Tunisian officials have the classic Arab government attitude to privatization. They know their country has to take the medicine, but they don't like the taste. They claim they are beginning to enjoy the prescription and that they are absolutely committed to finishing the course but they add that the medicine will work best if it is taken slowly. Their main fear is that privatization could lead to unemployment and social instability. The official view is that too radical a step might bring a violent reaction like the 1984 bread riots, which would bring the whole process to a halt. The pressure to privatize Tunisia's socialist economy was initially prompted by the country's high level of international debt, which led World Bank to advise on a structural adjustment programme. The government's response to these pressures is a second attempt to privatize. Between 1989 and 1992 it sold some 40 loss-making enterprises, many of them hotels, to groups of local and foreign buyers. In practice the government probably will continue to privatize non-sensitive firms at the rate of one every month or six weeks for 1996, and then once the process is more widely accepted, move on to more difficult prospects. So far there has not been any suggestion of its selling its large holdings in the Tunisian commercial banks. The government plans to scrap the requirement for foreigners to obtain central bank permission before investing, and to replace it with specified limits on holdings.
