The rule changes imposed by the Internal Revenue Service (IRS) for electronic federal tax deposits that become effective Jan 1, 1995, are confusing to banks and corporations. IRS Rev. Proc. 94-51, 1994-31, IRB 84 authorizes more flexibility in the approval of substitute individual income tax returns in the future. The Service plans to require the filing of individual tax returns in any of three formats: electronically filed returns, computer-prepared Form 1040PC format returns and IRS-published Forms 1040, 1040A and 1040EZ and their respective forms and schedules or machine-readable substitutes. Other machine-readable sustitutes now allowed by the IRS are computer-generated and computer-printed forms that meet criteria that will soon be released. Before returns can be electronically filed or software that generates Form 1040PC can be distributed, the permission of the Service must first be requested.
