Kapittel 1 i boken: "Poverty: a global review. Handbook on international poverty research"

In August 2004 the Research Council of Norway announced tenders for a “State-of-the-art”report within international poverty research, with special focus on institutions and rights. TheResearch Council wanted the report to give an overview over what is the present state ofknowledge in the field, indicate where the frontiers of research are, identify what the mostpressing needs for new knowledge are, and suggest how Norwegian expertise can contributeto poverty research in the South. The size of the report is limited to 100 pages.The Comparative Research Programme on Poverty (CROP) was successful with itstender. The contract (Project No. 168080/S30) with the Research Council was signed by bothparties during the second half of October 2004, and the contract period was set to 4 months.The final report was to be delivered 1.05.2005 at the latest.The project description provided by CROP for the tender competition takes as itsstarting point that, within the framework of such a report, it is at present not possible to givemore than a limited overview of the frontiers of international poverty research. Povertyresearch comprises a vast area of different scientific disciplines and interdisciplinaryapproaches, within clearly opposing paradigms. No common platform has been establishedfor the scientific evaluation of the field in general, and the validity of presented researchresults is often difficult to judge as some of the research is mixed with political interestsand/or particular moral values.In this situation CROPs proposal was to use its own knowledge base to1) give an overview of where a selection of major approaches to poverty research arepresently located in the field of international science and present some of thecurrent paradigmatic approaches, and2) single out five topics for in-depth case studies to present frontiers of researchwithin different areas of international poverty research and define new questions tobe explored, and3) use this material to say something about what are the most pressing needs for newknowledge in international poverty research and how this may be reflected infuture studies in the South.The project is designed to meet the requirements of the Research Council which is tofocus on institutions and rights and contribute to knowledge development of specialimportance for poverty reduction and national welfare strategies in the South.CROP hereby presents the Report from the project. It has been developed in close cooperationwith scholars in the South and other members of the CROP international network ofpoverty researchers, see Appendix B. Very special thanks go to the main collaborators whohave taken charge of the case studies. The results of their work appear in chapters IV-IX.CROP, however, bears the sole responsibility for the contents of the Report.

From the symposium: Social Capital Formation in Poverty Reduction: Which role for the Civil Society Organizations and the State? - on 28 June 2000 in Geneva The title of the symposium is "Social Capital Formation in PovertyReduction: Which Role for Civil Society Organizations and the State?".The emphasis here is on poverty and whether poverty reduction can beobtained through a strategy of increased social capital. The emphasisis not on social development in general or the broader relationshipbetween the state and social capital. Our goal here and now is to focuson poverty reducing strategies and to discuss whether the latest "fashion" of poverty reduction through social capital formation is likely toachieve the UN goal of massive poverty reduction worldwide.

In: Poverty and plenty: The Botswana Experience Poverty alleviation is mainly about redistribution of economic, social and politicalresources, and all forms of redistribution carry a built-in conflict potential.However, there are political and social means available to contain such conflicts.Some of these means are discussed through a presentation of the historical developmentof Norway from a poverty ridden country to a wealthy country whereredistributive measures dominate the economic and social life of a modern welfarestate.

Kapittel 17 i boka: "Society, University, and World Community: Essays for Ørjan Øyen." Projects come and projects go in the social sciences. But there are fewinternational, multi-disciplinary, long-term research programmes whichsurvive outside an institutional framework for any length of time.This is not accidental. Universities and research institutions in thesocial sciences are not organised for the complex challenges of the realand multi-faceted world - and the real world is growing increasinglycomplex through internationalisation.In the following is described a hitherto untried model of cooperationand development of research across disciplinary and nationalboundaries, using the knowledge accumulated in disciplinary andnational studies as stepping stones into an open arena for povertyresearchers and comparative poverty studies in developed and developingcountries.

Chapter six in: "Poverty and participation in civil society" If the poor are to participate in civil society, thechallenge is to build bridges between the world of the poorand the world of the non-poor, and to secure a two-waytraffic across those bridges.Poverty can neither be eradicated, nor alleviated,without such bridges being established. The poor aremarginalized from civil society, butcauses and manifestationsof poverty are woven into the way social and economicstructures are organized in the world of the non-poor.Therefore, poverty cannot be understood as a phenomenonisolated from society at large.

Fra: "EU og den norske velferdsstaten" Foredrag holdt på Nei til EUs faglige landskonferanse 1994. Sentralt i diskusjonen om medlemsskap i EU står spørsmålet om hvasom vil skje med den norske velferdsstaten dersom Norge går med i EU.Svaret er ikke enkelt, men en første avklaring får man ved å skillemellom de formelle avtaler som har betydning for den norske velferdsstatenunder EØS/EU, og de beslutninger som tas utenfor de formelleavtaler.

Velferdsstatens fremtid ved et EU-medlemskap må sees i en historisk sammenheng. Den norske velferdsstaten er en kulturinstitusjon og bærer av viktige humanistiske verdier.

Den frie bevegelsen av kapital blir sannsynligvis den største trusselen mot den norske velferdsstatmodellen. Prinsippet om lik adgang til helsegoder vil bli utfordret. Private sykehus har blitt industri på lik linje med andre industrier.

Bidrag til serien "Velferdsstaten 100 år - men hva så?" Den norske velferdsstaten er like mye en kulturinstitusjon som en finansiell institusjon. Jo tettere den norske velferdsmodellen og trygdesystemet holder seg til norske verdier som likhet og rettferdighet, jo mer robust vil den være for en fremtidig utvikling mot økt privatisering og satsning på mer yrkesbaserte velferdsordninger.

Drømmen om å forstå det komplekse menneske og det komplekse samfunn som omgir det, er ikke av ny dato. Til alle tider har det vært gjort forsøk på å utvikle indikatorer som på en enkel måte skal gi en innsikt som ellers krever langvarig observasjon og dyptpløyende analyse. Lesning i hånden og stjernene, og forestillinger om at øynene avspeiler personligheten, hører til kategorien av lett tilgjengelige indikatorer som skal fortelle oss noe om det komplekse mennesket. "Folkets vilje" forsøker man å omskrive gjennom sinnrike valgprosedyrer. Rasistiske uttrykk og andre stereotypier beskriver kjennegtegn som antas å gjelde for en hel befolkning. Mens gutter med uflidd hår, damer i pels, en adresse er signaler som vi daglig omdanner til indikatorer på persolighet, status, ønskverdighet, eller det moralske forfall i befolkningen.
