The article is devoted to study the experience of international cooperation of historical faculties between Belarusian State Pedagogical University named after Maxim Tank and L.N. Gumilyov Eurasian National University. Much credit in establishing friendly relations between structural subdivisions of the universities goes to the Academician T.S. Sadykov, a distinguished member of the Academy of History and Social Sciences of the Republic of Kazakhstan, a Professor and a Doctor of Historical Sciences. His life and work are not just an example to follow but also a moral guide for the future generation. The objective of the work is studying the potential of developing bilateral Belarusian-Kazakh relations of university historians. The materials of the study are presented by the documents from the authors’ personal archives. The authors come to a conclusion that friendly and constructive Belarusian-Kazakh relations, thanks to balanced national policy and international dialogue conducted by Belarusian and Kazakh governments, should continue being among the promising areas of international cooperation of the two countries. Введение: статья посвящена теоретическому анализу правовых актов, регламентирующих проведение конкурсов профессионального мастерства преподавателей высшей школы, также рассмотрены конкретные управленческие и педагогические конкурсные практики. Определена классификация конкурсов профессионального мастерства в зависимости от содержания, способа проведения, охвата по территории и категории участников. Исследуется ценность конкурсного движения как для преподавателя, так и для системы высшего образования в целом, определяется значимость участия в конкурсе для подтверждения экспертности педагога, а также включения кандидатуры участника в резерв на вышестоящие должности. Автор, имея успешный опыт участия в конкурсах профессионального мастерства различного уровня, а также в качестве эксперта в конкурсных комиссиях, предлагает рекомендации по организации конкурсных мероприятий и участию педагогов в целях повышения мотивации к дальнейшему профессиональному росту. Цель: на основе проведенного теоретического и эмпирического исследования определить участие преподавателя высшей школы в конкурсах профессионального мастерства как неформальный способ повышения квалификации. Методы: поставленная цель определила необходимость использования методов обобщения, анализа, в том числе сравнительного, систематизации, прогнозирования и моделирования. Выводы: выявлены достоинства профессиональных конкурсов в части осмысления педагогами собственного опыта, что необходимо для последующей самореализации; определено, что участие в конкурсах профессионального мастерства не только обеспечивает педагогу высшей школы выполнение обязательного требования о повышении квалификации, но и позволяет выстраивать индивидуальную траекторию профессионального развития с учетом полученного опыта проектной деятельности и приобретенных мягких навыков; современные конкурсы профессионального мастерства позволяют получить практический опыт работы, как правило командной, в условиях ограниченности ресурсов и времени

This article is devoted to the analysis of the balance of development of reflective skills among higher education lecturers in the process of scientific and pedagogical activity. The analysis is conducted in two directions: reflection on the activity (reflection of the result) and reflection in the activity (reflection of the process of obtaining the result). The authors present an analysis of two aspects of reflection on the example of teaching language disciplines in the specialty "Foreign Language: Two Foreign Languages" on the basis of JSC "Kostanay Regional University named after A. Baitursynov". A total of 12 teachers from higher education institutions participated in the initial phase of the research. An algorithm for implementing the balance of development of the reflective skills of HEI (higher educational institution) lecturers has been developed. The article presents the initial and intermediate results of the participation of the HEI lecturers in the program "Media Literacy - Reflection on / in action", built on the basis of a massive open online course of the Coursera web platform. The available results obtained in the course of the study indicate the presence of the imbalance in the development of skills for reflecting the process of obtaining a result and reflecting the result itself on the basis of digital resources. The presented program has a balanced influence on the formation of two types of reflection of HEI lecturers - reflection on activity (the effective, control and measuring / assessing component of the pedagogical activity, the aspect of assessment, self-assessment, peer assessment of teaching results), and reflection of the activity itself (methodological and technological component of pedagogical activity, aspect of stage-by-stage planning, forecasting, mapping and foresight of the prospects for the development of the process of implementing the pedagogical activity itself in the higher educational institutions). Введение. Обоснована актуальность исследования в связи с изменениями в мире и, в том числе, процессами в системе отечественного высшего образования, когда происходят преобразования с учетом интересов национальной экономики. Представлен новый взгляд на проблему исследования личностных ресурсов преподавателя высшей школы, где особое внимание уделено вопросу поиска функциональных образований, позволяющих наиболее эффективно осуществлять профессиональную деятельность и сохранять функционирование собственной личности на продуктивном уровне. Впервые в рамках разрабатываемой метаресурсной концепции предложено понимание жизненной успешности. Поставлена проблема необходимости исследования структурно-функциональной организации жизненной успешности преподавателя высшей школы с целью выявления и изучения ее особенностей. Методы. В исследовании приняли участие 164 преподавателя образовательных организаций высшего образования из различных регионов России от 27 до 77 лет. Исследование проведено с использованием самооценочной авторской методики «Жизненная успешность». Опрос проводился посредством размещения в Google Forms. Результаты. Получены следующие результаты: наиболее выражены праксические, бытийные переживания и субъективная оценка своей жизненной успешности; в меньшей степени выражены интегральные качества успешности и нравственные переживания; среднее значение субъективной оценки жизненной успешности составляет 7,23 по десятибалльной шкале; на первое место по значимости для успешной жизни выходят ценности семьи и здоровья; положительные значимые взаимосвязи обнаружены между рефлексивными механизмами и интегральными качествами жизненной успешности. Обсуждение результатов. Результаты позволили сделать выводы о наличии сильных сторон и проблем метаресурса жизненной успешности респондентов. Сильные стороны включают в себя: большое количество взаимосвязей между компонентами жизненной успешности; выраженность праксических переживаний, продуктивной жизненной диспозиции, рефлексивно-онтологического механизма жизненной успешности; приближенность реальной ценностной иерархии к идеалу успешности; функциональную значимость инструментальных качеств и направленности на успех. Выявленные проблемы могут быть «точками роста» для наиболее продуктивного функционирования метаресурса жизненной успешности.

The article considers a problem of modelling of customers’ satisfaction with educational services on the basis of the latent factors determining relations between subjective and objective characteristics of the quality of educational service. The three stages of forming of customers’ satisfaction are revealed in the analysis, reflecting the dynamics of interaction between customers and educational service providers. To describe the essence of this interaction theconcepts of elementary and compound educational services are introduced.The results of experimental exploration of the level of educational service satisfaction in general and according to certain characteristics of students from different universities are represented. The typical situations of satisfaction are revealed regarding different educational forms, stages and specialties.The structure of latent satisfaction factors obtained in the exploratory factorial analysis for different types of customers is analyzed, the models of cause-effect relations between themare considered. The factors are interpreted from the point of view of customers and education service providers regarding the search for acute trends of education service quality improvement.

The growth of interest and need to comprehend the processes that took place in Russian society in the last decades of the 20th century is largely due to the desire to understand the current socio-political situation. Frequently enough, researchers of various fields of knowledge see the origins of today’s Russia in the 1990s. Is it time to carry out historical analysis of the period? Most likely, answers to this question will differ, i.e. while professional historians find it important to consider historical events from a long distance as a key to a proper understanding of laws in the development of any era, the historical curricula of higher educational institutions are full of disciplines devoted to the study of the “collapse of the socialist system”. However, there is no doubt in academia that it is urgent to identify, collect, and accumulate sources reflecting various aspects of the history of the 1990s. In this regard, it seems promising to turn to the practice of oral historical interviewing. In the context of the development of the anthropological approach, oral history can be defined as one of the most socially significant areas of historical knowledge. The author aims to use the oral history method to identify the views and evaluation characteristics of lecturers of the Faculty of History, Ural Federal University on the events of the perestroika period and the first post-Soviet decade. The actualisation in the work of the comparative approach is explained by the fact that in the memories of most respondents, the 1990s are most often accompanied by the events of the previous important historical stage, i.e. perestroika.

The Essence of professionally oriented variative foreign language education is to provide students with the freedom of choose an educational option from a variety of content, methods and forms used in teaching in a higher school. To implement the system in educational practice, specially developed educational materials are necessary. Purpose. The article is devoted to the creation of technology of the variative learning resources development. It is noted that there is a need to have several options in the textbooks, providing real freedom of choice. Methodology. The analysis of foreign language textbooks for students of agro technological University showed the absence of learning resources in narrow areas of training that means there are not implement the professionalization of education in a higher school and educational options aimed at the individualization of the educational process. It shows the need of creating of the technology of educational materials development. Results. The author presents the technology of educational materials development, which provide variative foreign language education. The textbook “English for Safety Engineering” has been developed. Practical implications. The results of the study can be applied in the practice of foreign languages teaching in the non-linguistic higher schools.

Purpose. The article is devoted to the topical in modern political-economic reality theme of architectonics of the state. The subject of analysis is the physical-ontological and social-political doctrines T. Hobbes. The author aims to reveal the category of the body as the primordial concept of Hobbes’ metaphysics. The article is devoted to the relevant in today’s economic realities, the topic of formation of financially literate behavior population as a prerequisite to improving the level and quality of life of citizens. The subjects of analysis are the tools and technologies of forming financial literacy educational programs of high school. The authors aim to develop a sample working program of discipline in the field of financial literacy of high school students and the formation of universal competence “economic culture. Methodology. In order to achieve this purpose, the authors use qualitative research methods, including document content analysis and empirical synthesis. Results. The results of the study are that the authors developed a sample working program of discipline in the field of financial literacy of high school students and the formation of universal competence “economic culture”, in which: the contents of universal competence “economic culture”, modernized the results matrix training and discipline, however, suggest appropriate means to achieve the expected results in terms of learning teacher and student activities, designed by Passport competence, examples of teaching materials and assessment tools for the discipline, as well as criteria for the evaluation of learning outcomes. Practical implications. The results of the study can be applied in educational programs of the graduate school for the efficient organization of activities to improve the coverage and quality of financial education.

The article deals with Mordovia’s higher education system during the dramatic transformations of the Soviets. The demolition of sustainable development mechanisms for universities infl uenced the spirituality, intellectualism and morality of college youth. The ideological and structural changes resulted in transformations of educational and research processes. By all means this had its impact on the development level of the region in general since academic teaching staff and university students have always been and still are in the forefront of progress and modernization trends. Throughout decades, the higher pedagogical education system has passed through a number of important and quite controversial stages. However, the system proved to be sustainable enough which is, inter alia, due the fact the state is interested in its functioning. From the viewpoint of the authorities, the pedagogical community was to educate and, thus, produce highly qualifi ed teachers, social thought leaders anytime ready to implement any state project. And, in fact, teachers had once acted as local representatives of the authorities working with the younger generation and shaping the fundamental values. This responsible, time-consuming and diffi cult task required that educators should be highly cultured and literate, apply innovative approaches, and be constantly engaged in the community affairs; all that was repaid with social respect, appreciation, and decent fi nancial support as well as the high status of school teachers and university lecturers.

Purpose. In article the possibility of the organization of communication of teachers of the higher school with students on social networks for increase in efficiency of educational process and self-education of the teacher in aspect of pedagogical ethics and a reflection is considered. Method or methodology of carrying out work. The basis of the study is the problem-chronological and theoretical-logical methods, as well as descriptive (descriptive) and problematic approaches. Results. In work the ethical aspect of a problem of use of social networks as innovative is marked out to an information and communication technology in educational practice. Modern the space is considered by media as the factor changing the place of the high school teacher in the course of training and staticizing a problem of its media competence. Range of application of results. The results of the research can be used in pedagogical activity in order to improve the communicative mobility of the teacher.

An analysis of the competitiveness of the high school is considered as a patch of the subsystems, which level of development determines its competitive advantages. The subsystems have been distinguished: basic high school activity, additional high school activity, providing high school activity.

The relevance of the study is determined by the fact that open educational resources carry the ability to overcome the basic methodological construct complicating the learning process among students and namely the use of international experience while learning and obtaining knowledge. This study shows the aspects of functioning open educational resources and their technological basis. The novelty of the work was the formation of a model for the use of open educational resources in training of specialized courses of the Department of applied chemistry. The authors showed that the effectiveness of open educational resources use depends directly on the share of online learning and technological isolation of subjects. In particular, not only learning processes in the implementation of the program in applied chemistry, but also other disciplines that require the exchange of experience between countries and the use of a wide range of technological equipment and online structure are considered. In particular, training on the example of databases, information networks, and other spatially distributed structures are considered too. The practical significance of the study is defined by the fact that the use of open educational resources will not only intensify the learning process at the university, but also to determine the possibility of integration into the world educational space. The article presents an analysis of demographic dynamics in the Inner Asian regions: the Republic of Buryatia (Russia), Inner Mongolia Autonomous Region of China and Mongolia. The research helps to model the future economic situation of these regions. In the article the students as a demographic group are covered. The students are the main potential force driving economic, political and cultural development of the country. Regions, despite belonging to three different countries have geographical proximity, common historical and cultural heritage as a Mongolian civilization. Methodological basis of the research are the historical, sociological methods, and also systematic and structural-functional analysis. The results of the research will help to determine the demographic processes in the cross-border regions of Inner Asia, in particular in the Republic of Buryatia (Russia), Autonomous Region of Inner Mongolia (China), Mongolia; the possibility of the higher education system’s development in the designated regions. The obtained results can be used in the work of public authorities involved in the development of public policy in the field of education, in reading of the lecture course, special seminars on pedagogy and history of education for the students and specialists of humanities.

The article analyses basic values and main ethical principles of the contemporary university using an example of Peoples’ Friendship University of Russia. The notions of professionalism, professional duty and professional responsibility are considered as the criteria of a moral evaluation of labour activity of academics.

The article provides an overview of the key issues of the III International Conference “Spiritual and Moral Culture in the Higher Education” devoted to the discussion of the action plan to implement the National Strategy of Education Development until 2025. The authors consider the basic ideas of the key conference speakers’ presentations and present the results of the express-poll among the conference participants conducted to identify their expectations. The main leitmotif of all speakers’ presentations was as follows: the higher school is responsible for training the new generations of professionals - with high moral standards and responsibility for the fate of the country and one’s homeland. Young Russian citizens focused on fruitful activity can be raised only by joint efforts of the state, the church and society. It is extremely important to coordinate the efforts of the church and the state in the support and protection of the family, in combating extremism, and in forming high moral standards. ‘Christmas Readings’ is a good tradition established several years ago, which continues to bring together people interested in solving the most urgent problems in the educational sphere. The participants of the round tables discussed the issues of youth education and its impact on the country’s national security, the relationships of spiritual values and nation’s health, pedagogical aspects of spiritual and moral education of the youth, the impact of mass culture on the society, the student volunteer movement, spiritual and moral criteria of science.

Growing global demand for the profession of geologists and mining engineers. Training of foreign students in Russia has its own geopolitical and economic importance. In Russia a strong resource-based economy. It attracts students from developing countries. MGRI-RSGPU is the leading universities training specialists for mining. The article presents data about the University and types of education. Shown scientific and educational problems in higher education. This article discusses the prospects for the promotion of Russian higher geological education at the world market of educational services. The increasing role of new scientific and technological achievements in mining, enhanced environmental as well as staff requirements is revealed. Given that the leading schools in the mining industry, in addition to Russia, are formed in Canada, Germany, USA, Australia, Great Britain, many developing countries rich in natural resources, have begun to form their own national centers for training in this area. Under such competitive conditions Russian geological education maintains its own niche. Recognition of this is the active participation of Russian universities in the creation and development of the World Forum of sustainable development of mineral universities (WFURS), described in the article. The main factors of competitiveness that led to leading positions of Russian State Geological Prospecting University in system of the Russian geological education are described. Particular attention is paid to the international activities of Russian higher educational institutions including Geological Prospecting University. The basic statistics (both in the context of the country, and in the field) of foreign undergraduate and graduate students enrolled at this university is provided. The article highlights the main problems and prospects of integration of the Russian geological education in the world market of educational services.

The paper analyzes the state of an interaction between a HEI and employers in the context of education modernization, reveals the causes why the social partnership between higher school and the labor market continues to be ineffective. The survey data regarding the key forms of the partnership (243 experts of recruitment agencies, employment consultants involved) showed that most of employers are not interested in personnel replenishment. They are not ready to participate in education process and to invest in target training of specialists. The authors outline the strategic benchmarks of social partnership development towards shaping the national system of qualifications, designing professional and educational standards in the competence format.

The paper deals with the prerequisites of application of mobile technologies in institutions of higher education taking into consideration Russian specifics. The author suggeststhe construction of the university informatization strategy, based on using mobile devices; discusses the approaches to mobile devices management in the information space of the university; offers mobile data services to support a variety of organizational and educational processes.

The key theme of the paper is managerial decision making process in Russian academic science and higher school. The author states that education and science have an international character but also have a domestic specificity resulting from the national history and culture. So, the managerial decisions aimed at reforming of social institutions should beviewed through the historical perspective, and the core principle in this process is “do no harm”.

The article reveals the essence of the intellectual product, its relationship with research of higher schools in the region, the role of intellectual property in the development of innovative capacity of the region. It also contains the author’s definition of an intellectual product of Higher Education, a classification of intellectual products. Based on the analysis of existing theoretical approaches and regional practices, relations between concepts «intellectual product», «intellectual work», «intellectual capital» and «intellectual property» are especially highlighted by the author.

Рассматриваются психологические аспекты деятельности малого инновационного предприятия в вузе, связанные с обеспечением самореализации студентов. Раскрываются сущность и ценность самореализации студентов в деятельности данного предприятия, а также основные условия самореализации, такие как: личностная вовлеченность в инновационную деятельность, реализация способностей и потенциала, социальная интеграция в процессе работы и профессиональной подготовки. В статье излагается персонологический механизм функционирования малого инновационного предприятия в вузе, включающий два компонента: личностный и императивный. Первый компонент охватывает атрибутивные признаки самореализации студентов, над которыми надстраиваются соответствующие принципы применения инновационных технологий, образующие второй нормативный компонент. Такой подход к решению проблемы малого предпринимательства в вузе дает возможность более адекватной интеграции инновационного, коммерческого и личностного начал в современном высшем образовании.

Рассмотрены вопросы истории заочного образования в России и за рубежом. Обсуждена эволюция целей перед российской системой заочного образования: выделено историческое смещение акцентов от решения задач ликвидации дефицита инженерных кадров, стоявших перед отечественными отраслевыми ВУЗами в 1920-е гг., до задач реализации непрерывного обучения в течение человеческой жизни, многократного повышения квалификации с использованием открытой информационно-образовательной среды современных университетов. Особое внимание уделено технологиям и средствам заочного обучения на каждом историческом этапе в России. Приведены методики преподавания физики студентам-заочникам на начальном этапе становления заочного образования в России. Выделены особенности современного этапа заочного обучения. Рассмотрены детали появления и развития новой технологии массовых открытых онлайн курсов (МООК), которая на современном этапе представляется для заочного обучения наиболее эффективной. Предложено настоящее и ближайшее будущее заочного образования в России связывать с явлением МООК, поскольку именно такой формат позволяет охватить большой массив желающих получить высшее образование, повысить качество их учебной деятельности, и обеспечить эти преимущества с наименьшими затратами (и для университета, и для студента). Обсуждены опыт использования и перспективы применения МООК в российских и зарубежных университетах. Приведены сведения об особенностях МООК, выложенных на Российской национальной платформе открытого образования (НПОО), и их месте в учебном процессе российских университетов, в том числе и в формате заочного обучения.
