Bilimsel olarak daha iyi yaşamın nasıl olacağına ilişkin araştırmalar çok eski zamanlarda başlamış ve günümüze kadar uzanan süreçte birçok farklı düşünce ortaya çıkmıştır. 20. yüzyılın ilk yarısında insan refahının en önemli göstergesi gayri safi milli hasıla olarak kabul edilmiş ve ülke politikaları bu anlayış doğrultusunda gelişmiştir (Koyuncu, Mizrahitokatlı). Bu yaklaşım hızlı sanayileşme, hızlı nüfus artışı ve hızlı kentleşmeyi beraberinde getirmiştir. İkinci dünya savaşından sonra kırsal alanlardaki çeşitli yetersizlikler ve istihdam sorunu gibi itici unsurlar ve kentlerdeki çekici unsurlar nedeniyle ülkemizde kırsal alandan kentlere göç hareketi başlamıştır. Ülke nüfusumuzun 1950 yılında %25, 1960 yılında %31.90, 1970 yılında %38.50, 1980 yılında %43.90, 1990'da % 58.40, 2000 yılında % 64.90, 2010 yılında %76.30'unun kentlerde yaşadığı görülmektedir (Keleş 67). Hızlı kentleşen ülkelerin önemli sorunu imarlı arsa üretimi ve göç eden kitlelere yeterli konut sunumu sağlayabilmektir. Hızla artan konut talebi karşısında yetersiz kalan konut sunumu, insanların kendi dinamikleri ile konut edinme girişimlerine neden olmuş, bu durum kentte yaşayan insanların yaşamlarını olumsuz etkileyen sağlıksız, düzensiz, plansız kentlerin oluşmasına ve çevre sorunlarının yaşanmasına sebep olmuştur. Diğer yandan imarlı arsa üretiminde ve konut sunumunda yaşanan sorunlar, serbest piyasa koşullarının etkisi ve rekabet ortamı nedeniyle spekülasyonları ve rant sorunlarını beraberinde getirmiştir. 20. yüzyılda küresel ölçekte yaşanan tüm bu sorunlara çözüm üretmek için ülkemizin de taraf olduğu habitat gibi birçok uluslararası konferanslar düzenlenmiş ve anlaşmalar yapılmıştır. Ulusal ölçekte ise ülkemizde kalkınma planları, strateji ve eylem planları yapılmıştır. Ancak bir hukuk devleti olan ülkemizde yapılan tüm bu anlaşma ve planların, alınan tüm kararların uygulanabilmesi hukuk çerçevesinde mümkün olacağından imar mevzuatında değişiklikler yapılarak kentlerimizde yaşanan sorunlara ilişkin çözüm üretilmeye çalışılmıştır. Bu bağlamda hem imarlı arsa üretiminde yaşanan sorunları, hem de yeterli konut talebi karşısında yaşanan sorunları çözmek için imar yönetmeliğinde emsal alanı hesabında değişiklikler yapılarak emsal alanına dahil edilemeyen alanlarının (emsal harici alanlar) sayısı artırılmıştır, fakat yapılan değişiklikler imar planı dışında inşaat alanı artışı ve nüfus artışına neden olarak yaşanan sorunları çözmek yerine sorunların artmasına neden olmuştur. Bu araştırma, kentlerde yaşanan sorunlar nedeniyle ülkemizde imar mevzuatı çerçevesinde alınan ve politik unsurlarda içeren kararlar ile bu kararların uygulanabilmesi için imar yönetmeliği kapsamında yapılan değişiklikleri, yapılan değişikliklerin kentlerde yaşayan insanların yaşam kalitesini nasıl etkilediğini, yapılan değişikliklere ilişkin alınan kararın ve uygulamaların etik olup, olmadığı hususunu kapsamaktadır. Bu kapsamda yapılan değişiklikler imar mevzuatı, kentsel yaşam kalitesi ve etik açılardan ele alınmıştır. Scientifically, researches on how to have a better life started in ancient times and many different ideas have emerged in the process extending to the present day. In the 20th century, the most important indicator of human welfare was accepted as the gross national product and the country policies developed in line with this understanding. This approach brought along rapid industrialization, rapid population growth and rapid urbanization. After the Second World War, migration from the rural areas to the cities started in our country due to the driving factors in the rural areas and the attractive elements in the cities. 25% of our country population in 1950, 31.90 % in 1960, 38.50% in 1970, 43.90% in 1980, 58.40% in 1990, 64.90% in 2000, 76.30% in 2010 lived in cities. The important problem of fast urbanizing countries is the producing zoned land and to provide adequate housing supply to the immigrants. The housing supply, which was insufficient in the face of the rapidly increasing housing demand, caused people to attempt to acquire housing with their own dynamics, this situation caused the formation of unhealthy, irregular, unplanned cities and environmental problems that negatively affect the lives of people living in the city. On the other hand, the problems experienced in the improved land development and housing supply, brought along the speculations and income problems due to the effects of free market conditions and competitive environment. In the 20th century, in order to find solutions to all these problems on a global scale, many international conferences, to which our country is a party, have been held and agreements have been made. On the national scale, development plans, strategies and action plans have been prepared in our country. However, since the implementation of all these agreements and plans and all these decisions taken in our country, which is a state of law, will be possible with law, it has been tried to find solutions to the problems in our cities by making changes in the zoning legislation. In this context, in order to solve the problems both experienced in the improved land development and adequate housing demand, changes to building bylaws were made in the calculation of the floor area ratio, but the changes caused the problems to increase, instead of solving the problems caused by the construction area increase outside the zoning plan and population increase. This research covers the political decisions taken in our country due to the problems in the cities and the changes made within the scope of the zoning legislation for the implementation of these decisions, how the changes affected the quality of the people living in the cities and whether the decisions and practices regarding the changes are ethical or not. The changes made in this context are discussed in terms of zoning legislation, urban life quality and ethical aspects.

Türkiye'nin Güneydoğusundaki Şanlıurfa ve Adıyaman illerinde bağ (Vitis vinifera L.) üretim alanlarında 2016-2019 sonbahar sezonlarında, yapraklarda sararma, küçük yaprak oluşumu, kloroz, boğumlar arasında kısalma, şiddetli kızarmalar ve içe doğru kıvrılmalar gibi fitoplazma benzeri semptomlar sergileyen asma bitkilerindeki belirtilerin etmenini belirlemek ve karakterize etmek için çeşitli sürveyler yapılmıştır. Toplanan örneklerden elde edilen saflaştırılmış DNA, fitoplazmalara özgü üniversal primer setleri ile nested-PCR yöntemi ile yüksek oranda korunmuş fitoplazma 16S rDNA geni üzerinden incelenmiştir. Nested-PCR ile DNA amplifikasyonu ve RFLP analizleri ile örneklerdeki gözlenen simptomlar ve fitoplazma varlığı arasındaki beklenen korelasyon doğrulanmıştır. Örneklerden elde edilen fitoplazma türlerinin F2n / R2 amplikonları, birbirleriyle %99.99 homoloji göstermiş ve NCBI GeneBank veri tabanında bulunan bazı gruplara ait fitoplazmalar ile de %99 sekans homolojisi göstermiştir. DNA dizileme ve filogenetik analizler, toplanan izolatlardaki etmenlerin "Candidatus fitoplazma solani" (16SrXII-A) ve "Ca.P. asteris'in (16SrI-B) olduğunu ortaya koymuştur. Bildiğimiz kadarıyla bu, 16S rDNA genine dayalı farklı yerel asma çeşitlerini enfekte eden fitoplazmaların filogenetik ilişkisinin ilk raporudur. Bu tip enfeksiyonlara neden olan patojenin 16S rDNA dışındaki genlerin genetik çeşitliliği araştırma aşamasındadır., During the autumn seasons of 2016-2019, several surveys were carried out in grapevine (Vitis vinifera L.) cultivation areas in Şanlıurfa and Adıyaman provinces of South-eastern part of Turkey, to identify grapevine plants exhibiting phytoplasma-like symptoms including yellowing, small leaf formation, chlorosis, short internodes, severe redness and inward curling and to detect and characterize the causal agent responsible for these symptoms. Purified DNA obtained from collected samples was examined for the highly conserved phytoplasma 16S rDNA gene via nested-PCR with the universal phytoplasma-specific primer sets. DNA amplification via nested-PCR/RFLP analyses with some restriction enzymes confirmed the suspected correlations between the disease symptoms observed and phytoplasma presence in the samples. F2n/R2 amplicons of the phytoplasma strains obtained from the samples showed 99.99% homology with each other and 99% homology with phytoplasma DNA partial sequences belonging to some groups deposited in the GeneBank database. Sequencing and phylogenetic analysis revealed that collected isolates have 99% sequence identity with ‘Candidatus phytoplasma solani’ (16SrXII-A) and ‘Ca.P. asteris’ (16SrI-B). According to our knowledge, the results of this study is the first report of the phylogenetic relationship of phytoplasmas infecting different grapevine cultivars based on 16S rDNA gene. Genetic diversity of genes other than 16S rDNA of the pathogen causing these infections is under study.

Ses dalgalarının organizmalarınfizyolojik ve biyokimyasal yapıları üzerinde etkili olduğu artık bilinen birgerçektir. Ses dalgası ile yüksek organizmaların davranışlarını etkilemekmümkün olduğu gibi, sesin etkisini hücre seviyesinde de görmek mümkündür. Özellikle,ses dalgasının etki veya etkilerinin DNA üzerinde kalıcı veya geçici etkibırakması bitki koruma açısından önemli bir aşamadır. Çünkü ses dalgası ileistenmeyen organizmaların DNA molekülü bozulduğunda organizmaların tamir süreciuzayacak ve bu aşamada ilave olarak kullanılacak düşük dozdaki kimyasal maddeler(pestisitler, hormonlar, vb.) dayanıklılık ve kalıntı sorununa yol açmadanpatojen ve diğer organizmaları elemine edebilecektir. Bu derlemede, sesdalgasının DNA molekülü üzerinde oluşturduğu hasarlar ve bunların tamirmekanizması ele alınmıştır., It is an accepted reality that sound waves could effect the physiological and biochemical structures of the organsims. It is possible to affect the behaviour of higher organisms, yetthis effect could be observed in the level of cells. Effects of sound waves on DNA with permanent or reversible damages would be an important step for plant protection studies.Because the recovery period of DNA of unwanted organisms would be extended with the increase of additional low doses of chemical compounds such as pesticides and hormones without leading to residue or resistance problems. In this review, damages occured by sound waves on DNA molecule and its repair mechanism was evaluated.

Sound wave,loaded with energy, has a potential to increase the growth and development ofthe organisms as well as it has reducing potential. Sound wave causes physiological, biochemicaland molecular changes in the structure of organisms. When applied at high power and frequency, it haspotential to result in thinning in cell membrane, increase in levels of defenceenzymes, increases in respiration and stres metabolites as well as it haspotential to cause in changes in genomic structure. In this review, effect of sound wave and itsmode of action on pathogen microorganisms, increases in maintaning postharvestproducts along with the use of other methods were evaluated on the basis ofabove parameters., Ses dalgası,enerji yüklü bir madde olup, uygulama koşullarına göre organizmanın büyüme vegelişimini arttırıdığı gibi azaltma potansiyeline de sahiptir. Ses dalgası organizmalarda fizyolojik,biyokimyasal ve moleküler yapıda değişikliklere neden olur. Yüksek güç ve frekanslarda uygulandığında,hücre membranlarında incelmeye, savunma enzimlerinin seviyelerinde artışa, solunumve stres metabolitlerinin seviyesinde yükselişe ve genomik yapıda değişikliğeyol açabilecek potansiyele sahiptir. Buderlemede yukarıda bahsedilen özellikler incelenerek patojen mikroorganizmalarüzerinde ses dalgasının etkisi ve mekanizması, ürünlerin mukavemetininarttırılması yanında diğer metotlar ile birlikte kullanımı konularıdeğerlendirilmiştir.

Conceptual view of fitness and fitness measurement of complex systems is becoming more important in recent years. Fitness landscape theory and NK Model (a special case of fitness landscape) can be used to measure success of an organism in its environment in evolutionary biology. This method of measurement of success may be helpful to us for evaluating performance of members of national money market. This paper focuses to put forward some dynamics of fitness landscape which lead us to measure Turkish banking sector in respect of basic parameters of financial success. These dynamics are specified according to NK model and discussed within a framework of financial measurements in this paper., Karmaşık sistemlerle ilgili olarak uyum ve bu uyumun ölçülmesi son yıllarda daha önemli olmaya başlamıştır. Uyum yüzeyi kuramı ve NK Modeli (Uyum Yüzeyi Kuramının özel bir biçimi) evrimsel biyoloji alanında bir organizmanın kendi çevresindeki uyumunu ölçmek için kullanılabilmektedir. Başarının ve uyumun ölçülmesi için kullanılan bu yöntem ulusal para piyasası üyelerinin performanslarını ölçmek için bize yardımcı olabilir. Bu çalışma, temel finansal başarı faktörleriyle Türk Bankacılık Sektörünü ölçümleyebilecek bazı uyum yüzeyi dinamiklerini ortaya çıkarmaya odaklanmaktadır. Bu dinamikler, çalışmada, NK Modeline göre ele alınmakta ve finansal ölçütler çerçevesinde değerlendirilmektedir.

Bu çalışma, biber yetiştirilen alanlarda Physalis spp. bitkilerinden biber bitkilerine yaprak bitiyle taşınan virüsleri tespit etmek amacıyla 2013 yılında Şanlıurfa'nın Haliliye, Birecik, Suruç ve Bozova ilçelerinde yürütülmüştür. Çalışmanın yapıldığı alanlardan toplanan 36 adet biber örneği ve 36 adet Physalis spp. örneği olmak üzere toplam 72 adet örnek Double-antibody sandwich enzyme linked immunosorbent assay (DAS-ELISA) yöntemiyle Potato Virus Y (PVY), Cucumber Mosaic Virus (CMV), Alfalfa Mosaic Virus (AMV), Tobacco Etch Virus (TEV) ve Pepper Mottle Virus (PepMoV)'e karşı testlenmiştir. Haliliye, Birecik ve Bozova ilçelerinden toplanan biber ve Physalis spp. örnekleri %100 oranında PVY, CMV ve TEV virüsleri ile bulaşık olduğu tespit edilirken, Suruç ilçesinden toplanan örneklerde CMV ve TEV saptanmıştır. Çalışmanın yürütüldüğü alanlardan toplanan örneklerde AMV ve PepMoV'ye rastlanmamıştır. Ayrıca çalışmada yaprak bitleriyle Physalis spp. bitkilerine taşınan virüsler ile biber bitkilerine taşınan virüsler arasında bir fark olmadığı tespit edilmiştir. Araştırma sonuçları Physalis spp. bitkilerinin bölgede yaprak bitleriyle taşınan virüslerin saptanmasında önemli bir konukçu olduğunu göstermiştir. This study was carried out for purpose of detection of viruses transmitted by aphids from Physalis spp. plants to pepper plants in pepper growing areas in Haliliye, Birecik, Bozova, Suruç districts of Şanlıurfa province in 2013. Totally 72 samples of 36 Physalis spp. and 36 pepper plants collected from the working area were tested for Potato Virus Y (PVY), Cucumber Mosaic Virus (CMV), Alfalfa Mosaic Virus (AMV), Tobacco Etch Virus (TEV) and Pepper Mottle Virus (PepMoV) by Double-antibody sandwich enzyme linked immunosorbent assay (DAS-ELISA). While PVY, CMV and TEV viruses were detected in proportion as %100 in samples of peppers and Physalis spp. plants from Bozova, Birecik and Haliliye districts, CMV and TEV viruses were detected in Suruç district. In none of all areas AMV and PepMoV viruses were detected. Also it was detected that there is no difference between Physalis spp. and pepper plants about their virus infection transmitted by aphid. Results of this research demonstrated that Physalis spp. is an important reservoir plant for virus transmitted by aphids in pepper growing areas. 38
