено PEST-аналіз зовнішнього середовища підприємств молочної галузі, проведено оцінювання напрямку і сили впливу груп факторів (P, E, S, T) та визначено ті, які перешкоджають формуванню маркетингових стратегій та ті, що чинять позитивний вплив на неї. Схематично відображено застосування SWОТ-аналізу та PEST-аналізу у процесі формування маркетингової стратегії. На основі проведених досліджень розроблено практичні рекомендації для підприємств молочної галузі та сформульовано основні пріоритетні напрямки їх розвитку.

У дослідженні розглядається роль соціальної безпеки в національному захисті України. Виявлено відсутність єдиної системи дослідження соціальної безпеки, проте спостерігається тенденція до розроблення методологічного інструментарію для її ефективного функціонування. Доведено доцільність вивчення соціальної безпеки як чотирьохрівневої ієрархічної структури, особливо актуальним є вивчення соціальної безпеки людини як нанорівня соціальної безпеки, зокрема в умовах війни. У контексті сучасних перетворень в Україні, спричинених вторгненням РФ та складними соціально-економічними та політичними процесами, акцентовано увагу на важливості дослідження аспектів соціальної безпеки молоді, враховуючи її вплив на формування та вразливість цієї групи населення. Виокремлено ключові виклики та проблеми соціальної безпеки молоді в умовах воєнного стану, запропоновано шляхи подолання виділених проблем. Особливий акцент робиться на необхідності спеціальної уваги та підтримки для молоді в умовах воєнного стану для забезпечення їхнього благополуччя та майбутнього.

Розглянуто сутність та визначено зміст категорії «інформаційне середовище», «інформаційний простір контролінгової інформації», що дало можливість визначити основні центри її продукування (первинні структурні підрозділи, аналітичні служби підприємств, зовнішні суб’єкти створення інформації для управління) та виокремити специфічні риси різних типів контролінгової інформації та їх роль у процесі управління підприємством. Досліджено, що недостатній рівень інформаційного забезпечення та захисту системи фінансового контролінгу призводить до зростання ризику прийняття економічно необґрунтованих управлінських рішень, неефективного використання ресурсів спільного підприємства, зростання ризику спільної діяльності та ін. Занадто великий обсяг фінансової інформації може призвести до неможливості опрацювання всієї інформації, зниження ймовірності оцінки найбільш доцільної та достовірної інформації, прийняття помилкових управлінських рішень. Виникнення та посилення загроз в інформаційному середовищі суттєво підвищує значення та роль інформаційної безпеки для національної безпеки України.

In the article, timeliness and necessity of risk management in the context of ensuring financial and economic security of transport and industrial companies is substantiated. Peculiarities of the activities of industrial and transport companies are revealed, and areas of the interaction and interdependence are identified in the article. These zones include as follows: supply of equipment, raw, materials; transportation and logistics; optimization of logistics; access to the market; development of the infrastructure. It is proved that cooperation of transport and industrial companies helps ensuring sustainability of production, increase the competitiveness of companies and promote economic growth. Risks in the industrial and transport sector are studied, including their main types classified by sources of occurrence, types of threats and possible consequences. The features of risks and threats to financial and economic security of industrial and economic companies are systematized. It is substantiated that the following peculiarities of the activity for industrial and transport enterprises are as follows: the need for significant investments in equipment and technologies, dependence on fluctuations in market conditions, transportation of resources and finished products, optimization of logistics, constant regulatory and normative changes. In addition, for industrial companies, the focus is on innovation challenges, and for transport companies, on logistical challenges and competitive pressure. The methods and approaches to riskmanagement for industrial and transport companies (strategic planning, risk analysis, insurance, provisioning, internal control) are identified and summarized, their common and distinctive features in the context of risk management are emphasized, it is proved that taking into account these aspect will allow the studied companies to respond to risk events and threats to financial and economic security, ensure their sustainability and competitiveness in the current business environment. The purpose of the article is to identify the problems of ensuring the food security of Ukraine and the countries of the European Union in the conditions of modern challenges and dangers in the context of substantiating the peculiarities of their legal regulation. The problems of ensuring food security in Ukraine and in the countries of the European Union became acute during the spread of the COVID-19 pandemic, significantly intensified under the influence of a full-scale war of russia against Ukraine in 2022 and threatened with the spread of global hunger. It has been established that the essence of food security lies in the creation by the state of favourable opportunities capable of ensuring proper conditions for the production of food products, the opportunity for the population to get food products, and their constant availability and stable supply. The main problems of ensuring food security in Ukraine and the European Union’s countries are outlined, in particular: (1) russia's war against Ukraine; (2) conducting active hostilities in agricultural territories; (3) blockade by the aggressor country of seaports and annexation of significant Ukrainian territories; (4) violation of established food trade mechanisms; (5) unbalancing food products supply chains; (6) growing shortage of food products and their prices on the European and international food market; (7) dependence of the countries of the European Union on the export of products from Ukraine and russia. The main measures to increase the level of food security are proposed, the most important of which are ending the war in Ukraine; consolidating the international community's efforts to unblock seaports in the Black Sea and ensuring the uninterrupted supply of food to the countries of the European Union; balancing European and international food markets and reducing the rate of spread of hunger. The article examines the genesis of the concept of risk society, outlines the development of the theoretical discourse on the issue of risks in the postmodern era. It is shown that for Ukrainian socio-philosophical thought, the relevance of turning to the analysis of the socio-cultural tools for solving the crisis problems of society is intensified by the threats and risks caused by the war with the Russian Federation. The motivating role of culture as a selforganizing and self-preserving potential of human development is revealed. Security culture is analyzed as a socio-cultural process of interaction of culture elements with people's life activities and their security. The safety culture should contain a stabilizing social program that functions on the basis of a system of knowledge, principles, norms, values and relations in the field of safety. It was concluded that the leading cultural factor in the formation of universal security relations should be a system of universally recognized life values and social norms of life, which performs the function of the "universal code" of human culture, which contains the acquired historical experience of humanity in the struggle for its survival, coded in terms of values. A set of attributive values that form the core of the value structure of the safety culture is defined, namely: viability and sustainability of society; reliability of life support systems; orderliness, predictability of social processes; social integration and consolidation; adaptability of management and security systems; predictability of military, economic, social, environmental threats; the possibility of preventing dangers; comprehensive protection of human life in emergency situations; integration into the regional and global security system. The view on values as a substantial basis of civilizational development is analyzed. The significance of the value dimension of the safety culture is proven, which consists in the fact that values perform the function of a system of coordinates and standards of social behavior that determine a certain level of trust and security of public life. It is substantiated that the appeal to culture, as a potential source of self-preservation and stabilizing force of existence of the Ukrainian nation in the conditions of war threats, is able to stop the humanitarian catastrophe in the country caused by the war. The specific functions and content of the safety culture in the risk society are revealed. Стаття присвячена актуальним питанням визначення сутності цифрової безпеки підприємств. Визначено місце цифрової безпеки в сукупності безпеки підприємства. Наведено основні ризики та перешкоди розвитку підприємства, спричинені посилення цифровізації та зумовлені поширення інформації, застосуванням різноманітного програмного забезпечення і комп’ютерної техніки. Визначено, що такі ризики та загрози спричиняють необхідність формування цифрової безпеки підприємства. На основі проаналізованих досліджень науковців щодо визначення сутності цифрової безпеки, сформовано авторське бачення досліджуваного явища, яке передбачає поєднання інформаційної та кібербезпеки. Авторами доведено можливості забезпечення цифрової безпеки підприємства шляхом створення можливостей безпечного використання, зберігання та передавання інформації при застосуванні безпечних засобів її передачі, обробки та зчитування.

Стаття присвячена аналізу ризиків та загроз, з якими зіштовхуються логістичні підприємства під час здійснення своєї діяльності. Проаналізовано особливості забезпечення економічної безпеки логістичних підприємств та визначено основні напрями їх розвитку. Висвітлено, що управління ризиками на логістичних підприємствах це  економічний механізм процесу регулювання та прийняття відповідних рішень. Визначено ключові напрями забезпечення внутрішньої безпеки підприємства. Охарактеризовано основні загрози логістичного підприємства. Запропоновано один із найбільш ефективних варіантів виявлення економічних загроз та забезпечення ефективного управління економічною безпекою логістичного підприємства  створення служби економічної безпеки. Зазначено, що діяльність Служби економічної безпеки базується на внутрішніх нормативних документах підприємства і здійснюється відповідно до основних принципів, деякі з них висвітлені в цьому дослідженні.

У науковій статті подано обґрунтування вперше розроблених алгоритму та методики побудови системи забезпечення запобігання загрозам у прикордонній сфері. Запропонована методика надає можливість побудувати систему запобігання загрозам у прикордонній сфері за рахунок своєчасної оцінки та виявлення стану загострення обстановки (на основі наявної випереджувальної інформації) і переходу її у стан загрози, та формування інформаційних потоків до системи утворення прикордонної політики держави. Алгоритм запропонованої методики висвітлює комунікаційну сукупність двох підсистем: “Інформаційно-аналітичної підсистеми запобігання загрозам у прикордонній сфері” та “Підсистеми реалізації заходів запобігання загрозам у прикордонній сфері”, що загалом формують структуру системи забезпечення запобігання загрозам у прикордонній сфері. За умови, що запобігання виявленим загрозам можливе лише у разі прийняття додаткових рішень на державному рівні управління або за рахунок законодавчих змін (“важелів впливу”) така комунікація надає можливість реалізації доповідей до системи утворення прикордонної політики держави щодо застосування додаткових сил і засобів тощо. Для своєчасного прийняття рішень щодо протидії зростанню загрози запропоновано використання добре апробованого методичного апарату, який надає можливість своєчасно виявити та прогнозувати ступені загострення обстановки у прикордонній сфері на період виконання рішення з урахуванням можливості переростання процесів загострення обстановки у більш небезпечні стани. Варіанти комбінацій ознак загострення обстановки за класичним підходом розглядаються як багатовимірні одиниці, що дозволяє використовувати відомий у таксономії підхід до оцінки багатовимірних об’єктів, доопрацювавши ідею вимірювання таксономічної відстані з урахуванням специфіки завдань оцінки ступеня рівня загострення обстановки та її переходу у стан “загроза” в комплексному варіанті оцінки стану прикордонної безпеки. Саме кінцева інформація про загрози та ризики є “матеріалом” для проведення аналізу та формування пропозицій щодо організації охорони (оборони) державного кордону і прикордонної політики в державі загалом, що обґрунтовує необхідність впровадження системи оцінювання (відповідних показників і критерію) якості кінцевої інформації.

Обґрунтовано, що фінансова безпека підприємства характеризується станом, який забезпечує його фінансову рівновагу, стійкість, платоспроможність у короткостроковому та довгостроковому періоді, потреби у фінансових ресурсах для сталого розвитку, достатню фінансову стійкість та незалежність від зовнішніх контрагентів, інвестиційну привабливість та захищеність фінансових інтересів власників підприємства. З метою досягнення фінансової безпеки розроблено механізм забезпечення фінансової безпеки, який є складовою механізму управління діяльністю підприємства, який відображає взаємозв'язок та взаємодія між окремими процесами господарської та фінансової діяльності. Метою механізму є зведення до мінімуму зовнішніх та внутрішніх загроз фінансовим, матеріальним ресурсам, інформаційним технологіям та кадрам шляхом розробки та реалізації заходів економічного, фінансового, нормативно-правового та організаційного плану. Для досягнення поставленої мети механізму забезпечення фінансової безпеки підприємства визначено завдання, до яких належать: прогнозування ймовірності загроз фінансової безпеці підприємства; організація заходів щодо запобігання можливим небезпекам фінансової безпеки підприємства; виявлення та аналіз реально виниклих загроз фінансовій безпеці; розробка та прийняття управлінських рішень щодо усунення загроз фінансовій безпеці підприємства та мінімізації їх наслідків. Механізм забезпечення фінансової безпеки розробляється за кожної складової. За допомогою розробленого механізму підприємство здатне мінімізувати різні види загроз його фінансової безпеці. Обгрунтовано, що тільки при системному, регулярному підході до управління фінансовою безпекою можливе досягнення не тільки фінансової безпеці підприємства, але і його незалежності в цілому від впливу різних факторів зовнішнього та внутрішнього середовищ.

That is why the formation of the criminal legal protection of persons in the framework of ensuring their economic and legal security is becoming relevant. That is why the purpose of the study was to determine the ways of forming the criminal legal protection of persons in the framework of ensuring their safety. The object of the research is the system of criminal legal protection of persons. The scientific task is to determine the ways of forming the criminal legal protection of persons in the framework of ensuring their safety by presenting the appropriate models. It is characteristic that a number of economic factors were also taken into account during the simulation, which is why, and this should be singled out as part of the innovativeness of the article. The graphical modelling language is the basis of the article's methodology. As a result of the study, decompositions of models for the formation of criminal legal protection of persons in the framework of ensuring their safety were presented. The innovative elements of the article are not only the proposed methodological approach to the formation of the criminal legal protection of persons in the framework of ensuring their safety but also how it was presented, namely in three key stages with its own processes. Economic and legal security is a complex and broad concept, which is why not all aspects of it were considered within the framework of the article. This should be expanded in further research. Socioeconomic development is a complex process that requires significant resources and measures. The development of criminal law is built on a unique system designed to do justice within the legal framework. At the same time, the social and economic aspects of measuring the security of the situation in society should be taken into account. The main purpose is to form a model for improving criminal law, taking into account the socio-economic aspects of the security environment. The main scientific task is: to define and substantiate the socioeconomic aspects of the security environment; to substantiate the relationship between criminal law and the security environment; to determine directions for the development of criminal law and improvement of the justice system, taking into account the socioeconomic aspects of increasing security in society. The object of research is the system of criminal law. The research methodology is based on the method of structural modeling of the development of criminal law through the prism of security. The result of the article is a model for measuring criminal law in the framework of ensuring justice, taking into account the socio-economic aspects of the development of society. The innovativeness of the results obtained is presented in the form of a proposed methodological approach to ensuring the development of criminal law, taking into account the socio-economic aspects of security. The article provides for further research on the socio-economic aspects of the development of criminal law, which should be further analyzed and improved within the framework of this topic. In humanitarian law, the terms public order or public security describe the general conditions that must exist for citizens to enjoy their rights and freedoms. States thus become responsible for the defense of public safety. The Republic of Moldova, like other countries around the world, remains influenced by events outside its borders, especially those that can trigger conflicts. Directly or indirectly, due to a strategic geopolitical positioning, the Republic of Moldova is forced to create mechanisms that are functional and appropriate to the real contexts in order to be able to deal with possible difficulties, which, moreover, continue to leave their mark on the citizens. In the present study we will refer to the threats, risks and vulnerabilities as they are understood in the controversy of researchers and specialists in security and public order, both on the internal and external (regional and international) dimensions. Thus, the definitions of the stated concepts do not belong to us, but we completely rely on the definitions of the notions invoked in the previous studies, with strict references. So, by Threat to security is an action or sequence of events that seriously threatens to degrade the quality of life of the citizens of a state, in a relatively short period of time, or constitutes a threat that cannot be ignored to the freedom of choice of the policy of a government or a private or non-governmental entity within a state [1, page 153]. Risks refer to possible but uncertain events that can cause harm. The impact of the risk depends on the evolving threats, plus the level of vulnerability to those threats, as well as the capacity available to deal with those threats. Plus, the risks affecting national security will be evaluated according to the fields of activity and their level of gravity and probability will be taken into account. Vulnerabilities are analyzed from a classical point of view. Vulnerability depends on the nature of the state's situation: either the state of war/conflict, the «apparent» state of peace, or it depends on the objectives/interests pursued by an actor/disturber in the region. In general, vulnerabilities are processes or phenomena in the internal life of a state (weaknesses), which reduce the ability to react to existing or potential risks or which favor their emergence and development. Specific to the Republic of Moldova, vulnerabilities can be evaluated from an internal and external perspective (depending on where they are generated). For example, the unilateral dependence of the Republic of Moldova on foreign systems in the energy field is a major vulnerability that, in the current security environment, turns into a threat to national security. It can also be a question of vulnerabilities characteristic of weak countries, as well as the emigration of highly qualified specialists and the weakening of the country's development potential. Also, the Republic of Moldova can be affected not only by classic threats, such as international terrorism or cross-border organized crime. In this sense, the situation in Transnistria and the involvement of the Russian Federation as a hegemonic force should also be outlined. [ABSTRACT FROM AUTHOR]

The purpose of the article is to study the theoretical and applied principles of the economic and legal analysis of socio-economic factors of the emergence of threats to the system of counteracting money laundering and terrorism financing in Ukraine. The results of the conducted research allow us to assert that socio-economic factors have a significant destabilizing effect on the system of counteracting money laundering and terrorism financing in Ukraine and provoke the intensification of the processes of the emergence of threats. The article analyzes the main approaches to determining the socio-economic factors of threats to the system of counteracting money laundering and terrorism financing in Ukraine, systematizes their list and singles out the most important ones. On the basis of a detailed study, an economic and legal analysis of socio-economic factors of the emergence of threats to the system of counteracting money laundering and terrorism financing and their legislative regulation was carried out. It was established that among the most significant socio-economic factors of the emergence of threats to the system of counteracting money laundering and terrorism financing in Ukraine are: (1) the growth of the shadow economy; (2) the deepening of corruption; (3) growth of the state budget deficit; (4) an increase in the number of crimes related to the legalization (laundering) of criminally obtained funds. The weakness of the current domestic legislation in terms of establishing responsibility for crimes containing signs of money laundering and terrorism financing was revealed, which requires its improvement in the direction of strengthening such responsibility. A list of measures of economic and legal regulation of socio-economic factors of the emergence of threats to the system of counteracting money laundering and terrorism financing in Ukraine is proposed, most of which are in the area of harmonizing the current legislation of Ukraine with international and European norms, improving the supervisory activities of state regulators and the methodological tools of financial monitoring. The main scientific task will be to identify and organize the main threats to the effective management of personnel potential in the public administration system for a better understanding of which measures should be prioritized and which should not. The research methodology involves the application of modern econometric methods to achieve the set goal in the form of identifying and organizing the main threats to the management of personnel potential in the public administration system. The importance of the study of the theoretical and methodological principles of personnel management in the system of public administration has been proven. The key aspects that reveal the essence of human resource management in the public administration system are characterized. The importance of the human resources management system for public administration is proven. The key aspects of the influence of personnel potential management elements on the public administration system are determined. As a result, the main threats to the effective management of personnel potential in the public administration system were identified. As a result of the study, the main threats to the effective management of personnel potential in the public administration system were sorted out. Thus, it has been established which threats require an operational response, which are tactical, and which are strategic. The study has limitations and is manifested in the failure to take into account all possible threats to the management of personnel potential in the system of public administration. In our study, only a number of internal threats to the management of personnel potential to the system of public administration were taken into account. Мета статті полягає в аналізі позиціонування держав-членів Вишеградської групи у новому безпековому середовищі, з’ясуванні особливостей їх співробітництва в нових геополітичних умовах. Завданнями дослідження є: охарактеризувати дії держав щодо посилення власної обороноздатності, проаналізувати ключові зміни у досягненні енергетичної безпеки, з’ясувати особливості забезпечення інформаційної безпеки. У ході дослідження застосовано системний підхід для встановлення взаємозв’язку окремих подій та їх впливу на еволюцію позиціонування держав у новому безпековому середовищі, формування цілісної картини щодо впливу повномасштабного вторгнення РФ в Україну на їх безпекову політику. Використання хронологічного методу та івент- аналізу сприяло розгляду процесу взаємодії держав, порівняльний аналіз дозволив виокремити спільні та відмінні дії у їх зовнішній політиці на сучасному етапі. Для прогнозування перспектив у співробітництві країн було використано прогностичний метод. Зроблено висновки, що російсько-українська війна стала фактором турбулентності у світовому просторі, і Вишеградська група вимушена реагувати на глобальні процеси, що започатковані війною. Внаслідок іншої позиції Угорщини щодо співробітництва із Росією та надання воєнної підтримки Україні в рамках об’єднання ускладнилася координація дій. Імовірно, що група продовжить свою діяльність у тих сферах, в яких держави можуть досягти консенсусу, але ефективність безпекової взаємодії залишається під питанням, а відсутність єдності щодо нових безпекових викликів не сприятиме зміцненню стабільності у регіоні Центральної Європи. Водночас Польща, Чехія та Словаччина розпочали курс на посилення обороноздатності, енергетичної незалежності, інформаційної протидії російській пропаганді, що свідчить про їх активну політику в умовах нових безпекових загроз. Від політичної волі держав залежатиме у майбутньому, наскільки вони будуть готовими використати потенціал об’єднання для просування своїх національних інтересів та забезпечення національної безпеки.
