Producción Científica, Crop growth modeling and yield forecasting are essential to improve food security policies worldwide. To estimate potato (Solanum tubersum L.) yield over Mexico at a municipal level, we used meteorological data provided by the ERA5 (ECMWF Re-Analysis) dataset developed by the Copernicus Climate Change Service, satellite imagery from the TERRA platform, and field information. Five different machine learning algorithms were used to build the models: random forest (rf), support vector machine linear (svmL), support vector machine polynomial (svmP), support vector machine radial (svmR), and general linear model (glm). The optimized models were tested using independent data (2017 and 2018) not used in the training and optimization phase (2004–2016). In terms of percent root mean squared error (%RMSE), the best results were obtained by the rf algorithm in the winter cycle using variables from the first three months of the cycle (R2 = 0.757 and %RMSE = 18.9). For the summer cycle, the best performing model was the svmP which used the first five months of the cycle as variables (R2 = 0.858 and %RMSE = 14.9). Our results indicated that adding predictor variables of the last two months before the harvest did not significantly improved model performances. These results demonstrate that our models can predict potato yield by analyzing the yield of the previous year, the general conditions of NDVI, meteorology, and information related to the irrigation system at a municipal level.

[EN] The public procurement of works from the local administration includes from new projects within the scope of building subsectro: administrative and educational buildings (schools, libraries) as within the scope of civil engineering subsector: housing developments, parks and gardens, sports infrastructure and/or bike lanes. Municipal public works also include the repair, rehabilitation and maintenance of municipal infrastructures such as lighting, air conditioning, roads and sidewalks, etc., which means a wide range of types of work. In a study carried out on public procurement in the Valencian Community during the years 2016 and 2017, it was found that, after road projects (including actions on public lighting), the projects most tendered by the local administration are extensions and improvements to cemeteries, which in most cases are municipally-owned. Given this importance, at least in terms of the number of projects identified, this communication is proposed in order to carry out an analysis of cemetery execution projects, identifying their main characteristics, typologies, construction processes, aspect of the tender, etc., [ES] La contratación pública de obras desde la administración local comprende desde proyectos de nueva planta dentro del ámbito de edificación: edificios administrativos y educativos (colegios, bibliotecas), etc., como dentro del ámbito obra civil: urbanizaciones, parques y jardines, infraestructuras deportivas y/o carriles bici. Dentro de las obras públicas municipales también se encuentran los trabajos de reparación, rehabilitación y mantenimiento de las infraestructuras municipales como alumbrado, climatización, viales y aceras, etc., lo que supone un abanico muy amplio de tipologías de obra. En un estudio realizado sobre la contratación pública en la Comunidad Valenciana durante los años 2016 y 2017 se ha podido comprobar que, tras los proyectos de reparaciones de viales y calzadas (incluyendo las actuaciones sobre alumbrado público), los proyectos más licitados por la administración local son las ampliaciones y mejoras de los cementerios, los cuáles en la mayoría de los casos tienen titularidad municipal. The institutionality of gender in the municipal sphere depends on the quality of the institutions, on technical knowledge, on the bureaucratic capacities of the States themselves and on political will. In these elements we find the potential to process material interests and conceptions of "should be" in conflict and install in the public agenda, in civil society, in the State and the domestic and market spheres, an institutional framework favorable to public policies with gender perspective. La institucionalidad de género en el ámbito municipal dependen de la calidad de las instituciones, de los saberes técnico, de las capacidades burocráticas de los propios Estados y de voluntad política. En estos elementos encontramos el potencial para procesar intereses materiales y concepciones del “deber ser” en conflicto e instalar en la agenda pública, en la sociedad civil, en el Estado y las esferas domésticas y de mercado, una institucionalidad favorable a las políticas públicas con perspectiva de género.
