Prohibition of ownership of agricultural land in absentees is still often found in various areas, especially rural areas. Agricultural land absentee until now can still be found in Suka Maju Village. Implementing the prohibition that has not been able to apply optimally in the village causes a new problem. One of the absentee lands in the village was abandoned by the owner, causing a dispute over the ownership of land rights with the villagers. The purpose of this study was to determine the cause of absentee land ownership in Suka Maju Village and the legal implications that can occur if you own agricultural land absentee. The approach method used in this research is empirical juridical with descriptive-analytical research specifications. The data used in this study are primary data and secondary data, which are then processed using qualitative analysis techniques. The results showed two causes of absentee ownership of agricultural land in Suka Maju Village. First, there is a legal act in the form of buying and selling. Second, a legal event in the form of death causes inheritance. Absentee agricultural land owners can affect the abolition of land rights if their absentee land owner does not carry out the obligations stipulated in the legislation. Heirs who own agricultural land in the absentee are obliged to carry out the provisions stipulated in Article 3c of PP No. 41 of 1964 as one way to save stored land rights. [ABSTRACT FROM AUTHOR]

Urban redevelopment in Korea has worked effectively as new-build, high-rise gentrification, since it is directly connected with social upgrading as a result of the improvement of the physical environment. This research attempts to explain the role of place entrepreneurs, especially property owners, in urban redevelopment and unravel key factors and their relationship to such redevelopment. The formation and nature of pro-gentrification coalitions is explored through a case study conducted in Yongsan, Seoul. Urban redevelopment processes have been primarily governed by the exchange value interests of property owners. Absentee landlords comprise the majority of property owners who have played the role of speculative investors. Even though owner-occupiers know they cannot afford to return after urban redevelopment, they do not strongly oppose urban redevelopment as long as they can share in urban redevelopment profit. Abstract: This paper explores the significance fear plays, or does not play, in the practice of envisioning. Envisioning is seen as a powerful tool in the delivery of education for sustainable development, for it seeks to engage people in imagining and creating a better future. However, drawing on work undertaken with undergraduate students at the University of Glamorgan, South Wales, we argue that envisioning relies upon ‘absent fear’: it works to suppress, or make absent, fear as a valid response to present and future development. The presence of ‘absent fear’, we suggest, poses a barrier to fully engaging with the challenges and opportunities of a sustainable future, for it is difficult to conceive of a positive vision without first acknowledging and confronting our fears. It is in articulating fear, we observe, that people are more able to respond to the challenges of the future in hopeful and creative ways. Utilising work undertaken with our students this paper revisits envisioning and suggests the need to understand envisioning as a broader process of reflection and action. [Copyright &y& Elsevier]

This paper is based on the findings of a two year action research project conducted in Chimanimani district in the eastern part of Zimbabwe, during 2009 and 2010. It examines the struggles for land by excluded women (and some men) in this district, in the context of the broader struggle to wrestle land from (mostly white) commercial landowners through a land invasion initiative which culminated in the Fast Track Land Reform Programme. The paper observes that while women eagerly participated in their numbers in the broader struggle - the land invasions spearheaded by war veterans, they did not benefit as much as did the men in terms of acquiring for themselves, pieces of arable land. This paper further argues that this occurrence was but a microcosm of the struggles that women in Zimbabwe face, as far as access to land is concerned. The paper however acknowledges that, to their credit, women in Zimbabwe, because of their resilience, have continued to display immense resourcefulness in terms of searching for alternatives. In the study, the excluded women (and some men) sought alternative ways to survive, and these included accessing forest resources (such as fuel wood), engaging in market gardening and approaching absentee landlords for user rights to their pieces of land. This article interrogates the notion of the fall of a single “planter class” in the British colonies and argues that in the new slave territories of British Guiana and Trinidad, the slave economy flourished between the abolition of the slave trade in 1807 and emancipation in the 1830s. The wealth extracted in these colonies from the labor of enslaved people, especially in British Guiana, largely flowed to a group of absentee slave owners in Britain and created a new fraction of the planter class in the metropole, outside the conventional sphere of the established Jamaican planters. Using the records of the Commissioners of Slave Compensation, appointed to oversee the distribution of £20 million in compensation to the slave owners under the Abolition Act of 1833, the article traces the dimensions of this grouping of new men, many of them concentrated in the mercantile elites of Glasgow and Liverpool. Such men had demonstrable political weight in Britain, and the article argues that only by acknowledging their role and influence can we make sense either of the structure of the emancipation settlement, which favored slave owners in the new territories over the old plantocracy, or, more profoundly, of the continued vigor of the West Indians in negotiating that settlement, a vigor which troubled Eric Williams, given his view that, by the 1830s, the West Indian planters were “[a]n outworn interest whose bankruptcy smells to heaven in historical perspective.” [ABSTRACT FROM PUBLISHER]

This article is an overview of the lobbying activities of the London Society of West India Planters and Merchants (the Society) during the period between Britain's slave trade abolition and the Battle of Waterloo. This lobby, at this point in time, continued to be dominated by Jamaican absentee planters and merchants. Their primary concern during the final years of the Napoleonic Wars was centered upon the dull sugar prices and excess supply of muscovado. In order to correct this oversupply problem through government intervention, the Society vigorously lobbied politicians and directed its member Members of Parliament to put forward several proposals that would enhance home demand while suppressing foreign supplies. Abstract: In this research report, we examine determinants of absentee landowner participation in USDA set-aside and cost share programs. Previous research on these landowners suggests they have a high interest in conservation yet minimal involvement in government conservation programs on their land (e.g. ). The purpose of this study was to measure whether Christian programs had a positive influence on the academic achievement of low-literate male inmates. The sample consisted of 124 male inmates in a closed security prison in the southeastern United States who were participating in an Adult Basic Education (ABE) program. The researcher grouped the sample into two categories: (1) Christian inmates [n=55] and (2) non-Christian inmates [n=69]. The findings of this study found that the inmates in both sub-groups had achieved statistically significant learning gains in the reading, math, and language skill areas. In addition, this study found that the Christian inmates had statistically significant greater learning gains in the reading and language skill areas than the non-Christian inmates. The Christian inmates had greater learning gains in math than the non-Christian inmates, but the differences in learning gain scores was found to be not statistically significant. This study found that the Christian inmates had statistically significant lower rates of disciplinary absenteeism in the ABE program than the non-Christian inmates. The rate of disciplinary absenteeism was a statistically significant predictor in determining the amount of learning gains the inmates would make in the reading and language skill areas. Several studies suggest green construction can result in significant economic savings by improving employee productivity, increasing benefits from improvements in health and safety, and providing savings from energy, maintenance, and operational costs. This article quantifies these benefits by establishing a set of measurable performance and building attribute variables, collecting longitudinal data, statistically analyzing the results, and performing sensitivity analyses for a precast concrete manufacturing facility located near Pittsburgh, Pennsylvania. Productivity, absenteeism, energy, and financial data are presented and an engineering economic analysis is reported. Results show that in the new facility manufacturing productivity increased by about 25%; statistically significant absenteeism results varied; and energy usage decreased by about 30% on a square foot basis. This article presents an up to-date synthesis and review of recent research in the field of school absenteeism and truancy. Topics covered include: definitional issues: the OfStEd position; the LEA perspective; the causes of non-attendance and truancy; the role of parents; the link between truancy and crime; out-of-school provision; current trends; the implications of Every Child Matters and the Children Act 2004, and conclusions. The evidence reveals that, despite all the good practice which is taking place within schools and local education authorities, the number of pupils missing school continues to resist staunchly the best endeavours of the full range of caring professionals. Seigneuries in both France and New France were characterized by seigneurial absenteeism. This paper, by studying the seigneurs who resided on their fiefs in the Saint-Lawrence Valley from the seventeenth to the nineteenth centuries, seeks to make a contribution to the history of the Canadian seigneurial regime. Although French historiography concerning seigneurial presence throughout the Ancien Régime shows increased seigneurial absenteeism toward the end of the period, our work on the same question in the Saint-Lawrence Valley shows that seigneuries there became, once settlement was accomplished, more attractive places for seigneurs to live by the end of the eighteenth and early nineteenth centuries, when population and seigneurial dues increased. Nevertheless, Canadian seigneurs who lived on their seigneuries always constituted a minority: around 25 percent of all seigneurs over the three centuries of the seigneurial regime.
