But that boss isn't the villain in Shimit Amin's ''Rocket Singh: Salesman of the Year,'' a smart, focused Bollywood movie. That honor goes to Business as Usual, which Mr. Amin portrays as fundamentally dishonest, fueled by bribes and payoffs. Mr. Amin, who directed the delightful ''Chak De!
