JERICO achieved the necessary interconnection between the various partners during the JERICO and JERICO-NEXT projects over the last eight years. Through this e-infrastructure, JERICO will facilitate the access to coastal information and enhance the capacity to manage the interaction between distributed infrastructures worldwide, in particular across Europe. Moreover, JERICO aims to provide high quality data and data products in an optimal way facilitating the outcomes for different data user types including science, society, governments and private sectors. The Advanced Land Imager (ALI) is a multispectral sensor onboard the National Aeronautics and Space Administration Earth Observing 1 (EO-1) satellite. It has similar spatial resolution to Landsat-7 Enhanced Thematic Mapper Plus (ETM+), with three additional spectral bands. We developed new algorithms for estimating both land surface broadband aibedo and leaf area index (LAI) from ALI data. A recently developed atmospheric correction algorithm for ETM+ imagery was extended to retrieve surface spectral reflectance from ALI top-of-atmosphere observations. A feature common to these algorithms is the use of new multispectral information from ALI. The additional blue band of ALI is very useful in our atmospheric correction algorithm, and two additional ALI near-infrared bands are valuable for estimating both broadband albedo and LAI. Ground measurements at Beltsville, MD, and Coleambally, Australia, were used to validate the products generated by these algorithms. [ABSTRACT FROM AUTHOR]

The Earth Observing One (EO-1) satellite, a part of National Aeronautics and Space Administration's New Millennium Program, was developed to demonstrate new technologies and strategies for improved earth observations. It was launched from Vandenburg Air Force Base on November 21, 2000. The EO-1 satellite contains three observing instruments supported by a variety of newly developed space technologies. The Advanced Land Imager (ALI) is a prototype for a new generation of Landsat-7 Thematic Mapper. The Hyperion Imaging Spectrometer is the first high spatial resolution imaging spectrometer to orbit the earth. The Linear Etalon Imaging Spectral Array (LEISA) Atmospheric Corrector (LAC) is a high spectral resolution wedge imaging spectrometer designed to measure atmospheric water vapor content. Instrument performances are validated and carefully monitored through a combination of radiometric calibration approaches: solar, lunar, stellar, earth (vicarious), and atmospheric observations complemented by onboard calibration lamps and extensive prelaunch calibration. Techniques for spectral calibration of space-based sensors have been tested and validated with Hyperion. ALI and Hyperion instrument performance continue to meet or exceed predictions well beyond the planned one-year program. This paper reviews the EO-1 satellite system and provides details of the instruments and their performance as measured during the first year of operation. Calibration techniques and tradeoffs between alternative approaches are discussed. An overview of the science applications for instrument performance assessment is presented. [ABSTRACT FROM AUTHOR]

Earth Observation (EO) data play an important role in our society today, but there is still tremendous opportunity to improve how these data are used to affect change. In this paper, we provide guidance to help data providers and intermediaries within the EO value chain (from data to applications) increase the societal value of the EO data, information, and data products that they work with. We first describe the EO value chain as a conceptual framework for how data are translated and applied for societal benefit. We then introduce three approaches that are often used to assess and improve the EO value chain. Finally, we present "10 rules" that can be implemented to increase the societal benefits of Earth science information. The 10 rules emphasize meeting user needs, problem-solving within interdisciplinary teams, and long-term sustainable solutions. Some rules focus on a specific segment of the value chain or phase in the problem-solving process, while others are relevant to the value chain or process as a whole. Each rule includes at least one case study example to illustrate the key points. The rules are loosely organized according to project management principles with the initial rules focusing on defining problems, planning for data use, creating effective teams, and examining a diverse selection of solutions. The next set of rules are best applied throughout a project, and include such concepts as evaluation, interoperability, trust, adoption, and documentation. Information about topics discussed during the Institute of Electrical and Electronic Engineers (IEEE) Global Earth Observation System of System (GEOSS) Workshop IXX in Honolulu, Hawaii on January 12, 2008 is presented. The event was opened by Ken Zita by discussing his experience in assembling tsunami warning facilities. Moreover, a brief welcome to attendees was provided by co-organizers Adam Livne and Al Gasiewski who supplied a discourse of IEEE activities in support of GEOSS.

This diversity of data and platforms offers an assortment of assets to support the creation of high-quality and diverse data products. The HF-Radar (HFR) D2PTS will provide physical oceanography products to fill the gap in water surface current data products addressing the need for a comprehensive understanding of ocean surface flows. JERICO-S3 aims, among other objectives, to demonstrate the benefits of an e-Infrastructure for JERICO (e-JERICO) by designing and implementing the first elements of this virtual environment. By broad consensus, Open Data presents great value. However, beyond that simple statement, there are a number of complex, and sometimes contentious, issues that the science community must address. In this review, we examine the current state of the core issues of Open Data with the unique perspective and use cases of the ocean science community: interoperability; discovery and access; quality and fitness for purpose; and sustainability. The topics of Governance and Data Publication are also examined in detail. Each of the areas covered are, by themselves, complex and the approaches to the issues under consideration are often at odds with each other. Any comprehensive policy on Open Data will require compromises that are best resolved by broad community input. Abstract: The vision of the Global Earth Observation System of Systems (GEOSS) is the achievement of societal benefits through voluntary contribution and sharing of data, metadata and products at no or minimum cost. Such undertakings, where contribution provides positive externalities, benefiting contributors and non-contributors alike, are often described as ‘social dilemmas’, usually resulting in small levels of voluntary contribution. We investigate the benefits and challenges of voluntary contribution to GEOSS, surveying economic and game theoretic literature and examining how the concepts of social dilemmas apply to the provision of GEOSS. We conduct an exploratory survey among individuals involved in the Group on Earth Observation (GEO) to understand their perception of voluntarily contribution. Even though contribution to GEOSS was perceived as rather low, e.g. because of a perceived lack of funds, commitment or organization, survey respondents also perceived many (exclusive) benefits of contribution, e.g. networking, visibility for their work or collaborating with motivated individuals. To increase participation, respondents suggested increasing financial support and raising awareness of GEOSS. We conclude that communicating the efficacy of individuals'' contributions, the personal benefits of contribution and strengthening of group identity and knowledge about fellow participants'' work can constitute incentives for future voluntary contribution. This could be facilitated by an externally established institution providing a framework for cooperation, or by institutions, agreements or frameworks agreed upon by contributors themselves. Hyperion (a hyperspectral sensor) and the Advanced Land Imager (ALI) (a multispectral sensor) are carried on the National Aeronautics and Space Administration's Earth Observing 1 (EO-1) satellite. The Evaluation and Validation of EO-1 for Sustainable Development (EVEOSD) is our project supporting the EO-1 mission. With 10% of the world's forests and the second largest country by area in the world, Canada has a natural requirement for effective monitoring of its forests. Eight test sites have been selected for EVEOSD, with seven in Canada and one in the United States. Extensive fieldwork has been conducted at four of these sites. A comparison is made of forest classification results from Hyperion, ALI, and the Enhanced Thematic Mapper Plus (ETM+) of Landsat-7 for the Greater Victoria Watershed. The data have been radiometrically corrected and orthorectified. Feature selection and statistical transforms are used to reduce the Hyperion feature space from 198 channels to 11 features. Classes chosen for discrimination included Douglas-fir, hemlock, western redcedar, lodgepole pine, and red alder. Overall classification accuracies obtained for each sensor were Hyperion 90.0%, ALI 84.8%, and ETM+ 75.0%. Hyperspectral remote sensing provides significant advantages and greater accuracies over ETM+ for forest discrimination. The EO-1 sensors, Hyperion and ALI, provide data with excellent discrimination for Pacific Northwest forests in comparison to Landsat-7 ETM+. [ABSTRACT FROM AUTHOR]

The benefits of Hyperion hyperspectral data to agriculture have been studied at sites in the Coleambally Irrigation Area of Australia. Hyperion can provide effective measures of agricultural performance through the use of established spectral indexes if systematic and random noise is managed. The noise management strategy includes recognition of "bad" pixels, reducing the effects of vertical striping, and compensation for atmospheric effects in the data. It also aims to reduce compounding of these effects by image processing. As the noise structure is different for Hyperion's two spectrometers, noise reduction methods are best applied to each separately. Results show that a local destriping algorithm reduces striping noise without introducing unwanted effects in the image. They also show how data smoothing can clean the data and how careful selection of stable Hyperion bands can minimize residual atmospheric effects following atmospheric correction. Comparing hyperspectral indexes derived from Hyperion with the same indexes derived from ground-measured spectra allowed us to assess some of these impacts on the preprocessing options. It has been concluded that preprocessing, which includes fixing bad and outlier pixels, local destriping, atmospheric correction, and minimum noise fraction smoothing, provides improved results. If these or equivalent preprocessing steps are followed, it is feasible to develop a consistent and standardized time series of data that is compatible with field-scale and airborne measured indexes. Red-edge and leaf chlorophyll indexes based on the preprocessed data are shown to distinguish different levels of stress induced by water restrictions. [ABSTRACT FROM AUTHOR]

Omic BON is a thematic Biodiversity Observation Network under the Group on Earth Observations Biodiversity Observation Network (GEO BON), focused on coordinating the observation of biomolecules in organisms and the environment. Our founding partners include representatives from national, regional, and global observing systems; standards organizations; and data and sample management infrastructures. By coordinating observing strategies, methods, and data flows, Omic BON will facilitate the co-creation of a global omics meta-observatory to generate actionable knowledge.
