- Abstract
Using a neutrino beam in which a ν τ component was identified for the first time, the ν τ magnetic moment was measured based on a search for an anomalous increase in the number of neutrino-electron interactions. One such event was observed when 2.3 were expected from background processes, giving an upper 90% confidence limit on μ ντ of 3.9 × 10 -7μ B. ©2001 Published by Elsevier Science B.V.

- Abstract
The DONUT experiment has analyzed 203 neutrino interactions recorded in nuclear emulsion targets. A decay search has found evidence of four tau neutrino interactions with an estimated background of 0.34 events. - Abstract
We calculate pseudoscalar masses on gauge configurations containing the effects of 2+1 flavors of dynamical asqtad quarks and quenched electromagnetism. The lattice spacings vary from 0.12 to 0.06 fm. The masses are fit with staggered chiral perturbation theory including NLO electromagnetic terms. We attempt to extract the fit parameters for the electromagnetic contributions, while taking into account the finite volume effects, and extrapolate them to the physical limit., Comment: 7 pages, 3 figures, 2 tables. - Abstract
We present new Spitzer/IRS spectra of two hot R Coronae Borealis (RCB) stars, one in the Galaxy,V348 Sgr, and one lying in the LMC, HV 2671. These two objects may constitute a link between the RCB stars and the late Wolf-Rayet ([WCL]) class of central stars of planetary nebula (CSPNe) such as CPD -56 8032 that has little or no hydrogen in their atmospheres. HV 2671 and V348 Sgr are members of a rare subclass that has significantly higher effective temperatures than most RCB stars, but sharing the traits of hydrogen deficiency and dust formation that define the cooler RCB stars. The [WC] CSPNe star, CPD -56 8032, displays evidence for dual-dust chemistry showing both PAHs and crystalline silicates in its mid-IR spectrum. HV 2671 shows strong PAH emission but shows no sign of having crystalline silicates. The spectrum of V348 Sgr is very different from those of CPD -56 8032 and HV 2671. The PAH emission seen strongly in the other two stars is not present. Instead, the spectrum is dominated by a broad emission centered at about 8.2 micron. The mid-IR spectrum of CPD -56 8032 shows emission features that may be associated with C60. The other two stars do not show evidence for C60. HV 2671 has also been detected by Herschel/PACS and SPIRE. V348 Sgr and CPD -56 8032 have been detected by AKARI/FIS. These data were combined with Spitzer, IRAS, 2MASS and other photometry to produce their spectral energy distributions from the visible to the far-IR. Monte Carlo radiative transfer modeling was used to study the circumstellar dust around these stars. HV 2671 and CPD -56 8032 require both a flared inner disk with warm dust and an extended diffuse envelope with cold dust to to fit their SEDs. The SED of V348 Sgr can be fit with a much smaller disk and envelope., Comment: 20 pages, 5 figures, accepted for publication in The Astronomical Journal

- Abstract
In the light pseudoscalar sector, we study rooted staggered chiral perturbation theory in the two-flavor case. The pion mass and decay constant are calculated through NLO for a partially-quenched theory. In the limit where the strange quark mass is large compared to the light quark masses and the taste splittings, we show that the SU(2) staggered chiral theory emerges from the SU(3) staggered chiral theory, as expected. Explicit relations between SU(2) and SU(3) low energy constants and taste-violating parameters are given. We report on the status of a program of generating and using configurations with four flavors of dynamical quarks, using the HISQ action. We study the lattice spacing dependence of physical quantities in these simulations, using runs at several lattice spacings, but with the light quark mass held fixed at two tenths of the strange quark mass. We find that the lattice artifacts in the HISQ simulations are much smaller than those in the asqtad simulations at the same lattice spacings and quark masses. - Abstract
We study the lattice spacing dependence, or scaling, of physical quantities using the highly improved staggered quark (HISQ) action introduced by the HPQCD/UKQCD collaboration, comparing our results to similar simulations with the asqtad fermion action. Results are based on calculations with lattice spacings approximately 0.15, 0.12 and 0.09 fm, using four flavors of dynamical HISQ quarks. The strange and charm quark masses are near their physical values, and the light-quark mass is set to 0.2 times the strange-quark mass. We look at the lattice spacing dependence of hadron masses, pseudoscalar meson decay constants, and the topological susceptibility. In addition to the commonly used determination of the lattice spacing through the static quark potential, we examine a determination proposed by the HPQCD collaboration that uses the decay constant of a fictitious "unmixed s bar s" pseudoscalar meson. We find that the lattice artifacts in the HISQ simulations are much smaller than those in the asqtad simulations at the same lattice spacings and quark masses., Comment: 36 pages, 11 figures, revised version to be published. 415. Ethics of Health Research in Communities: Perspectives From the Southwestern United States

- Abstract
PURPOSE: The increasing attention paid to community-based research highlights the question of whether human research protections focused on the individual are adequate to safeguard communities. We conducted a study to explore how community members perceive low-risk health research, the adequacy of human research protection processes, and the ethical conduct of community-based research. METHODS: Eighteen focus groups were conducted among rural and urban Hispanic and Native American communities in New Mexico using a semistructured guide. Group transcriptions were analyzed using iterative readings and coding, with review of the analytic summary by group members. RESULTS: Although participants recognized the value of health research, many also identified several adverse effects of research in their communities, including social (community and individual labeling, stigmatization, and discrimination) and economic (community job losses, increased insurance rates, and loss of community income). A lack of community beneficence was emphasized by participants who spoke of researchers who fail to communicate results adequately or assist with follow-through. Many group members did not believe current human research and data privacy processes were adequate to protect or assist communities. CONCLUSIONS: Ethical review of community-based health research should apply the Belmont principles to communities. Researchers should adopt additional approaches to community-based research by engaging communities as active partners throughout the research process, focusing on community priorities, and taking extra precautions to assure individual and community privacy. Plans for meaningful dissemination of results to communities should be part of the research design.

We calculate the "strange quark content of the nucleon",
, which is important for interpreting the results of some dark matter detection experiments. The method is to evaluate quark-line disconnected correlations on the MILC lattice ensembles, which include the effects of dynamical strange quarks. After continuum and chiral extrapolations, the result is = 0.69 +- 0.07(statistical) +- 0.09(systematic), in the modified minimal subtraction scheme (2 GeV), or for the renormalization scheme invariant form, m_s partial{M_N}/partial{m_s} = 59(6)(8) MeV., Comment: Added figures and references, especially for fit range choice. We report on recent progress in employing the Highly Improved Staggered Quark (HISQ) action introduced by the HPQCD/UKQCD collaboration in simulations with dynamical fermions. The HISQ action is an order $a^2$ Symanzik-improved action with further suppressed taste symmetry violations. The improvement in taste symmetry is achieved by introducing Fat7 smearing of the original gauge links and reunitarization (projection to an element of U(3) or SU(3)) followed by Asq-type smearing. Major challenges for calculating the fermion force are related to the reunitarization step. - Abstract
We present the results of fits to recent asqtad data in the light pseudoscalar sector using SU(2) partially-quenched staggered chiral perturbation theory. Superfine (a~0.06 fm) and ultrafine (a~0.045 fm) ensembles are used, where light sea quark masses and taste splittings are small compared to the strange quark mass. Our fits include continuum NNLO chiral logarithms and analytic terms. We give preliminary results for the pion decay constant, SU(2) low-energy constants and the chiral condensate in the two-flavor chiral limit.

This paper investigates the impact of AASB139: Financial Instruments, Recognition and Measurement on the financial reporting of Australian firms in the gold industry. At issue is whether firms are able to comply with the exacting requirements contained in AASB 139 for hedge accounting and how this impacts firms financial reports. Evidence is provided of hedging activities being restricted to larger firms, and for these firms only the larger firms were able to comply with the requirements of AASB 139 to account for these firms as cash flow hedges. Furthermore there is evidence that the income numbers for firms unable to account for their hedging activities as cash flow hedges having less relevance.

- Abstract
NRL's Chesapeake Bay lasercom test facility (LCTF) offers a variety of ranges for researching free-space optical laser communication (FSO lasercom) links in a maritime environment. This paper discusses link performance over the 16 km one-way range at the LCTF. There are several methods to determine the link quality in FSO lasercom. Bit-error-rate (BER) testing and packet testing are two possible methods. Since errors generally tend to occur in bursts in FSO channels, packet testing may offer a better indication of the quality of service (QoS) rather than BER testing. Link performance measured via packet testing is being investigated in a variety of atmospheric conditions. - Abstract
The DO experiment enjoyed a very successful data-collection run at the Fermilab Tevatron collider between 1992 and 1996. Since then, the detector has been upgraded to take advantage of improvements to the Tevatron and to enhance its physics capabilities. We describe the new elements of the detector, including the silicon microstrip tracker, central fiber tracker, solenoidal magnet, preshower detectors, forward muon detector, and forward proton detector. The uranium/liquid -argon calorimeters and central muon detector, remaining from Run 1, are discussed briefly. We also present the associated electronics, triggering, and data acquisition systems, along with the design and implementation of software specific to DO.

A congenital cystic disease of the liver, pancreas, and kidney was diagnosed in a 3-week-old female Nubian goat ( Capra hircus). Gross and histologic features were similar to autosomal recessive polycystic kidney disease in humans and to previous reports of juvenile polycystic disorders in several animal species. Grossly, the lesions were confined to the liver and pancreas. The liver was severely enlarged and contained multiple fluid-filled cysts of various sizes. There was tortuous ectasia of the extrahepatic bile ducts. In the pancreas, multiple small cysts were disseminated throughout the parenchyma. Histologically, there was cavernous ectasia of the intra- and extrahepatic biliary system. Dilated intrahepatic biliary channels formed a branching and anastomosing pattern throughout the hepatic parenchyma and were often bordered by fibrous connective tissue. The pancreas had dilation of intra- and interlobular ducts. Renal cortical tubules and collecting ducts were ectatic. Congenital polycystic disorder has not been documented previously in the goat.
