311. A Prototype of a Decision Support System for River Basin Water Quality Management in Central and Eastern Europe

Abstract

This Working Paper documents the implementation of a prototype of a Decision Support System (DSS) for regional water quality management applied to a case study of the Nitra River in Slovakia. With the goals of flexibility and simplicity in mind, two different approaches and tools have been implemented and tested. First, the object-oriented development tool ORVAN was used for fast prototyping of the mathematical programming model and for scenario analysis. Second, a problem-specific generator was implemented to generate various single criterion and multiple criteria optimization problems useful in examining the water quality problem. The resulting mixed-integer optimization problems were solved by the MOMIP package. Provided in the paper are the following: a complete formulation of the mathematical model, a detailed discussion of the data used, documentation of the developed software, an overview of interesting results, and recommendations for future work. Since only preliminary data were available at the time of performing the reported research, results are given merely as illustration of the methodology and software and should not he considered policy recommendations. For the latter task a verified data set and water quality model will be required.

312. Solving a Class of LP Problems with a Primal-Dual Logarithmic Barrier Method

Abstract

Applying a higher order primal-dual logarithmic barrier method for solving large real-life linear programming problems is addressed in this paper. The efficiency of interior point algorithm on these problems is compared with the one of the state-of-the-art simplex code MINOS version 5.3. Based on such experience, a wide class of LP problems is identified for which logarithmic barrier approach seems advantageous over the simplex one. Additionally, some practical rules for model builders are derived that should allow them to create problems that can easily be solved with logarithmic barrier algorithms.

321. Electron energy distributions in uranium helium mixtures

Abstract

The high energy portion of the electron energy distribution for mixtures of uranium and helium at 1 atm, 5000 K, and a neutron flux of 2x10 to the 12th power/sq cm-sec have been calculated. The addition of He improves the heat transport characteristics of the plasma and has the feature that the He energy levels lie in the high energy portion of the electron distribution, potentially allowing non maxwellian excitation. It is concluded, however, that the resulting reaction rates are marginal relative to achieving inversion in He.

Abstract

The paper reviews the methodology of multi-objective modeling and optimization used in decision support based on computerized analytical models (as opposed to logical models used in expert systems) that represent expert knowledge in a given field. The essential aspects of this methodology relate to its flexibility: modeling and optimization methods are treated not as goals in themselves but as tools that help a sovereign user (an analyst or a decision maker) to interact with the model, to generate and analyze various decision options, to learn about possible outcomes of these decisions. Although the application of such methods in negotiation and mediation support is scarce yet, their flexibility increases essentially the chances of such applications. Various aspects of negotiation and mediation methods related to multi-objective optimization and game theory are also reviewed.

Abstract

Model-based Decision Support Systems (DSSs) often use multi-criteria optimization for selecting Pareto-optimal solutions. Such a selection is based on the interactive specification of user preferences. This can be done by a specification of aspiration and reservation levels for criteria. Diverse Graphical User Interfaces (GUIs) can be used for specification of these levels, as well as for the interpretation of results. In the approach presented in this paper, the specified aspiration and reservation levels are used for the generation of component achievement functions for corresponding criteria, which reflect the degree of satisfaction with given values of criteria. This paper outlines the methodological background and modular structure of a tool ISAAP (which is included in MCMA) for multi-criteria analysis of decision problems that can be represented as Linear Programming (LP) or Mixed Integer Programming (MIP) problems. The MCMA has been used at IIASA for the analysis of decision problems in water quality management and land use for sustainable development planning. These experiences have shown that MCMA tool is applicable also to large LP and MIP problems. Other implementations of the same methodology have also been applied to analysis of non-linear problems in several engineering applications
