Von ihrer Selbstdarstellung her hat die Stadt Hamburg einen hohen Anspruch in Sachen Nachhaltigkeit. 2011 war Hamburg Umwelthauptstadt Europas, 2015 wurde der erste Klimaplan verabschiedet, 2017 die Nachhaltigkeitsziele der Vereinten Nationen als handlungsleitend übernommen. Befindet sich Hamburg also auf einem guten Weg? Blickt man auf Indikatorensysteme, wie sie etwa vom Hamburger Zukunftsrat oder der Länderinitiative Kernindikatoren erarbeitet werden, könnte man ein beruhigendes Bild erhalten. Doch sind Zweifel angebracht. Eine Nachhaltigkeitspolitik, die zentrale Elemente der Wirtschaftsordnung wie die Fixierung auf Wachstum und Wettbewerb und das Fortschreiben eines sehr spezifischen Wohlstandsmodells ausblendet, muss letztlich ins Leere laufen. Die Folgen dieser verengten Sichtweise zeige ich anhand dreier exemplarischer Konfliktfelder auf: dem Bau der Autobahn A26, der Flughafenerweiterung und der letzten Elbvertiefung.

Auch wenn Russlands Krieg gegen die Ukraine die politische Mobilisierung im Kampf gegen den Klimawandel erschwert: Deutschland muss bei der Entwicklung einer Nationalen Sicherheitsstrategie (NSS) dem Klima Priorität einräumen. Nur so wird es der kollektiven, globalen Sicherheitsdimension gerecht.

The Arctic is directly affected by the interaction of two ongoing global crises: climate change and Russia's war of aggression against Ukraine. With its temperatures rising four times faster than the global average, the Arctic is facing dramatic environmental consequences. Meanwhile, retreating sea ice has led to increased economic interest in the Arctic and its growing geopolitical importance. Thus, understanding and managing the global and local implications of environmental change in this region requires urgent scientific and diplomatic collaboration.

The tragedy of the commons is responsible for many, if not all, of the environmental problems concerning natural resource preservation that we face in modern society. The tragedy of the commons describes a situation in which resources held "in common", namely, public resources, are depleted or mistreated by collective action. Basically it means lack of private ownership and almost inevitably leads to a misallocation of resources. And yet, the predominating kinds of solutions proposed to solve these problems involve increased government regulation - effectively expanding the scope of the very tragedy of the commons which lies at the heart of the problem in the first place. The present paper advocates an alternative: free market environmentalism. It is not a contradiction in terms, despite how that phrase sounds to the modern ear. In this paper we attempt to demonstrate that laissez-faire capitalism is our last best hope for protecting the environment. Free market environmentalism centers around private property rights and thus a decentralization of environmental decision-making. Effective choices made about scarce resources must be based upon free market price signals and incentives. The lack of laissez-faire capitalism applied to earth's natural resources distorts both of these indicators - causing poorly made and oftentimes destructive decisions. A free market solution to the environment creates the most value for society, allows for open and continuous entrepreneurial innovation, and economically empowers those who are the most environmentally vulnerable.

Am 26. Januar 2019 hat die Kommission "Wachstum, Strukturwandel und Beschäftigung" beschlossen, dass in Deutschland bis spätestens 2038 keine Kohlekraftwerke mehr betrieben werden sollen. Das Wuppertal Institut nimmt in diesem Papier Stellung zu den Ergebnissen der Kommission und gibt Empfehlungen für die nun notwendigen Schritte für die Klima- und Innovationspolitik in Europa, Deutschland und Nordrhein-Westfalen.

Städte und Kommunen mussten in den vergangenen Jahren einiges aushalten: eine weltweite Corona-Pandemie, Feuerkatastrophen wie in den USA sowie Hochwasser-Katastrophen wie in Deutschland. Das sind auch Folgen des menschen-gemachten Klimawandels, auf die Städte sich in Zukunft besser vorbereiten müssen. Denn gerade die Hochwasser-Katastrophe im Juli 2021 hat gezeigt, wie wenig Kommunen auf solche Ereignisse eingerichtet sind. Dieses Impulspapier zeigt, wie Städte resilienter, nachhaltiger und zukunftsfähiger werden können.

Die Autoren verdeutlichen in diesem Papier, dass der Megatrend Digitalisierung nicht zwingend unkontrollierbar über die Wirtschaft und die Gesellschaft hereinbricht. Seine Wirkung hängt vom menschlichen Verhalten, von der Gestaltung neuer Prozessen in Organisationen, aber auch Anpassungen der gesetzlichen Rahmenbedingungen ab. Dieses sozio-kulturelle, organisatorische und institutionelle Umfeld der digitalen Innovationen könne und müsse im Sinne ökologischer Nachhaltigkeit beeinflusst werden. Politik sei hier aufgefordert auf der Basis fundierter Analysen flankierend tätig zu werden. Die Autoren fordern daher, für die Digitalwirtschaft eine eigene sektorspezifische Politik zu entwickeln, wie sie für andere umweltrelevante Sektoren - etwa die Energiewirtschaft, Chemieindustrie oder Autoindustrie - bereits etabliert ist.

US-Präsident Donald Trump verkündete am Nachmittag des 1. Juni 2017 im Rosengarten des Weißen Hauses, dass er das Pariser Klimaabkommen aus dem Jahr 2015 kündigen wolle. Was bedeutet dieser Schritt der USA für den globalen Klimaschutz? Dieser in brief zeigt, in welcher Weise die an Klimaschutz interessierten Staaten sich am besten organisieren, um das Pariser Klimaabkommen und die globale Klimapolitik erfolgreich weiterzuführen.

2015 verursachte jeder Deutsche 628 Kilogramm Siedlungsabfall. Damit liegt Deutschland für viele Abfallströme und insbesondere für Verpackungsabfälle deutlich über dem EU-Durchschnitt. Selbst wenn die Recyclingquoten hoch ausfallen, hat die Abfallvermeidung nicht nur eine ökologische Notwendigkeit. Auch aus ökonomischer Sicht muss sie zum Ausgangspunkt einer transformativen Innovationsagenda werden.

Die Europäische Union (EU) hat erkannt, dass das Ziel der Klimaneutralität bis 2050 ein zentraler Innovations- und Wachstumsmotor für Industrie und Wirtschaft in der EU sein kann. Neben großen Chancen stellt dies die europäische Wirtschaft und überwiegend die besonders emissionsintensiven sowie im international starkem Wettbewerb stehenden Grundstoffindustrien auch vor erhebliche Herausforderungen. Eine integrierte Klima- und Industriestrategie ist für den Klimaschutz von zentraler Bedeutung, da auf die Produktion von Stahl, Zement, Grundstoffchemikalien, Glas, Papier und anderen Materialien in der EU und weltweit rund 20 Prozent der gesamten Treibhausgasemissionen entfallen. Auch in einer treibhausgasneutralen Zukunft kann auf diese Materialien nicht verzichten werden. Zugleich ist die emissionsfreie Herstellung der Materialien technologisch sowie mit Blick auf die dafür erforderlichen Infrastrukturen besonders herausfordernd. Dies gilt vor allem für die Frage woher die hohen benötigten Mengen an grüner Energie - insbesondere Strom und Wasserstoff - zu wettbewerbsfähigen Preisen kommen sollen. Analysen zeigen, dass trotz erheblicher Kosten bei der Prozessumstellung die Kosten der Transformation der Grundstoffindustrie für die Gesellschaft insgesamt tragbar sind. Denn bezogen auf die Endprodukte betragen die Mehrkosten meist nur wenige Prozentpunkte; die Preise von Rohstahl oder Zement dagegen würden sich zwischen einem Drittel und 100 Prozent verteuern. Da fast alle Grundstoffhersteller in starker Weltmarktkonkurrenz stehen, können sie die Investitionen in eine klimaneutrale Produktion und die benötigten Energieinfrastrukturen aber nicht ohne Unterstützung tragen. Das vorliegende Papier skizziert ein integriertes Klima-Industriepolitikpaket, das der EU ermöglichen kann, die bestehende technologische Führung in vielen dieser Industrien zielgerichtet zum Aufbau einer treibhausgasneutralen Grundstoffindustrie zu nutzen.

Deutschland verfügt über eines der weltweit führenden Systeme im Bereich der Abfallwirtschaft - vorrangiges Ziel ist es, Abfall sicher und umweltschonend zu entsorgen. Allerdings kommen nur ca. 14 Prozent der in der Industrie eingesetzten Rohstoffe aus dem Recycling, der Rest sind noch immer Primärmaterialien. Kreislaufwirtschaft findet noch nicht ausreichend statt: Rezyklate, aus Abfällen gewonnene Sekundärrohstoffe, werden noch weit unterhalb der möglichen Mengen in Produktions- und Nutzungsprozesse zurückführt. Werteverlust, Abhängigkeit von volatilen Rohstoffmärkten, geringere Ressourcenproduktivität und Externalitäten in Form von Umweltverschmutzung ließen sich damit vermeiden. Eine Digitalisierungsoffensive in Industrie und Abfallwirtschaft könnte dies bewirken. Eine Studie des Bundesministeriums für Umwelt, Naturschutz, Bau und Reaktorsicherheit (BMUB) verweist darauf, dass kein Umweltleitmarkt so stark von der Digitalisierung profitieren könnte wie die Kreislaufwirtschaft - und dass gleichzeitig kein Sektor bisher so schlecht aufgestellt ist.

Die internationale Klimapolitik tritt in ein neues Zeitalter unter teils widersprüchlichen Vorzeichen ein: Während das US-Wahlergebnis auf erschwerte Rahmenbedingungen für die Bekämpfung des Klimawandels hindeutet, konnten auf der UN-Ebene bei der COP22 in Marrakech einige Fortschritte erzielt werden. Die Autoren zeigen die verschiedenen Szenarien auf, die sich damit für eine ambitionierte internationale Klimapolitik ergeben.

Seit der Bundesrat gefordert hat, dass ab 2030 nur noch emissionsfreie Fahrzeuge zugelassen werden sollen, hat die Debatte um den richtigen Weg in die Zukunft der Mobilität an Fahrt aufgenommen. Die Autoren begründen, warum die Bundesrats-Initiative, die de facto einem Zulassungsverbot für neue Benzin- und Dieselfahrzeuge gleichkommt, genau den richtigen Innovationsimpuls setzt - und es falsch wäre, ihn mit einseitigen Festlegungen zu verbinden.

Prefiguration unites organizations and collectives as diverse as post-growth organizations, common good organizations, community-supported agriculture, transition towns, or ecovillages in their fundamental critique of contemporary capitalism and the belief in the urgency of a major social transformation toward sustainability. It refers to realizing imaginaries of radically alternative futures in social practices, of bringing about the future by enacting real utopias in the present. Prefiguration is an increasingly fashionable concept in the social sciences, but it is still rarely used in scholarship on infrastructures. This paper shows the potential relevance of this concept for studying infrastructures, in particular to address the social transformation of contemporary infrastructures toward radically alternative, revolutionary infrastructures. It therefore starts with providing insights into the common and yet rather narrow understanding of social change and transformation in literature on prefiguration. Building on scholarly reflections on the politics of social transformation and the crucial role of organizing in transformative social change processes, the paper derives a multi-political approach where prefiguration is considered in its intricate linkage to other forms of politics. Furthermore, the paper outlines the conceptual relationship between prefiguration and infrastructures, proposes conceiving radically alternative infrastructures as being created through prefigurative organizing, and discusses a few exemplary challenges of prefiguring alternative immaterial and material infrastructures. It generally suggests that a fundamental social transformation of our societies and infrastructures requires prefigurative organizing, understood through its multi-political lens.

The innovative software system "myEcoCost" enables to gather and communicate resource and environmental data for products and services in global value chains. The system has been developed in the consortium of the European research project myEcoCost and forms a basis of a new, highly automated environmental accounting system für companies and consumers. The prototype of the system, linked to financial accounting of companies, was developed and tested in close collaboration with large and small companies. This brochure gives a brief introduction to the vision linked to myEcoCost: a network formed by collaborative environmental accounting nodes collecting environmental data at each step in a product's value chains. It shows why better life cycle data are needed and how myEcoCost addresses and solves this problem. Furthermore, it presents options for a future upscaling of highly automated environmental accounting for prodcuts and services.

Suffizienz wird als persönlicher Lebensstil hoch geschätzt. Als unentbehrlicher Teil zukunftsfähigen Lebens und Wirtschaftens wird sie aber erst Wirkung erlangen, wenn sie politisch durchgesetzt und damit verpflichtend wird. In einem ersten Text hat der Autor 30 Suffizienzpolitiken kartiert und begründet. Jetzt ist zu überlegen, auf welche Weise staatliche Maßnahmen dieser Art mit ihren Anreizen, aber eben auch mit ihren Grenzsetzungen und Verboten in der Wahlbevölkerung annehmbar werden können. Auch wenn Anordnungen des Staates verpflichtend sind, sind sie für ihre Wirksamkeit doch auf eine möglichst große Bereitschaft angewiesen, sie hinzunehmen und möglichst auch gutzuheißen und zu unterstützen. Schon darum, weil sonst Wege gesucht werden, diese Politiken zu umgehen, oder weil den Urhebern dieser Politiken bei den nächsten Wahlen das Vertrauen entzogen wird. Wie also sind Suffizienzpolitiken überzeugend zu begründen? Wie sind sie möglichst wirksam vorzustellen? Welche Widerstände sind zu erwarten? Was wiederum lässt sich tun, um die Abwehr zu überwinden? Untersucht werden acht Politiken, um aus ihnen Merkmale für die Akzeptanz von Suffizienzpolitiken zu gewinnen. Die Beispiele sind in sich sehr unterschiedlich. Alle jedoch, ob gelungen, beabsichtigt oder bisher ohne Erfolg, lassen sich auf Auskünfte zum Thema dieser Arbeit hin befragen. Ein Schlusskapitel wertet sie aus und hält fest, was aus ihnen an Einsicht für die vor unserer Generation liegenden Aufgaben zu gewinnen ist. Das Ganze ist als eine Handreichung gedacht für politische Entscheiderinnen und Entscheider wie für aktive Bürger und Bürgerinnen.

In spite of current multiple political crises, global warming will remain a prime issue on the global agenda. The adoption of the Paris Agreement in 2015 and its quick ratification in 2016 have created a strong momentum for worldwide action against climate change. As global greenhouse gas emissions must decline towards levels close to zero by the middle of the century, the rapid decarbonisation of energy systems is high on the agenda of most countries around the globe. This publication delivers insights into cutting edge research on the necessary transitions towards low carbon societies and by this aims to contribute to international as well as national policymaking. The topics covered in more than 20 concise original articles are among the most important issues for progressing solutions for climate change and sustainable development. The papers discuss recent findings and case studies in the following subject areas: Governance of the necessary long-term transitions in the context of potential known and unknown adverse developments; Policy instruments and strategies that allow for financing the transition to low carbon economies and, at the same time, respond to today's economic and social challenges; Integrated strategies for three of the most important arenas of global decarbonisation: Cities, as much of the change and necessary investment for low carbon societies must take place, be planned, be financed and be built in cities; industry, particularly the energy-intensive processing industries, which are at the core of society's metabolism and are responsible for a large and growing share of global emissions and science as a whole, which must become more solutions-oriented because the transitions needed will rely heavily on research providing solutions for technological as well as societal problems. As a contribution to these great challenges and at the request of the G7 Environment Ministers, the Low Carbon Society Research Network (LCS-RNet) acts as a forum aimed

Global energy justice remains far out of reach. If the goal of energy justice is the universal, equitable, and democratic provision of safe, affordable, and sustainable energy services, the international community currently lacks the physical, ideational, or governance infrastructure necessary for its realization. Instead, access to energy remains radically unequal, continuing greenhouse gas emissions are creating intergenerational sabotage, and fossil fuel revenues routinely corrupt democratic politics. In addition to distributive injustice, global energy governance also creates dilemmas of procedure and recognition that are our focus. Here, we first identify inherent tensions between local democratic sovereignty and global energy justice and then argue that existing energy governance infrastructures often amplify powerful actors’ leverage over the energy choices and strategies of less powerful communities. We conclude by discussing the design of a governance infrastructure that could promote climate mitigation and energy access goals without exploiting international inequalities in ways that risk undermining justice.

Not only do infrastructures put matter in motion, they also provide salient accounts of political struggles and everyday accommodations. Today, many municipalities promote them as part of "green" and "sustainable" solutions for the future. Concurrently, the more-than-human social sciences are going through their own "infrastructural turn," with an impetus to acknowledge actors beyond the human - that is, the ecologies of plants, animals, and fungi. This paper joins the call to include the ontic-epistemic realities of lively, other-than-human beings. Homing in on one ecological actor, the white willow (Salix alba), in Malmö and Scania, Sweden, I show that more-than-human infrastructural relations are far from novel occurrences. By adopting a ligneous, relational dialectic of agency, I account for the willow's shifting spatiotemporal positions and how the tree connects Scania's and Malmö's infrastructural past, present, and potential futures to wider discourses of sustainability and urban change. In Malmö, such discourses reflect the current implementation of a "green" infrastructure of "eco-pathways" (Ekostråket). Focusing on the willow, I question the municipal promise of "green" infrastructure as a panacea for humanity’s challenges in the Anthropocene.

In this paper, we argue that the European Green Deal (EGD) represents a focal point for the fate of the European Union: Will the EGD highlight the EU's critical flaws and stir social conflict, or will it revitalize the European project with a "new green spirit," renewing the legitimacy of European market economy? Taking the EU Commission's claim that the EGD should become "Europe's man-on-the-moon-moment" at its word, we discuss the parallels and differences between the US 1960’s space mission and the European "green mission." By analyzing cultural infrastructures of the two monumental governmental projects, the article unpacks three underlying themes that the moonshot metaphor alludes to regarding the EGD's societal legitimacy: 1) the contextualization of the Green Deal as a hegemonic ambition in a new “race” for the leading development of a green growth economy; 2) the evocation of capitalistic welfare that is imagined as a European Dream, just like the moon landing was closely related to and revitalized imaginaries of an American manifest destiny; and 3) the attempt to de-antagonize EGD-critical social forces. Speaking "truth to power," social protest can become a source of legitimacy itself for liberal governmentality, like antagonists of the US space race were - in the eye of the public - converted into believers of the American Dream.

Das vorliegende Papier zeigt, welche Weichen die Politik stellen muss, um den Gebäudebestand bis 2045 klimaneutral zu machen. Im Fokus stehen höhere Effizienzanforderungen für Bestands- und Neubauten, ein schnellerer Ausstieg aus Gas- und Ölheizungen, gleichzeitig aber auch höhere Anreize und bessere Unterstützung für Gebäudebesitzende sowie warmmietenneutrale Sanierungen, um Mietende vor einer Überlastung zu schützen. Dabei müssen bestehende Gebäude so renoviert werden, dass sie ähnlich wie Neubauten kaum noch Energie verbrauchen. Gleichzeitig müssen Heizenergie und Stromversorgung komplett auf erneuerbare Energien umgestellt werden. Zudem muss durch intelligentere Nutzungskonzepte der Anstieg der Gebäudeflächen gebremst werden. Die kommende Legislaturperiode ist somit entscheidend, damit Klimaneutralität im Gebäudesektor bis spätestens 2045 erreicht werden kann. Dieser Zukunftsimpuls schlägt daher ein 14 Maßnahmen umfassendes und konsistentes Politikpaket vor. Neben den oben genannten Maßnahmen des Förderns und Forderns gehören dazu insbesondere klare Vorgaben für eine bessere energetische Sanierung und ein deutliches Ziel für den Ausstieg aus fossilen Gas- und Ölheizungen, die allen Beteiligten Sicherheit geben. Individuelle Sanierungsfahrpläne für alle heute noch nicht effizienten Gebäude bis spätestens 2028 und kommunale Wärmepläne helfen den Gebäudebesitzenden bei der technischen Entwicklung ihrer Gebäude und der Investitionsplanung. Häufig sind es die nicht-monetären Hemmnisse, die maßgeblich für die geringe Sanierungsrate sind. One-Stop-Shops verringern die Hemmschwelle Maßnahmen umzusetzen. Darüber hinaus wirkt Quartiersmanagement unterstützend und hilft Kräfte zu bündeln.

Die aktuellen Berichte des Weltklimarates (Intergovernmental Panel on Climate Change, IPCC) und des International Resource Panel zeigen erneut die Dringlichkeit einer umfassenden sozial-ökologischen Transformation auf. Das bedeutet, dass die Umsetzung der "Agenda 2030", welche im Jahr 2015 durch die Vereinten Nationen beschlossen wurde, als ein international geltendes Maßnahmenprogramm zur Umsetzung einer nachhaltigen Entwicklung gesetzt und ihr ein zentraler politischer Stellenwert zugeordnet werden muss. Das SDG 12 "Nachhaltige Konsum- und Produktionsmuster sicherstellen" setzt die besondere Rolle nachhaltiger Produktions- und Konsummuster als Ausgangspunkt für eine Klima- und Ressourcenwende und Generationen- sowie soziale Gerechtigkeit. Der Zukunftsimpuls formuliert zehn Botschaften zur Umsetzung von SDG 12 "Nachhaltige Konsum- und Produktionsmuster sicherstellen" als Ausgangspunkt einer großen Transformation. Es beleuchtet kurz und knapp vielfältige Handlungsvoraussetzungen als auch Akteurinnen und Akteure, die relevant für die Verwirklichung einer nachhaltigen Zukunft sind. Der Zukunftsimpuls thematisiert unter anderem die Vorbildfunktion des Staates, die Chancen, die sich auf kommunaler Ebene bieten und die internationale Perspektive, welche sich durch globale Kooperationen und stetigen Wissens- und Erfahrungsaustausch auszeichnen sollte. Ein weiterer Fokus liegt auf nachhaltiger Produktion und nachhaltigem Konsum. Dies lässt sich durch die Stärkung des Nachhaltigkeitsbewusstseins und der -kompetenz sowie der Schaffung von ausreichend Gelegenheiten erreichen, damit einer dynamisch wachsenden Gruppe nachhaltiges Produzieren und nachhaltiger Konsum ermöglicht wird. Ziel ist daher die Bildung eines politischen und gesetzlichen Rahmens, welcher nachhaltige Lebensstile als auch nachhaltige Produktions- und Dienstleistungssysteme begünstigt, fördert und als Daseinsvorsorge sieht. Die kommende Bundesregierung muss aus ambitionierten Zielen eine erfolgreiche Ressourcen- und Klimapolitik machen und dabei alle Bürgerinnen und Bürger mitnehmen - so das Fazit des Zukunftsimpulses des Wuppertal Instituts zur Bundestagswahl 2021. Es zeigt, welche Maßnahmen notwendig sind, um die Transformation in eine klimafreundliche und ressourcenleichte Zukunft jetzt konsequent einzuleiten.

Wie lässt sich die Notwendigkeit der Suffizienz in der Breite der Bevölkerung einwurzeln? Da gibt es zunächst die Hoffnung auf einen kulturellen Wandel, in dem die immateriellen Werte des Lebens besser verstanden und höher geschätzt werden. Es gibt inzwischen viele Initiativen, suffizientes Leben und Wirtschaften in die Öffentlichkeit zu tragen, um für sie Aufmerksamkeit zu gewinnen und für sie zu werben. Auch lehrt inzwischen der Alltag Suffizienz. Da das tägliche Leben teurer geworden ist und weiterhin teurer werden wird, wächst auch die Einsicht in Grenzen des Konsums, zusammen mit der Erfahrung, dass maßvoller Genuss die Lebensfreude nicht schmälert. Der hier zusammengestellte Katalog von Suffizienzpolitiken ist nicht nach Sachgebieten aufgebaut, sondern nach Eingriffstiefe und vermutlicher Akzeptanz der Maßnahmen. Im ersten Abschnitt stehen Politiken, die wohl die Zustimmung des größten Teils der Bevölkerung finden werden, weil sie ihr Leben erleichtern oder jedenfalls nicht beschweren werden. Ihr Ertrag für den Klimaschutz und die Ressourcenschonung ist freilich begrenzt. Der zweite Teil enthält Politiken, die Umstellungen und neues Nachdenken erfordern, die einen spürbaren Eingriff in das Gängige und so gern Gewählte bedeuten, für die Routinen gewechselt und neue Gewohnheiten gefunden werden müssen, die aber keinen tief greifenden Wandel der Lebensweise erfordern. Ihr Beitrag zum Erhalt der Natur fällt durchaus ins Gewicht. Im dritten Teil stehen die Politiken, die in das gewohnte Leben und Wirtschaften eingreifen, die ein gründliches Umdenken und die auch Verzichte fordern. Dafür leisten sie einen entscheidenden Beitrag zum Schutz der natürlichen Lebensgrundlagen. Die hier vorgestellten 30 Politiken sind keine erschöpfende Aufstellung. Our perception of design is changing, for design today is no longer concerned only with aesthetics. Now the key factors are interdisciplinary competence and approaches to problem solving. Both politicians as well as businesses recognise design's hybridity and increasingly implement it as a driver of sustainable development (see Chap. 2: Design as a Key Management Factor for Sustainability). But what exactly does "sustainability" mean? What does it mean in this specific context? People must make use of natural resources to meet their basic needs. In this process, resources are transferred into commercial circulation and usually transformed into products with a particular function. Yet the environment is limited and humanity uses more resources than the Earth can sustainably provide. It is time to rethink and generate the same usage while consuming fewer resources (see Chap. 3: Environmental Space - Challenging Transitions). Most countries have incorporated sustainability strategies into their political agendas in order to counteract the threats of climate change caused by the overuse of natural resources, high CO2 emissions, and other factors. The indicators for these strategies vary greatly from country to country (see Chap. 4: Sustainability - Challenges, Politics, Indicators). These indicators need to be taken into account if we are to successfully implement a product or service within a specific context. A concept can only be successful when country-specific indicators are taken into account and the societal context is incorporated into the plan right from the start. The goal is to develop services that support national sustainability targets in production and consumption systems (see Chap. 5: Managing Sustainable Development). When it comes to companies, these changes can simply be introduced in the form of services or products. In the end, it is the users who decide on the success or failure of innovative solutions by either integrating them into their daily li

This paper contrasts two approaches to implementing the notoriously ambiguous ideal of sustainability: one driven by the centralized, managerial metaphor of Spaceship Earth, and the other by a notion of stewardship that foregrounds the values of care and obligation. Both approaches depend on infrastructures to enable them, but these are built on different combinations of the material, the social, and the moral. Viewing Earth as a spaceship amenable to human guidance and control makes sense only if we also accept the power of dominant "centers of calculation" that gather and disseminate standardized knowledge instrumentally to ensure global coordination. Stewardship, by contrast, relies on infrastructures of locally shared values and distributed innovation in human-nature relations rather than on universal scientific knowledge or technology. Stewardship is often propagated by social movements seeking to promote globally sustainable ecological practices. The two approaches have markedly different implications for designing future infrastructures to promote transformations to sustainability.

Europe needs a new vision of progress. An energy transition has this potential. It can give the "European idea" a future-oriented content. The goal for 2050 is clear: a Europe without fossil and nuclear energy! This is not a utopia. Studies, resolutions of the EU and some member states prove that this vision is feasible and has many advantages: more jobs, more security of supply, fewer premature deaths due to air pollution, reduction of resource conflicts, falling energy costs. New green lead markets for renewable energies and resource efficiency are emerging. A European energy transition requires an alliance, ideally fuelled by neighbours France and Germany. Many are hoping for Germany as a driver of nuclear and coal phase-out. But deciding on "revolutionary goals" is not enough: finally implementing them is what Germany and Europe are waiting for. This report shows which concrete steps can advance this vision of progress.

In this article, I discuss the three dominant models of conceiving infrastructural futures in the context of the contemporary ecological emergency and what kinds of futures each model enables and forestalls. Gray infrastructure conceives human-engineered material designs that are able to produce predictable, controllable effects, often at a mass scale. Gray infrastructure also conceives futures that by and large reproduce present Anthropocene relations (e.g., a strict nature/culture divide mediated by technology and human supremacy. Green infrastructure is a more diverse paradigm but generally speaking pursues naturecultural collaborations that seek to bend the Anthropocene trajectory. Still, much of what passes for green infrastructure today fails to challenge industrial-capitalist logics and in this way creates futures that are more reproductive of the Anthropocene trajectory than they intend. Finally, I discuss my concept of "revolutionary infrastructure" as an alternative to gray and green infrastructural imagination. Revolutionary infrastructure resists standardization and categorization but generally appears as local experimental enabling relations, as redirection of potential energy, and as transformational pathways toward non-ecocidal, non-genocidal futures.

The transition from fossil fuel-powered to electric mobility is widely discussed as a trajectory towards more efficient, affordable, and sustainable transport infrastructure. Widely ignored in academia, this transition has occurred earlier, faster, and more profoundly in Bangladesh than in Europe or the US but under conditions almost diametrically opposed. Without any national policy to support it, the transition has been driven by the country's informal economy. However, rather than being framed as a potential technology for "greening" public transport, electric rickshaws are subject to controversies, bans, and exclusion from policies for electric vehicles. This article explores the reasons behind this discrepancy. It unpacks the preconditions, sites, agents, and practices underlying rickshaw electrification in Bangladesh and situates the conflicts surrounding it in a wider institutional context. It shows how in these conflicts, national-level policymakers and business elites mobilize imaginaries of sustainability against electric rickshaws and rely on strategies of "othering" them in (eco-)modernist narratives of social change. Based on the case study, the article points to open questions for the current decolonization agenda in global debates on sustainability transitions and infrastructure.

All conceptions of sustainability presuppose a temporally distributed mode of work, diagnosing past failures to address problems of the future via actions in the present. Sustainability infrastructures necessarily operate along timescales much longer than those that usually inform design and policy work. Since sustainability work demands temporal negotiation, competing visions of sustainability can be distinguished by the ways they relate the past, present, and future to the categories of the human and the natural. Reviewing the history of oyster fishing in the Chesapeake Bay since 1880, we show that infrastructures are sites where sustainability’s temporal dissonance is negotiated, terming this infrastructural articulation work. These activities are simultaneously supported by sustainability infrastructure and hindered by infrastructures’ inherent elusiveness, accretion, and perdurance. We conclude that a deeper understanding of infrastructures and infrastructural articulation work are crucial for the complex negotiation of temporal dissonance that sustainability demands.

The preceding contributions to this special issue bring together, from different angles, research on infrastructures with the currently urgent concern of transforming our societies with a view to achieving greater sustainability of modes of production and living. This closing essay does not add further analyses but rather reflects on proposed conceptualizations and the rich array of examples for investigated infrastructures. This is done with a view towards understanding what can and what cannot be accomplished in terms of enhancing possibilities for sustainability in the Anthropocene by analyzing infrastructures and their transformations. Or in other words, this essay selectively draws on and connects the preceding articles to sketch the historicity of the infrastructures of modernity.

Was hat Design mit Umwelt und Nachhaltigkeit zu tun? Die globale Erwärmung und der Klimawandel lassen sich auf verschiedene Ursachen zurückführen. Design, das die Umwelt außen vor lässt, ist einer der Gründe. Viele Produkte und Dienstleistungen verbrauchen nämlich viel Energie und Ressourcen haben auch eine hohe soziale Relevanz - sie sorgen beispielsweise für Teilhabe oder Exklusion. Wie eine Transformation hin zu mehr Nachhaltigkeit in diesem Bereich besser gelingt, fasst der neue "Transition Design Guide" des Wuppertal Instituts und der Folkwang Universität der Künste in Kooperation mit der ecosign - Akademie für Gestaltung Köln und der Bergischen Universität Wuppertal zusammen. Der Leitfaden gibt interessierten Gestaltenden, Entwickelnden, Transformatorinnen und Transformatoren sowie Forschenden in Universitäten, Unternehmen und Kommunen 16 Praxis-Werkzeuge an die Hand, um Produkte, Dienstleistungen, soziale Räume oder andere Erfahrungswelten nachhaltiger und umweltbewusster zu entwerfen. Anhand der Arbeitsblätter lassen sich gestalterische Ideen und Konzepte auf ihre Nachhaltigkeitspotenziale untersuchen und weiterentwickeln. Nachhaltigkeitsaspekte werden dabei mit den Methoden und Arbeitsschritten eines klassischen Designprozesses zusammengeführt. Die Wirtschaftsleistung von Deutschland ist durch die Corona-Pandemie stark beeinträchtigt. Um die Wirtschaft zu beleben, einigten sich die Regierungsparteien am 3. Juni 2020 in ihrem Koalitionsausschuss auf ein "Konjunktur- und Krisenbewältigungspaket" sowie ein "Zukunftspaket" in Höhe von insgesamt 130 Milliarden Euro. Für 2020 und 2021 sind fast 60 Maßnahmen vorgesehen, die von steuerlichen Vergünstigungen bei der Mehrwertsteuer bis hin zu konkreten Investitionen in Zukunftstechnologien reichen. Mit Blick auf den Klimaschutz beinhaltet das Maßnahmenpaket der Großen Koalition zwar gute Ansätze und viele wichtige Impulse, die allerdings zu verpuffen drohen, wenn sie nicht durch eine konsequente und nachhaltig ausgerichtete Klimapolitik flankiert werden. Zudem fehlen für den Klimaschutz wichtige Bereiche, wie Investitionen in die Kreislaufwirtschaft. Außerdem werden Maßnahmen zur Steigerung der Energieeffizienz nur unzureichend berücksichtigt. Gerade in diesen Bereichen hätten sich konjunkturbelebende Effekte und Klimaschutz in idealer Form ergänzen können, kritisiert das Wuppertal Institut. Dieses Diskussionspapier reagiert auf die vorliegenden Vorschläge und fasst zusammen, welche Maßnahmen im Rahmen der jetzt anstehenden Umsetzungsphase nachgebessert werden sollten und wo Ergänzungen notwendig sind.

The oil crisis of 1973/74 is commonly seen as the advent of state-led attempts to restructure rich societies' energy infrastructures. Indeed, from a historical perspective, crises have repeatedly facilitated infrastructural transformations toward sustainability. But under what conditions can crises challenge existing orders and promote alternative infrastructures? Drawing on a historical vignette that reconstructs the public discourse emerging around the first oil crisis in the United States, this article proposes to reconsider the transformative potential of crises from a perspective focusing on the contested constitution of the future. We argue that the potential of crises to foster broader processes of infrastructural change is dependent on the capacity of actors to discursively challenge hopes and expectations inscribed in established infrastructures. As the example of the first oil crisis illustrates, crises are instances in which political actors engage in interpretative struggles to settle on whether disruptions present "real" crises that require infrastructural transformation - or are mere accidents, errors, or irregularities that existent infrastructure can either withstand or requires only minor adaption as a result. In these discursive struggles, images of the future are contested on three layers: tangible experiences are linked to or detached from broader future consequences; potential causes are projected into the future or relegated to the past; and feasible future remedies are conceived or discarded. It is on these three layers of crisis discourse that the future is "opened up," and alternative infrastructures become conceivable.

Impacts of climate change, such as sea-level rise and changes in annual precipitation, are becoming increasingly visible around the world and within Germany, thus increasing pressures to adapt. Forces of stability and change within established policy fields greatly determine the extent to which governance systems can adapt to worsening existing risks and new challenges. Employing a lock-in perspective and a comparative analysis of the governance of coastal risks in Schleswig-Holstein and water scarcity in Thuringia, we show how infrastructures, institutions, actors, and cognitive framing shape policy landscapes and together constitute dynamics of policy stability and change in the face of long-term climate impacts. This paper offers a comprehensive, systemic perspective of how adaptation challenges fit into established policy paradigms and programs as it highlights how non-material and material components are intertwined and can act as constraints to policy-making., Die Auswirkungen des Klimawandels, wie etwa der Anstieg des Meeresspiegels oder zunehmende Dürre und Wassermangel, werden vermehrt auch in Deutschland spürbar und erzeugen einen wachsenden politischen Handlungsbedarf. Widerstreitende Kräfte von Wandel und Stabilität innerhalb etablierter Politikfelder bestimmen dabei, inwieweit sich bestehende Governancesysteme an diese neuen Herausforderungen und Klimarisiken anzupassen vermögen. Mithilfe eines Lock-in-Ansatzes und einer vergleichenden Analyse zweier Fallstudien zur Governance von Küstenrisiken in Schleswig-Holstein und von Niedrigwasser in Thüringen verdeutlicht dieser Beitrag, wie das Zusammenspiel von Infrastrukturen, Institutionen, Akteuren und kognitiven Frames die Stabilität bzw. den Wandel etablierter Politikfelder vor dem Hintergrund langfristiger Klimarisiken beeinflusst. Damit zeigt dieser Beitrag eine übergreifende, systemische Perspektive auf, um zu erfassen, inwieweit bestehende Politikfelder mit ihren etablierten Programmen und Paradigmen fähig und geeignet sind, neuen politischen Problemlagen zu begegnen, und wie materielle und immaterielle Faktoren den politischen Handlungsspielraum begrenzen.

Ende März 2022 veröffentlichte die Europäische Kommission ihre neue EU-Strategie für nachhaltige und zirkuläre Textilien. Die ambitionierte Vision: Textilabfälle sollen reduziert, zirkuläre Maßnahmen gefördert und negative Umweltfolgen der Textilindustrie minimiert werden. Doch wie sieht eine Textilwirtschaft, die Textilien im Kreislauf führt, aus und welche politischen Anforderungen ergeben sich daraus für Deutschland? Der vorliegende Zukunftsimpuls des Wuppertal Instituts zeigt, welche Position Deutschland in der Transformation hin zu einer zirkulären Textilindustrie einnehmen könnte.

Der hier vorliegende Zukunftsimpuls soll den Grundgedanken der Transformativen Innovationen und ihre Notwendigkeit beschreiben sowie erste Kandidaten für solche Transformativen Innovationen aus diversen Arbeitsbereichen des Wuppertal Instituts vorstellen. Er dient vor allem als Einladung, gemeinsam mit dem Wuppertal Institut über solche Innovationen zu diskutieren, die irgendwo zwischen den großen Utopien und kleinen Nischenaktivitäten liegen. Denn es braucht nicht immer den ganz großen Wurf, um Veränderungen in Gang zu setzen.

Ernährung ist einer der wichtigen Bereiche für die große Transformation. Doch wie kann eine Umstellung auf ein nachhaltiges Ernährungssystem gelingen? Der vorliegende Zukunftsimpuls setzt sich mit dieser Frage auseinander - basierend auf über zehn Jahren Forschung zu nachhaltiger Ernährung am Wuppertal Institut. Einen Schwerpunkt setzt das Papier auf die Außer-Haus-Gastronomie, denn bereits kleine Umstellungen - etwa in der Zutatenauswahl - haben hier große Wirkung. Mit geeigneten Rahmenbedingungen kann die Außer-Haus-Gastronomie den Konsumierenden als leicht zugänglicher Erlebnisort für nachhaltigere Ernährung dienen und gleichzeitig Landwirtinnen und Landwirten ein zuverlässiger Abnehmer für biodiversitätsschonende und klimafreundliche Lebensmittel sein. Doch für eine Transformation des Ernährungssystems sind auch andere Akteure gefragt: Der Zukunftsimpuls adressiert Politik, (Land-)Wirtschaft, Wissenschaft und jeden und jede Einzelne - denn die Transformation des Ernährungssystems ist eine gesamtgesellschaftliche Aufgabe.

Im vergangenen Jahr waren die Zuwachszahlen im Bereich der Elektromobilität in Deutschland höher als jemals zuvor. Das enorme Wachstum ist vor allem der EU-Verordnung zur Flottenemissionsnorm zu verdanken. Die Elektromobilität hat damit einen wichtigen Schritt gemacht und gezeigt, dass sie das Potenzial hat, den Verbrennungsmotor bald zu verdrängen. Doch allein ein sehr hoher Marktanteil an Elektroautos genügt nicht, um die mittelfristigen deutschen Klimaschutzziele zu erreichen. Dies ist eine der zentralen Aussagen der Autoren des vorliegenden Impulspapiers. Sie empfehlen, dass die Europäische Union Herstellern weiterhin ambitionierte Zielvorgaben für emissionsarme Pkw machen sollte, damit schon im Jahr 2030 annähernd alle neu zugelassenen Pkw elektrisch angetrieben werden. Autos mit Hybridantrieb sind auf diesem Weg maximal eine wichtige Übergangstechnologie. Zentrale Voraussetzung ist zudem, dass die derzeitigen Ladevorgänge erleichtert werden, damit der Umstieg auf Fahrzeuge mit alternativem Antriebskonzept deutlich attraktiver wird.

Immer mehr Unternehmen verkünden, klimaneutral sein zu wollen und zahlreiche Firmen bieten bereits klimaneutrale Produkte oder Dienstleistungen an: Von der klimaneutralen Paketzustellung bis zur Flugreise. Doch was bedeuten die Neutralitätsziele der Unternehmen genau? Ist das gesetzte Ziel ambitioniert? Und welche Rolle spielt Offsetting, also der Ankauf von Klimaschutzzertifikaten und deren Anrechnung auf das eigene Klimaschutzziel? Die hinter den verkündeten Zielen stehenden Ansätze sind häufig nur schwer nachvollziehbar. Vor diesem Hintergrund gibt der vorliegende Zukunftsimpuls zehn Empfehlungen für die Festlegung und Umsetzung von Neutralitätszielen. Die Autorinnen und Autoren sprechen sich dabei unter anderem für die Nutzung einer robusten Datenbasis als Grundlage für Neutralitätsziele aus, betonen die Bedeutung einer transparenten Kommunikation und zeigen auf, welche Rolle Offsetting spielen sollte. So sollten angekaufte Klimaschutz-Zertifikate einen möglichst begrenzten Beitrag zur Zielerfüllung leisen und ausschließlich zum Ausgleich von Emissionen genutzt werden, die nicht reduziert oder vermieden werden können. Insgesamt sollten Neutralitätsziele nicht zum alleinigen Kriterium für ambitionierten Klimaschutz von Unternehmen gemacht werden, sie stellen vielmehr ein Baustein einer weitaus umfassenderen unternehmerischen Klimaschutzstrategie dar.

Deutschland liegt bei Klimaschutz und der langfristigen Sicherung der Energie- und Rohstoffversorgung weit hinter seinen eigenen Zielen. Nur mit Tempo, Mut und Ehrlichkeit lässt sich der Rückstand jetzt aufholen. Dazu gehören ein beschleunigter Ausbau erneuerbarer Energien, ein sofortiger Aufbau eines umfassenden Netzes für grünen Wasserstoff, verbindliche Ziele für eine echte Kreislaufwirtschaft, klare Vorgaben für den Wohnungsbestand, eine ernsthafte Mobilitätswende und wirksame Anreize für eine nachhaltige Produktion. Bei all dem müssen sozial gerechte Lösungen gefunden werden, nur so lässt sich CO2-Vermeidung und Ressourcenschutz in der Breite durchsetzen. Das vorliegende Impulspapier des Wuppertals Instituts zeigt, wie sehr Deutschland auf dem Weg zur Nachhaltigkeit seinen eigenen Zielen hinterherhinkt.

Der Klimawandel stellt Gesellschaften weltweit vor gewaltige Herausforderungen. Im Begriff der Nachhaltigkeit scheint ein Konsens darüber, wie mit dieser Bedrohung umgegangen werden kann, kondensiert. Doch die vermeintliche Einmütigkeit kaschiert immer weniger Konflikte darüber, was genau unter Klimaschutz und nachhaltiger Lebensführung zu verstehen ist: Wie und von wem kann das erreicht werden? Und wie verhalten sich diese Bestrebungen zu demokratischen Systemen? 41 Beiträger*innen nähern sich empirisch und konzeptionell den Erzählungen, Vorstellungen und ersten Manifestationen von Zukunft und dem darin implizierten Verhältnis von Demokratie, Nachhaltigkeit und Konflikt an.

Carbon taxes are frequently advocated as a means of reducing greenhouse gas (GHG) emissions, yet their political feasibility remains a challenge. To enhance their political appeal, carbon tax proponents have proposed revenue recycling as a means of alleviating public concern with this instrument's visible costs. Analyzing data from identical survey-experiments administered in the United States, Canada, and Germany, we examine the extent to which returning revenues to the public has the potential to broaden the political acceptability of carbon taxes across ideological and national contexts. While public opinion is sensitive to the cost attributes of carbon taxes, we find that in some cases, opposition to carbon taxes can be offset by a reduction in income taxes. However, these effects tend to be modest in size, limited to some ideological groups, and varied across countries. Moreover, we demonstrate that fairness perceptions are a crucial mechanism linking revenue recycling to carbon tax support in all countries examined.

This paper aims to highlight the position of meat reduction in what EU consumers think "eating a healthy and sustainable diet" involves and who has a role to play in achieving food system change. The data are based on the Eurobarometer 93.2 survey (mid 2020). The participants were asked to make their own selections out of a variety of food-related items and actors, linked to meat ("Eating meat less often") and other aspects of diets ("Eating more fruit and vegetables"). Their responses were analyzed separately in two EU regions: Northwest Europe - consisting of the 10 richest EU countries with the highest scores on economic and social sustainable development indicators - and the East and the South. Three principal components of dietary thinking were distinguished, relating to 1) nutrition issues, 2) easy “light green" issues and 3) more demanding "deeper green" issues, respectively. The analysis also distinguished three types of actors in the value chain (food chain actors, supporting actors, and governmental actors). In Northwestern Europe, a majority of consumers saw a role for themselves in making the food system more sustainable and a large minority saw meat reduction as part of a healthy and sustainable diet. Both responses were much less common in the East and South. In the Northwest, meat reduction was relatively strongly related to "deeper green" thinking but also weakly to nutrition-focused thinking, whereas the opposite was found in the East and South. However, meat reduction had no prominent position in their considerations. For policy-makers, therefore, it is crucial that both nutrition and environment can be motivating factors for consumers to consider meat reduction, albeit to different degrees.

Das Fortschreiten des Klimawandels und die Schädigung der Ökosysteme machen deutlich, dass die seit Jahrzehnten international geforderte nachhaltige Entwicklung zu den wichtigsten Herausforderungen gehören. Um die von den Vereinten Nationen in der Agenda 2030 festgeschriebenen Nachhaltigkeitsziele, den sogenannten Sustainable Development Goals (SDGs), zu erreichen, sind alle relevanten Akteurinnen und Akteure - die Politik, die Wirtschaft sowie jede und jeder Einzelne - gefragt. Eine nachhaltige Entwicklung, die zugleich Umweltschonung, stabile wirtschaftliche und gesellschaftliche Entwicklung sowie soziale Gerechtigkeit berücksichtigt, beruht damit auf der Kompetenz oder auch der "Literacy" der Einzelnen, für sich und im Kollektiv nachhaltiges Handeln auszuüben und im gegenseitigen Miteinander fördern zu können. Doch welche Fähigkeiten sind notwendig, um nachhaltig Handeln zu können? Welche Fähigkeiten brauchen insbesondere Konsumentinnen und Konsumenten, um ihre Produktions- und Konsummuster nachhaltiger (mit-)gestalten zu können? Antworten darauf liefert die "Literacy für nachhaltigen Konsum", die in dem vorliegenden Diskussionspapier entwickelt und vorgestellt wird.

This study argues that scholars and policy-makers need to understand environmental activists better to bridge the gap between growing activism and policy. Conventional wisdom is that environmental activists generally support stronger climate policies. But there is still little understanding about diversity of views within activist groups when it comes to specific policies, and existing studies indicate that their views are not uniform, which can weaken their impact as a group. Activists might unite to demand change, but not necessarily agree on details of the desired change. Exploring the differences within the group, this paper focuses on how to nudge those who already share favorable attitudes towards policies that mitigate climate change. The motivation has been to see, in presence of general support for stronger environmental policies, whether this support could be channeled into more specific policies. We first take on a methodological challenge to construct an index of environmental predisposition. Then drawing from existing social-behavioral scholarship, we analyze results of an experimental survey with select treatments previously reported as promising. In November and December 2019, we collected responses from 119 participants at the Fridays for Future demonstrations in Germany. The results indicate that there are indeed important differences within the group, and nudging effects exist even in this rather strongly predisposed group, with participants assigned to the experimental group showing higher levels of support for the introduction of a carbon tax that is traditionally seen as a difficult policy to gain widespread public support. We find that those who score neither too high nor too low are more likely to respond to nudging. Yet, the effects vary for general outcomes such as policy support, behavioral intentions, and environmental citizenship. This study investigates whether circularity in production processes generates a reduction of firms' production costs and the conditions that determine the intensity of this reduction. It explores the role of two moderators for this cost-efficiency advantage to emerge, namely, eco-innovativeness (investments dedicated to the adequate implementation of circular practices in current production processes) and green jobs (human resources dedicated to circular practices). Using data on 13,117 small and medium enterprises (SMEs) from the Flash Eurobarometer 2017, a cluster analysis revealed that there is a gradual path towards Circular Economy among European SMEs, with the implementation of increasingly more circular practices. Four ordered probit models confirmed that a higher level of circularity in processes achieved by European SMEs is related to a reduction in their production costs. Moreover, eco-innovativeness positively moderates this relation. In contrast, the relative share of green jobs in SMEs' workforce mitigates the impact of circularity on production costs. In practice, by engaging in circularity, SMEs can contribute to the United Nations goals for Sustainable Development while reducing production costs; although the level of this reduction depends on how circularity is implemented.
