We propose a novel estimator for use in a fuzzy regression discontinuity setting. The estimator can be thought of as extrapolating the traditional fuzzy regression discontinuity estimate or as an observational study that adjusts for endogenous selection into treatment using information at the discontinuity. We show that it can be motivated as being the least complex model consistent with the data or as an estimator that is preferable to both a traditional regression discontinuity design and an observational study. We further show theoretically that no other estimators consistently generate better estimates than our proposed estimator. We then use this approach to examine the effects of early grade retention beyond the compliers around the retention cutoff. We show that the benefits of early grade retention policies are larger for students with lower baseline achievement and smaller for low-performing students who are exempt from retention. These findings imply that: (1) the benefits of early grade retention policies are larger than have been estimated using traditional fuzzy regression discontinuity designs; and (2) retaining additional students would have a limited effect on student outcomes.

Public policies often target individuals but within-family externalities of such interventions are understudied. Using a regression discontinuity design, we document how a third grade retention policy affects both the target children and their younger siblings. The policy improves test scores of both children while the spillover is up to 30% of the target child effect size. The effects are particularly pronounced in families where one of the children is disabled, for boys, and in immigrant families. Candidate mechanisms include improved classroom inputs and parental school choice.

High school graduation rates in the United States are at an all-time high, yet many of these graduates are deemed not ready for postsecondary coursework when they enter college. This study examines the short-, medium-, and long-term effects of remedial courses in middle school using a regression discontinuity design. While the short-term test score benefits of taking a remedial course in English language arts in middle school fade quickly, I find significant positive effects on the likelihood of taking college credit-bearing courses in high school, college enrollment, enrolling in more selective colleges, persistence in college, and degree attainment.

There is empirical evidence of substantial heterogeneity in economic mobility across geographic areas and the efficacy of schools has been suggested as an explanatory factor. Using administrative microdata from seven states covering nearly 3 million students, we explore the potential role of schools in promoting economic mobility by estimating cross-district variation in "academic mobility"--a term we use to describe the extent to which students' ranks in the distribution of academic performance change during their schooling careers. We show that there exists considerable heterogeneity in academic mobility across school districts. However, after aggregating our district-level measures of academic mobility to the commuting-zone level and merging them with geographically matched external estimates of economic mobility, we find little scope for geographic differences in academic mobility to meaningfully account for differences in economic mobility.

We study the effect of exposure to immigrants on the educational outcomes of US-born students, using a unique dataset combining population-level birth and school records from Florida. This research question is complicated by substantial school selection of US-born students, especially among White and comparatively affluent students, in response to the presence of immigrant students in the school. We propose a new identification strategy to partial out the unobserved non-random selection into schools, and find that the presence of immigrant students has a positive effect on the academic achievement of US-born students, especially for students from disadvantaged backgrounds. Moreover, the presence of immigrants does not affect negatively the performance of affluent US-born students, who typically show a higher academic achievement compared to immigrant students. We provide suggestive evidence on potential channels.

This study examines the effects of internal migration driven by severe natural disasters on host communities, and the mechanisms behind these effects, using the large influx of migrant students into Florida public schools in the aftermath of Hurricane Maria. I find significant adverse effects of the influx in the first year on existing student test scores, disciplinary problems, and student mobility that vanish entirely in the second year. I also find evidence that compensatory resource allocation within schools is an important factor driving the adverse effects of large, unexpected migrant flows on some incumbent students in the short-run.

We identify externalities in human capital production function arising from sibling spillovers. Using regression discontinuity design generated by school-entry cutoffs and school records from one district in Florida, we find positive spillover effects from an older to a younger child in less affluent families and negative spillover effects from a younger to an older child in more affluent families. These results are consistent with direct spillovers dominating in economically disadvantaged families and with parental reinforcement in more affluent families.

We use remarkable population-level administrative education and birth records from Florida to study the role of Long-Term Orientation on the educational attainment of immigrant students living in the US. Controlling for the quality of schools and individual characteristics, students from countries with long-term oriented attitudes perform better than students from cultures that do not emphasize the importance of delayed gratification. These students perform better in third grade reading and math tests, have larger test score gains over time, have fewer absences and disciplinary incidents, are less likely to repeat grades, and are more likely to graduate from high school in four years. Also, they are more likely to enroll in advanced high school courses, especially in scientific subjects. Parents from long-term oriented cultures are more likely to secure better educational opportunities for their children. A larger fraction of immigrants speaking the same language in the school amplifies the effect of Long-Term Orientation on educational performance. We validate these results using a sample of immigrant students living in 37 different countries.

School systems around the world use achievement tests to assign students to schools, classes, and instructional resources, including remediation. Using a regression discontinuity design, we study a Florida policy that places middle school students who score below a proficiency cutoff into remedial classes. Students scoring below the cutoff receive more educational resources, but they are also placed in classes that are more segregated by race, socio-economic status, and prior achievement. Increased tracking occurs not only in the remedial subject, but also in other core subjects. These tracking effects are significantly larger and more likely to persist beyond the year of remediation for Black students.

In this paper, we present a closer look at the student achievement trends in the District of Columbia between 2006-07 and 2012-13. We have three main conclusions. First, we find that overall, math scores in the District have improved. The improvements in reading scores during this time frame, however, were primarily limited to the first year after the PERAA implementation. While almost all student subgroups have experienced test score gains in math, these improvements were higher among the more affluent black and Hispanic students. Second, we find that these observed trends in math scores persist even after controlling for the cross-cohort differences in observed student characteristics. In particular, the estimates indicate that less than 10 percent of the year-to-year improvements in test scores can be attributed to the changing student composition in the District over this time frame. Finally, we show that existing students have also experienced gains in math even though the students who are new to the District's public school system score at higher levels on standardized tests when compared to existing students. School closures are increasingly common among U.S. public schools, driven by both budgetary constraints and accountability pressures to turnaround low-performing schools. This paper contributes to the nascent literature on school closures by evaluating student achievement and mobility outcomes in a large-scale restructuring effort in Washington, D.C. in which 32 elementary and middle school campuses were closed or consolidated in the summer of 2008. Using longitudinal data, we investigate how student outcomes change in relation to this initiative with an instrumental variables strategy that counters the endogeneity of student assignment across schools before and after the restructuring occurred. The results show that the academic performance of students directly affected by the school restructuring experienced a temporary decline, but it rebounded by the second school year after restructuring occurred. Additionally, we find no evidence of closure adversely inducing further mobility among affected students.

In this study, we use microdata from 12 Florida county-level school districts and a regression discontinuity design to examine the effects of early grade retention on the short-, medium-, and long-term outcomes of English learners. We find that retention in the third-grade substantially improves the English skills of these students, reducing the time to proficiency by half and decreasing the likelihood of taking a remedial English course in middle school by one-third. Grade retention also roughly doubles the likelihood of taking an advanced course in math and science in middle school, and more than triples the likelihood of taking college credit-bearing courses in high school for English learners. We also find that these benefits are larger for foreign born students, students with higher latent human capital in third grade as proxied by their math scores, students whose first language is Spanish, and students in lower-poverty elementary schools.
