Solidarity is a focal concept in the literature on South-South Cooperation (SSC). This research examines how solidarity is understood by actors involved in SSC. The literature on SSC is divided into two camps. The first camp believes that SSC is firmly grounded in solidarity. Meanwhile, the second camp holds that SSC is motivated by the state's interest and that solidarity, if it occurs, is merely an epiphenomenon. However, this paper suggests that both camps fail to realize that the concept of solidarity manifests in different ways. Keeping this diversity in mind, a typology of solidarity based on Enlightenment ideas of liberty is utilized to systematically categorize the plurality of the concept. The typology maintains that solidarity can take shape in the form of Hobbesian self-centered solidarity, Kantian reflexive rational solidarity, Humean reflexive emotional solidarity, and Hegelian recognitive solidarity. This study analyses the Second High-Level United Nations Conference on South-South Cooperation (BAPA+40) opening speeches and general debate remarks. Types of solidarity are unmasked by examining 38 statements espoused by states, international organisations, and other entities. The findings show that Kantian solidarity is the most prevalent, followed by Hobbesian, Humean, and Hegelian solidarity. Three observations can be inferred in light of these findings. First , the discourse of solidarity in SSC is diverse and multiple. Second , different understandings of solidarity are not evenly distributed amongst statements made by actors of SSC. Some forms of solidarity are more salient. Third , the idea of solidarity is ambivalent. The four types of solidarity articulated are not mutually exclusive. Unpacking the 'crisis of democracy' and what is means and does to policy processes is a new and ever-growing agenda. This paper uses the case of Brazil to examine bureaucratic responses, and attempted resistance, to democratic backsliding and policy dismantling in times of autocratisation, notably under Jair Bolsonaro (2019–2022). It does so by focusing on a less explored transnational lenses. It argues that the growing international embeddedness of Brazilian policies, including through policy transfer and technical cooperation initiatives mostly with other developing countries, has provided domestic sectoral bureaucracies and policy communities with additional strategic discursive and argumentative resources to mobilise, respond and try to resist policy dismantling at home. Indonesia has committed to the ASEAN Outlook on the Indo-Pacific (AOIP), and one of the commitments includes its efforts to enhance South-South Cooperation (SSC). Within those SSC sectors, one of the most promising sectors is the Climate change aspects such as Agriculture, disaster risk reduction, renewable energy and energy efficiency, forestry, transport, water resources, and waste management. Notably, countries are increasingly recognizing the utility of SSC as a strategic tool for addressing climate change and achieving their National Determined Contributions (NDCs). This paper employs qualitative research methods, drawing insights from existing literature and data, to analyse Indonesia's SSC efforts as part of its AOIP commitment. The study sheds light on Indonesia's endeavours to provide SSC within the Indo-Pacific region, considering the political, economic, and strategic benefits of assisting countries in this area. Additionally, it underscores the significance of technological exchange, particularly with countries sharing similar geo-climatic, cultural, and socio-economic conditions, in fostering effective cooperation, particularly within the Climate Change agenda. The study proposes a potential framework for cooperation by aligning each host countries specific needs with an analysis of their NDCs, complemented by the expertise of contributing nations. In the past decade, infrastructure has become a key area of cooperation between China and the Global South. Among the cooperation initiatives, numerous cases have experienced shortcomings or have failed. Notwithstanding some efforts, the reasons why still need to be better understood. To contribute to further illuminating this issue, the present study examines approximately 2000 pages of previously undisclosed documents of one of the most ambitious projects China has been involved in, namely the Brazil–Peru Transcontinental Railway project. The main events of this case are reconstructed to explain why the Brazil–China–Peru cooperation failed to achieve its objective of producing a basic feasibility study acceptable to these three countries. It finds that the main causes were: (1) the clash between Chinese and Brazilian interests; (2) the use of poor quality standards for the development of the basic feasibility study; and (3) the Peruvian abandonment of the initiative. Therefore, this case study draws attention to the importance of accounting for and trying to conciliate all partners' interests; it also suggests that relevant Chinese actors may need to improve their planning and feasibility studies quality standards; and, finally, it highlights the consequential role of institutional and technical capacity in host countries. The world has witnessed the rapid transformation of China from a country with a limited legal system to support global trade and protect intellectual property (IP) to a nation with a mature legal framework supportive of an economy driven by knowledge and innovation. This transition has facilitated a change in the role played by China in its cooperation in the field of IP, from a recipient of foreign technical assistance to a provider of such assistance to other developing nations. This article assesses China’s collaboration with other developing countries to strengthen the protection of IP in the context of the rising significance of technology and innovation in the economic plans implemented by Beijing. It argues that China’s engagement in the IP arena follows a South-South cooperation approach supportive of the interests of the developing world in international forums. The essay concludes that the collaboration between the Asian powerhouse and the Global South will continue in the near future but it may change by 2035 when China’s economy will rely more on innovation. While much scholarly attention has focused on the growing influence of China in Africa, India remains a comparatively neglected actor on the continent, especially among policy makers in the Global North. In this article, the authors argue that this comparative neglect is not only an empirical gap. Instead, it points towards a deeper conceptual challenge of accounting for shifting global power dynamics. To address this challenge, the article develops a relational account of power that takes into consideration questions of status and memory. Based on interviews conducted in Kenya and Ethiopia in early 2020, the analysis shows that India's influence in the region is perceived differently by different audiences. While diplomats from the Global North focussed primarily on material capabilities, respondents from East Africa also highlighted the importance of normative status, shared historical memories, and the Indo-African diaspora as central factors of India's influence in the region. The African, Caribbean and Pacific (ACP) Group, established in June 1975 by the Georgetown Agreement, was generally seen as an emanation of the European Union (EU). This article presents a non-EU-centric perspective by discussing various initiatives aimed at fostering intra-ACP cooperation and promoting common ACP positions in international settings. Furthermore, it analyses various threats to the survival of the ACP Group, some linked to its allegedly ineffective performance as an organisation, others related to the rise of competitors, most notably the African Union. Importantly, it delves into the reform process that culminated in the adoption of the revised Georgetown Agreement in December 2019, which transformed the ACP Group into the Organisation of African, Caribbean and Pacific States (OACPS), with the aim of establishing it as a relevant and influential global actor and reducing its dependence on the EU. In revisiting the evolution of the OACPS, this article identifies an intentions–capability gap, specifically between the often grandiose statements of official discourse and the institutional and financial resources devoted to implementing stated objectives. The article seeks to contribute to the interdisciplinary literature on South–South cooperation (SSC) promoted by Brazil. By delving into both quantitative and qualitative data, the article presents an outlook on the last 20 years of Brazilian SSC projects and addresses the role of some domestic factors in this process. Data analysis reveals that presidential leadership and institutional-bureaucratic factors are important for a more comprehensive understanding of past and present trends. As indicated by the previous literature, Lula's leadership was an important factor in the spike in SSC initiatives during the later years of his administration. Additionally, one should consider the role of federal institutions and their bureaucracies in sustaining momentum when the leadership driver is either absent or working against SSC, as is the case in the Bolsonaro administration. Chinese geographic imaginaries such as the Belt and Road Initiative (BRI) are increasingly treated as taken-for-granted political concepts. The political language pertaining to BRI now overlaps, and interacts with, established narratives of geographic space. In this analysis, we focus on Beijing's diplomacy, as well as scholarly and official discourse, with the aim to locate Chinese representations of the 'South' or understanding(s) of 'developing' regions within what we describe as China's global connectivity politics. In this context, we show that instead of developing a fixed perspective on the 'South', the idea of the 'Global South' or 'South–South' cooperation, Chinese discourse increasingly defines the 'South' based on countries' responses to, or role within, Beijing's political initiatives and regional dialogue platforms. The Chinese reconfiguration of the geographic scope of the South therefore extends to Central and Eastern Europe and, possibly, beyond. Beijing exerts discourse power by categorising countries of the 'South' as being located relationally to China. This reframing, or broadening, of the idea of the 'South' also produces a less dichotomous differentiation between developed and developing states (a dichotomy which Beijing tries to avoid). The increasing popularity of cursory references to the 'Global South' across disciplines and issue areas asks for an in-depth engagement with 'South'-related terminology. I employ Edward Soja's Thirdspace as a heuristic for investigating different meanings of the 'Global South' with reference to concrete empirical realities in international development. To examine and illustrate what Soja's trialectics of material, imagined and lived spatialities has to offer, I focus on evidence from Mexico and Turkey. Located somewhere at the boundaries – or the conceptual margins – of the 'Global South', Mexico and Turkey sit right where an investigation promises to be particularly fruitful. With a Firstspace perspective, I focus on the mappings of development indices and the material boundaries of the 'Global South'. With a Secondspace perspective, I analyse the imagined geographies of alliances in multilateral negotiations and the arena of South–South cooperation. With a Thirdspace perspective, I engage with the lifeworlds of public officials and unpack the ways in which the 'Global South' appears via individual strategies and practices. Insights from Mexico and Turkey provide evidence for the diversity of meanings attached to the 'Global South' and illustrate how Soja's three-legged heuristic offers a framework for critical engagement with popular taken-for-granted categories. This Article examines the role of international law in the innovation and transfer of grem technologies in. the context of South-South coopera tion. This article questions why and how the private sector was articulated as a legitimate agent in a field almost entirely dominated, until the 2000s, by DAC donors. We argue that private agents were admitted in the field across the fractures produced by SSCP and throughout a series of normative and managerial adjustments, which we called here regulated improvisations. Over the past decade a number of changes can be observed within the development policy system. This paper presents and discusses these changes along three dimensions: narratives, strategies and operational approaches. Changes are manifold, ranging from the application of new narratives, such as the migration narrative, to alternations in strategic objectives (e.g. developing countries' graduation issues), new instruments (in the form of development finance at the interface with the private sector), and the application of new concepts for project implementation (e.g. through frontier technologies). The Belt and Road Initiative (BRI) is clearly aimed at international development, and designed to jointly build a regional economic cooperation framework that is open, inclusive and balanced. Financial integration is the cornerstone of the BRI, and development finance is the most widely used mode of cooperation in financing. Development finance with Chinese characteristics is concessional and development-oriented, differing from Official Development Finance (ODF) defined by the OECD. Based on its development experiences, China applies development finance with Chinese characteristics to the BRI projects. The aim of this paper is to assess the effect of official development assistance on economic growth and poverty reduction in Tajikistan, as well as to examine the recent role of South-South Cooperation. We used a panel data set on economic growth and poverty estimates in Tajikistan, and found that a 1% increase of official development assistance provoked a 1.6% rise in per capita GDP and a 0.48% decrease in poverty levels in Tajikistan. Despite the increased relevance of South-South Cooperation in Tajikistan, the current bilateral cooperation pattern does not allow us to think South-South aid will create employment and growth opportunities. Multipolarity is casting doubt on the notion of responsibility, and diffused reciprocity of the multilateral system of international development cooperation is falling short. In midst of this crisis, what are possible mechanisms to foster the implementation of the 2030 Agenda? I argue that Triangular Cooperation, through specific reciprocity, presents opportunity for nurturing partnerships and enhancing models to share responsibilities toward international development cooperation. This article discusses the effects of the introduction of South-South Cooperation (SSC) practices in a traditional aid-hosting context. Using a Bourdieusian approach, it shows that SSC practices encountered traditional aid practices embodied in host actors' engagement within SSC initiatives. Such encounters engendered a practical mismatch that affected SSC projects. The effects of the practical battle on project implementation underscores the determining role of host actors in shaping development cooperation practices. Finally, this article argues that changes in development cooperation practice, in contrast to changes in development cooperation paradigms, depend more on the hosts than on the donors and providers' agenda. This paper aims to analyze the Chinese cooperation with developing countries, its purposes, shapes and intentions in order to explore the peculiar characteristics of Chinese SSC. Developed countries provided foreign aid to developing nations at an unprecedented rate in the second half of the twentieth century. Notwithstanding, the literature indicates that North–South aid largely failed to achieve its publicly stated goals, whereas South–South cooperation (SSC) emerges as a potential solution with several presumed advantages. Addressing the lack of evidence for those advantages, this study investigates South–South aid by conducting focus groups and semi-structured interviews with recipients of the Turkish state and nongovernmental aid in Niger. Prioritizing the experiences of aid recipients is a novel aspect of our research since existing studies mostly employ data collected from aid providers. Both countries offer important insights for the studied phenomenon, since the donor is a Southern member of the Organisation for Economic Co-Operation and Development (OECD) with global aid practices, whereas the recipient is the lowest-ranked country in the Human Development Index, thus providing a challenge for any donor. Our findings point out that SSC has a strong potential for delivering effective and sustainable aid with some limitations. This study concludes with implications for future research. The Middle East and North Africa (MENA) rarely appear in any analysis of the global diffusion of Argentine tango. Yet, writers, musicians, singers, and dancers from the MENA region have long contributed to and drawn from tango as a cultural phenomenon in complex and multi-layered ways, as this essay demonstrates through a select taxonomy of historical, literary, musical, and dance encounters that culminates with a cross-cultural dialogue between Borges' analysis of the One Thousand and One Nights and the theology of Sufism in order to theorise the ineffable experience of the dance and the profundity of its music and lyric dimensions. Through a contrapuntal methodology that draws on my dual experience as a tango dancer and DJ, and as a literary and cultural historian of the MENA region, I explore these encounters and entanglements as opening new embodied pathways for South-South solidarity engendered through transnational "translations" of music and dance. The article explores how the politics of South-South cooperation, namely between Africa and China, play out at the level of cultural subjectivity, implicating modes of affect and identities that are not captured by the more commonly employed binary framework of "friend" or "enemy." It asks whether it is possible for the Africans and Chinese to imagine each other without the West as its geocultural dominance diminishes; and if so, how is this being made possible? As modes of transmitting and learning, cultural initiatives under the Forum on China-Africa Cooperation and "Belt and Road Initiative" provide a window into both people's understandings of one another. While necessary for building people-to-people relations, the article, relying on an analysis of data collected from Chinese websites, argues that the state-sponsored cultural exchanges largely reify existing racialized ideas of "the African" and Orientalist views of "the Chinese." However, building on Simbao's (2019) point about artists' works that "push back" against dominant discourse, the article further argues and demonstrates through the journey and works of three artists (Chinese, Kenyan, and Ghanaian) that radical imaginaries reflecting the inner states of acting subjects of China-Africa engagements are available in local cultural productions, uncompromising in communicating shared beliefs and posing challenges to power relations on multiple scales. My article contributes to the current debates on travel, with special emphasis on Africans' travels to China. I theorize travel writing from a South-South perspective, thereby bypassing the European colonial era, which is usually considered the watershed of travel writing. Besides, I interrogate the uncritical praise of China by the Ugandan traveller, Taddeo Bwambale Nyondo, as well as the absence of criticism of the country even when there are moments when this criticism could have come in handy. I argue that Nyondo is a subaltern writer, who visits a highly-industrialized country from which he hopes his country can learn key lessons on development, which makes him similar to Ham Mukasa and Sir Apolo Kagwa who visited England in 1902 and recorded their impressions of the country in Uganda's first written travelogue, Uganda's Katikiro in England (1904). By juxtaposing the contemporary writer's views of China with the earlier travellers' view of England, I hope to create a dialogic relationship with this earlier travelogue tradition, thereby giving readers the opportunity to see the connections and disjuncture between these two periods (i.e., 1900s and 2000s). This paper deploys queer theory as a way of approaching South–South Cooperation (SSC). It examines the ways in which Southern development partners are not simply up‐ending the long‐standing spatialities, imaginaries and identities (re)produced through the mainstream international development regime, but queering terminologies and definitions, while presenting themselves in fluid ways, enrolling different identities and attributes in different places and to different audiences. At the same time, a queer lens reveals the (re)inscription of gendered, sexualised and racialised identities and hierarchies through the relationships, intimacies and practices of SSC. The paper proposes that queer theory can offer productive insights into the complex and compelling phenomenon of SSC, and the transgressive challenges to the postcolonial hierarchies and binaries of "traditional" international development. The Brazilian relations with the African continent, after a long period of estrangement, gained a new momentum since the 2000's. The historical links, the consolidation of a Brazilian policy of Africa and the important changes on the African continent are present in the Brazilian perspective about the need of rapprochement and cooperation. The discourse and the diplomatic practice converge to the building of preferential alliances with partners in the context of South-South relations. In this perspective, the African continent represents one of the largest investment areas in diplomatic terms from the recent governments. And still, the building of a strategic space that connects Brazil to the African coast makes the Atlantic Ocean an area to be preserved for cooperation between both sides. In this sense, this study evaluates the interaction between Brazil and the African continent and analyses the Brazil-Africa relations, especially Lusophone Africa, in the framework of South-South Cooperation. This paper addresses the Chinese policy community's interpretations of identities, which potentially shape the soft power policies of China. It couples soft power to identity through a discourse analysis of the language used by the Chinese state in relation to soft power. It builds on a number of earlier theorizations that associate soft power with identity as a discursive phenomenon. The results highlight the use of strategic disrespect in China's soft power discourse. In the context of global cultural competition, and in particular the South-South cooperation framework, it is argued that the practitioners of the Chinese discourse present China's 'Self' as a soft power and the Western 'Other' as a hard power. This study aims to explore how rising powers who are also donors within the G20 strive to achieve a positively distinctive identity in the field of development cooperation through status-seeking strategies. The article employs Social Identity Theory (SIT) to critically examine and understand the increasing importance of South-South cooperation in the foreign policies of the nine selected G20 rising donors (namely China, Russia, Brazil, Indonesia, South Africa, Turkey, Mexico, India and Argentina). For this purpose, it will first explain why status matters for rising powers. Second, it will present the linkage between status-seeking policies of states and state identity. Third, it exposes social creativity as a driver of state behaviour. South-South cooperation is an approach to international economic and political relations among developing countries to enhance development prospects; it has been increasing in significance. Such a strategy was adopted bilaterally at the outset between Malaysia and Sudan but eventually evolved to include a broader network of Asian and African Countries. This paper is focused on Malaysia-Sudan relations as a case study. It adopts a qualitative approach comprising reliance on primary and secondary sources of data to study the relations of exchange between the two countries. Findings lend support to claims of potential rewards in South-South Cooperation. Through it Sudan managed to exploit its idle oil reserves and achieve high rates of economic growth. The paper engages critically with the increasing importance of South–South cooperation and the shift from African–European to African–Asian interaction. It argues that South–South cooperation is too often framed in a spatial logics of regional integration and transregional cooperation and thus reproduces spatial understandings that are characteristic for African–European relations but misplaced in the context of African–Asian relations. Moreover, it analyses perceptions about the difference of European and Asian cooperation partners amongst political and societal elites in Kenya and Tanzania, arguing that instead of a shift from African–European to Afrasian spaces of interaction, the two mutually coexist and fulfil complementary functions. This paper explores the relations between the Development Assistance Committee (DAC) and China from a historical perspective. To do this it addresses the genesis and content of DAC's "altruistic paradigm" and China's "realist paradigm", highlighting their differences. It also analyses DAC's efforts and failure to co-opt China into the effective aid agenda: while China refuses to become a donor - citing its Southern identity - the DAC is resistant to recognising China as a co-operator with different responsibilities. The paper goes on to illustrate how, in order to survive "unfair competition", the DAC incorporates elements from China and the South into its narrative and cooperation practices. Lastly, China's move towards a more assertive foreign policy is explored along with the dynamic of relations between the DAC and China - between competition and convergence - in an uncertain international context. South-South cooperation between Brazil, Chile and Venezuela and developing country partners in Africa, Asia and the Middle East showed great dynamism from 2000 to 2010. This paper questions the specificity of the activities carried out by these three countries. Taking the studies of sociologist Marcel Mauss on donation as a starting point, it observes that these actors see their cooperative action as self-interested, which should come as no surprise from an anthropological perspective. So, although South- South cooperation is symbolised by three ideals (horizontality, reciprocity and equality), the three countries differentiate the content of projects according to the recipient country. Though nuances exist, generally reciprocity is respected only to a degree with emerging partners and not at all with other developing countries. Trilateral South-South Cooperation (TSSC) for development has generated great debate over whether these alliances constitute a new paradigm for development or merely disguise a new form of imperialism. Beyond categorisations, this paper presents a more nuanced image and examines the focus of TSSC solidarity, specifically, the intrinsically political nature of development and the unequal power relations at its heart. Starting with the TSSC memorandum of understanding (MoU) between Brazil, Mozambique and the World Bank, the narratives are analysed of agricultural development and the social imaginaries that support it in order to better understand the patterns and motivations of solidarity. By showing the colonial, capitalist and patriarchal rationale that persists in the conception of solidarity used in the current development framework, this paper proposes the decolonisation of this concept. Municipal solid waste management (MSWM) has become one of the most pressing environmental issues in South Asian cities, the more so as it is closely linked to drinking water quality, sanitation and human health affecting mostly the urban poor, as well as to global climate change. Looking at recent governance initiatives in three South Asian cities developed in the wake of natural or human-induced crises, the project will focus on how to render MSWM improvements politically feasible and socially acceptable, which is a prerequisites for functioning SWM systems, and thus for (environmental and social) sustainability more generally. The goal of this project, therefore, is to identify, analyze and promote the political and sociocultural processes that are necessary to enable the functioning of MSWM systems. In particular, alternative practices and systems are promoted, whereby institutional hierarchies are decentralized, favoring horizontal accountabilities and whereby waste chains are shortened and transformed into closed loops implying a more circular waste economy in which both environmental and local livelihood benefits would accrue. I focus on evaluating Brazilian development and humanitarian cooperation in Haiti to answer how emerging providers such as Brazil are contributing to global development through cooperation. The paper establishes criteria for evaluation, arguing that global standards for aid effectiveness need to be expanded. I argue that when assessed on ownership, efficiency and sustainability, cooperation holds several advantages and limits, such as misplaced assumptions that Brazil's approach is appropriate elsewhere. The discussion is rooted in the context of Haiti in order to underline how outcomes are not pre-determined, but rather depend on the model's interaction with the partner context. The relevance acquired in recent years by South-South cooperation seems to be connected with deeper structural transformations occurring in the international system. However, the variety of cooperation models promoted by new providers in the South requires the identification of complementary factors to help explain current patterns. A set of socio-cognitive elements, related to each country's perceptions, identities and interests, can yield greater understanding of the variety of South-South cooperation models. Such an approach is here applied to the cases of Chile, Venezuela and Brazil - three important providers from the South - in order to explore their different cooperation models. India, Brazil and South Africa constitute an important subset of Brazil, Russia, India, China and South Africa (BRICS) and emerging powers at large in a shifting global order. The article examines the capacity of these democratic BRICS to serve as a role model to the rest of the developing world, at a time when liberal democracy seems to be experiencing serious challenges and dislocations in the Global North. The article considers the important achievements of democratic BRICS, in terms of their individual performances as well as through active cooperation strategies through organisations such as the India, Brazil and South Africa (IBSA) Dialogue Forum. Attention is drawn to the inherent structural dilemmas confronted by democratic BRICS to serve as genuine role models, given their domestic weaknesses as well as inherent constraints on their collective action strategies. Indian interaction with the global South is at a crossroads. For a long time wedded to Nehruvian values of South-South cooperation, there are now considerable claims that economics underpins relations. This article looks at the current Indian ‘development cooperation’ in Ghana and, crucially, also asks what form Ghanaian responses take. The article concludes that while the rhetoric and ideas behind South-South cooperation are toned down, it is not simply about national interests; rather Indian ‘development cooperation’ is still partly ideologically and normatively informed. While research to date on volunteering and development has largely focused attention on the global South as a place that “hosts” volunteers and the global North as a place that “sends”, in this article we focus on movements of volunteers between countries in the South. Our objective is thus to consider “South–South” flows of volunteers in order to provide a counter to dominant North–South imaginaries of international volunteering. However, we do not declare or celebrate South–South volunteering as “new”, rather our approach critically engages with the framing of this geography of international volunteering as offering benefits similar to those of wider South–South development cooperation. Drawing on interviews with volunteers and stakeholders in South–South volunteering, we draw out and explore three prominent themes: (1) how volunteers echo some of the wider discursive formulations of South–South development cooperation premised on commonalities within the global South; (2) how these commonalities meet limits at which a heterogeneity of the South is articulated through hierarchical orderings of relations between Southern constituents; and (3) the ways that racialised development imaginaries bring challenges to South–South volunteers. We thus argue that South–South volunteering works, re‐works and contests established imaginaries of development, and their construction and ordering of sameness and difference. We argue further that caution is needed around claims of “newness” of, or unqualified advocacy for, South–South volunteering, which instead needs to be subject to critical attention in the areas we highlight. ABSTRACT: The current iteration of South–South Cooperation (SSC) differs fundamentally from the first manifestation in the early 1970s, largely because of differences in assumptions about who is cooperating with whom and to what end, in the context of SSC. These differences are significant for the material practice of SSC and the ideological function of SSC rhetoric. In this article, the authors argue that contemporary ideas about SSC do not retrieve the radical potential of the original formulation, but rather expand the hegemonic neoliberal world order into a new phase through a reframed idea of the relationships between North and South and between states and markets. This promotes a new common‐sense understanding of the contemporary international political economy while further depoliticizing the idea of development. It hijacks the critical force of dependency theory, harnessing the terminology of the 1970s and a nostalgia for state‐led development to an ideological fix that in fact shores up the neoliberal world order in the context of a potentially destabilizing shift in the functioning of global capital. This article seeks to add to the literature on multilateral development banks by considering them as conduits for South-South Cooperation. We identify ways that regional and borrower-dominant regional development banks have long provided a venue for interaction and assistance among developing states. Moreover, we hypothesize that organizations that give greater voting shares to their borrowing country members are better equipped and more likely to support regional public goods and to encourage greater South-South Cooperation in development financing. Although research has examined the Turkish agenda for Africa since 2002, few studies have considered Turkey's uniqueness compared to other extra-regional actors. This study is an attempt to analyze and conceptualize the characteristics, benefits, challenges, and limits of Turkey's policy toward the region. This article argues that the characteristics of the Turkish agenda toward sub-Saharan Africa have made Turkey a non-traditional actor in the region, following a novel paradigm of sustainability development: the Ankara consensus. The effects of this model will continue to shape the decisions, policies, and perceptions of the Turkish political elite vis-à-vis Africa and, by extension, the Global South for the foreseeable future.
