Background: A separate, apartheid system of schooling in South Africa entrenched European racialised ideologies of white supremacy that left a legacy of social, economic, and educational inequalities. The 1995 White Paper for Education, the 1996 South African Schools Act, and the Revised National Curriculum Statement outlined steps for equalising education. However, inequalities within the schooling system remain. Aim: The study aimed to understand how principals experience the lasting effects of apartheidera segregationist policies in primary schools and to document principals' solutions. Setting: A meeting of principals who work at primary schools in the Western Cape province. Methods: Researchers purposively sampled four principals from the primary schools represented at the meeting, conducted semi-structured interviews with the principals chosen, and adopted an interpretive approach to analyse findings. Results: This study finds from principals' perspectives that neighbourhood gang violence, and highly unequal funding for schools in different neighbourhoods adversely impact primary school children's education and principals' abilities to lead as a result of context, overcrowding and inequality. Principals note that when parent-led programmes such as the Walking Bus produce a positive effect, the government tends to undercut parents' efforts to work with principals to secure and equalise young children's schooling. Conclusion: Giving greater governance power to parents and principals may help to equalise the extremes of inequalities in primary schools remaining from Nationalist Party policies of the pre-1994 apartheid era. Contribution: This study contributes to primary school principals' ideas for improving primary schoolchildren's education.

The core objective of this article is to evaluate the progress made in linguistic development over the past three decades, with a specific focus on the role of language and its philosophical underpinnings in reshaping and decolonising South African higher education landscape. Linguistic imperialism as a conceptual framework alongside the Framework for Policy Analysis were employed to inform, guide and support the author's contention that linguistic hegemony is still dominating the discourse within the higher education sector. The research adopts a qualitative approach, utilising content analysis for data analysis purposes. The findings of the article reveal that despite 30 years of democracy, the influence of colonial-era language philosophy and western epistemologies persists. It is suggested that comprehensive implementation of language policies could effectively address the transformation and decolonisation agenda. It further advocates for alignment between policy and practice through pragmatic, intentional and transformative initiatives aimed at identifying, interrogating and disrupting the coloniality of power and its western epistemologies, as far as language policy and practice are concerned. In conclusion, the article emphasises the urgent need to counteract existing linguistic imperialism and hegemony embedded within colonial knowledge systems by enacting transformative policies that will prioritise student access, success, linguistic diversity, linguistic justice, epistemic justice and social cohesion within the framework of higher education. Contribution: The aim is to provide guidance to language policy implementers in South African universities by offering an overview of the linguistic advancements achieved between 1994 to 2024.

A simple parent request unveiled a startling revelation: The principal of Bridgforth Elementary School segregated students by race. Her attempt to establish a culturally responsive framework was met with an Office of Civil Rights (OCR) complaint of racial discrimination. This case will examine the principal's rationale for creating the framework, the parental complaint, the school community response, and two evidence-based options for increasing student outcomes for African American students and other ethnic minorities.

Many countries grapple with the tension between commitment to inclusive education reform and the closure of special schools. This tension is particularly problematic for countries, like Australia, that have ratified the Convention on the Rights of Persons with Disabilities (CRPD). The CRPD is clear that closing special schools is pivotal to protecting the rights of students with disability to an inclusive education. Some provinces in Canada are considered to be leaders in the movement away from segregated education for students with disability. This paper reports on a critical review of the Canadian literature to develop a conceptual framework of drivers for, and barriers to special school closure. Drivers and barriers were identified at four levels: (1) societal level; (2) system level; (3) school level and (4) community level, with implications for each discussed. The findings will inform policy implementation in countries striving to meet their CRPD obligations.

Unified enrollment (UE) systems were designed to improve efficiency, equity, and transparency in school choice processes, but research has focused on efficiency gains. This study examines whether moving from decentralized enrollment processes to UE mitigates or exacerbates racial segregation that often occurs in choice systems. Specifically, we examine a subset of charter schools in New Orleans that had enrolled disproportionately high numbers of White students prior to entering UE. We find that UE entry was associated with increased enrollment of non-White students in these schools without offsetting declines in White enrollment, facilitated by schools also increasing total enrollment after entering UE. We find no meaningful impacts of UE on school accountability measures, student or teacher mobility, or student discipline.

This case study mapped patterns of disproportionality in Advanced Placement (AP) access, enrollment, and completion for systemically excluded students through secondary data analysis of the Civil Rights Data Collection (2015-6), and documents the degree of segregation within two diverse school districts. Although there was relatively robust overall AP course availability in both school districts, access and degree of racial segregation varied widely within the school districts. Findings establish disproportionality in AP enrollment and completion rates for Black and Latinx students. Such findings demonstrate the need for more research in regard to AP enrollment and completion for systemically excluded students.

Fifty years ago, the expansion of access to higher education was expected to result in greater socio-economic equality. Instead, segmentation in mass higher education systems has called into question the effective democratization of access to higher education. This phenomenon appeared first in higher income countries, allowing the identification of some factors that contribute to segmentation. This article seeks to provide evidence from the Chilean case, evaluating how students' social backgrounds affect admission to different types of universities. Data for the study were taken from the applications of 57,780 students admitted in 2019. Multinomial logistic regression was employed. The results showed that, depending on their background, students of the same level of academic performance follow different paths. Students from families with a high level of income or graduated from private secondary school were more likely to be admitted to private universities. Some of the dynamics present in European countries and the United States are also observed in Chile, particularly those related to the segregation of the school system and private provision and funding at the tertiary level.

Suburbs across the US are experiencing demographic shifts with consequences for suburban schools. While scholars have expressed concern about rising segregation among suburban public schools, we extend this work by examining changes in racial/ethnic school segregation across a typology of suburban municipalities in the Chicago-Naperville-Elgin metropolitan area between 2007 and 2018. Our findings are mixed- contingent on the measure of segregation employed. We find that Black-white and Hispanic-white segregation in mature suburbs is rising, but is at least in part driven by shifting demographics. The results suggest intra-suburban variation in segregation, highlighting the connection between race and neighborhood change.

Many institutions of higher learning aim to promote greater racial diversity to harness learning benefits and foster a sense of inclusion. Nevertheless, the institutional pursuit of racial diversity is difficult to benchmark. The current constitutional boundary limits the use of race to promote the diversity in college admissions to a "narrow," "holistic," and "case-by-case" strategy laden with definitional ambiguity. This ambiguity is deepened by constraints, such as institutional history, demographics, geography, and institutional rank, that often go unaccounted for in popular diversity measures. This article creates an expected diversity measure that describes the amount of racial diversity one would expect accounting for the home state of their incoming class. This initial step serves as an example that universities may follow when using their own internal data to account for a richer set of diversity constraints and to better monitor progress toward reaching their racial diversity goals. These measures can free universities from chasing unattainable external judgments on diversity targets, such as national benchmarks, thereby encouraging a more effective redistribution of resources for diversity-related outcomes.

Globally, the World Bank's neoliberal agenda has reframed inclusive education through its investment projects and inclusive policies, thus begetting unevenness and social inequalities. Accordingly, in South Africa, the World Bank's neoliberal investment projects and inclusive policies exacerbate the exclusion of learners in schools. The critical theory framework is adopted as a lens to explore the extent to which the World Bank's neoliberal education agenda meets the end goals of democracy and social justice in post-apartheid South Africa. A critical analysis of the World Bank's inclusive education policies points to a neoliberal agenda that fosters liberalisation instead of human rights; a policy that propagates privatisation instead of universal education; learners' emancipation barricaded by investment projects that favour deregulation instead of regulation; and illusive social change due to neoliberal public policies in post-apartheid South African schools. Ultimately, the authors argue that the World Bank's incoherent, inconsistent and ambiguous neoliberal education agenda does not speak to its intended recipients, namely the poor, unprivileged and excluded learners in post-apartheid South African schools. A recommendation thus put forward is that the World Bank should redirect its investment projects and revise its inclusive policies in the quest to spearhead universal and free public education.

Using critical race theory (CRT) as both our theory and analytical framework, we interrogated vocational, career, and technical education (VCTE) policy as a racial instrument. We applied key CRT themes to examine both primary sources; including historical and contemporary VCTE Acts (e.g., Perkins I-V) and Congressional reports; and secondary sources, including academic analyses of VCTE, its history, and related legislation. Findings demonstrate that VCTE policy upholds race-neutrality, which we argue is problematic because without being designated a special population, racially oppressed students stand to miss out on important funding opportunities that could dramatically alter and improve their lives.

Texas is home to a burgeoning linguistically diverse population, which has contributed to the exponential growth of bilingual education programming across the state. One program type, two-way dual language (TWDL), has become a popular enrichment model of bilingual education and has received increased attention and funding at the state level. While bilingual education was originally intended to serve linguistically diverse, primarily Latinx, students, there is a growing body of research that suggests the rapid growth of TWDL has come to serve primarily white, affluent, English-dominant students. The present study sought to contribute to this research by examining the locations of TWDL within two major cities in Texas: San Antonio and Austin. This tale of two cities employed a critical race spatial analysis to describe TWDL locational patterns within San Antonio and Austin based on neighborhood demographics including race/ethnicity and socioeconomics. Findings suggest that access to TWDL in each city is based on differing factors, with the socio-historical contexts of San Antonio and Austin playing a major role in the accessibility of TWDL today. Implications for policy makers, city leaders, and district decision-makers are considered.

We examine the effects of disseminating school-level academic performance data--achievement status, achievement growth, or both--on parents' school choices and their implications for racial, ethnic, and economic segregation. Many researchers consider growth to be a superior (if still imperfect) measure of school effectiveness relative to status. Moreover, compared to status, growth has weaker relationships with schools' demographic compositions. We conduct an online survey experiment featuring a nationally representative sample of parents and caretakers of children ages 0-12. Participants choose between three randomly sampled elementary schools drawn from the same school district. The provision of status information guides participants toward schools with higher achievement status and fewer Black, Hispanic, and economically disadvantaged students. The provision of growth information and the provision of both types of academic performance data guide participants toward higher growth schools. However, only growth information--alone, and not in concert with status information--tends to elicit choices with desegregating consequences.

This century, the twenty-first century, is a century of science and technology explosion. This is the period when the boon of science has arrived in almost every corner of the world. One such example is exposure to information (data) using a cell phone, bypassing a computer. This has made information available to the masses at a much cheaper rate and with less difficulty. This has become possible only because of the science, technology, engineering, and mathematics (STEM)-trained workforces developed by STEM education over the years. One more important aspect of the twenty-first century is the demand for more and more STEM workforces at all levels. As a result, every country is planning hard to achieve their goal of getting more and more STEM-trained workforces for the sustenance of social and economic growth using both the immigration channel and high school STEM education development programs. In order to keep pace, the South African education system is also undergoing changes. Significant adjustments are made in the high school education system to reflect the post-apartheid era's worldview and correct pre-apartheid era-induced mistakes. The 1996 South African Schools' Act is the beginning of changes in the South African school education system. The purpose of this study is to ascertain whether there has been any improvement in STEM education in general and physical science in particular after all these changes were implemented in the South African school system. The purpose of this study is to establish the empirical hallmark of changes in high school physical science teaching outcomes using a sample from rural South African schools for a period of 2008 to 2018. This study collected secondary data from the national senior certificate examination (NSCE) data base to within a rural school district in the Mpumalanga Province of South Africa. A quantitative analytic method was used to analyse the set of secondary data thus collected. The study concludes that, during the observed period, there has been statistically insignificant improvement in learners' performance in physical science, and there exists a room for introspection regarding the state of high school science teaching processes in order to improve the quality of STEM education in the country.

Little research examines the experiences and perspectives of Asian American parents who participate in K-12 desegregation efforts, such as magnet schools. Conceptually framed by research on Asian American racialization, this qualitative case study investigates 10 Asian American parents in metropolitan Hartford, Connecticut; and the motivations underpinning their decisions to choose magnet schools for their children. I find that most parents emphasized 'diversity' over 'desegregation' when explaining their decision to choose magnet schools. This pattern demonstrates parents' limited engagement with racialized power structures and with how Asian Americans are situated within the American racial order. Findings reflect research on the invisibility and racial ambiguity of Asian Americans in policy and political discourses. Thus, findings point to the need for desegregation and other educational policies to center Asian American' nuanced backgrounds and experiences.

Inclusive education is a fundamental right of all students. Despite international policy initiatives, educational exclusion is pervasive, especially in the Global South, and disproportionately affects disabled students. Barriers to inclusive education have been itemised in the literature, but in this conceptual paper that offers a novel perspective on the topic, we argue for a complexity approach to understand its evolution. Using a qualitative deductive content analysis of South African laws, policies, reports and scholarly literature, we explore three path dependencies from colonial/apartheid times that lock the country into historical patterns of categorisation and segregated schooling. These operate alongside the emergence of new and inclusive practices by actors at a system-wide and local level, made possible by inputs into the policy ecology. South Africa represents a complex, contradictory educational environment that confounds the expectation of linear progression towards greater inclusivity. Instead of identifying barriers to inclusive education, we argue for a nuanced understanding of the imbrications of historical investments and drivers of inequality, with policy possibilities and the impetus for transformation among system actors.

There is a longstanding stereotype that segregated high schools serving a large majority of minority students are unsafe. But it is unclear if this stereotype has any merit. I use a QuantCrit theoretical framework along with data from the nationally representative Education Longitudinal Study and multilevel logistic regression models to explore how school racial segregation is related to student reports of victimization in high school, as well as student reports of peer disruptive behavior. Results indicate that attending a segregated minority high school is not related to increased chances of victimization, but students who attend such schools face a more disrupted learning environment.

Swedish compulsory schools are committed to work for equality and social cohesion. Increasing school segregation, however, challenges this commitment. Based on survey data from Swedish municipalities, this article maps and analyses local initiatives that counteract school segregation. We identify three main types of initiatives--reinforcement, dispersal, and merging--and the exogenous (school external) and endogenous (school internal) drivers involved in each of them. The analysis reveals several gaps between the national level, the municipal level and local schools that hamper local efforts to counter school segregation. This article contributes to increased knowledge on how local initiatives of counteracting segregation are constrained by national policies about school choice and independent versus municipal schools, but also how local initiatives tend to focus on organizational dynamics rather than on social and pedagogical processes.

This article describes the cultural characteristics of four elite African American high schools, initiated prior to Brown v. Board of Education, that produced outstanding graduates. Positive school culture characteristics examined were leadership, faculty, curriculum and instruction, student qualities, the environment, and internal and external relationships. The authors posed questions investigating how educators and alumni of Gary, Indiana's Theodore Roosevelt High School viewed the characteristics of its culture and how the culture compared to other elite African American high schools in the extant literature. Using surveys, archival information, and the research literature, the authors collected information describing the high school's distinctive features. Comparing the results of Roosevelt with the other exemplary high school cultures of Dunbar, Sumner, and Terrell, they reported these insights about their cultural characteristics: (a) high caliber and sustained leadership of individuals who cultivated positive school environments and created institutions that were a distinctive blend of school and community; (b) highly educated and qualified faculty members; (c) a rigorous and challenging curriculum emphasizing the preparation of students for higher education; (d) students who exhibited a strong sense of self-esteem, self-efficacy, and a rejection of the concept of inferiority; (e) a family-like environment that was welcoming, inclusive, and receptive to individuals from varied backgrounds that fostered a strong sense of pride and efficacy; and (f) a family climate experienced by internal and external stakeholders that created a sense of belonging and place.

De facto school segregation, stemming from structural racism, has myriad consequences for children's development. Extant research documents the implications of segregated schools for children's academic resources and opportunities, but there is less attention on the social processes that unfold as a result of school segregation, particularly in early and middle childhood. Social processes--including ethnic-racial socialization, stereotyping and prejudice, and intergroup contact--are important mechanisms wherein school segregation affects academic and social development, thereby upholding a recursive cycle of structural racism. We synthesize cross-disciplinary theoretical and empirical research to propose a conceptual framework for how school segregation relates to social processes that shape early and middle childhood development. We conclude with reflections and future directions including prioritizing the social benefits and costs of desegregation for minoritized children, expanding research within an intersectional framework, accounting for structural inequities and injustice in child development research more broadly, and implications for education and learning.

In this historical examination, Amato Nocera, Kyle P. Steele, and John Hensley argue that the development of Black rural high schools in the decades leading up to the "Brown v. Board of Education" decision represented the dynamic between standardization, white supremacy, and Black self-definition that has shaped US education reform. Focusing on the interplay of state-level education administrators, local white officials, and Black community members, the authors' analysis of Black rural high schools draws on archival data from DuBois High School in rural Wake Forest, North Carolina, to broaden the literature on the history of the American high school and contribute to an understanding of the Black Freedom Movement by recognizing secondary schools as vital to institution building in the Jim Crow South.

As resegregation occurs across the country, some school districts are pursuing voluntary integration. This qualitative case study uses critical policy analysis to explore the political and social contexts surrounding the early stages of developing a voluntary integration plan in Wake County Public School System, North Carolina. Through analysis of interviews with school board and community members as well as a range of documents, findings indicate that population growth and residential development, the proliferation of unregulated school choice, varied perspectives of community stakeholders, inequitable distribution of power and resources, and school board politics largely shape the process of developing a voluntary integration plan. Recommendations are provided for school district policies, cross-sector collaboration, and state-level policies that could strengthen the potential success of voluntary integration plans.

The #RhodesMustFall (RMF) protests at South African universities (2015--2018) were the publicly visible manifestation of deep epistemic problems in the higher education (HE) sector, particularly around questions of whose knowledges are validated and whether these are reflective of students' lived realities. This exploratory research attempted a snapshot of the state of curriculum transformation of the linguistic language disciplines in South Africa and to identify areas that require more attention. The authors focus on curriculum underpinning the teaching of linguistics and language-related disciplines. The study takes place at HE institutions in South Africa against the backdrop of substantial academic and public engagement around epistemic access in the HE sector. The authors used an anonymous questionnaire distributed among a purposive sample of 32 HE academics within the linguistics and language studies disciplines to elicit views around university curriculum transformation and decolonisation with particular focus on linguistic language disciplines curricula. Generally, practitioners indicate that there have been substantial changes in the disciplines over the past 10 years. There have also been notable achievements with respect to building broad curricula that are responsive to student needs and which balance the need to equip students to engage in global conversations while also being embedded in the contextual realities of South Africa, the African continent and students' lived experiences. Contribution: The authors conclude that although transformation has progressed considerably in key areas, the representativity of languages and theoretical approaches remain areas for development. The authors also highlight how disciplinary curricular choices are value-driven and that contestations around which values are to be validated may inhibit curricular transformation. In these contexts, individual agency around curricular choices is important.

We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be "nonracist" if it is not antiracist.

Efforts such as the "Brown v. Board of Education" (1954) have focused on providing an equitable education for Black students. However, educational inequality for marginalized and underrepresented students continues to persist. Education experiences for black students are impacted significantly by implicit bias. The purpose of this article is to discuss the impact of teachers' implicit bias on Black students in classrooms. The article concludes with research-based strategies for K-12 education to mitigate the effects of implicit bias by teaching educators how to identify their own implicit bias, building a supportive school culture, and co-learning opportunities.
