The article considers the issues of logistics management in relation to hazardous cargo transportation. Conditions for transportation of radiative materials are considered as some additional limitations which prolong the period of the functional cycle of logistics and affect the general level of costs when completing logistic processes. When using multimodal transportation of hazardous cargo involving motor or air transport, a conclusion on the necessity to make a managerial decision based on the assessment of overall costs for the entire route is substantiated. The paper proposes the cost structure for cargo delivery by road and air with the recommended methods for calculation of relevant indicators. Taking into account the specific nature of cargo as well as regulations in this sphere carried out by international and national profile institutions, a set of restrictions and conditions which are mandatory when implementing each transaction for transportation of hazardous radiative cargo is given. Calculation of alternative costs for the delivery of goods to a foreign consumer is used as a justification of the proposed approach. The presented calculations show the importance of the concept of total costs in making logistics decisions. Methodological approaches to cost estimation in multimodal international transportation of hazardous cargo can be used in planning of deliveries by transport and spedition companies.

The method of formalization technology of formation railway routes with grain cargoes with the models on Petri's nets is proposed. For the first time, modeling of railway technological processes of transportation in the model was used hybrid Petri nets with synthesis arcs with dynamic weights. The use of the model involves ensuring the provision of quality services by a railway carrier in the conditions of a shortage of grain carriers and traction rolling stock.Creation of a logistic model of the technology of forming grain deliveries in the form of stepped routes will get the effect of reducing the empty running of cars. Due to this, it is possible to increase the speed of delivery of cargo to the port, create conditions for non-discriminatory access to rolling stock and loading facilities. In the long run, this enables the creation of a technological carts of the routing of grain cargoes in real time, which, in a single intelligent information environment, will reduce the total time of traversing grain cargoes by railroads.,

Problem. The main world trends is the development of international container transportation. Effects of intra-rail transport activities are aimed at modern information support systems for decision-making (DSS) in container transport. Goal. For the purpose of filling the knowledge base and building an efficient DSS in the supply chains of containers by railways, expert assessment methods are most often used. Proposed to use cognitive technologies. Methodology. Container shipping allows you to save on transport costs, but also need to create technology work based on intelligent information systems. EU countries set up rules for the inclusion of all modes of transport in the supply chain, in accordance with the directive on "intelligent" transport systems 2010/40/EU. The modern apparatus of information processing is cognitive methods, which based on fuzzy sets. Results. The process of formation of the expert group during the formation of the knowledge base of the fuzzy DSS of the logistics chain of container transport is considered. As information sources about the transport-logistic process of delivery of container cargo, data obtained using cognitive technologies used. Originality. The method of evaluation and selection of fuzzy information in the formation of decision support systems in the container delivery chains is proposed. For the first time to search for rational logistics chain technology. The DSS has improved and a rational number of load materials (wagons or cars) has received. As sources of information on the transport-logistic process proposed to use data that is automatically provided in the DSS with elements of cognitive systems, via RFID tags, GPS positioning technology. Practical value. The verification of DSS is testing on a real enterprise. An example has shown rational value is 3.83 units of load equipment per day that with two locomotives and the work volume of 100 TEU.,

There are many concepts in the transport and logistics business: transport, logistics, transportation, forwarding, etc. There are also a number of different study programs and disciplines such as: transport economics, transport logistics, logistics management, etc. All of these titles are often related to the content of the plan, planning, organization, management and control of the movement of human, material, informational and financial flows. However, in practice, they are often correlated and misused. Therefore, it is an important task to properly define these concepts. This article, based on various scientific literature, deals with the concept of transport logistics in various disciplines and fields of research. The results of this analysis made it possible to identify that there is no unified logistic term. Therefore, a qualitative study was also used. The purpose of this study is to identify the concept of transport/logistics companies in the Baltic States as the concept is treated in business. The results of the research have shown that the concept of transport logistics is also understood differently. Therefore, the purpose of this article is to formulate the definition of transport logistics on the basis of the results of the scientific literature analysis and qualitative research.

The following is a descriptive and analytical approach study that seeks to propose an improvement of the processes for the customs procedures of cargo transportation in the border of Colombia with Ecuador (Ipiales) by means of the implementation of an electronic manifest of international cargo. The methodology began with a bibliographic review of journal articles, sources of public entities, reports and case studies, then identified the regulations and requirements of the entities and associations that allowed to know the shortcomings that occur in international freight transport. It was possible to demonstrate that the electronic manifesto of international cargo could be the tool to improve the service at the border, for which a framework of evidence reference was made which reflects the need to implement the manifest to eliminate the bottlenecks that present in the cross-border passage and improve logistics processes, systematizing the required documentation, guaranteeing the availability of information to optimize cargo transport at the border. The above taking into account the infrastructure, availability, quality of transport and use of Tics. Colombia faces great challenges in order to promote improvements for land transport and logistic processes in the steps along the border with Ecuador (Ipiales-Colombia), for which it is necessary to implement public policies for the cargo transport sector, from a participatory perspective with the private sector, in order to achieve an efficient institutional integration by improving the operation at the border, given its importance for the productivity of the sector and the economy of the country. In this way, the characteristics on the border with Ipiales and Tulcán are related to customs infrastructure, among which are the places where the vehicles enter, time of delay on site, availability of scales, space to park the vehicles, status of security, income requirements among others, allowing to generate an improvement in the process of export and import of merchandise, guaranteeing an improvement in processing times, decrease in costs and the quality of goods in the course of the chain of supply, seeking maximum satisfaction of the final customer.

Transport logistics is an essential factor in the sustainable development of the modern economy, since it ensures the most efficient movement of freight flows. It provides an opportunity to attract specialized organizations for cargo transportation, which frees cargo owners from non-core activities, reduces the cost of transportation of goods, and considers the interests of all participants in the logistics chain. Our study aims to analyze the organizational and legal aspects of transport organizations to ensure sustainable economic development. The development uses modern legal science and methods of scientific research to develop and improve Russian legislation governing the provision of transport and logistics services. We used materialistic dialectics, complex and system analysis, logical laws and rules, and modeling in our research. In particular, we reviewed and analyzed the norms of the current Russian legislation, their implementation by the subjects of economic activity, and the works of civil scientists in private law and specialists in other related fields. Based on the analysis of Russian legislation and doctrinal understanding of logistics services, we conducted a theoretical and applied study of the existing improvements in the legal regulation of this sphere. The logistics should be considered an economic category and a traditional institution to ensure steady transport development. We proposed amendments to existing federal laws, including changes in the name of certain sections of the Civil Code of the Russian Federation. To control organizations providing transport and logistics services, measures of public administrative impact directly affecting the sustainable development of transport are proposed.

ABSTRACT In the coming years, one of the greatest challenges for agribusiness will be to improve the logistical infrastructure, once major difficulties are currently faced in production transport. In the case of ethanol, Brazil has a logistics covering multimodal transport, terminals and routes that strengthen the export corridor. Thus, this paper analyzed the energy demands in ethanol outflow transport considering routes currently designed, under construction or in operation, in order to flow ethanol outputs from Midwest Brazil (Aparecida do Taboado-MS) to the port of São Sebastião (SP). Four routes were analyzed considering uni- or multimodal transport systems, which involved road, railway, waterway, and pipeline. Direct and indirect energy factors within transport operations were used to account the system inputs and outputs, which were diesel, indirect energy from machinery and equipment, labor energy, electricity, besides energy depreciation and maintenance of roads. The results highlighted the pipeline as being the modal of less energy expenditure and the road of most consumption. The waterway and railway modes also had a feasible energetic performance whether compared to the road transport.

In the article the author has analyzed the general principles of transport logistics in Ukraine. The main factors that determine the logistical activities and which have an influence on the choice of the mode of transport have been determined. The transportation of cargo by mode of transport was analysed, and outlined a place of road transport. In this paper conducted analytical studies to determine the sectoral structure of export of Ukraine’s regions to neighboring countries by automobile transport by means of transportation and information portal Ukraine “Lardi-trans”. According to the study from the regions highest exports to neighboring countries – produce timber and woodworking industry. Production of the industry ranks first in the structure of exports of goods Volyn, Rivne, Zhytomyr, Lviv, Ternopil, Khmelnytsky, Transcarpathian, Ivano-Frankivsk, Vinnytsia, Chernivtsi, Donetsk, Chernihiv and Sumy regions. Food products in the export structure dominated Kiev, Cherkassy, Poltava, Kharkiv, Odessa, Mykolayiv and Kherson regions. In other regions dominated by agricultural products – particularly Kirovohrad region, iron and steel products – Dnipropetrovsk region, Lugansk region – produce pulp and paper industry. In second place in the export structure in Western countries mainly agricultural products and foodstuffs. But in the eastern regions of the country is mostly engineering products. According to the study the regions of Ukraine were divided into 3 groups: West of the predominance in the structure of exports of forestry and wood processing industry, Central – dominated the food industry and agricultural and East – dominated, industries and mechanical engineering and metal working, chemical, steel and non-ferrous industry. In the work assessed exports by region of Ukraine with the release of several groups of regions and analyzed by mode of transport. An important role in the study covers evaluation of transit of goods by road through the territory of Ukraine with analysis of major trend and states – participants. Countries that use the transport system of Ukraine for the transit of their goods to third countries were divided into three groups. The first group includes Turkey, Russia and Moldova on transit volumes over 500 ths. tons. The second group consists of Romania, Italy, Belarus and Poland. The volume of transit through Ukraine up to 200 – 500 ths. tons. In the third group, with the least, but no less important for the economic development of Ukraine transit volumes include Bulgaria, Hungary, Greece, Slovenia and Germany. The basic tasks of transport logistics were defined in the article, including states which improve the quality of the transport infrastructure and transport services and bringing them up to global standards, the maximum load of the rolling stock, cargo insurance and vehicles.

Increasing fluctuations in demand or unforeseen disruptions have a disturbing impact on logistical key figures of manufacturing companies. Common countermeasures, e.g. the increase of the production capacity by adding new machines, always lead to improvements of single key figures while worsening others simultaneously. In the light of increasing fluctuations in manufacturing, new approaches have to be considered. We propose the utilization of resource sharing for manufacturing companies as a possible solution in analogy to shared loads in transport logistics. In this context, we refer to production machines as shared resources. Each cooperating company allows others to access its manufacturing resources according to a cooperation agreement. This concept empowers companies to deal with the disturbing events by distributing orders to cooperation partners instead of maintaining safety capacities or redundant systems. In this paper we discuss the opportunities and impediments of shared resources in the area of production enterprises. We further provide an outlined concept for its implementation into practice with respect to technological innovations on the one hand and practical requirements on the other hand. Our argumentation is supported by a simulation study, which quantifies the impact of resource sharing on logistical key figures.

Central Asian food processors face a number of constraints when they attempt to export to the region and beyond. The Central Asian economies in focus here are landlocked, and thus lack easy access to sea transport. In addition, the region's transport network was built to reinforce the interdependence of the then Soviet republics, while conflicting economic interests make cross-border cooperation difficult. Based on extensive fieldwork on infrastructure systems and firm export strategies, this paper identifies contemporary infrastructure and transportation issues within the Central Asian region, and makes a novel attempt to examine how these factors lead to challenges for local food processing producers trying to sell their products in the region and beyond.

An example has shown rational value is 3.83 units of load equipment per day that with two locomotives and the work volume of 100 TEU., - Abstract
In this paper authors developed Cube Online Analytical Model (COLAM) which should anticipate various restrictions and hazards in river transport system. The aim is to construct a theoretical model which will predict certain delays in transport time caused by topographic and hydrographic constraints, natural hazards (such as ice, floods and droughts), economic and political constraints (tariff barriers between the countries, operating costs, terminal costs and sanctions, the threat of war, etc.) and different technical accidents. COLAM integrates hydroinformatic and hydrologic base of knowledge with real time and gives possibility to provide information for economic queries with different hierarchy of time. COLAM is methodological and practical instrument for this challenge. It integrates hydroinformatic and hydrologic base of knowledge with real time. The model in each concrete case is created to receive information about possible changing of navigation periods on the base of multi-dimension all of three groups of risks (natural hazards, social and technical hazards) as also their combinations., This study is supported by Ural Federal University (Yekaterinburg, Russia) with support 2.1.1.5.B-18. with presented methodology from RFBR project with the number 17-22-07001.

The choice and use of rational routes at strict observance of deliveries terms help to achieve not only minimization of operational expenses, but also to reduce commodity and production stocks in warehouses by 1,5...2 times. Therefore special relevance is gained by the works allowing precisely calculating the volumes of a cargo transportation, to count the quantity of transport units necessary for providing cargo flow, to define the rational routes of transportation, and also to reduce total costs of transportation. On the basis of the analysis of the known mathematical methods applied in transport logistics, the authors drew a conclusion that the route of freight delivery is estimated according to the distance passed by the vehicle. However the time of freight delivery depends not only on distance, but also on a set of other factors, such as vehicle type, road capacity, intensity of transport stream, weather conditions, season and others. For taking note of additional factors when optimizing a freight delivery route the method of analogy and similarity is used by the authors. The transportation parameters were estimated by analogy with an electric chain. For this purpose the authors entered the new concepts “fictitious distance” and “conductivity of the road”. The mathematical model allowing optimizing the organization of freight delivery taking into account not only distances, but also the probable speed of the vehicle movement depending on the road quality, intensity of transport stream and weather conditions is developed. Further development of the system of decision-making support while choosing the optimum route of cargo delivery is planned.

The subject of the research is transport logistics, namely, a complex of factors affecting it, grouped by risk, and advantages by type of transport when carrying out transportation of any modality. The purpose of the study is the development of a factor model in transport logistics, that is, a universal methodology for assessing the risks of each shipment, taking into account the advantages of the types of transport used and the combination of cargo vehicles. The main method used in the work is factor analysis. The study also uses methods of generalization, ranking, weight fractions and comparative analysis. It is shown that 24 factors grouped in the work by risk level have an impact on transport logistics; 11 groups of advantages by types of transport have been identified. The formula for assessing the overall risk of transportation is universal, it confirms the theoretical conclusions of researchers in the field of logistics and provides objective results for specific types of transportation. The most and least risky types of freight transport are identified. The possibilities of the factor model in transport logistics are shown. The results of the study can be used by suppliers and carriers to assess the potential efficiency of cargo transportation, as well as by logistics researchers to improve the methodology of factorial transport assessment. The reserves have been identified for the development of the model based on the mutual influence and factor structure.

Despite their potential, cargo airships currently remain a theoretical concept. This research aims to examine the factors determining the demand for their services from the perspective of transport logistics professionals. An online freight mode choice experiment is conducted, supplemented with follow-up semi-structured interviews. Across freight types the sensitivity of the modes (road, rail, sea and airship) to the attributes (price, time, reliability and frequency) varied substantially. Willingness to pay for the cargo airship mode for travel time saved is estimated to be $23/tonne/hour. It is conservatively estimated that the potential market share of cargo airships in the Australian domestic freight market varies across airship models with LMH-1 having the lowest market share of 8% while ARH50 has the largest potential market share at 25%.

OBJECTIVES To describe the U.S. experience with interhospital transport of children in cardiac arrest undergoing cardiopulmonary resuscitation. DESIGN Self-administered electronic survey. SETTING Pediatric transport teams listed with the American Academy of Pediatrics Section on Transport Medicine. SUBJECTS Leaders of U.S. pediatric transport teams. INTERVENTIONS None. MEASUREMENTS AND MAIN RESULTS Sixty of the 88 teams surveyed (68%) responded. Nineteen teams (32%) from 13 states transport children undergoing cardiopulmonary resuscitation between hospitals. The most common reasons for transfer of children in cardiac arrest are higher level-of-care (70%), extracorporeal life support (60%), and advanced trauma resuscitation (35%). Eligibility is typically decided on a case-by-case basis (85%) and sometimes involves a short interhospital distance (35%), or prompt institution of high-quality cardiopulmonary resuscitation (20%). Of the 19 teams that transport with ongoing cardiopulmonary resuscitation, 42% report no special staff safety features, 42% have guidelines or protocols, 37% train staff on resuscitation during transport, 11% brace with another provider, and 5% use mechanical cardiopulmonary resuscitation devices for patients less than 18 years. In the past 5 years, 18 teams report having done such cardiopulmonary resuscitation transports: 22% did greater than five transports, 44% did two to five transports, 6% did one transport, and the remaining 28% did not recall the number of transports. Seventy-eight percent recall having transported by ambulance, 44% by helicopter, and 22% by fixed-wing. Although patient outcomes were varied, eight teams (44%) reported survivors to ICU and/or hospital discharge. CONCLUSIONS A minority of U.S. teams perform interhospital transport of children in cardiac arrest undergoing cardiopulmonary resuscitation. Eligibility criteria, transport logistics, and patient outcomes are heterogeneous. Importantly, there is a paucity of established safety protocols for the staff performing cardiopulmonary resuscitation in transport.

The purpose of the work is to determine the influence of various types of transport and intermodal transportations on effectiveness of transport logistics of a modern company and to develop a model of managing the risk component of intermodal transportations on the basis of new ICT within optimization of transport logistics of a modern company. It is achieved with the method of regression analysis in two stages. At the first stage, the influence of the share of intermodal transportations on export activity, easiness of doing business, and effectiveness of logistics in different countries is determined. At the second stage, the influence of different types of transport on effectiveness of logistics is evaluated. At that, the authors use the official statistical materials of the World Bank and the OECD for 2016. The objects of the research are leaders as to the volumes of export of goods in 2016 – China, the USA, Germany, and Japan (in the correct order), and Russia. It is concluded that intermodal transportations ensure increase of effectiveness of transport logistics of a modern company and are more preferable than one type of transport, and application of new ICT opens wide possibilities and new perspectives in the sphere of solving the problem of managing the risk component of these transportations. For that, the authors’ model of managing the risk component of intermodal transportations on the basis of new ICT is offered within optimization of transport logistics of a modern company, which shows that transfer of managerial processes into the electronic form and their automatization allows reducing all main risks of intermodal transportations.

South Africa is currently one of the “dirtiest†economies in the world in terms of carbon emissions. The South African economy is heavily dependent on energy-intensive industries, such as mining and primary minerals beneficiation, which in turn rely on fossil fuels as a source of energy. Sustainability is still a relatively new concept in South Africa, but awareness is growing, and there are several on-going initiatives aimed at reducing the country’s total energy consumption. The objective of this paper is to apply the TIMBER framework to assess current transport decarbonisation activities in South Africa. The article discusses a limited field survey of ten important logistics experts in South Africa to establish whether the findings of the researchers are similar to the perceptions within the logistics sector of major industries in South Africa. This paper concludes by providing possible solutions for reducing carbon emissions in South Africa’s logistics industry.

The article considers the main directions of the development of transport logistics in the modern conditions, defines the main tasks of transport logistics, identifies the problems of transport logistics and proposes directions for ensuring its further development. The essence of transport logistics is explored and its role in the economy of the country is defined, which is to ensure the efficient movement of goods and, accordingly, to reduce the total transport costs. It is determined that the main principles of transport logistics, ensuring its efficiency are: minimization of transportation costs; the principle of maximum full use of carrying capacity of a vehicle in logistics; the multiplicity of the consignment to be transported, units of order, dispatch and warehousing; the principle of packaging standardization; economies of scale and range of transportation; concentration of cargo flows on separate channels - distribution and abandonment of non-economic goods; delivery of goods exactly in time. Logistics as a stage of competition, as an entrepreneurial worldview, as an era of economic development and scientific activity, aims at optimizing the methods and methods of interaction of an individual enterprise with its suppliers and recipients of products in a competitive market environment. For the effective development of logistics it is necessary to change the concept of management and restoration of rolling stock in volumes that meet the needs of consumers at any time of the year. The overcoming of these problems is extremely important as the market of transport and logistics services is actively developing in connection with the expansion of economic ties and international cooperation. Thus, the role of transport logistics is to ensure the efficient movement of goods and, accordingly, to reduce the total transport costs.

The article is a discussion over the controversies about the Belém-Brasilia highway in the state of Tocantins. The first refers to uncertainties about which federal highway built in the state corresponds to Belem-Brasilia.Second, the expansion of this highway as an inducer of Tocantins socio-spatial transformations ispolemicized. In this debate it is stated that the Tocantins to the pioneer route Belem-Brasilia inauguratedin 1960 corresponds to BR-153. It is also shown that the highway is part of a set of strategies promoted bythe federal government for Amazon insertion in the process of capitalist expansion since the second half ofthe twentieth century. The methodology consists of literature review and consultation of maps available onthe website of the Departamento Nacional de Infraestrutura de Transportes (DENIT)., O artigo discute controvérsias acerca da rodovia Belém-Brasília no Tocantins.
