Further, global cooperation on strategies to detect chemical and biological agents is required. Countries should unite to share intelligence to prevent future threats of terrorism.

The People's Republic of China and the Russian Federation have decided to develop a strategic relationship based on equality, mutual confidence, and mutual coordination for the 21st century. They will maintain equality in trade relations, cooperation in science and technology, and coordination in socio-economic developments. They acknowledge that Chechnya, Taiwan, and Tibet are their internal problems. Both countries call upon the world to work for international peace and stability and settle conflicts through peaceful dialogues.

However, little is known about the role of Small- and Medium-sized Enterprises (SMEs) in R&D networks in international settings. Although the relevance of SMEs as a source of innovation in international cooperations is generally confirmed in the literature, it is assumed that the inherent challenges SMEs have to cope with in such a setting are worth having a closer look at. Traditionally, SMEs are concerned with R&D processes, which are to a large extent defined by the conditions of locally operating partners. However, R&D which is conducted in an international setting is bound to have different requirements. Thus, it is regarded as very promising to examine how SMEs act at the interface of a local and global involvement. The paper seeks to identify the recent trends and challenges SMEs are confronted with in globally operating R&D networks.

The Bolivarian Republic of Venezuela is perceived to have shown lack of cooperation with the efforts of the US government to fight terrorism and the country has become a liability in the international community's fight against terrorism. A review of Venezuela's overall actions against terrorism, its conduct toward terrorist organizations, and the Venezuelan Government's relations with state sponsors of terror provide testimony to such a perception.

The US-India Civil Nuclear Cooperation Initiative considered a path-breaking and complex agreement, was brought up for discussion in order to garner the support of the US House International Relations Committee. It outlines the system's main features, users and products. International cooperation and decentralisation are the distinguishing features of this system. INIS produces, maintains and preserves Member States knowledge in these fields. The system has been instrumental in supporting national nuclear programmes, and thousands of scientists, researchers and universities students are using INIS products to retrieve current and historical nuclear information.

The approach adopted in this chapter assumes there is an empoweredE United Nations, as a principal, that coordinates its members (agents) toward a common goal, which makes this a team-like principal agent structure. We shall show that if at least two countries commit themselves to cooperative behaviour through a team they will arrive at optimal welfare for each of them. This is particularly true if one of them acts as principal, a group of countries or an empowered United Nations and the other as an agent, e.g. a smaller country, both of which have different information structures.

Vladimir Putin changed the foreign policy of semi-democratic Russia and entered into a new strategic partnership with the West based on expanding cooperation, but this partnership still requires stability.
