Bu çalışma Orta Doğu'ya damga vurmuş Arap-İsrail sorununu merkeze alarak; sorunun zaman içinde gelişimini ve Türkiye'nin Arap-İsrail sorununa yönelik dış politikasının tutarlılığını incelemeyi amaçlanmıştır. Bu doğrultuda İsrail ile Filistin tarafları arasında çatışmanın esasını oluşturan Kudüs'ün paylaşılamayan statüsü, İsrail ve Körfez ülkeleriyle su sorunu temalarına öncelik verilmiştir. Çalışma ile beraber Türkiye'nin 1948 sonrası Arap İsrail sorununa yönelik politik tercihleri ele alınmıştır.Orta Doğu günümüz itibariyle tam bir kaosa sürüklenmiş, bölgenin Osmanlı hâkimiyetinden çıkması ile başlayan yapılanma 20. yüzyılın başından itibaren geri dönüşü mümkün olmayan bir kördüğüme dönüşmüş ve bu düğüm günümüze kadar çözülememiştir. Türkiye İsrail Devleti'nin 1948 yılında ilan edilmesiyle birlikte İsrail'e sempati duyan ABD ve bir kısım Avrupalı ülkelerle, Müslüman kimliğe sahip devletleri dengelemeye çalışmış ve orta yol politikası izlemiştir. Bölgesel gelişmelere paralel politika üreten Türkiye, Arap-İsrail sorunlarında denge politikası güderken 2009 yılında Davos Zirvesi'nde yaşanan kırılmaya kadar bu yaklaşımını sürdürmüştür.Anahtar Kelimeler: Filistin, Arap, İsrail, Türkiye, Dış Politika Based on the Arab-Israel problem having left a dark taint in the Middle East, this study aims to analyse the consistency of Turkish foreign policy regarding the Arab-Israel quarrel and its development in time. In this respect, the indispensable status of Jerusalem which constitutes the core of the battles between Israel and Palestine as well as the water conflict between Israel and the Gulf countries have been granted priority in the study. Besides, Turkey's political preferences as to the Arab-Israel problem subsequent to 1948 have also been handled.Today, the Middle East has been driven into chaos, the reconstruction of the region after being abandoned by the Ottomans in the early 20th century has turned into an irreversible deadlock that has not still been resolved. Upon the declaration of Israel State in 1948, Turkey has positioned itself to compensate between the Muslim countries and the US together with the Europeans feeling sympathy for Israel and followed a balance policy. Bu çalışma, Çin Halk Cumhuriyeti'nin kurulmasından itibaren geçirdiği ekonomik, siyasi ve kültürel evreler ışığında uluslararası sistemdeki konumu ile ABD'nin 1945 sonrasında küresel sistemdeki konumunu karşılaştırmalı olarak değerlendirmektedir. Uluslararası ekonomi politiği yaklaşımıyla 'Bir Kuşak Bir Yol Projesi' analiz edilerek uluslararası politik-ekonomik sistemde Çin'in 'süper güç' olabilme kapasitesi ele alınmış; projenin neticelendirilmesiyle birlikte Çin'in uluslararası ekonomik-politik sistemde küresel bir güç olabileceği ileri sürülmüştür. This study compares the position of the international system in the light of economic, political and cultural phases since the establishment of the People's Republic of China and the position of the United States in the global system after 1945. By analyzing the 'One Belt One Road Project' with the approach of international economic policy, the capacity of China to become 'superpower' in the international political-economic system has been discussed. As a result of the project, it was asserted that China could be a hegemonic power in the global system. 154

Bu çalışma, 1979 İslam Devrimi sonucunda İran İslam Cumhuriyeti'nde ortaya çıkan ve ülkede aynı resmi yetkililer gibi kültürden siyasete her alanda karar alma mekanizmalarında söz hakkı bulunan gayri resmi aktörlerin ekonomik karar alma mekanizmalarına dahil olma süreçlerini incelemektedir. Politik ekonomi yaklaşımı kullanılarak oluşturulan bu tez konunun doğası gereği öyküleyici anlatım tekniğiyle yazılmıştır. Çalışmada esas olarak özelleştirme süreçlerinde etkin rol oynayan resmi ve gayri resmi aktörler, bağlantılar, sürece nasıl ve hangi yollardan dahil oldukları ve son olarak da başlıca örnekler üzerinden sonuçlar üzerindeki etkileri araştırılmıştır. Çalışma sonucunda, gayri resmi aktörlerin, resmi aktörlerle iş birliği, gündemi değiştirme, kamuoyu baskısı oluşturma, rakipleri dışlama, hatta askeri müdahale gibi yöntemlerle süreci kendi lehine çevirdikleri; iktisadi karar alma süreçlerinde ana aktör oldukları tespit edilmiştir This thesis investigates the participation of the informal actors in the economic policy-making processes. Emerging in the wake of the 1979 Islamic Revolution, these informal actors, similar to the formal actors, have had a big say since then in the decision-making mechanisms in almost every field from politics to culture. Adopting the political economy approach, this thesis was written with a narrative technique due to the nature of the subject. This study examines mainly formal and informal actors who play an active role in the privatization processes, their connections, how and in which ways they are involved in the process, and finally, their effects on the results through some significant examples. The results show that the informal actors turned the privatization processes into their favor through strategies like cooperation with official actors, changing the agenda, creating public pressure, exclusion of competitors, and even military intervention. Besides this, the results indicate the informal actors are the main actors in economic policy-making processes. 126

Bu çalışmada ilk olarak Türk- Yunan ilişkilerine etki eden etmenler tarihsel süreç içerisinde incelenmiştir. İki ülke ilişkilerinin şekillenmesinde mülteci ve yasadışı göçmenlerin etkisi detaylı olarak irdelenmiş, aynı zamanda Suriye'de yaşanan iç savaş sonrası mülteci akımının Türk-Yunan ilişkilerine olumlu ve olumsuz etkileri değerlendirilmiştir. İkinci bölüm yasadışı göçlerin önlenmesine yönelik yapılan çalışmaları ele almıştır. Bu konu üzerine Avrupa Birliği ile Türkiye arasında yapılan Geri Kabul Anlaşmanın Türk-Yunan karasuları ve hudut hatlarında yaşanan sorunlara etkisi değerlendirilmiştir. Söz konusu bölümde her iki ülkenin ayrı ayrı mülteci ve yasadışı göçmenler hakkındaki argümanlarına değinilmiştir. Nihayetinde üçüncü bölümde ikili ilişkilerin yapılandırılmasında göç gibi yumuşak güvenlik sorunlarının nasıl şekillendiği incelenmiş, tartışmanın temelini oluşturan ve sonucunu şekillendiren güvensizlik katmanı ve güvenlik çarpanı kavramları literatüre kazandırılmıştır.Karasuları ve hudut hatları çerçevesinde yaşanan sorunlara mülteci ve yasadışı göçmenlerin de dâhil olmasının ikili ilişkileri hangi yönde etkilediğine dair tespitleryapılmıştır. In this study, the factors that affect Turkish- Greek relations have at first been studiedwithin a historical continuum. The effect of the refugee incident between two countries and itseffect on shaping the relations has been scrutinized in detail and at the same time positive andnegative sides of refugee influx that occured after the war that took place in Syria have beenevaluated. The second part deals with efforts put in place to prevent illegal immigrations. Uponthis issue, the effect of the taking back deal made between Europe Union and Turkey overTurkish and Greek coastal waters and limits have been evaluated. Within the relevant sectionarguments from both countries over illegal immigrants have been seperately dealt with. Finallyin the third section, soft security problems such as immigration and their effect on establishingbilateral relations have been studied and also the layer of distrust that underlies the discussionand shapes the result and also the security factors have been added to the literature.Some results have been concluded about adding refugee and illegal immigration issuesto the problems that ocur around territorial waters and the limits and their effects on bilateralrelations. Bu çalışmanın amacı, 1996-2015 yılları arasında Türkiye'de bilanço kanalı ve banka kredisi kanalının varlığının firmaların bilanço verileri kullanılarak panel ekonometri teknikleriyle test edilmesidir. Firma bilanço verileri kredi kanalının işleyişinin değerlendirilmesi açısından oldukça yararlı bilgiler sunmaktadır. Birbirinden farklı bağımlı ve bağımsız değişkenlerle panel birimlerinin heterojen olduğu durumlarda birimlere özgü sabit ve eğim katsayılarının elde edilmesine imkân veren rassal katsayılı regresyon modelleri oluşturulmuştur. Böylece, farklı ölçeklerdeki firmaların para politikası değişimlerine verdikleri heterojen tepkiler tespit edilebilmiştir. Para politikası değişikliklerinin firmaların dış finansman tercihleri üzerindeki etkisini içeren regresyon seti, bilanço ve banka kredisi kanallarının teorik altyapısına uygun şekilde seçilmiştir. Elde edilen ampirik sonuçlar hem genişleme hem de sıkılaşma dönemlerinde tüm firmaların bilançolarındaki kısa vadeli banka kredileri hacminde bir düşüş yaşadığını göstermektedir. Parasal daralma dönemlerinde söz konusu durumun daha belirgin olduğu, ayrıca büyük firmaların kısa dönemli banka kredisi borçlarının daralma dönemlerinde diğer firmalara nazaran daha fazla azaldığı anlaşılmıştır. Dolayısıyla, söz konusu bulguların bilanço kanalı teorisiyle örtüşmediği ortaya konulmaktadır. Öte yandan, regresyon sonuçları para politikası değişikliklerinin imalat sanayi firmalarının dış finansman kompozisyonlarını değiştirdiğini göstermektedir. Hem parasal daralma hem de genişleme dönemlerinde sıkılaştırıcı para politikalarının firmaların banka kredilerinin dış borçlarına oranını, banka dışı borçların dış borçlarına oranına nazaran azalttığı, ancak diğer finansman araçlarının banka kredilerinin tam ikamesi olmadığı belirlenmiştir. Böylelikle, ampirik bulguların incelenen dönemde Türkiye'de çalıştığı sonucuna ulaşılmıştır. The aim of this study is to test the validity of balance sheet and bank lending channels in Turkish setting by using panel econometric techniques over firm balance sheet data for a period of 1996-2015. Firm balance sheet data give quite useful information to assess functioning of the credit channel. This study uses a battery of dependent variables, firm-specific variables and monetary policy indicator. Since the study aims to indicate heterogeneities across firms, it uses random coefficient model. Thus, this model makes possible the analysis of heterogeneous responses of firms with different scales to monetary policy changes. The set of regressions that incorporate impact of the changes in monetary policy over external funding choices of firms is designated in accordance with the balance sheet and bank lending channels. Findings of this study indicate that all firms experience a decline in the volume of bank financing in both loosening and tightening periods and the results are more noticeable during monetary tightening. Hence, these findings are not consistent with balance sheet channel theory. Moreover, findings of the set of regressions show that monetary policy changes lead manufacturing firms to modify the composition of external financing. Firms rearrange their financing needs across bank credits and other debt instruments by decreasing the proportion of bank loans relative to non-bank debt instruments in both loosening and tightening times. However, findings indicate that non-bank debt instruments are not perfect substitutes for bank loans. Thus, empirical findings support the view that bank lending channel worked in Turkish setting in the examined period. 119

İktisat ve çevre arasındaki ilişki son yıllarda sıkça çalışılan konular arasında yer almaktadır. Gelişmekte olan ekonomiler için yapılan çalışmalarda, Çevresel Kuznets Eğrisi (ÇKE) hipotezinin ve Kirlilik Sığınağı Hipotezi (KSH)'nin geçerliliği genellikle Asya ve Latin Amerika ülkeleri için test edilmiştir. Fakat Orta Doğu ve Kuzey Afrika (MENA) ülkeleri için yapılan çalışmalar özellikle son yıllarda önem kazanmıştır. Bunun yanında, bu ülkeler için güncel panel veri teknikleri kullanılarak yapılan çalışmalar oldukça sınırlıdır. Bu çalışmanın amacı, bu iki hipotezin geçerliliğini dokuz orta gelirli MENA ülkesi – Cezayir, Mısır, İran, Ürdün, Fas, Pakistan, Sudan, Tunus ve Türkiye- için 1980-2013 döneminde incelemektir. Çalışmada kullanılan bağımlı değişken karbondioksit emisyonları iken bağımsız değişkenler ise kişi başı gelir, kişi başı gelirin karesi, doğrudan yabancı yatırımlar ve kişi başına düşen enerji tüketimidir. Panel eşbütünleşme testleri ve uzun dönem panel veri tahmincileri ÇKE ve KSH hipotezlerinin geçerliliğinin sınanması için kullanılmıştır. Buna ek olarak, Dumitrescu-Hurlin panel nedensellik testiyle değişkenler arasındaki nedensellik ilişkisi araştırılmıştır. Elde edilen sonuçlara göre, çalışmada kullanılan değişkenler uzun dönemde eşbütünleşiktir. Değişkenlere ait uzun dönem parametreler ise Pedroni'nin Dinamik En Küçük Kareler tahmincisiyle tahmin edilmiştir. Elde edilen bulgular, ÇKE hipotezinin sadece Cezayir, Mısır, Sudan ve Türkiye'de geçerli olduğunu fakat eşik değere daha ulaşılamadığını, diğer beş MENA ülkesinde ise bu hipotezin geçerli olmadığını göstermiştir. Diğer yandan, doğrudan yabancı yatırımların katsayısı bütün ülkeler için pozitif işaretli olarak tahmin edilmiştir. Özellikle Cezayir ve İran'a gelen doğrudan yabancı yatırımların çoğunlukla kirli endüstrilerden oluştuğu söylenebilir. Son olarak, enerji tüketiminin çoğu ülkede emisyonları artırıcı ana değişken olduğu sonucuna ulaşılmıştır. Elde edilen sonuçlar, aynı zamanda emisyonlardan doğrudan yabancı yatırımlara, emisyonlardan gelir seviyesine ve enerji tüketiminden doğrudan yabancı yatırımlara doğru tek yönlü üç adet nedensellik ilişkisinin varlığına işaret etmektedir.Anahtar Kelimeler The relationship between economics and environment has been studied for a few decades. Economists have tested Environmental Kuznets Curve (EKC) hypothesis and Pollution Haven Hypothesis (PHH) for emerging economies, particularly concentrating on Asian and Latin American countries. A new phenomenon is that such kinds of studies concentrating on the Middle East and North African (MENA) countries have recently gained momentum. But what is lacking in spite of this momentum is that the studies using recent panel data techniques are quite few. The main goal of this paper is to test these two hypotheses for nine middle-income MENA countries, that is, Algeria, Egypt, Iran, Jordan, Morocco, Pakistan, Sudan, Tunisia, and Turkey, during the period between 1980 and 2013. The dependent variable of this study is CO2 emissions while independent variables are income per capita, its square, FDI inflows, and energy use per capita. Methodologically, the study uses panel cointegration tests and long-run panel data estimators to see whether the EKC hypothesis and the PHH do explain the relationship. Moreover, Dumitrescu-Hurlin panel causality test is employed to find causal relationships between all the variables. Empirical findings reveal that these variables are cointegrated in the long-run. In addition, long-run coefficients of the model are estimated by Pedroni's Dynamic Ordinary Least Squares estimator. Besides these, findings suggest that the EKC hypothesis is valid for only four countries, that is, Algeria, Egypt, Sudan, and Turkey but the threshold level is not reached yet. On the other hand, the coefficients of FDI have positive signs for all the countries, and they reveal that FDI inflows increase emission levels for the MENA region. Particularly, the coefficients of FDI inflows are very high in Algeria and Iran. It is clear that FDI inflows to Algeria and Iran mainly consisted of dirty industries. Lastly, energy use is the most polluting determinants of emission levels for most countries. Findings also support that only three one-way causal relationships exist, that is, from emission level to FDI, from emission level to income level, and from energy use to FDI. 116

Bu analiz sırasında temelin düşey, yatay ve dönel rijitlikleri de göz önüne alınarak tabanda sınır şartlan yazılır. Birim yükleme durumları için duvarlardaki yerdeğiştirme şekilleri bulunduktan sonra esneklik matrisi yazılır ve tersi alınarak da rijitlik matrisi bulunur. Rijitlik matrisi ve toplanmış kütle kabulü ile elde edilen kütle matrisinin serbest titreşim denkleminde yerine konulması ile sistemin doğal frekansları ve bunlara ait mod şekil vektörleri elde edilir. Bu analizden sonra, genel amaçlı bir bilgisayar programı Fortran yazılım dili kullanılarak hazırlanmış ve daha sonra da çeşitli örnekler için bu program kullanılarak çözümler yapılmıştır. Bu örnekler Sap2000 ve Ansys yapı analizi programlan ile de çözülerek hazırlanan programın doğruluğu kontrol edilmiştir. Prof. Dr. Seren AKAVCI The continuous connection method is widely used for the analysis of coupled shear walls subject to lateral loads. The present study considers the free vibration analysis of nonsymmetric coupled shear walls, with two rows of openings on elastic foundation. The connecting beams are assumed to be flexibly connected to the piers and there are stiffening beams at various heights. Applying a unit horizontal force at each lumped mass system and solving the compatibility equations written at the midpoints of connecting and stiffening beams with the boundary conditions, accouting for the vertical, horizontal and rotational stifmesses of the foundation. Having found the displacements of the wall for the unit loads, the flexibility matrix is written and inverted to find the stifmess matrix. Substituting the stiffness matrix and the mass matrix, found by the lumped mass assumption, into the free vibration equation, the natural frequencies and the corresponding mode shapes are obtained. Finally, a computer program has been written in the Fortran language and various examples are solved employing this program. Solving the examples, also, by using Sap2000 and Ansys structural analysis programs comparisons have been made and the prepared program has been verified. This study investigates the suicidal ideation and the possible causes for suicidal behaviour in the elderly. Subjects were 150 patients aged 65 and older who were evaluated using the sociodemographic data collection forms, Geriatric Depression Scale (GDS), Suicidal Ideation Scale (SIS), Reasons for Living Inventory (RLI), and Beck Hopelessness Scale (BHS). Of 150 patients, 72.7% were women and 27.3% were men, ages ranged from 65 to 88 years. Suicidal ideation was noted in 30.7% of patients. When the mean of BHS total score between patients with and without suicidal ideation and the mean of BHS subscale’s feelings and expectations regarding the future and loss of motivation and hope in terms of subscales were evaluated between the groups with and without suicidal ideation, the scores had a significant difference. When RLI was evaluated in terms of total scores, the suicidal ideation mean score was 243.74 ± 32.28, while the non-suicidal ideation mean score was 267.27 ± 24.36. There was a significant relationship between the two groups. We found low level of education, low level of reasons for living and higher psychiatric morbidity (generalized anxiety disorder and comorbid depressive disorder) in with suicidal ideation in the elderly. Resumo Este estudo tem por objetivo investigar os fatores que levam à ideação suicida e às possíveis causas para o comportamento suicida em idosos. Foram estudados 150 pacientes com idade igual ou superior a 65 anos, que foram avaliados utilizando os formulários de coleta de dados sociodemográficos, Escala de Depressão Geriátrica (EDG), Escala de Ideação Suicida (EIS), Inventário de Razões para Viver (IRV) e Escala de Desesperança de Beck (EDB). De 150 pacientes, 72,7% eram mulheres e 27,3% homens , com idades de 65 a 88 anos. A ideação suicida foi observada em 30,7% dos pacientes . Ao se avaliar a média da pontuação total de EBD entre pacientes com e sem ideação suicida e a média dos sentimentos e expectativas da subescala EBD em relação ao futuro e perda de motivação e esperança em termos de subescalas entre os grupos com e sem ideação suicida, a pontuação teve uma diferença significativa. Quando o IRV foi avaliado em termos de pontuações totais, o escore médio de ideação suicida foi de 243,74 ± 32,28, enquanto o escore médio de ideação não suicida foi de 267,27 ± 24,36. Houve uma relação significativa entre os dois grupos. Fatores de risco para ideação suicida em idosos foram desesperança, baixo nível de educação, baixo nível de razões para viver, distúrbio de ansiedade generalizada e transtorno depressivo comórbido.
