Although due to the hyperproduction of publishing, no city library can have all the titles, lending services are still an important service. But, some of the users of such libraries give up the library lending service for various reasons. Motivation for joining the city library among users who give up on borrowing books is mostly not intrinsic, which is the primary reason for giving up lending services in city libraries and for not using them. Of course, it is interesting to note how some of these users joined the library in the hope of growing a desire for books and reading, but reasons of a private nature prevented them from doing so. Some found themselves in the city library only once to borrow some school reading material. Users give up borrowing books because of the inability to develop a reading habit or because the nature of the lending service does not suit their lifestyle. That's why many of them decide on other ways of enjoying books. A factor in giving up is the lack of variety of city libraries. Also, many of these users decide on membership only because they want access to other library services. However, respondents who give up city libraries are more suited to non-city libraries. So, their favorite thing is to buy books, so they are not interested in lending books; due to various factors that shape their everyday life and the lifestyle they live, many try to consume books as quickly and as efficiently as possible, that's why audiobooks or e-books are prevalent in this group of users. It is not surprising that a significant part of them read very little or not at all.

The article explores the processes of North Atlantic Treaty Organization (NATO) and EU (European Union) enlargement with respect to the Baltic states Estonia, Latvia and Lithuania. It assumes that Western Europe is an established security community and seeks to determine the consequences of any imminent Baltic accession for the geopolitical configuration of Europe. Given their proximity and complex relationship with Russia, the future institutional affiliation of the Baltic states can be regarded as a test of the probability and direction of change in the density and characteristics of the Western security community. The article draws a conclusion about the necessary, however contested, character of the Baltic states' future membership in the Euro-Atlantic structures. Baltic accession would reinforce the community configuration prevailing in the region, and facilitate NATO's transformation from a military alliance into a political union. However, the same process still presents a number of challenges: the extension of the security community is not necessarily beneficial for its environment. Članek proučuje procese širitve Nata in Evropske unije s stališča baltskih držav: Estonije, Latvije in Litve.

Diplomsko delo obravnava pomen sodelovanja Sodnega sveta Slovenije z Evropsko mrežo sodnih svetov (angl. European Networks of Councils for the Judiciary) (v nadaljevanju ENCJ). S komparativno metodo sta predstavljeni poročili ENCJ: Neodvisnost, odgovornost in kakovost sodstva 2016/2017 (angl. Independence, Accountability and Quality of the Judiciary 2016/2017 v primerjavi z letom 2019/2020, v katerih so odgovori na vprašanja, ki so predstavljena z metodo kompilacije. To diplomsko delo bo doprineslo k lažjemu razumevanju obstoja in funkcije ENCJ ter pomena članstva za Slovenijo. - Abstract
In the late 1920s the Italian National Fascist party became the only legitimate party. With its hierarchic, but at the same time capillary structure, and along with its supporting and associated establishments, it completely overwhelmed the Italian reality in the 1930s which held no more room for a civil society. The country was becoming increasingly totalitarian, although this process was never truly completed due to certain Italian specificities. An important element of the party's programme was aggressive nationalism which in the Giulia region, populated by Slovenes, resulted in the deliberate policy of the so called national penetration into the foreign nation, the result of which should have been a complete Italianization. The process, however, was not immediately successful, despite the use of violence. The fascist society and their government had to take into account the presence of Slovenes as much as the latter had to deal with the omnipresent party structures. In this sense, the article is firstly dedicated to thoroughly describe the party's administration in all of the Primorska provinces and secondly it tries to explain the presence of Slovene members in the party. Based on various sources it provides an evaluation of the extent of their cooperation with the leaders of local fascis. For the membership in general a more thorough overview is given for the areas around Idrija and the Karst; the motives that led Slovenes to join the Fascist party are partially indicated and partially explained with individual illustrated examples. Small countries join alliances in order to increase their influence in the international community and strengthen their security. So shortly after declaring its independence, Slovenia has decided to pursue membership in various international organizations and among others, it joined the NATO political and defence alliance in 2004. At the time of its accession, as well as during the membership, there have been many controversial arguments raised in the public, both in favour of the membership and against it. These arguments, in addition to the review of the political, military, and economic aspects of the membership, are briefly discussed in the thesis. However, since academics emphasize that security and defence policies in general can only be formed up to acceptable limits set by public opinion, we were most interested in the Slovenian public opinion in relation to NATO. As the concept of public opinion is complex and broad, we have equated it with opinion polls, and checked how it has changed over time by examining the changes in the methods of research and in public opinion itself over time. In addition to that, we have interviewed public opinion researchers to find out why the frequency and content diversity of the analysed surveys decreased significantly.

The European Union is a supranational community created as a result of a process of cooperation and integration initiated between 6 member States. Today, after more than 60 years, the European Union has 28 member States, including the Republic of Croatia. EU membership has brought the Member States long-term political and democratic stability, an opportunity for new economic growth and development, a higher standard and a better social environment. All these advantages are also reflected daily in Croatia. EU membership, based on solidarity among Member States, has quite clear and concrete advantages for the Republic of Croatia. As one of the EU member states, the Republic of Croatia has an extraordinary influence on the everyday life of citizens in various fields, such as economy, agriculture, transport, environmental protection, education, travel and work opportunities, etc. It also enables Croatia to protect in these fields and promotes its own goals and interests. This paper will show what advantages Croatia's membership in the European Union has brought to Croatian tourism. When talking about Croatian tourism, it is relevant to mention the impact tourism has on the economy of the country, as evidenced by tourism traffic. The growth of tourist overnight stays in the Republic of Croatia, which is growing every year, is one of the relevant indicators of the state of Croatian tourism.

The European Union is a supranational institution based on four interrelated freedoms, namely the movement of people, capital, goods and services within the borders of the European Union. The above-mentioned freedoms in today's time lead to increased competitiveness among Member States, including the Republic of Croatia. During the overall process of Croatia's accession to the European Union, the fundamental stress is put on peace and stability, and economic prosperity and growth in participation in the European Union market. As for the accession to the European Union and its impact on the gross domestic product, it can be said that the Croatian economy at some moments has experienced a growth and in some declines. Speaking of the fall in gross domestic product, it is of the utmost importance to emphasize that the economy of the Republic of Croatia has felt the negative effects of the global economic crisis, which ultimately made structural problems in the country's economy more obvious. There was also an imbalance between supply and demand on the labor market, falling export performance, high corporate indebtedness, and the rapid growth of general government debt.

Pregledali smo, kaj in kako so tiskani mediji pisali o delovanju SVIZ-a v času pogajanj z vlado. In the theoretical part, this thesis is describing the scope of trade unions: the history of the trade union movement in Europe and on Slovenian territory, international and domestic resources of the Trade Union Law, and it is also presenting the functioning of trade unions in Slovenia, in particular, functions of Education, Science and Culture Trade Union of Slovenia (SVIZ). In the empirical part, we searched for reasons which have led to a reduction in the number of members in Slovenian trade unions. We were interested to know if SVIZ is also one of them, so we have obtained the data and demonstrated it in order to show how the number of members has varied based on the activity in the period from 2008 to 2015. The big problem of today's trade unions is also changing in the age structure of the members because young people are not enrolling in them. We have presented the involvement of young people in the trade union with data on the numbers of entries and exits during the period considered and determined if young people are really not participating in trade unions in the period of crisis. We have presented SVIZ activities and negotiations with decision makers to determine if successful negotiations have influenced the number of people involved in trade unions. We have reviewed what and how did print media write about the SVIZ functioning at the time of negotiations with the government.

Literatura: 1. Diaz-Ponce, AM, Balakova N, Gronquist R, i sur.

The article shows the results of the cross-sectional study on a national level in Slovenia aimed at examining the differences in the perceived benefits for members (N = 639) in self-help and support groups regarding the helping characteristics of the group, perceived empowerment, and member influence on the group among group types. The group types were formed by the criteria of the target population, i.e. the topic of the group. The results confirmed the expected significant differences according to the general aim of the groups among some, but not all of the group types regarding: a) two factors of a group’s helping characteristics, i.e. disclosure and acceptance, and learning coping strategies; and b) two factors of perceived empowerment, i.e. assertiveness and competency, and enhanced knowledge about society; and c) regarding the extent of a member’s influence on the group. The findings suggest that active members are, in general, very satisfied with their groups, but the perceived benefits are not present to the same extent in all group types.
