Looking forward into the next century, our overriding challenge is to provide the nation's warriors with the tools they need to achieve battlespace information dominance. This Strategic Plan is SSC San Diego's blueprint to meet that challenge. The plan is both a vehicle for carrying us into the future and a set of guidelines for addressing near-term tactical issues. As an organization, we believe that strategic planning provides a critically needed context for adopting dynamic, agile processes to better use our corporate resources and meet our customers' needs. The plan defines our corporate vision, strategic objectives to realize that vision, and actions to achieve, those objectives. Realizing our vision - to be the nation's pre-eminent provider of integrated C4ISR solutions for warrior information dominance - is our enduring goal. Our plan specifies five long-range strategic objectives. SSC San Diego's Executive Board has defined and agreed upon these five objectives and has selected measurable, time-specific actions we must take to achieve them. The objectives address financial, programmatic, workforce and business processes we need to build to sustain our competitive advantage as we continually reposition ourselves to reflect changing environments., The original document contains color images.

In the 199Os, Congress put in place a statutory framework to address long-standing weaknesses in federal government operations, improve federal management practices, and provide greater accountability for achieving results. This framework included as its essential elements financial management reform legislation, information technology reform legislation, and the Results Act. In enacting this framework, Congress sought to create a more focused, results oriented management and decisionmaking process within both Congress and the executive branch. These laws seek to improve federal management by responding to a need for accurate, reliable information for congressional and executive branch decisionmaking. This information has been badly lacking in the past, as much of our work has demonstrated. Implemented together, these laws provided a powerful framework for developing fully integrated information about agencies' missions and strategic priorities, data to show whether or not the goals are achieved, the relationship of information technology investment to the achievement of those goals, and accurate and audited financial information about the costs of achieving mission results., Testimony before the Committee on the Judiciary House of Representatives

With an operating budget of about $57 billion, USDA is one of the largest civilian agencies in government. USDA administers over 200 programs that cover a wide range of issues related to food and agriculture. Among other things, USDA'S programs support farmers' incomes, stabilize domestic markets, promote U.S. exports, manage national forests, conserve agricultural lands, provide access to food for low-income households, improve the nutritional status of the American people, ensure a safe food supply, and support research for the development of new agricultural products and processes. The programs are administered by 18 agencies in seven mission areas. The diverse nature of USDA's programs raises several challenges in developing a comprehensive strategic plan that adequately addresses all the responsibilities falling under the Department's purview. To best address the wide range of program activities and functions that support its mission and respond to the Results Act, USDA chose to develop a strategic plan that consists of a departmentwide strategic overview accompanied by 30 plans for the mission areas, agencies, and staff offices that constitute the Department. This thesis answers a simple question: Is there strategic utility in targeting high-value individuals via covert or clandestine actions? This thesis submits that there is strategic utility to high-value individual targeting (HVI or HVT) operations and offers a guide for national policy makers regarding when and how such operations should be conducted. Covert and clandestine actions must be conducted as part of a strategy and in support of clearly defined national goals. Foremost among the strategic considerations of covert action is the need to establish a desired endstate characterized by specific goals upon which a strategy can be built. Second, the strategy and subsequent methods must be consistent with the nations values. Last, any strategy must be continually evaluated for its effectiveness and revised when needed. This thesis analyzes several operations conducted by Israel between 1960 and 1973. Israel provides United States policy makers with relevant examples due to similar democratic structures and security issues. The selected operations, particularly those directed against Palestinian terrorists, have parallels to the United States efforts against al Qaeda. The purpose of this document is to explain the need for and elements of a Federal program addressing the archiving and multi-agency use of data generated from Intelligent Transportation Systems (ITS) applications. The development of this program builds from previous work done under the U.S. DOT ITS program, such as the development of a user service to support this concept (the Archived Data User Service or ADUS) and the addition of that service to the National ITS Architecture, and represents the next phase in fostering its deployment. This document describes the development of the Federal ADUS Five-Year Program (2000-2004) to support the implementation of ADUS.

THE I-70 RURAL IVHS CORRIDOR MASTER PLAN IS THE GUIDANCE DOCUMENT FOR DEPLOYMENT OF THE INTELLIGENT TRANSPORTATION SYSTEM (ITS) FOR THE INTERSTATE-70 CORRIDOR FROM DENVER TO GLENWOOD SPRINGS, COLORADO. AS A WORKING DOCUMENT, THE PLAN RECOMMENDS STRATEGIES AND ACTIONS TO IMPLEMENT, CORRIDOR-WIDE AND PROJECT-SPECIFIC APPLICATIONS TO MEET THE ITS GOALS AND OBJECTIVES OF THE RESPONSIBLE COLORADO DEPARTMENT OF TRANSPORTATION (CDOT) ITS PROGRAM OFFICE AND ENGINEERING REGIONS (1,3, AND 6) THROUGH JOINT EFFORTS WITH OTHER AFFECTED AGENCIES., THE I-70 RURAL IVHS CORRIDOR MASTER PLAN IS DEVELOPED BY AND FOR THE RESPONSIBLE AGENCIES AND THEIR RESPECTIVE CONSTITUENCIES TO CHARACTERIZE FEASIBLE, CREDIBLE, AND DOABLE ITS ACTIONS THAT ADDRESS MOBILITY, SAFETY, ENVIRONMENTAL, SOCIAL, AND ECONOMIC NECESSITIES WITH RESPECT TO TRANSPORTATION.

The Inter-modal Surface Transportation Efficiency Act of 1991 (ISTEA) required states and, metropolitan areas designated as transportation management areas develop congestion, management systems. The Birmingham Planning Area is designated as a non-attainment area, and has been allocated Congestion Mitigation and Air Quality (CMAQ) funding and other, federal funding from ISTEA that must be implemented through a Congestion Management, program. The Intelligent Vehicle Highway System (IVHS) planning procedure is aimed at, planning, development, alternative analysis, program management, and public involvement, which was the scope of this work program.

As a result of the Federal Register announcement at the end of 1994 which sought a, broad review of the third draft of the NPP, Mr. Hoy Richards prepared a responsive, statement to the Federal Highway Administration's Intelligent Vehicle-Highway System, (IVHS) Docket requesting the inclusion of the highway-rail intersection into IVHS (now, ITS). Noting that the highway-rail intersection is an intermodal problem and a part of, the Traffic Management and Intersection Collision Avoidance Systems for both urban, and rural streets, and that the IVHS Architecture ignored this important part of our, nation's infrastructure, he recommended the full utilization of ITS technology and the, developing road train control infrastructure to improve safety at highway-rail crossings, by having it included in the ITS Architecture Development Project. in a separate action, he also prepared and delivered a paper on this subject which became the basis for, developing the elements for inclusion.

This document records the State of Georgia’s strategic and tactical plans for employing ITS/CVO technology to improve its Commercial Vehicle Administration (CVA) functions. The process by which this plan was developed included a detailed assessment of the agencies’ credentialing and enforcement processes. The information gathered in this assessment was used to identify desired improvement areas and technical approaches to realizing this improvement.

The Federal Highway Administration (FHWA) is currently testing and evaluating Intelligent, Transportation Systems (ITS) technologies to enhance the safety and efficiency of interstate and, intrastate commercial vehicle operations. The current focus is on creating transparent borders for, interstate commercial vehicles and improving the safety of commercial vehicle operations (CVO). In, support of this effort, there exists a requirement for a national CVO system that can perform, numerous user services, including Automated Roadside Safety Inspections, Roadside Clearance, Onboard Safety Monitoring, Incident Management, and the Credential and Tax Administrative, Process., The Safety and Fitness Electronic Records (SAFER) System is planned as a component of ITS. One, of its primary functions is to increase the efficiency and effectiveness of the inspection process at the, roadside. The SAFER System will provide carrier safety historical information to fixed and mobile, roadside inspection stations. This will allow roadside inspectors and other potential government and, private users to focus their efforts on high-risk areas, i.e. selecting vehicles and/or drivers for, inspection based on the number of prior carrier inspections and its safety history. As a result, inspection resources would be directed at drivers and vehicles associated with carriers with few prior, inspections or poor safety records, while minimizing time spent inspecting carriers with many prior, inspections and good safety histories. This will improve the overall cost effectiveness of the, inspection process as well as provide an incentive to safe carriers.
