The article applies the method of historical research, using a temporal perspective dating back to 1985, to trace the evolution of market valuation principles for real estate in Poland. These principles evolved similarly to those in many other post-socialist countries, influenced by political and socio-economic transformations and the resulting list of objectives for which these values became essential. The changing legal regulations allowing for the emergence and development of a free real estate market played a decisive role in this process. It was also a period of preparing real estate valuation professionals to meet these requirements. Today, the methodology of valuation, under increasing pressure from various real estate market entities and the rapid advancement of intelligent data collection and processing technologies, is undergoing further evolution. In many countries, including Poland, lively discussions and disputes are ongoing regarding the legal authorization of statistical tools and automated valuation models in valuation practice. These possibilities are being considered particularly in the context of mass property valuations for tax purposes. The methodology involves the analysis of Polish legal provisions, foreign literature, and documents proving the gradual marketization of valuation principles.

The global idea of building state Land Administration Systems was to determine the infrastructures for the implementation of land policies and land management strategies in support of sustainable development. This new paradigm in science has directed many studies towards the development of concepts for the integration of various spatial information systems in the framework of interoperable infrastructures. Each infrastructure includes institutional arrangements, a legal framework, processes, standards, land information, management and dissemination systems, and technologies required to support allocation, land markets, valuation, control of use, and development of interests in land.

The paper contains chosen problems of the management of state and public sector. The authors described the relationship between public and private sector in real estate management. There is an assumption that public lands are often badly managed. The authors tried to answer why it happens and what are the reasons of that. In the end of the paper some activities to improve public land management were indicated.

Public real estate management is performed according to country-specific procedures. However, there are some features which are common for all post-socialist countries. It may be possible to implement and transfer into the Polish system the good management practice which has been developed by leading countries. On the other hand, Poles may have a chance to become acquainted with the rules governing public real estate management in other countries and to identify some practices which ought to be avoided. There is no need to implement faithfully those procedures which in other countries have been recognized as generally inadequate or inefficient and have been replaced by new solutions. This pertains to some principal components of the real estate management system.

Suburban areas are subjected to particularly strong investment pressure, thus facing the challenge arising from the need to impose new spatial order. Satisfying the residents’ expectations by implementing necessary technical and social infrastructure becomes a priority. Therefore, public investments play an important role in suburban areas.

Agricultural land is a limited resource. Poland has implemented new legal regulations to protect the sale of agricultural land. An Agricultural Land Sales Control System (ALSCS) has been called into existence for the purpose of real estate marketing. The currently implemented National Land Administration System, referred to as the Integrated Real Estate Information System (IREIS), was analysed to determine the extent to which it supports farmland management policies. The results of the study indicate that the IREIS is a fit-for-purpose ALSCS which offers a high degree of protection for agricultural land.
