The U.S. Army Corps of Engineers (USACE) has completed a disposition study of the LACDA system (LACDA Disposition Study). USACE can review the operations of completed USACE projects under a reexamination authority (33 U.S.C. § 549a) established by Section 216 of the Flood Control Act of 1970 (P.L. 91-611). A disposition study under Section 216 determines whether USACE will recommend to deauthorize a water resources development project operated and maintained by USACE, and if the associated real property and Government-owned improvements should undergo disposal. A disposition study’s focus is on whether federal interest exists to retain the project for its authorized purpose based on an evaluation and comparison of the benefits, costs, and impacts of the project. The findings of this study analyze disposition and potential actions available to USACE regarding features authorized and constructed pursuant to Congressional authority for the LACDA Project. The purpose of this Agreement is to achieve timely design and implementation of adequate, safe, and economical highway improvements within the Commonwealth of Virginia, while also assuring such design and implementation is sensitive to the protection of Waters of the United States, as that term is referred to in the Clean Water Act and its implementing regulations, and assuring such design and implementation is in accordance with the federal statutes that USACE administers. Proposals can be for feasibility studies, water resources development projects, and programmatic modifcations to environmental infrastructure assistance programs that need congressional authorization. The session will also discuss the criteria that proposals must meet to be included in the 2025 Annual Report to Congress. The deadline for proposal submission to be considered for the 2025 Report is August 30, 2024.

He intends to work for an architectural engineering and construction firm in Virginia upon final transition from the Army on January 31st, 2025. Brian Hallberg is a resident of Chesapeake, Virginia. Colonel Brian P. Hallberg assumed duty as the 60th commander of the Norfolk District, U.S. Army Corps of Engineers, on July 9, 2021. As the commander, he oversees the district’s civil works, military construction, regulatory, and emergency operations missions, and is responsible for more than 420 employees in Norfolk and in resident offices throughout the Commonwealth of Virginia. Colonel Hallberg commissioned as an engineer officer in 1999 from the United States Military Academy at West Point. During his years as a commissioned officer, he served in command and staff positions in the United States, Germany, the Middle East, and Africa.
